Are
missing
someone
from
the
urgency
of
floors
to
visitors?
There's
a
gentleman
who
had
two
cards
we
had
between
us
to
speak
of
both
the
issues,
but
that's
not
here.
In
the
last
meeting
there
was
a
gentleman
who
had
two
issues
tearing
hearts
but
you'll
be
in
three
minutes
to
speak.
Man,
sir
speak
to
them.
Both.
E
Women's
History,
Month
and
2020
is
the
100th
anniversary
of
the
passage
of
the
19th
amendment.
So
we
have
a
month
programming
with
regards
to
women's
history,
starting
tomorrow
with
three
events
this
week,
two
of
them
are
catered
by
Gregory
pulse,
so
I'm,
not
gonna
tell
you
which
ones
come
on
out
there.
E
C
Like
to
let
everyone
know
in
the
audience
who
might
be
interested
that
18th
Avenue
north
is
going
to
be
closed,
beginning
March,
6th
at
5
o'clock
till
March
15th
at
8
p.m.
FDOT
is
doing
the
drainage
project
and
that's
affecting
Jack
speech
up
there,
and
this
is
spring
break.
So
they
were
closing
the
street
to
get
some
work
done
at
the
bridge
there
at
18,000,
North
I
want
to
thank
our
community,
our
new
Communications
Manager,
for
putting
that
on
the
website.
So
now
we've
got
a
lot
of
great
information
on
the
website,
like
that.
C
You
can
actually
go
to
the
left
side
under
the
news
and
see
a
map
of
the
detour
route.
The
FDOT
is
proposing.
So
thanks
Jacob
for
doing
that,
and
and
then
also
on
the
same.
In
the
same
thing,
we
will
be
having
a
newsletter
soon,
and
so
you
can
also
sign
up
for
that.
But
Jacobs
going
to
be
doing
that
I,
don't
know
when
we'll
have
the
first
newsletter,
but
I
encourage
you
to
sign
up,
because
then
that
way
you
can
get
updates
about
important
things
that
are
going
on
in
Jax
beach.
C
You
don't
have
to
go
to
the
website
to
try
to
find
it.
It'll
actually
be
pushed
out
to
you
in
an
email.
You
can
go
to
government
to
the
tab
government
and
then
there's
a
social
media
in
the
drop-down
go
to
social
media
and
then
there's
the
place
to
sign
up
for
the
newsletter,
so
Thank
You
Jacob
for
doing
that
as
well.
I'm.
Looking
forward
to
getting
the
newsletter
and
I
hope
you
all
sign
up.
Thank
you
an
amount.
H
B
We
will
be
confined
to
the
settlement
negotiations
or
strategy
sessions
related
to
that
litigation
of
expenditures
and
I
request
that
the
council
hold
the
attorney-client
special
session
on
Monday
April
6,
beginning
at
6:20
here
at
City
Hall,
and
if
counsel
please,
we
of
course
will
timely,
provide
notice
pursuant
to
the
statute
truth
of
it.
Please.
Yes,
sir
special
session
for
Monday
April
6
at
6:20
p.m.
City
Hall.
B
A
You
mayor,
thank
you,
sir
announcements.
Just
one
quick
woman.
Most
of
you
know
that
I
think
pretty
much
little
council
there's
been
a
war
with
the
legislature
about
short-term
rentals
where
people
are
LLC's,
are
coming
into
neighborhoods
buying
homes
and
making
them
available
to
occupancy
rates
as
high
as
18
people
found
out
today
that
in
the
Senate
Rules
Committee,
which
was
the
last
committee
for
the
companion
bill
again
through
that
it
was
TP
which
means
that
it
more
than
likely
is
gonna,
be
held
up.
A
Tp
means
that
are
temporarily
postponed,
so
it's
probably
gonna
be
next
year
again
before,
but
it's
brought
up
and
I
know:
I'm
gonna
work
really
hard
to
get
the
legislature
together,
League
American
League
cities,
so
that
we're
working
on
a
compromise
draft
this
year.
That
said
that
working
on
something
that's
coming
from
lobbyists.
So
anyway,
that's
good
news
for
us,
so
Polly,
okay,
Kirsten
for
had
one
non-agenda
item
on
that
score.
Chip
Stowe's
become
important.
It
was
your
name
matters.
One
of
three
minutes.
