Description

If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Please
dress.
It's
Natalie
make
the
sentence
for
the
betterment
of
the
community
thanks
to
all
this
coming
out
and
getting
them
well
in
decisions
that
affect
their
lives
on
a
daily
basis.
This
must
know
serving
our
country
here
to
read
and
please
believe,
with
our
first
responders,
to
keep
them
safe.
C
A
A
D
Like
to
let
everyone
know
that
this
Wednesday
night
beaches
watch,
it
is
host
in
a
state
of
the
beaches
meeting.
That
is
an
annual
meeting
that
is
held
at
the
beginning
of
the
year
with
all
three
Beach
mayors
and
our
Jax
Beach
mayor
mayor
Latham
will
be
there
as
well
as
the
language
mayor
in
the
Neptune
Beach
mayor
and
they'll,
be
talking
about
the
state
of
our
beaches.
What
accomplishments
we've
seen
in
2019
and
what
is
planned
for
2020.
D
E
You
miss
do
not
thank
you
just
want
to
announce
that
I
did
the
point
in
time
count
use
the
census
for
the
homeless
population
of
the
beach.
It
was
a
couple
Wednesday's
ago
and
it
was
in
the
30s
and
it
was
a
cold
night
shelter
and
there
were
53
individuals,
one
family,
a
mother,
father
and
child
at
the
coal
mine,
shelter.
So
in
that
was
your.
Those
are
just
the
ones
who
are
inside
and
you
will
keep
warm.
So
this
is
a
population
that
we
should
be.
E
Considering
then,
on
the
24th
of
January
I
went
to
a
cybersecurity
conference
put
on
by
Florida
Lucy's.
It
was
fun.
Medical
aid
workings.
Community
vision
sessions
are
still
going.
We
have
three
of
them
left.
We
will
add
more
if
you,
if
there
are
enough
people
who
want
to
participate.
This
is
your
chance
to.
Let
us
know
how
you
see
the
future
of
our
community
and
letting
people
know
we
email
letters.
Ryan
is
trying
to
get
the
word
out,
especially
those
young
families.
E
E
A
G
G
G
At
the
beach
that
I
went
out
of
that
hole
in
time
or
another,
but
I
talk
to
people
more
about
the
culture
of
the
city
and
we
had
another
murder
on
Third
Street
at
night.
It
wasn't
murder
at
the
ready
to
see
that
Congress
gone.
There
was
no
one
expected
outcome
other
than
somebody
dying,
and
the
culture
has
to
change
it.
We
have
to
change
with
it
and
I
think
I'm,
not
sure
what
what
what
the
answer
is.
G
G
There's
you
know
maybe
12
days
of
because
they're
out
all
the
festivals,
they
won't
have
festivals
and
their
family
festivals,
with
no
alcohol
and
a
great
idea,
whatever
it
takes
to
get
Jack's
speech,
as
the
police
chief
has
said,
we're
the
playground
for
North
Florida
and
southeast
Georgia.
People
come
from
a
long
way
here
to
come
play
and
the
people
that
are
coming
and
doing
bad
things
generally
are
from
the
beach
and
I
think
our
reputation
just
needs
to
become
more
of
a
family
atmosphere.
G
I
think
we
need
to
zoom
in
on
just
public
safety,
because
that
is
everybody
up.
Here's
job
number
one,
not
extension
of
business,
not
anything
else.
The
number
one
job
is
Public
Safety,
because
without
public
safety
we
don't
have
jobs,
we
don't
have
new
restaurants,
we
don't
have
new
hotels
or
if
we
do
get
them,
they
won't
be
here
for
long.
So
we
need
to
figure
out
a
way
come
together.
We.
A
H
H
The
frustration
was
beyond
belief
then,
and
it's
still
now,
I
am
very
concerned
I,
like
my
wine
talk
about
public
safety
now
that
first
Street
is
closed
at
12.
All
the
traffic
has
to
go
down
the
street,
which
is
still
a
dirt
intersection.
Now
that
it's
getting
nice
out,
there's
pedestrians,
there's
people
walking
all
over
that
dirt
intersection
and
there's
no
lines
in
the
road
and
I
am
shocked.
No
one
has
gotten
hurt.
H
No
one's
gotten
hit,
there
hasn't
been
accidents
because
people
go
below
and
through
the
stop
sign
like
there's
no
tomorrow
at
30
miles
an
hour,
don't
even
slow
down.
Very
often
the
frustration
is
crazy.
I
know
it
is
a
contract
that
is
a
poorly
written
contract.
I
have
been
told
that
when
I
get
a
hard
time,
believing
that
this
council
can
have
no
influence
I'm
trying
to
help
out
its
citizens
that
are
paying
for
that
contract,
for
instance,
it's
taken
three
times
to
get
sidewalk
from
my
house
every
time.
H
It's
a
bad
excuse
excuses
on
the
part
of
the
construction
company
that
they
didn't
call
the
subcontractor
to
get
it
lined
up.
So
we
can't
do
it
this
week
today
we
barely
got
part
of
our
sidewalks,
because
no
one
bothered
to
put
no
parking
signs
up
so
that
they
could
get
access
to
the
side
of
the
road
to
put
sidewalks
in
to
continue
having
dirt
in
fronts.
In
this
intersection,
it's
a
real
issue.
H
This
construction
company
starts
a
little
project
and
the
leaves
they
go
do
something
else
why
they
have
to
pull
apart
a
hole
in
between
12
and
13
when
they
still
haven't
finished
between
3rd
and
2nd,
where
this
intersection
is
on.
11Th
is
beyond
belief
why
this
council
cannot
use
some
influence
and
getting
this
struction
company
to
get
something
done.
H
Is
it's
inevitable
team
when
I
was
here
in
September
I
invited
all
of
you
I
offered
my
time
to
meet
with
you,
so
you
can
understand
what
was
going
on
right
in
front
of
my
house
on
a
day-to-day
basis.
For
a
year,
not
one
of
you,
including
on
my
earring
council
person,
called
that
is
so
disappointing
in
this
council.
A
I
My
key
as
his
friends
and
family
knew
him
went
to
my
high
school
he's
a
member
of
his
community.
He
was
someone
that
people
loved
some
of
those
people
will
not
wake
up
every
single
morning
missing
and
go
to
bed
every
single
night
thinking
up.
I
would
know
now:
I
wasn't
the
only
one
that
day
to
talk
to
you
about
culture,
it
was,
and
it
spoke
before
us
I've
seen
you
one.
Second,
miss
Jamie
Thompson
spoke
to
you
about
culture
following
me,
but
it's
not.
E
I
B
I
E
I
I
Right
next
to
us,
but
there's
a
different
culture
in
it
to
each
you
don't
speed
going
down.
Third
Street
I
raise
a
family
in
that
to
each
I
walk
down
the
street
at
night.
Image
of
each
other
tops
in
the
same
about
Jack
speech
right
now,
I'm
asking
you
again
to
do
something
I
feel
sick,
I
feel
like
I
would
want
to
raise
a
family
here
and
I,
don't
feel
like
I
got
taken
you
guys,
so
please
any
sort
of
change,
just
anything
to
try
and
make
you
a
resonance
feel
more
safe.
Look.
K
I
want
to
talk
