is
a
special
meeting
with
just
one
issue,
I'm
gonna
go
ahead
and
dispense
with
the
formalities
that
we
normally
do
prior
to
the
meeting,
go
ahead
and
call
the
meeting
to
order
now
can.

Regarding
the
collective
bargaining
agreement
with
our
fraternal
order
of
police.
Mr
stopopolis,
you
have
a
staff
update.

We
are
trying
to
wrap
that
up
before
the
end
of
the
year,
so
we're
looking
at
doing
a
special
meeting
tonight
and
a
second
special
meeting
on
december
28th,
specifically
to
have
a
second
reading
of
the
ordinance,
which
will
be
the
companion
item
to
the
first
item
here
tonight.
I
would
like
to
turn
the
floor
over
to
deputy
city
manager,
karen
nelson.

She
was
our
lead
negotiator
from
the
administration
side
on
this
agreement
and
she
will
walk
you
through
just
some
very
high
level
highlights
of
the
agreement
for
the
next
few
years.

So
I
want
to
make
sure
this
light
is
actually
hot,
and
you
can
hear
me:
okay,
we
do
have
in
the
packet
a
pretty
detailed
summary
of
all
the
provisions
of
the
contract
that
are
being
changed,
those
that
have
a
financial
impact
as
well
as
those
that
do
not
know
language
changes
only
so
I
won't
go
into
a
lot
of
detail
unless
any
of
you
have
any
specific
questions
about
some
of
those
articles.

Of
the
items
that
do
have
some
sort
of
monetary
impact,
it
is
a
two-year
agreement,
effective
october
1
2020,
which
is
a
deviation
from
our
normal
three-year
agreement.
This
agreement
will
expire
on
september,
30th
of
2022,
and
so
we've
been
then
being
renegotiating
most
likely
more
than
a
three-year
agreement.

For
wages
in
this
contract
that
you're
approving
tonight
in
year,
one
we
have
an
increase
of
two
percent
over
fiscal
year,
2022
debate
plan.
That
means
on
october
1
the
pay
plan,
the
entire
pay
plan
will
be
adjusted
by
two
percent.
In
addition
to
that,
we
are
continuing
our
current
pay
plan,
where
the
employees
are
eligible
for
a
two
to
three
percent
annual
increase
on
their
anniversary
day
depending
on
their
year.
Two
of
the
contract
includes
an
increase
of
one
percent
over
year,
one
when
again,
a
continuation
of
the
two
to
three
percent
increases.

We
have
added
to
this
contract
special
assignment
pay
for
the
four
special
teams.
It's
a
flat
amount
per
pay
period
as
long
as
those
individuals
are
assigned
to
that
team.
We've
also
added
pay
for
field
training
coordinator
to
receive
five
percent
when
they
are
actively
when
there
is
an
active
assignment
of
a
trainee
in
the
program,
we
currently
offer
a
10
premium
to
the
field
training
officer
when
they
are
actively
training
a
new
recruit.

This
will
provide
an
additional
five
percent
for
that
sergeant
that
oversees
the
program.
During
that
same
time,
emergency
management
pay
is
also
a
new
provision
that
applies
to
events
that
happen
here
in
our
jurisdiction,
most
often
that
it
ends
up
being
a
hurricane,
but
it
could
be
any
other
emergency
event
that
the
city
manager
declares
in
a
period
of
emergency
operations.

This
also
applies
to
situations
where
our
employees,
our
officers,
might
be
deployed
to
assist
another
agency
outside
of
the
juvenile
nassau
saint
johns
county
area.
During
that
time
frame,
the
pay
for
business
would
be
the
same.
They
would
be
paid
time
and
a
half
for
active
hours.
They
would
be
paid
straight
time
if
they're
resting
at
the
assigned
location.

This
contract
had
christmas
eve
and
president's
day
we
enter
the
contract
christmas
eve
we
adopted
last
year
that
was
already
included
in
the
budget
presidents
day
the
new
holiday
this
year,
council
adopted
the
ordinance
in
september
october
just
a
couple
of
months
ago,
so
we
are
incorporating
that
we
did
include
in
the
in
the
increased
schedule
an
additional
amount
for
hall
for
the
president's
day
holiday,
because
again
that
was
not
included
in
the
budget,
so
there
is
an
additional
cost
associated
with
that
for
retirement.

That
that
we
did
make
several
language
changes
to
that
which
you
have
in
your
packet,
the
red
line,
changes
and
then
council
of
golden
brought
it
to
my
attention
that
the
red
line
document
that
we
sent
you
all
contained
some
punctuation
errors.
There
were
also
some
formatting
errors.
There
were
several
gender
references,
his
instead
of
his
or
her,
so
we
had
already
addressed
those
we
cleaned
up.

We
had
we
took
out
all
of
the
gender
references
or
made
it
his
fur,
whichever
was
appropriate,
and
thank
you
for
that.
Bringing
that
up-
and
we
also
gained
some
punctuation
point
changes
and
cleaned
up
the
formatting
other
than
that.
The
document
that
we'll
be
presenting
to
you
for
signature
is
the
same
as
the
red
line.

want

echo
that
as
well.
Thank

the
teams

both

It
was
a
lot
of
work
and
I'm
glad
we
were
able
to
come
to
a
resolution.
I'm
also
glad
that
we
did
a
two-year
agreement
so
that
we
can
bring
the
fop
in
line
with
leona
on
the
next
go
around,
so
that
would
be
a
sporting
couple
of
months
for
our
negotiation
team.
So