H
Sir,
let's
toast
142
33rd
Avenue
South
I
was
listening
to
the
briefing
on
the
golf
course
today,
and
the
only
thing
that
I
would
like
for
y'all
to
consider
is
bringing
back
a
lighted
driving
range
I
used
to
use
it
all
the
time,
and
since
we
did
the
renovation,
it's
not
as
readily
available
with
the
meatball
machine
that
could
change
so
early.
Also,
you
consider
bringing
back
the
lady
driver
thanks
very
much
appreciated
and.
A
G
Whereas
regular
calls
has
been
only
tolerated
by
great
writer
since
February
24th,
2010
and
whereas
Gregory
Poul's
contributed
to
the
Jacksonville
interview
education
by
purchasing
and
remodeling,
an
older
see,
psychology
in
which
to
operate
its
business
and
whereas
very
pause
has
consistently
supported.
Other
nonprofit
organizations
within
Jacksonville
Beach
and
whereas
River
Falls
is
one
of
Jacksonville.
Beach
is
most
like
County,
catering
grams
and
whereas
gravity
falls
has
always
been
an
abiding
establishment
throughout
a
fresh,
delicious
home
cooking
for
Jacksonville,
Beach
treasures
and
visitors,
and
we're
asked
today
we
celebrated
their
10th
anniversary
now.
B
I
I
E
F
You,
with
the
amount
of
monies
that
we
budgeted
for
legal
services.
How
does
this
fall
in
line
with
that?
To
be
going
to
the
line?
Items?
Are
the
magistrates
in
that
house?
You
know
when
we
decided
no
income
from
City
Attorney
at
all
lot
of
discussions
about
what
you
can't
get
you
and
contracting
out.
So
just
budget
buys
houses.
The
lining
for
Gary.
D
A
I
Is
seeking
authorization
to
enter
into
a
professional
legal
services
available
to
car
Allison,
and
this
is
specifically
to
provide
risk
protection
order,
support
to
the
police
department.
Mr.
protection
orders
is
something
that's
relatively
new
that
has
been
placed
responsibility
placed
upon
local
governments
of
basically
having
to
see
through
the
court
system
to
take
firearms
away
for
people.
If
so
Dean.
A
I
Number
42
is
seeking
to
enter
an
agreement
with
a
law
firm
of
Shepard
Smith
coal.
Miner.
The
end.
You
may
recall
that
a
couple
three
things
ago,
cliff
Shepard
from
the
sperm
actually
presented
of
the
CRA
and
the
City
Council
at
the
comparative
briefing
to
take
a
look
at
doing
some
work
for
the
city
related
to
the
CRA.
We
additionally
have
the
to
do.
I
Charter
Review
work
at
the
direction
of
the
City
Council
phase
1,
which
is
to
make
some
minor
changes
in
advance
of
the
November
election
and
face
to
be
a
full
chart
overview
starting
immediately
thereafter.
This
agreement
would
effectively
put
this
firm
in
the
position
that
if
they
are
successful
on
the
face
one
project,
we
could
proceed
with
a
phase
2
project
we
treated
a
full
Charter
Review
again.
The
city
attorney
was
the
one
who
solicited
different
proposals
and
scopes
and.
A
G
I
Number
43
is
entering
into
a
separate
scope
of
work
with
the
same
from
Shepard
Smith
coal,
miner
and
except
this
is
Doris
if
eclis
with
the
CRA
to
consolidate
all
of
the
existing
in-house
plans
into
a
one
representative
plan
going
forward.
This
is
something
that
the
CRA
director
has
discussed
with
the
CRA
Board
and
they
are
in
the
affirmative
to
move
forward
with
this
particular
project
and
again
the
city
attorney
and
monsieur
le
directeur
appear.
If
you
have
any
questions
for
now,
I
think.
E
A
In
a
second-
and
we
do
have
one
speaker
card
gary
picked
out
as
waived
in
support
of
this
amendment,
it
does
not
wish
to
speak
without
an
ordinance.
Voices
does
not
wish
to
speak
in
front
of
counsel
so
open
for
the
council
to
debate
any
comments
or
questions
from
the
council.
Seeing
the
roll
call.
Please.
I
44
seeks
to
rewarding
did
for
landscape
maintenance
for
beaches,
energy
services.