about
this
particular
section,
courtesy
of
the
floor,
we're
still
struggling
on
how
to
improve
this
part
of
the
agenda,
engage
citizens
in
the
past
few
years.
Less
what
we
proceed
to
citizens
in
silence.
We've
tried
a
few
processes
in
the
past
to
be
the
stick
about
this
time.
Last
year,
council
decided
at
a
minimum.
The
citizens
that
came
up
here
to
speak
would
at
least
get
a
letter
of
thanks
that
did.
K
Instead,
it
was
then
determine
that
best
time
to
address
the
citizens
with
that
didn't
stick
on
the
beverage
yet
I
said
email
to
Council
for
a
recommendation
that
added
a
section
to
the
agenda
to
review
the
citizens,
concerns
complaints
and
observations,
just
as
what
you've
heard
up
here
tonight
and
to
make
sure
they
don't
get
overlooked
or
ignored.
This
live
led
various
in
emails
internally,
it
was
decided
between
the
mayor
and
the
city
manager
that
the
issues
would
be
summarized
right
after
the
floor
is
over.
K
The
issues
were
easy,
Mike
and
city
manager
would
address
them.
If
more
complex,
then
they
would
be
addressed
later
to
the
citizens
via
email,
with
the
competent
counsel
and
as
judge
this
process
is
not
started
so
I
have
a
recommendation
to
council
tonight
start
the
process.
In
addition,
I
would
like
add
two
additional
improvements
to
the
process
that
those
Pappas
complex
issues
that
we
talked
about.
K
The
new
communication
I
would
ask
that
you
pass
camp
with
following
up
on
these
citizens.
Concerns
I
would
also
ask
on
this
complex
issues
that
may
be
some
timeline
and
who
intends
to
follow
up
December.
The
16th
general
address
the
council
during
this
piece
of
the
agenda
and
one
other
things.
He
talked
about
two
things
pertinent
to
this
discussion.
You
need
for
better
warrant
for
citizens
to
present
inquiries
and
complaints,
and
they
need
to
gather
three
minutes
with
sufficient
time
since
the
boys
concern
I.
K
He
deserves
the
respect
just
for
his
citizen
service
admit
he
deserves
a
thank
you
for
coming
up
here
and
saying
his
piece.
I
do
applaud
Council
for
trying
various
ways
to
engage
the
citizens
in
this
past
year,
but
trying
it
better
trying
it
better
than
not
doing
anything.
But
when
something
doesn't
work,
it
would
be
reasonable
to
then
ask
what's
next.
A
B
B
A
You,
sir
appreciate
that's
a
lot
sign
up
for
pursue
the
floor
without
time
to
do
an
agenda.
Surrender
for
that
kind
of
agenda
item
2501,
seven-
and
this
item
is
a
discusses
city
manager-
of
an
annual
performance
evaluation.
We
had
the
council
briefly
before
the
council
went
through
a
very
detailed
process
to
evaluate
mr.
A
Pappas
and
use
our
director
of
HR
put
together
tremendously
comprehensive
and
thorough
package
that
went
through
several
different
levels
to
provide
input
to
the
final
product
which
provided
the
city
government,
sir,
the
bottles
of
the
very
strong
performance
record
for
the
last
year
and
we're
all
there
please.
What
he's
accomplished
and
with
that
Sookie
emotion
from
someone
concerning
our
next
step.
Wind
is
just
about
us
and.
C
E
Concur
that
has
done
an
excellent
job.
The
first
year
there
have
been
a
lot
of
genius
and
they're
like
x,
doesn't
feel
like.
There
have
been
a
lot
of
changes,
but
it's
kind
of
like
a
large
ship.
It
takes
a
while
to
turn
around
and
we
are
he's
got
that
he's
getting
it
to
know
the
where
Lee
you
need
to
know.
It's
gonna
take
a
little
bit
of
time.
D
For
the
public's
information,
I'd
like
to
explain
that
the
six
percent
is
based
off
of
three
percent
is
what
the
city
staff
about
this
year,
because
we
did
pay
adjustments.
We
had
done
a
paste
onion
and
found
that
our
staff
needed
to
be
paid
more
and
so
all
of
our
staff
out
a
three
percent
increase.
So
his
his
pay
increase
is
three
percent
for
that
adjustment,
plus
three
percent
from
Eric.
So
that's
where
six
percent
is
coming
from.
M
A
N
Purchase
would
effectively
replace
the
furniture.
That's
in
the
communication
center
of
the
police
department.
Existing
furniture
is
approximately
17
years
old.
The
replacement
parts
are
now
difficult
contain.
There
is
a
matching
funding
to
the
poem
which
is
coming
from
the
City
of
Jacksonville,
so,
while
the
city
will
initially
need
to
expend
just
about
$60,000,
we
will
be
receiving
$30,000
in
return,
we're
capable
thirty
thousand
dollars
of
expenditure
by
the
city.
Thank
you,
sir.
Any.
D
Just
like
to
add
that
I
am
currently
taking
the
Citizens
Police
Academy
class
and
if
none
of
you've
done
that
I
highly
recommend
that
you
do
it,
because
it's
it's
very
educational,
narrowing
in
Swat
I'm
not
going
to
come
a
police
officer
by
taking
that
I'm
going
to
become
an
educated
citizen
and
understand
more
about
what
our
Police
Department
deals
with
and
the
first
night
that
we
had
class.
We
had
a
tour
of
the
communications
area
and
and
then
we
also
had
I,
think
Aaron's
Arturo
who's.
D
L
C
N
October
City
Council
authorized
each's
energy
to
begin
contract
negotiation
with
burns
and
McDonnell
to
basically
take
a
look
at
what
was
needed
at
the
same
as
the
substation
for
the
replacement
of
torch
transformer.
This
is
basically
the
next
phase
of
that
project,
which
is
effectively
EPC
or
design-build
type
concept.
The
total
project
cost
us
two
thousand
nine
million
dollars.
It
will
replace
one
of
our
very
large
transformers
of
this
team
in
vertical
Association,
just
as
a
little
bit
of
background
beaches.
N
M
I,
don't
have
a
lot
and
this
transfer
was
in
the
middle
of
three
separate
transformers,
and
this
is
the
most
difficult
place
this
approximately
40
years
old.
These
were
a
call
to
kind
of
the
exam
time
period,
catastrophic
ratings
of
all
three
transformers.
This
replaces
one
of
those
great
things
since
this
race
home
wasn't
mostly
refilled
during
that
last
those
last
outages,
we've
decided
we're
going
to
move
over
to
the
side
and
put
it
on
a
separate
pad
keeper
this
parameter.
So
that's
what
this
possible,
though,
the
new
foundation
move,
the
old.
A
L
A
C
N
As
was
indicated
in
the
reading,
this
was
deferred
from
January
24th
council
meeting.
The
reason
for
the
deferral
was
that
council
wanted
some
changes
made
to
a
section
where,
by
any
of
the
members
of
our
