a
general
summary
as
to
what

date,

impact
of
the
pandemic
has
been
on
the
city
finances
just
in
general.

know
that
on
the
in
the
financials
there
were
a
lot
of
shortfalls
on
revenues
as
well
as
some
you
know
we
haven't
spent
as
much
as
because
in
certain
areas,
so
just
overall
in
a
big
picture
sense.

fiscal
year
2021
we
anticipated
the
decline
in
tax
revenue
due
to
the
pandemic,
and
I
can
tell
you
that
right
now
our
receipts
are
tracking.
With
that
anticipated
reduction,
it's
kind
of
early
in
the
fiscal
year.
We
don't
receive
convention
development
tax
revenues
until
two
months
away.
So
in
december
we
expect
to
receive
our
first
distribution
of
those
dollars.

yet

general,
because
we've
cancelled
some
activities
and
some
sort
programs,
our
parks
receipts-
are
a
little
bit
lower
for
the
fiscal
year.

again
we
kind
of
have
a

budget,

through
the

discussions

uncertain
about
kind

impact
of

pandemic

budgeted
for

reduction

that's

just
something
that's

thrown
out

select
citizens

communication
with

council

mayor

trying

stay
not
trying.

have
been
staying
on
top
of
managing
everything
right
now,
there's
actually
somebody
sitting
next
to
a
computer
watching
all
of
the
rentals
to
make
sure.
If
anybody
has
any
issues,
we
can
go,
take
care
of
them
if
their
rental
is
left
outside
of
the
return
zone.

far

concerns
go

the
scooters,
I
think
they're
totally
valid.
In
fact,
that's
our
complete
reason.

started
this
business,
we've
been
manufacturing,
electric
scooters
and
skateboards,
but
most
recently
in
the
last
three
or
four
years,
scooters
for
all
the
big
companies
bird
line,
any
major
company
you've
heard
of-
and
we
saw
that
demand
was
awesome.
You
know
people
love
these,
but
we
also
saw
some
of
the
downsides
of
them,
some
of
the
clutter
they
caused
in
the
city.

So
our
business
was
literally
designed
to
take
all
that
away
and
from
the
software
we
have
and
from
our
back
end-
and
you
know
we
spent
quite
a
bit
of
you-
know:
research
and
development
and
money
into
our
software
to
ensure
that
those
things
don't
happen,
and
we
have
everything
in
place
to
kind
of
negate
those
things
from
happening,
and
not
only
that
our
business
model
is
instead
of
you
know,
being
this
silicon
valley,
company
that
comes
in
and
dumps
scooters
off
in
the
city
and
goes
away,
we
partner
with
local
businesses
and
not
just
any
local
business.

a
ton
of
work
and
a
ton
of
research
into
businesses
that
have
been
in
the
community
that
have
a
good
reputation
that
are
staples
of
the
community
who
who
honestly
actually
care
about
what's
going
on
that
care
if
they
get
dumped
off

care.
If

know
somebody
doesn't
know
how
to
ride
it
or
if
they
get
left
in
front
of
you
know
the
readers
or
you
know
that
local
business
might
not
like
it,
because,
honestly,
no
other
company
cares
right.
They
don't
care
what
happens
to
them.

want
to
collect
their
money
and
move
on
with
our
business
model.
The
money
stays
the
majority
of
the
money,
stays
local
and
it's
all
facilitated
by
our
local
business
operators.

provide

quality
product

help

while
we
are

small
business
ourselves,
we
have

software
and
the
capability
to
tailor
it
to
to
jacksonville
beach.

if

guys
have
specific

that

As
far
as
you
know,

boardwalk,
I
know
that's
been
a
big
thing
about
not
riding
on
the
boardwalk
different.

you

have

his

have
been
great
and

locals

enjoyed

privileged

watch

council

concept

more
concerns
about
the
devices
being
operated
in
the
city

just
working

the
parking
lots
on
terms
of
city

the

environment

some
of
the
concepts
that
we
see
is
one
first
of
all
under
safety
for
florida
statute,
that,
under
the
age
of
16,
an
operator
may
not
operate
ride
or
be
propelled
without
wearing
a
helmet.
So
we
could
start
with
our
law
to
model
that
type
of
safety
concern
again.