They
do
require
a
maintenance
around
all
our
different
substation
properties,
covering
all
of
our
territories
from
Neptune,
Beach
and
deposit
a
jury
with
your
Jacksonville
Beach.
The
dead
tabulation
is
attached
and
status
here
answer
any
questions.
If
you
haven't
worn,
which
is
under
the
director,
I
mean.
I
35
is
related
to
mid
number
of
1920
is
your
one.
Typically,
if
we
were
bringing
it
back
to
City
Council,
we
would
be
requested
an
authorization
to
award
the
bed
in
this
particular
instance.
We
are
seeking
council's
authorization
to
reject
all
this,
which
is
something
that
you
would
like
to
do
through
our
vetting
process.
I
One
of
the
things
that
we've
identified
is
that
the
size
of
the
well
casing
and
some
of
the
technical
that
go
along
with
it,
can
probably
be
made
material
and
smaller
and
still
meet
our
needs
and
provide
for
an
opportunity
for
a
lot
more
firms
to
bid
on
this
particular
scope
of
work.
So
we
are
requesting
that
this
particular
bid
that
it's
being
rejected
and
that
staff
go
back
and
redo
the
technical
design.
You
put
the
project
back
out
on
the
street.
You
can
afford.
D
E
J
Dennis
Barron
Director
of
Public
Works,
that's
the
same
question
that
we
were
asked
earlier
this
week
from
this
building
and
the
project
right
now
is
they're
working
on
the
next
three
weeks,
signing
over
all
the
services
and
connecting
all
the
side
mains
once
they
get
that
done,
they
pursue
all
that
work.
All
that
pavement
redone
with
the
next
three
weeks.
J
A
E
I
G
G
I
One
of
the
things
that
became
evident
to
us
at
this
point
in
this
project
is
that,
as
we're
hearing
from
the
community
conversations
about
the
need
for
connectivity
throughout
the
community,
Jacksonville
Drive,
one
particular
zip
line
wrapped
as
utilized
by
everybody
down
by
sanctuary
to
come
up
towards
that
point
of
intersection
to
go
either
east
of
the
beach
south
of
the
commercial
district
or
north
or
to
sunshine
park.
As
such,
the
sidewalk
that's
currently
located
there
on
the
north
side
of
the
road
is
deemed
insufficient
for
multi-purpose
use.
A
K
Jeff
swell
14:10
time
with
brother
Jack
speech,
I
like
this
idea
and
I,
would
like
what
you
guys
consider
to
incorporating
that
whenever
sidewalk
or
Paris
and
the
future
may
be
done,
wine
man,
the
standard
sidewalks
now
or
not,
are
not
adequate
with
the
amount
of
pedestrian
traffic.
You
can't
even
have
it,
let's
say
a
wheelchair
or
the
person
standing
by
him
there,
so
tomatoes
so
I
think
this
is
a
good
idea,
step
right
direction
and
go
ahead
and
join
along.
K
So
we
may
want
to
revisit
this
because
there
are
state
statutes
that
are
very,
very
strict
about
bikes
on
the
sidewalk,
and
so
let's
watch
it
use
this
opportunity
to
inject
that,
because
I
don't
know
if
you
are
aware
that
we
do
have
no
place
on
sidewalk
ordinance
and
my
knowledge
were
there
wanting
one
in
the
area
the
best.
Okay.
Thank
you
thank.
L
Specific
resolution
I
just
want
to
point
out
a
couple
of
things
that
kind
of
soul
phone
number
one.
This
is
the
first
opportunity,
first,
development
for
pedestrian
walkway
that
goes
east
to
west
within
the
community
and
with
that
being
the
case,
I
think
we
ought
to
take
a
real
hard
look
at
what
we
do
here.
So
that
becomes
the
standard
for
everything
that
we
do
in
the
future
for
the
east-west
connectors
that
we've
all
been
talking
about
and
all
of
the
rear
needed
within
the
community.
L
There
are
some
interesting
opportunities
number
one.
This
is
only
a
small
portion
taking
you
roughly
from
sanctuary
to
South
Beach
Parkway,
there's
still
considerable
distance
to
get
to
the
beach,
and
we
need
to
make
sure
that
we
complete
this
this
development,
it
just
doesn't
stop
there.
It
becomes
more
of
an
eyesore
than
anything
else,
there's
part
of
it
as
it's
under
the
CRA
and
the
CRA
should
take
care
of
that
component.