Ward's,
could
bring
forth
an
issues
they
became
aware
of
it.
So
the
city
attorney
and
I
went
back
and
we
revised
the
language
of
the
language
that
was
included
in
Section,
our
in
section
s
of
the
Code
of
Ethics.
If
you
have
any
questions,
the
city
attorney
and
I
are
here
to
answer
them.
Otherwise,
okay,
many.
D
Just
like
to
request
that,
if
this
is
approved
that
we
would
make
this
available
to
the
public,
perhaps
on
the
website,
I
know
when
we
were
working
on
this
originally
Pompey
had
a
copy
of
theirs
on
their
website
and
I
thought.
That
was
great
so
that
the
community
could
see
the
code
of
ethics
that
we
are
holding
ourselves
to
and
then
also
in.
D
L
A
The
preceding
quasi-legislative
proceeding
means
that
the
governing
body
as
I
can
has
a
rulemaking
in
rulemaking
capacity,
there's
a
duty
of
the
council
to
arrive
at
sound
decisions
regarding
the
use
of
property,
but
in
the
city
the
sequel
is
receiving.
Citizen
input
regarding
proposed
uses
within
Mazzoni
category.
The
application
has
been
reviewed
by
staff
and
the
Planning
Commission
for
consistency
with
other
port
develop
code
and
throw
the
comprehensive
plan.
The
council
may
hear
from
all
interested
parties
in
the
legislative
determination
of
with
amendments
of
the
texan
development
code.
Council's
decision
on
the
text.
A
A
H
My
name
is
Tina
strong
under
the
12th
4-h
Hall
Street
north
I
wanted
to
tell
you
the
story
of
living
next
to
an
illegal
chicken
coop
on
Second
Avenue
North
right
down
the
street.
Not
only
is
chicken
coop
don't
be
loud,
noisy
and
disgusting,
it
attracts
rats,
raccoons
mice,
snakes
flies
and
every
other
kind
of
group
movement.
Think
of
now,
as
a
neighbor,
we
didn't
turn
on
a
tour
in
becomes
very,
very
close
to
you,
we're
close
in
proximity
to
each
other.
So
you
do
it
go
go
on
together,
but
when.
H
Now
this
lady
did
take
very
good
care
of
her
jingles,
but
in
the
end,
the
chickens
disappeared
because
the
raccoons
decided
one
night
that
they
didn't
had
to
get
into
the
chicken
coop
and
they
rip
those
students
to
pieces.
It
was
a
noise
in
a
sight.
I
never
want
to
see
again.
Our
lives
are
too
small.
The
stench
is
too
great.
The
amount
of
flies
that
the
chickens
bring
to
the
neighborhood
is
ridiculous.
All
they
do
is
extract
and
crunch
can
dedicate
all
day.
How
are
you
going
to
control
this?
H
Who
am
I
gonna
call
at
9:30
at
night
on
a
Saturday,
because
I
can't
sit
in
my
backyard
because
of
the
stench
of
the
kitchen,
the
chicken
cook
next
door.
To
me
now,
I
know
a
lot
of
people
have
romanticized
this
whole
idea
of
having
chickens
they're,
a
farm,
animal
they're,
not
hamster
I've,
never
heard
of
anybody
having
to
call
an
exterminator
to
get
rid
of
rats,
because
your
neighbor
had
a
hamster.
H
We
have
enough
to
take
care
of
the
dogs,
the
cats
and
the
wildlife,
that's
in
each
area.
What
who
is
going
to
be
managing
these
chicken
coops
and
making
sure
that
they're
being
kept
clean
and
that
they're
not
good
fringing
on
the
neighbors?
Our
lives
are
too
small
chickens
are
not
hamsters.
They
are
farm.
Animals
and
I
know
that
it's
the
big
cool
thing
to
have
chickens
next
to
me,
but
having
to
live
next
door
to
rats
nice
qualities
and
raccoons,
infecting
and
infesting
your
yard
as
a
neighbor.
H
A
P
Gentle
14:10
pilot
road
recommendation
I
have
for
many
many
years
as
many
city
councils
to
review
the
obsolete
city,
whereas
the
street
might
be
55
going
to
start
of
the
fast
city
growth
and
noting
that
the
resistor
reflect
the
current
condition
of
reconstruction.
This
one--this
is
a
step
in
the
past,
not
the
future
I'm
against
classifying
farm
animals
as
pets.
The
Planning
Commission
conducted
the
hearing
on
a
lot
of
chickens
as
pets
and
right
in
that
the
denial
of
this
ordinance
I
agree
with
this
decision
about
having
farm
animals
has
allowed
pets
in
Jacksonville
Beach.
B
P
P
Brig
was
in
the
next
Olympics
requiring
training
of
that
beginning
at
the
Duval
County
Extension
services
by
the
University
of
Florida,
Institute
of
food
and
agricultural
science,
chickens
of
farm
animals,
novel
residential
mail
outside
pet
chickens
and
rezian
nasty
I
know
this
because
my
backyard
neighbor
had
chickens
and
where
Lucis
these
chickens
would
pluck
24
hours
a
day.
For
all
of
these
reasons,
let's
start
with
the
slightest
noise
or
movement,
the
volume
isn't
its
stream,
but
the
continuous
noise
made
is
what
the
water
portrait
and
there's
a
nuisance
as
rhythmic
or
that's
18
4d.
P
That
noises
are
prohibited
and
unlawful
by
keeping
any
animal
apart,
rich
carving
treatment
for
long
continuous
noise
and
such
a
matter
has
to
disturb
the
public
peace,
quiet
and
comfort
of
the
neighboring
parents
would
not
enjoy
I.
Think
they're
not
doing
my
backyard
since
I
have
many
outside
hugs
the
project.
So
I
was
constantly
stressed
and
angry
because
of
the
constant
clunky
nuisance
agree
with
the
Planning
Commission
and
denied
assortments.
Our
chicken
neighbors
have
moved
in,
like
in
2017
and
the
neighborhood
returned
to
his
chicken
for
peaceful
conditions.
P
If
Jake
is
returned
to
a
neighborhood,
is
an
uncontrollable
nuisance
will
not
be
tolerated
and
code
enforcement
will
be
constantly
contacted.
This
is
not
how
our
city
resources
should
be
spent.
This
is
not
a
question
of
just
a
few
where
the
nuisances
at
Westview
will
affect
the
citizens
of
our
cities.
So
please
welcome
Ellen
on
disorders.
Thank
you.
So
much
appreciated.
A
Okay,
any
other
chillin
carbs
I
have
for
this
agenda
items.
Everybody
else
now,
I'd
like
to
address
to
the
chicken
coordinates
jammer
and
close
the
walk
to
the
public
and
before
requesting
the
most
on
the
soreness
beginning
with
myself,
each
member
is
requested
to
indicate
for
the
record,
with
the
names
of
the
persons
and
the
substance
of
any
ex
parte
communications
regarding
this
application.
A
A
A
A
E
You
I
like
to
move
that
we
table
this
for
reasons.
One
is,
as
we've
been
listening
to
these
community
visions,
one
of
the
issues
and
we've
known
this
has
been
the
density.
That's
been
increasing
in
the
community,
and
we
can
just
heard
about
that.
With
this
strong,
where
she
lives
and
lots
are
smaller.