The
city
code
has
nothing
on
the
books
for
that
there
are
cities
that
limit
the
number
of
permitted
vendors
in
their
community,
and
I
would
say
that
that's
really
relevant
for
us,
because
you
know,
thankfully
mr
dewitt

found
this
to
be
a
lucrative
business.

there's
going
to
be
someone
right
behind
him
who
also
wants
to
engage
in
making
money,

lucrative

limit

of
permitted

cities

safety
requirements

some
of
the
safety
requirements
involve
safety

the
vendor
would
be
required
to
provide
from
what
we've
seen
observed
in
terms
of
the
users
in
our
community
they're,
not
acting
in
a
very
safe
way,

cases,

very
hazardous
way
running
through
stop
signs.
So
we
don't
know
what
the
extent
of
the
safety
or
training
or
education
is
of
some
of
these
users,
but
that's
an
important
aspect
for
most
of
these
municipalities.

seven

authorize

manager
to
monitor
and
to
decrease
the
fleet
size
of
some
vendors
with
no
control
on
the
fleet

looks
like
for
some
of
these
larger
cities.

fleet

gets

thousand
for
per
vendor,
so
you
can
have
three
to
eight
vendors
each
with
a
thousand,
so
you
have
thousands
of
scooters,
but
some
some
cities
allow
the
manager
to
monitor
and
require
a
decrease
in
the
fleet
size
or
a
cap
on
the
fleet
size.

a
very
valid
point
to

certain

zones
mandatory,

to

these
devices
that
need
legislation,
they've
drafted
that
and
they've
implemented
that
now,
they've
left
municipalities,

lot
of
room

regulate
under
our
home
rule
regulatory
powers,
to
control
and
regulate
the
use
of
our
roadways
and
to
take
certain
steps
in
the
act
of
public
safety
interest.

But
these
devices
e-scooters
electric
personal,
assistive
mobility
devices,
micro
mobility
devices-
they
have
their
own
set
of
statutes
each
one
of
them,
so
they
they
are
treated
differently
than
bicycles.
But
I
know
that
in
our
area,

our
jurisdiction
we
see
the
bicycles
and
the
micro
mobility
devices
and
the
e-scooters
all
traveling
in
the
same
roadways,
especially
down
here
on
the
local
downtown
area.

see
them
all
using
the
bike
lanes
using
the
land
of
traffic
and
going
north
south
east
west.

certainly
be
having
much
worse
issues,
so
I
appreciate
everybody's
diligence
in
studying
this
issue,
especially
our
new
council
members,
for
going
back
and
watching
the
briefing
I
was
I'm
very
much
in
support
of
e-scooters,
and
I
think
that
this
is
definitely
an
avenue
that
we
should
pursue.
I
think
mr
dewitt
has
been
a
solid
business
owner
in
our
community
and
has
proven
that.

However,
I
do
see
the
need
to
put
the
safety
of
our
public
paramount
as
we
examine
this
issue
a
little
more
to
make
sure
that
it
works
within
our
city
and
that
we
have
that
we
give
our
police
department
the
tools
that
they
need,
at
the
same
time,
being
able
to
support
this
business.
The
small
businesses
that
are
hopefully
going
to
be
positively
impacted
by
a
solid
and
thorough
implementation
of
governance
for
our
e-scooters.

hope
that
if
this
moratorium
does
pass
that
we
move
with
the
quickness
and
not
only
with
the
with
the
quickness,
not
discounting
the
amount
of
work
and
research-
that's
gonna
go
into
it,
but
also
working
with

business
owner.

operating
these
already,
there's
been
a
trial
run
for
him.

would

council

a
change
and
it's
really
nice

believe
in
this
game
with
croquet-
and
I
would
love
to
see
this
game
become
a
public
croquet
court
is
one
court
with
the
public
golf
course
that
we
have
in
jacksonville
beach.
The
two
really
go
together.

Croquet
is
like
an
amenity
to
golf.
In
fact,
one
of
the
games
we
play
is
golf
croquet
and
it's
a
beautiful
game,
and
I
would
really
like
to
see
this
happen
predominantly
over
by
the

the
putting
green
it's
beautiful
and
that's
the
kind
of
grass
we
need
for
croquet.
It's
it's
a
mode
and
then
it's
rolled
and
it's
velvety
green
and
it's
just
really
flat
and
that's
what
we
need
for.