L
L
The
CRA
owns
the
property
at
the
southwest
corner
of
Jacksonville
Drive
in
South
Beach,
the
city
owns
the
property
on
the
northwest
corner
of
Club
South
International
Drive
an
opportunity
to
do
something
in
the
way
of
a
park
or
development
of
garden,
something
different
than
just
a
lot
of
overgrown
vegetation
that
we
have
there
now.
So,
let's
make
this
a
showcase,
let's
somehow
work
together,
CRA
in
the
city
and
make
this
a
showcase
for
the
whole
community.
Thank
you.
Thank
you.
F
I
F
I
F
Trying
to
get
to
the
beach
and
I
would
like
to
see
that
you
in
the
near
future
to
connect
South,
Beach
Parkway
to
3rd
Street
and
I,
like
the
idea
of
putting
in
the
multi-purpose
path
between
3rd
in
the
beach.
But
that
is
far
more
complex.
Today.
We're
going
to
go
into
here,
I
go
it's
been
a
couple
years
and
that
is
extremely
complex.
Fdot.
F
C
C
This
came
up
several
months
ago
when
there
was
an
issue
in
my
district
with
with
a
student
that
was
going
to
Fletcher,
High
School
and
riding
their
bicycle
on
the
sidewalk,
and
they
got
hit
by
a
car
when
they
went
out
into
the
four-way.
Stop.
But
I
talked
to
the
police
department
and
asked
about
the
ordinance
that
said
that
bicycles
are
going
to
allow
on
the
sidewalk,
and
the
police
department
said
that
they
do
not
enforce
that
because
they
want
our
students
to
be
riding
on
the
sidewalk
instead
of
in
the
street.
C
C
J
Okay,
Dennis
berry
public
works
director.
Again,
we
are
still
looking
at
the
north
side.
However,
our
initial
evaluation
shows
that
there's
not
enough
room
for
an
eight-foot
path
on
that
north
side,
so
that
the
idea
is,
is
that
we're
gonna
really
concentrate
on
making
this
a
multi
youth
corridor
that
eight
foot
has
to
trump
the
feasibility
of
putting
it
on
the
north
side.
We're
gonna
put
it
on
the
north
side
and
we're
gonna
make
it
a
six
book
or
a
five
foot.
J
Then
we
kind
of
lose
the
idea
of
having
it
be
a
multi-use
path
that
it
has
to
go
back
to
a
normal
sidewalk.
We're
not
north
sight
is
not
necessarily
out,
but
I
know
we're
also
working
with
beaches.
Energy
as
well,
because
there's
some
holes
on
the
south
side
that
are
gonna
be
working
and
accommodated
with.
J
C
J
Haven't
looked
at
that
corridor
beyond
exactly
the
scope
of
where
we're
at
so
I'm
sure
we're
looking
at
how
we're
going
to
continue
I
mean
one
of
the
directives
we
seem
to
be
focusing
on
public
works
is
that
you
know
mobile
connectivity,
whether
that's
bicycle,
whether
that's
people
walking
stroller
schoolers,
whatever
people
are
doing
to
move
east-west
north-south.
That's
what
we
got
to
trade
in
concern
with
so
yeah.
J
C
M
The
main
planning
director,
one
of
the
main
reasons,
is
there's
not
a
pedestrian
cross
way
on
the
south
side,
Jacksonville
Drive
at
State,
Road,
a
1a
and
state.
What
a
state
road
a
1
a.m.
Jacksonville
prime
intersection
is
a
lot
more
complex
and
a
lot
busier
than
the
Jacksonville
Drive
right
away.
Number
two:
the.
I
A
M
Of
Jacksonville
private,
between
South,
Beach,
Parkway
and
a18
has
sufficient
room
either
an
extension
visa,
but
with
extension
of
the
existing
sidewalk
or
demolition
and
reconstruction,
with
only
one
driveway
and
there's
at
least
two
private
or
residential
driveway,
the
north
side
to
the
shopping
center
drivers
on
the
south
side.
Back
to
the
other
issue
about
the
north
side,
the
north
and
the
south
side
between
Jacksonville,
try
and
America
Avenue.
One
of
the
other
reasons
is
we're
going.
We
would
like
to
go
to
the
south
side
is
because
of
their
our
driveway.