I
spoke
to
some
of
the

and
this
is
this

and
mr.
Sorrell
about
the
noise,
whilst
I
believe
with
the
shine
and
regard
the
noise.
I'm,
not
sure
about
the
numbers
of
chickens
were
3
5
15.
Whatever,
however,
the
neighbor
said
that,
were
you
say
that
people
that
have
the
chickens
did
not
matter
points
I,
don't
know
if
we're
gonna
ride
by
eggs,
but
they
still
supported
this.
You
know
they
were
fine
with
their
neighbors.
Actually
haven't.
O
You
know,
I
do
when
you
people
actually
read
the
articles
itself.
You
know
we
are
limiting
the
number
of
birds
permitted.
I,
don't
see
it
in
my
mind,
I,
don't
see
that
many
people
actually
partake
in
you
know
the
majority
of
Americans
house
cats
or
dogs
I
know
my
dogs,
I,
wouldn't
mix.
Well,
the
chickens
I
will
not
be.
You
know
people
chickens
on
my
property
either.
O
O
D
D
B
Part
of
this,
the
printed
zoning
locations
are
rs1,
rs2,
rs3
and
said:
she'll
only
be
prevented
development.
A
single-family
dwelling
located
within
the
following
zoning
districts
for
such
as
mention
which,
having
the
minimum
lot
size
of
five
thousand
square
feet,
so,
is
not
going
to
be
a
really
smaller
and
also
you
cannot
have
them
that
to
family
reflexes
or
townhomes.
So
it's
going
to
be
single
family.
A
A
Yeah,
it's
kind
of
a
short-term
rental.
We
thought
about
property
rights.
What
about
the
property
rights,
the
people
surrounding
those
facilities
that
are
being
managed
by
these
Airbnb
coming?
So
to
me,
it's
a
definite,
no
I,
don't
even
understand
like
something
seriously
considering
this
one
with
that
the
floor
is
closed
and.
B
A
A
Okay,
once
again,
this
ordinance
is
before
the
council
for
public
hearing
consideration
on
its
second
reading,
I'll
now
open
a
public
hearing
on
an
ordinance
number
two:
zero,
zero,
eight
one,
three
two
is
there:
anybody
from
the
public
would
like
to
address
this.
This
is
tied
to
the
or
last
board,
and
so
it
was
fast
yeah
chicken.
A
P
Just
way
off
or
g10
pilot
next
week,
this
forever
that
was
definitely
for
is
my
experiences.
The
fact
that
if
you
want
these
as
pets,
that
should
be
your
placement,
you
made
his
best
and
there's
certain
parts
of
this
segment
ordinance
that
I
believe
need
be
cleared
up
a
little
bit,
and
this
v,
if
I,
put
from
the
side
and
rear,
is
making
the
pets
you
made
or
specialist
I
believe
that
should
be
at
least
technically
should
be
twenty
by
twenty
they'll
put
a
light
behind
their
houses,
their
pets
they're.
P
P
The
biggest
have
to
be
considered
than
this
and
I
don't
believe
it
is
in
the
second
part,
you
need
the
setbacks
that
have
to
be
after
the
greater
and
also
the
construction,
even
though
they
have
ventilation
they
should.
It
should
be
a
solid
where
it's
face
of
the
neighbors.
They
will
make
think
that
and
think
of
the
neighbors
when
you're
looking
at
this
and
the
pet
owners
of
their
livestock
be
responsible
for
the
mammals
in.

Thank
you,
Mary
I,
provided
the
council
with
a
legal
memorandum
which
serves
as
a
supplement
to
the
Planning
and
Development
Department,
the
memorandum
on
the
agenda
item
and
that's
published,
so
the
public
is
able
to
obtain
that
to
be
back,
get
that
online
and
the
legal
memorandum
essentially
just
sets
out
that
the
current
status
of
the
city's
code
is
constitutionally
sound,
with
respect
to
it
being
a
content-neutral
prohibition
on
billboards
and
off
site
signs.
The
way
that
our
current
code
reads
is
going
to
be
in
conflict
with
these
proposed
ordinance
from
the
hospital.

I
say
that
because
I
want
to
know
a
person
who
Elizabeth

just
cares
about
the

and
a

Well,

We
have
someone
who
struggles
to
declining
where's
the
hospital
that
we
see
is
surprising
to
those
of
us
that
live
out
here

But
there
are
lots
of
people
who
are
coming
here,
who
are
that's
over
sort
of
a
I,
don't
know
a
problem.
So
if
you
have
a
problem
we
will
be
over,
and
this
is
a
struggle
sometime,
sometimes
with
the
existing
site.
There
are
new
families
as
a
retired
naval
officer,
I
know
the
sailors
and
their
families
near
the
beach,
and
they
struggle
sometimes
the
possibilities
that
I
met.
Today.
S
My
civic
lockstep
with
a
person
who's
coming
outside
the
beaches
area
because
their
position
is
normally
serving
at
Jax
beach
at
the
hospital
and
they
just
didn't
ever
been
out
there
before
and
they
struggled
with
finding
out
where
the
hospital
is
that.
So
it's
a
real
problem
and
that's
what
I
wanted
to
stand
up
today
to
say
that
it's
not
just
something
the
hospital
has
has
laid
out
for
you,
but
it's
a
real
problem.
That's
real
people
today.

very

to

this

We

we're

fortunate

just
too
bad
that
it's

that
we

definitely
Jacksonville
as
you're
developing
my
address
I
don't
come
cheap,
there's
one
of
your
constituents
when
I
do
come
to
this
retired
attorney,
who
spent
the
last
15
years
of
my
career
as
a
deputy
general
counsel
for
the
City
of
Jacksonville,
where
the
head
of
the
land

environmental

department
and
worked
perfectly
for
this
evening.
Someone
who
has
been
involved
in
sign
ordinances
and
signed
lawsuits
for
the
last
35
years.
M
M
I
like
to
speak
previous,
why
I
think
this
is
not
the
right
way
to
try
and
solve
it?
Your
attorney
had
done
an
excellent
analysis
of
the
problems
that
the
ordinance
would
create.
With
regard
to
the
cases
you
all
know
about
Reed
versus
town
of
Gilbert,
and
there
was
a
considerable
discussion
in
the
council
briefing
about
those
issues
and
who
might
bring
challenges
in
terms
of
local
businesses
about
the
outcomes
might
be
councilmember
de
menthe
hit
on
a
more
serious
challenge:
a
canoe
race.
It's
not
a
mere
hypothetical.
M
It's
a
tactic
to
billboard
industry
is
used
in
other
locations.
They
pick
a
community
that
has
a
billboard
ban
in
place.
They
find
that
if
they
have
a
problem
of
constitutionality
of
the
ordinance
you
come
down
there.
Black
for
billboard
permits
they're.
Turning
down
the
car.
Your
town
bills
advantage
billboards.
They
bring
the
lawsuit,
challenging
the
constitutionality
of
the
billboard
or
of
your
silence
of
the
hole
they
raise.
Constitutional
issues
ask
for
it
sometimes
obtain
an
injunction
from
the
court
against
enforcement
of
the
current
ordinance.
M
They
then
come
back
and
the
town
has
no
basis
for
denying
there
don't
work
permits,
because
there
is
enormous
it
cannot
be
enforced
at
the
time
and
so
Jacksonville
Beach,
which
has
been
a
leader
in
fighting
billboards
and
an
ordinance
for
heavy
billboards
before
the
City
of
Jacksonville.
Today,
I
could
then
find
itself
with
billboards
popping
up
around
the
City
of
Jacksonville
Beach.
M
Because
of
that
window
that
is
presented
when
I
went
a
ballad
ordinance
was
previously
valid,
is
declared
unconstitutional
or
leasing
injunctions
in
turn
against
this
enforcement
and
the
billboards
were
erected
and
then
can't
be
removed.
I
think
there
are
other
ways
to
solve
this
I
think
the
council's
on
the
right
fact
that
the
idea
of
a
publicly
public
sign
erected
by
the
city
on
public
property
was
not
raised.
The
same
issues
you
had
was
affected.
Reading
versus
town
of
Gilbert,
but
I
would
hate
for
a
city
in
Panama,
progressive,
forward-thinking
stance
on
no
more
regulation.

Q
Q
Q
The
reason
why
we're
doing
that
is
to
take
care
of
residents
at
the
beach
and
just
to
give
you
an
idea
of
in
terms
of
recognitions.
Recently,
the
hospital
was
just
given
a
recognition
from
Medicare
the
Department
of
CMS
government
for
the
work
that
we're
doing
with
respect
to
quality
and
patient
safety,
and
only
less
than
400
hospitals
across
the
country
have
gotten
that
recognition
is
over
6,000
hospitals
and
so
they're
doing
fantastic
work
and
keep
the
patient
safe
and
doing
the
right
thing.
In
addition
to
that,
we
also.