M
Interference
is
on
the
north
side
that
we've
had
to
keep
an
88
grade
and
it
may
be
severely
cutting
into
these
people
start
to
accommodated
but
Kaioken
correct
me
if
I'm
wrong,
but
I
believe
preliminary
design
of
both
options,
at
least
for
30%,
so
a
little
morbid
as
a
very
feedback,
and
the
last
is,
regardless
of
which
way
it
come,
which
side
of
the
road
it
comes
up
through
the
Jacksonville
Drive
thinking
forward.
Let's
come
up
with
some
of
these
community
meetings.
M
A
D
D
B
M
Wound
like
a
circle,
we
keep
it
in
mind,
no
disrespect
to
help
keep
in
mind.
We
also
have
the
potential
to
put
a
small
asset
part
on
the
southwest
corner,
so
either
way,
you've
got
people
crossing
that
intersection.
That
is
a
lid
intersection
with
a
marked
crosswalk
that
pedestrian
cameras
they
can
really
be
inside
so
I
understand
it
was
just
a
lot
of
movement
when
you
get
to
that
intersection.
Whatever
side
of
the
road
you're
on
some
people
may
want
to
go
to
the
shopping
centers
they
don't
cross.
Like
group.
M
The
things
that
the
30
percent
cared
for
design
on
the
north
side
will
do
is
make
sure
we
will
have
80,
because
you've
got
side
slopes
from
the
driveway
and
you've
got
a
certain
slope
going
down
the
hill
you've
got
to
keep
it
a
v8,
compliant
we're
not
sure
what
that's
going
to
do.
Eaten
then,
whether
it's
in
their
yards
or
not.
Neither
the
right
way
in
part
of
the
art
drive.
M
B
B
Kamel,
more
public
works
project
engineer
we
because
of
particularly
given
this
issue
of
evaluated
in
the
north
side,
and
hopefully
we
can
do
it.
We
told
him
that
do
a
some
form
of
a
30
percent
deliverable.
So
we
can,
you
know,
coordinate
through
the
city
manager
and
somehow
you
know
present
something
from
that
30
to
make
sure
everyone's
comfortable
we're
going
to
the
north
side.
There
may
be
a
few
more
issues
you
know
cutting
in
and
getting
the
grades
in
front
yards.
You
would
want
to
make
sure
everyone's
comfortable
with
that.
B
If
we
run
into
some
concerns
you
guys,
okay,
are
they
doing
the
west
side,
South
Beach
Parkway
as
well?
How
is
that
in
the
future,
the
eight
foot
path
and
something
that
is
in
the
future?
We
are
looking
to
see
if
there's
some
way
we
can
coordinated
with
that
construction
of
that
project.
We
didn't
expect
at
a
subsequent
phase.
This
was
primarily
a
drainage
project
and
we
saw
can
you
do
some
additional
work,
waste
services
and
improvements
there?
B
What
we
hope
and
expect
to
have
a
subsequent
smaller
drainage
project
phase
after
this
is
completed,
and
with
that
we
have
the
opportunity
to
that's
where
we
will
do
the
construction
on
the
remaining
a
couple
of
blocks
to
get
to
sanctuary
on
this
path,
and
we
could
hopefully
work
that
other
reception
of
Jackson
was
right
in
there,
but
we
may
be
able
to
do
it.
The
first
in
the
first
one
we
may
be
looking
at
possibly
just
city
engineering,
using
on
a
staff
to
engineer
that,
because,
hopefully
reasonably
certain
order
to
expand
that
exist.
B
E
Gonna
get
used
as
much
because
it's
not
you
know
I
know.
Ultimately
it
would
connect
to
America,
but
because
it's
not
fully
connected,
but
also
because
there's
on
our
side,
that
is
already
what
everybody
is
using
in
the
mean
time,
so
I
just
really
be
interested
in
seeing
if
the
north
side
is
possible.
Just
for
that
interconnectivity
but
thumbs
up
on
the
effort,
because
I
really.
N
You
I
love
the
idea
of
a
path
just
to
add
on
what
we're
saying,
even
if
we
could
do
a
little
bit
on
the
north
side,
because
the
art
and
a
lot
of
people
transfer
from
the
south
to
the
north
so
that
across
South
Beach
that
little
area
where
I'm
talking
about
just
on
the
north
side
of
the
extreme
east
of
the
project,
because
people
cross
their
across
things.