their
customers
or
I'm
sorry
their
employees
are
treated
well
and
careful
well
by
hospitals,
and
so
we
consistently
receive
a
training,
so
leap
frog
as
well,
so
it's
high
quality.
Our
challenge
is
getting
patients
to
us,
but
I
think
you
hear
from
others
as
well
that
that
has
been
a
challenge.
This
is
very
briefly.
Q
Your
awareness
that
Justin
leave
you
for
a
moment
said
the
hospital
was
begun
by
a
taxing
district
back
in
the
early
60s
and
that
Saxon
sister
controlled
the
hospital,
its
representation
from
Capps
Beach
Atlanta
Jeanette.
To
be
so,
it
was
a
public
hospital
in
1988,
a
new
house
was
built
and
for
me
to
call
the
hospital
hospital
was
struggling.
Baptist
scheme
came
and
worked
with
the
hospital
to
transition.
It's
about
two
speeches
and
we
committed
that.
We
would
still
provide
the
same
services,
the
same
free
care
to
patients
in
the
emergency
department.
Q
Q
They
don't
come
by
at
rescue.
So
that's
twenty,
seven
thousand
that
come
they're.
Sixty
percent
of
our
patients
in
the
emergency
department
or
Medicare
age,
and
so
those
patients
have
challenges
finding
the
emergency
departments
that
potentially
at
night
and
with
construction
going
on
and
whatnot
it's
difficult
for
them
to
find
that
2008
she's
a
year,
hundreds
partner,
children,
you
can
imagine
an
ancient
model
with
a
sick
child
or
an
injured
child
in
the
car
and
trying
to
find
the
emergency
department.
So
it's
clear
that
there's
a
need-
and
it's
mr.
beacon,
mentioned
that.
B
Q
Are
many
visitors
that
come
so
he
asked
for
your
support
to
help
us
improve
wayfinding
and
we
asked
specifically
the
residents
of
this
community
for
those
that
seek
care
at
our
Hospital.
One
of
the
comment
about
the
hospital.
We
are
the
emergency
electrician
for
longer
clinics
and
one
that
is
licensed
by
the
agency
for
health
care
administration,
the
state
of
Florida,
where
Theo
Lee.
We
are
the
only
Hospital
in
the
community
and
we
do
have
all
the
services
behind.
A
S
S
I've
taken
care
of
any
of
you
and
all
these
people
behind
me
getting
in
one
way
or
another
overall
with
all
this
creative
time.
So
this
is
equal
issue
to
me
or
the
ordinance
issue.
It's
a
safety
issue.
I
can
with
a
lot
of
tough
language,
so
a
whole
bunch
of
horror
stories
that
there
are
this
kind
of
setting
to
take
it
out
appropriate.
But
I
can
tell
you
one
while
you're
still
holding
your
breakfast.
S
That's
all
you
have
is
three
minutes
once
you're
once
you
stop
use
your
heart
attack
three
minutes
so
there's
an
example
sitting
at
work.
Nurse
come
up
to
me
screaming
or
somebody
in
the
driveway
and
there's
a
man
with
a
flint
see
these
blue
is
a
blueberry
bomb
it
all
over.
The
car
is
unconscious.
We
all
try
to
pull
them
out
of
the
car
and
drag
them
into
the
merge.
Department
put
it
on
route.
6
get
CPR
on
ACLs
all
the
time.
S
Many
things
we
try
to
do
and
unfortunately,
this
man
passed
away
so
I
have
to
do
the
hardest
thing.
I
do
a
lot
of
talk
with
these
families
and
I
have
to
talk
to
the
wife,
they're
running
pants
and
in
the
middle
of
her
being
upset
and
crying
see
this
one
over
and
over
again
about
how
they
were
thriving
or
out
of
the
neighborhood.
They
couldn't
find
hospitals
and
you
have
three
minutes
to
breathe
before
it's
all
over.
She
watched
her
husband
die,
ending
that
clumsy
Bancomer
trying
to
drive
a
client,
our
Hospital.
S
J
S
The
person
is
driving
the
car,
it's
if
they're
there
panic
this
is
this
woman
was
disciplined.
She
lost
bleep,
burying
where
she
was,
and
then
this
tragedy
happened.
Some
simple
science
will
just
help
improve
that
perfect
burger,
not
just
for
me
not
just
for
you
know,
for
the
community
in
general,
the
tourists
at
cetera,
but
obviously
would
help
them
for
doing
their
families.
If
you
become
disabled
with
it,
then,
when
they're
in
panicked-
and
they
can't
know
where
to
go,
they
can
be
more
easily
flying
over
silicon
thickness,
great
characters.
F
F
They
don't
know
where
they're
coming
in
for
procedures,
whether
it
be
pre-op
or,
if
they're,
having
an
x-ray
or
they're
having
black
girls,
and
they
don't
even
know
where
they're
going,
because
there's
not
a
sign
on
the
edge
of
13
to
tell
them
where
to
go.
We're
not
talking
about
a
billboard
for
a
restaurant
or
a
business.
We're
talking
about
a
community
hospital
that
all
of
all
that
probably
been
there
or
somebody
in
their
family
has
been
there.
So
this
is
we're
talking
about
simple
Spanish,
more
signage
around
the
community.
F
B
B
377
mr.
Lake
circle,
Connally
near
full
disclosure,
was
a
chairman
for
six
years
of
our
Hospital,
then
on
board
15
years
building.
Fourth
and
other
thing
that
my
colleagues
said
are
true,
but
I
want
you
to
think
about
it
for
a
second
I
know
the
ordinance
that
regular
illness,
if
you're
correct
councils,
beautiful
my
water
Ernie,
the
attorney
but
I,
can
tell
you
you're
absolutely
right,
but
this
is
a
community
hospital.
B
It's
your
community
hospital,
it's
my
community
hospital,
and
so
many
times
people
have
said
you're
a
great
ambassador
for
Jax
beach,
because
the
marijuana
slowly
his
vision,
was
Jax
beach
to
be
a
destination
for
people.
Well,
guess,
what's
important
I'm,
so
proud
of
Jacksonville
we've
become
a
Medical
Center
25
years
ago.
We
couldn't
make
these
claims
about
this
hospital.
This
hospitals
come
such
a
long
way.
Your
hospital
in
your
community
hospital
and
somebody
in
your
family
has
chest
pains
or
has
a
stroke.
Let's
take
second
that
for
a
stroke
we
can
reverse
the
stroke.
B
B
On,
please
just
don't
say:
no
because
of
some
ordinance
use
an
amendment.
This
is
critical
to
our
community.
This
hospital
is
the
gem
of
our
community.
It's
the
gem
and
you're
saying
nothing.
We
are
saying
none
of
the
people,
and
this
is
a
matter
of
life
or
death.
Ask
yourself
this
question:
if
you
met
chespin,
remember
your
family:
what
do
you
want
to
get
to
the
hospital
quickly
and
that's
all
we're
asking
god
bless
your
decision.
P
Good
evening
my
name
is
Brian
Italy,
the
148th
nature's
I'll
drive
economy,
a
better
patient
that
nutritive
the
28
years
of
animation
at
the
hospital
twice
those
28
years
and
I
volunteered
there
about
three.
Dear
I'm,
here,
along
with
several
of
our
volunteers
representing
our
volunteer
corps
about
the
species,
many
of
us
are
in
heritage.
The
hospital
will
become
in
contact
with
patients
and
visitors
on
a
daily
basis.
I
volunteer
at
the
information
desk
at
the
front
of
the
hospital
on
Monday
morning
at
the
registration
desk.
The
emergency
were
an
on
Thursday
morning.
P
P
After
look
stop
eating
elsewhere
to
find
out
where
we
are
in
the
first
place
to
say
that
they
need
to
go
to
the
ER.
In
both
cases,
minutes
could
mean
the
difference
between
life,
death
or
disability.
The
proposed
wayfinding
signage
that
was
recommended
by
the
hospital
and
tentatively
I
thought
by
the
Planning
Commission
last
year
would
go
along
the
way
we're
helping
people
find
their
rate
of
the
ER,
particularly
under
circumstances
where
clear
thought
is
often
difficult.
Thank
you.
Thank
you.
Miss
Elizabeth.
P
T
First
of
all,
I
want
to
thank
mr.
a
brassiere,
oh
and
mr.
selfless
for
eating
with
us,
or
last
week's
of
them
recently
wouldn't
help
with
Baptists.
But
we've
been
working
on
this
for
Easter
the
fact
it
was
February
5th
2019
we
submitted
this
graph
tortoise,
and
that
was
after
trying
to
come
up
with
a
solution
of
your
staff
has
to
be
able
to
find
impossible.
You've
heard
a
lot
of
resources
on
the
hill,
Burton
I
showed
the
revit
and
I've
also
read
the
case
on
the
same
evidence.
So
this
is
going
to
be.
T
T
Application
to
public
works
and
you
play
a
partner
for
their
specific
roof.
Now
remember
notice:
there's
not
a
lot
of
standards
in
there.
That's
the
reason
we
want
your
playing
apartment
and
you're
called
the
worst
part
and
have
the
widest
latitude
possible.
Is
it
a
nice?
We
want
to
narrow
down
the
signage
and
they
say
we
don't
want
the
Baptist
logo
on
it.
Okay,
we
think
that's
stupid.
Okay,
we
don't
want
that
lighting.
Okay,
you
want
that
letter.
Okay,
we
don't
want
that
location.
Okay,
there's
very
specific
point:
there's
a
constitutional
reason.
T
At
that
point
time
it
becomes
a
government
mandated
son
intermediate
scrutiny.
Not
strict
scrutiny
applies
in
your
memo
that
you're
trading
right
for
you
on
page
four.
This
is
actually
the
definition
of
a
government
scientist
for
your
car
LD
see
what
I
wrote
so
I
mean
a
temporary
or
permanent
site
corrected
by
or
on
the
order
of
a
public
official.
At
that
point
in
time,
our
applications,
your
Public
Works
Department,
plant
Foreman.
T
If
they
sign
off
on
it,
they
say
government
sign
on
order
by
the
city,
the
only
differences
written
one
favor,
though
we're
the
one.
You
know
tank
from
the
off-site
science
or
securing
the
licensing
rights
on
site
to
be
for
safety,
signs,
warning
signs,
informational
signs,
traffic
or
other
directional
signs.
This
is
not
in
the
amendment
that
we
proposed
you.
This
is
currently
in
the
code
and
well.
I
got
49
seconds
left
so
I'm
very
clear
on
this.
That's
for
intermediates
group
under
strict
scrutiny
under
content
neutral
you
can
discriminate.
T
However,
you
have
to
have
a
compelling
governmental
being
able
to
get
people
to
the
emergency
room
and
is
defined
as
an
emergency
room.
It's
very
specific
waivers
under
state
law
that
does
not
include
a
veterinary
clinic.
It's
not
including
or
compared
clinic.
It
is
not
include
any
non
hospital.
Is
it
compelling
coverages
for
this
fear?
Thank
you.
Thank
you.
M
N
This
metric
mentioned
before
about
the
number
of
patients
that
come
by
by
very
personal
vehicle,
not
fire
recipe.
The
problem
is
this
and
you
get
anywhere
from
three
four
calls
a
week
from
those
leaks,
Lamar,
more
jury
after
quarter
patients
who
cannot
find
the
hospital.
Their
comments
are
look.
We
keep
going
through
it's
a
neighborhood.
We
don't
see
the
hospital
we
needed
additional
hospital
size.
Just
a
blue
eighth
son
may
be
further
along
the
residence
areas
with
an
area
directly
to
the
hospital
from
third
row.
N
Jtd
from
each
will
bar
on
South
Beach,
Parkway
and
13th
midway
through.
So
they
can
continue.
Traveling
one
of
the
more
egregious
stories
I'll
say
about
autonomous
Meijer.
We
have
a
woman
who
was
driving
her
husband
to
the
emergency
room.
She
was,
they
were
here
at
the
beach
on
vacation.
He
had
had
a
heart
attack.
She
threw
them
in
the
car.
She
called
up
panic.
N
She
did
not
find
hospital
she's,
a
our
dispatchers
are
trying
to
divert
in
they
made
it
to
the
hospital
I,
don't
know
what
the
end
result
was,
but
the
officer
took
that
call
to
this
day
a
troublesome
yeah
I.
Just
spoke
to
him
just
before
coming
here
he
gets
emotional
when
he
tells
us
about
it.
These
are
the
things
that
we
need
to
ensure
that
doesn't
happen.
N
L
When
he
was
in
Bern,
I'm
live
at
3
409,
first
Street
south
to
the
Jackson
reach.
I
am
both
a
resident
of
Jax
beach
and
a
volunteer
at
Baptist
Medical
Center
beaches
at
least
once
a
week.
During
my
two
four
hour
shifts,
a
patient
will
come
in
upset
because
they
have
difficulty.
Locating
our
hospital
new
signage
will
make
it
easier
for
patients
to
locate
Baptist
Medical
Center
beaches.
The
passage
of
this
amendment
would
provide
science
standards
for
Paul
emergency
services,
such
as
police
stations,
fire
stations,
paramedic
facilities
and
our
hospitals
in
Jax
beach.
J
And
James
Karen
amendment
16,
South
Australia
Melanesia
I,
have
indicated
on
my
card
not
to
speak,
but
after
hearing
that
there
was
actually
opposition
to
this
I
feel
that
I
need
to
say
something.
The
reality
is
that
the
hospital
is
in
a
unique
location
when
you
think
about
where
hospitals
typically
are.
It
is
actually
in
the
middle
of
a
neighborhood.
You
cannot
see
it
until
you
are
one
block
or
less
away.
People
come
down,
13th
Street,
they
go,
they
think
they're
going
in
the
wrong
direction.
Is
they
see
nothing
but
homes?
J
B
J
B
J
A
F
F
Some
grass
and
Ponte
Vedra
since
1970
and
he
has
been
a
patient
at
Baptist,
Medical
Center
for
many
years,
I'm
a
volunteer
there
for
about
11
I
am
in
the
surgical
department
right
next
to
the
emergency
department.
The
demographics
of
this
hospital
are
very
different
than
Mayo
Clinic
and
all
the
big
hospitals
that
are
on
beautiful
streets
I'm
so
excited
when
I
saw
your
new
street
signs
at
13th,
Avenue
South
you've
got
wide
spaces
where
you
could
put
a
big
blue,
Hospital
sign
that
says
that
way
going
north
and
that
one
could
go
and
sell.
F
That's
all
we're
asking
for
help.
People
get
to
the
hospital
not
only
just
for
emergency
care,
but
that
will
take
them
to
the
emergency
room,
but
we
do
pre
operatives
there.
We
do
so
many
other
things
that
this
my
husband
used
to
always
say
it's
the
best-kept
secret
at
the
house,
but
the
signage
stinks.
So
we
really
need
just
those
great
big
blue
signs
with
the
street
like
some
place
to
help
people
find
us.
That's
all
I
want
to
say
and
I
really
appreciate.
You
and
I
must
tell
you
if
you
ever
get
sick.
F
E
E
B
E
Lovely
I
know
that
I
just
have
to
take
a
right
and
up
there
something
happens.
I
understand
the
need
for
more
science
for
people
to
find
the
hospital.
What
the
application
of
us
in
front
of
us
here
is
more
complicated
than
that.
It's
for
off-site
signage
and
yes,
the
hospital
is
different,
that
this
hospital
is
not
a
public
hospital
is
a
private
nonprofit
hospital
which
falls
into
the
commercial
arena.
E
I
wish
it
would
be
as
simple
as
just
we
can
put
more
signs
up,
but
this
has
implications
for
other
other
types
of
businesses
throughout
the
city.
At
the
briefing
we
were
discussing
different
ways
to
possibly
have
more
signage
that
the
city
would
put
out,
not
the
hospital.
Just
not
the
off-site
wayfinding
signs
that
we
that
this
application
was
looking
for
in
2015
I
was
on
the
planning.
E
E
E
D
E
Of
that
it
becomes
a
government
sign,
then
all
signs
a
government
signs,
because
all
sides
have
to
go
for
the
planning
department
to
get
committed
and
get
approved.
So
I
am
I'm
just
having
a
hard
time
understanding
that
grasp
other
people
love
the
each
signs,
the
hospital
science.
That's
not.
What
is
that?
That's.
E
E
And
we're
looking
at
that
we
had
a
nice
discussion
before
this
meeting
about
other
ways
to
possibly
people
to
the
hospital
working
at
the
hospital,
but
as
this
ordinance
is
written,
I
would
not
be
supporting
it.
I
know
that
the
hospital
needs
me
Leggett,
the
people
here
that
this
is
just
not
the
way
to
do
it.
That's
in
the
best
interest
of
the
whole
city.
S
R
That
were
raised
very
sure
mayor
the
just
some
of
the
comments.
There
is
no
question
that
counsel
made
clear
during
the
briefing
tonight
that
they
feel
there
is
a
great
importance
for
the
public
guests,
tourists
and
visitors
to
the
community
and
the
residents
of
the
community
that
they
are
aware
of,
and
they
have
they're
aware
of
Baptist
emergency
room
and
they're
aware
of
the
quickest
route
to
get
there
and
that's
a
concern
of
the
council
when
they
made
that
clear
to
myself
and
I
believe
to
the
city
manager.
R
So
there's
no
debating
that
once
you've
made
about
the
importance
of
the
emergency
room
and
it
helped
to
hear
from
some
of
the
professionals
from
the
hospital
tonight
with
respect
to
some
of
the
numbers
and
the
president
shared
some
of
the
data
with
us
as
well,
and
there's
that
we
had
there
in
brief.
But
with
respect
to
the
constitutionality
of
the
current
proposed
ordinance.
I,
just
can't
support
it.
Coming
from
the
perspective
as
a
city
attorney
for
the
city
of
Jackson
or
Beach.
R
My
memorandum
lays
out
those
details,
but
it
is
really
a
matter
of
constitutional
law
and
signed
by
what
would
in
front
live
with
respect
to
the
weight
of
the
proposed.
Current
ordinance
is
introduced
to
the
council
tonight,
but
that
does
not
foreclose
us
from
continuing
to
work
this
topic.
We
work
this
item
and
the
council
made
it
clear
that
they'd
like
for
us
to
work
on
this
expediently
and
we
will
and
that's
the
count,
that's
the
direction
that
my
clients
have
given
and
you'll
continue
to
work
on.
This.
Thank.
O
A
O
You
said
exactly
what
I
was
wise:
I
mean
this
isn't
about
why
I
just
beaches
senator
we
all
know
loved
the
service.
Those
microphones
were
born
they're,
the
most
important
thing
in
my
life,
so
you
know
I
fully
support
the
hospital,
its
staff,
its
patients
I.
Do
you
concur
that
there
are
serious
sang
issues,
particularly
a
sewing
machine
for
people
that
don't
know
the
area
most
of
us
live
here,
so
the
hospital
is
nice
to
do
trial
and
error.
O
D
L
O
This
particular
item,
then
you
know
this
return,
attorneys
get
involved,
it
gets
expensive
and
nobody
wins.
Well.
As
Chris
said,
we
have
made
a
commitment
to
improve
the
situation
and
do
it
quickly
and
I
think
that
you
know
I
think
we'll
get
there
I.
Just
you
know.
I
can't
support
this
ordinance.
The
way
it's
written
tonight
pass
and
often
accounts
cloudless
I
love,
you
guys.
So.
B
I
just
want
to
reiterate
what
mr.
laurio
and
Councilman
Everett
already
said.
We
really
agree
with
no
I
mean
that's
variance.
We
are
really
concerned
with
the
safety
of
the
citizens,
realize
there's
a
signing
issue
and
we've
instructed
disagree
and
endurance.
The
attorney
to
help
find
a
solution
of
this
and
but
y'all
are
us
and
I
appreciate,
y'all
come
aboard
and
giving
us
your
testimony
choices.
Thank
you.
C
N
C
Lot
of
glare
that
worked
out
great,
my
mom
delivered
babies
about
this
Medical
Center
beaches
for
quite
some
time
and
and
just
being
arrested
in
and
their
representative
in
this
community.
I
know
how
important
this
hospital
is,
and
so
please
again,
as
my
colleagues
have
said,
we're
not
choosing
to
not
help
the
hospital.
We
just
need
to
find
a
different
way
to
do
that
and
in
fact,
a
lot
of
the
comments
that
I
heard
sneaking
an
argument
more
on
the
residential
signage,
which
is
a
little
bit
different
than
what
we
are
considering
here
today.
C
D
Want
to
concur
with
my
colleagues
and
I
want
to
thank
you
all
for
coming
out
tonight,
talking
to
us
I,
I've,
driven
to
the
hospital
many
times
and
I
understand
how
difficult
it
is
to
find
the
hospital.
But
we
need
to
find
a
different
solution
that
does
not
jeopardize
the
city's
constitutional
sign
code
that
we
currently
have,
and
so
I
can't
support
it
tonight,
but
but
I
definitely
support
us
finding
a
solution
which
is
and
I
think
that
we
will
find
a
solution
so
and
thank
you
all
for
now.
It's
like.
C
A
And
my
comments
are
pretty
much
the
same
as
my
colleagues
and
I'm
very
grateful
that
y'all
are
here
my
dad
passed
away
at
Baptist
Hospital
and
we
got
to
know
the
hospital
pretty
well,
while
her
own
efforts
taking
place
to
try
and
save
his
life
I'm
a
huge
fan
and
always
will
be
in
all
the
way
a
couple
of
times.
The
word
ordinances,
please
keep
in
mind
we're
talking
about
Supreme
Court
decision
for
I'm,
talking
about
ordinances,
we're
talking
about
precedents
and
we're
talking
about
potential
negative
impacts
to
the
city
and
the
taxpayers.
A
If
we
make
the
wrong
decision
here,
it's
really
easy
to
move
forward
the
emotional
decision,
but
there
are
consequences,
usually
pretty
quickly
behind
and
that's
over
up
until
avoid
here
in
the
meeting
before
this
council
meeting,
I
asked
city
manager
and
the
City
Attorney
to
make
this
a
priority.
They're
both
brand
new
they've
done
Herculean
jobs.
They've
got
a
lot
of
priorities.
They
don't
have
enough
hours
of
the
day,
I
apologized,
that
we
didn't
move
quick
enough
when
we
had
a
previous
administration,
but
there
were
a
lot
of
things
going
on
at
that
time
too.
A
Now
we're
making
this
a
priority
now
we're
going
to
work
really
hard
to
find
a
mutually
beneficial
situation
that
will
work
well
for
the
city
and
work
well
for
the
hospital.
But
I
want
to
complete
the
list
of
folks
up
here
on
the
diets
that
are
huge
fans
of
the
hospital
and
what
you
do
and
then
very
grateful
for
our
into
the
community
and
with
that
the
council
floors
closes
and
therefore
committed
roll
call.
Please
catch.