But
my
question
was
just:
do
we
have
a
lighting
plan
for
us
because
we're
trying
to
people
to
use
this?
N
I
N
F
When
looking
at
this
music,
how
much
destruction
of
this
road
are,
we
ripping
up
the
whole
room
who's?
They
say
that
you
in
here
you
have
substantial
training,
rows
waiting
if
we're
ripping
the
limping
up.
There's
no
reason
why
we
can't
move
the
road
down
south
a
little
bit
more
to
make
the
sidewalk
and
the
walk
the
bike
path
on
the
north
side
of
the.
G
F
M
I
F
B
Actually
originally
started
talking
about
that
and
then
discussing
this
and
scoping
it
and
bouncing
some
things
off
of
the
consulting
design,
firm
kind
of
settled
out
that
this
Southside
solved
a
lot
of
problems.
But
this
is,
you
know
we
obviously
have
uncovered
or
concern
about
that.
So
so
we
do
have
the
opportunity
I
believe
to
do
some
realignment.
You
know
it
has
to
cost
once
again
we'll
see
what
we're
how
that.
F
F
So
let's
do
it
right,
instead
of
just
trying
to
figure
out
the
cheapest
easiest
possible
way
and
the
other
piece
and
I
was
in
contact
with
the
city
manager
about
the
bikes,
and
we
are
looking
for
scared
funny
guys
and
I
did
put
in
a
request
that
we
look
at
the
ordinance
on
not
allowing
bikes
on
roads
so
that
actually
aligns
with
how
the
police
department
implements
it
and
there's
a
backstory
to
it.
I
can
tell
you
that,
but
we
that
will
be
on
the
agenda
soon
for
safety.
I
I
That
was
to
my
attention
earlier
this
week,
and
that
is
something
that
I
would
like
to
bring
back
to
this
council
to
revisit,
as
you've
heard
a
little
bit
earlier
from
the
police
department
from
the
police
chief
they're,
not
enforcing
the
ordinance
or
not
right,
either
by
calm
sidewalk,
because
right
now
for
a
lot
of
locations
in
the
city,
that's
the
same
place
to
ride
a
bicycle
in
and
start
creating.
Your
betrayal
Network
and
portions
of
our
sidewalk
will
be
oversized.
I
It
makes
sense
to
allow
that
to
occur,
so
we
are
planning
on
bringing
that
back
to
Council.
The
second
one
is
with
regards
to
treaties
and
I,
know:
councilman
Nichols.
You
know
making
reference
to
the
fact
that
we
should
look
at
the
tree
program
to
get
some
trees
along
the
sidewalk
I
know
that
there
are
overhead
lines
there
now,
but
there
are
future
plans
by
teachers
energy
to
look
at
this
color.
For
potential
underground,
if
that
underground
occurs,
then
the
trees
can
be
placed
in
such
a
way
that
it
doesn't
interfere
with
underground
utilities.
I
I
If
the
direction
ever
hear
from
Council
is
that
this
needs
to
be
done
right
on
the
first
pass,
we
will
make
sure
that,
as
we
get
to
the
30%
conceptual
designs
and
we're
at
a
decision
point
of
whether
they're
south
side
of
the
pathway,
but
the
impacts
of
that
would
be
that's
the
time
that
we
bring.
That
back
to
Council
would
have
a
conversation
with
you
to
see
if
the
additional
cost
is
worth
moving
into.
The
north
side
versus
the
south
councilman
of
authority
product
was
gonna
say,
which
is
right.
I
Now
the
north
side
gets
all
the
use,
because
that's
where
the
sidewalk
is-
and
it's
only
a
four
foot
walking
everyone
from
the
south
side
of
Jacksonville
Drive
has
to
go
across
the
street
to
get
to
the
sidewalk.
So
whether
it's
on
the
north
or
the
south,
you
will
have
residents
that
have
to
cross
the
street
to
get
to
the
Lady
Braves
path.
It
would
be
a
little
bit
easier
for
an
alignment
perspective
to
keep
it
on
the
north
side
of
the
road.
I
So
when
they
get
to
that
intersection
of
South
Beach
Park
right,
they
can
either
go
north
where
they
can
go
east
and
cross
the
road
without
having
to
cross
a
second
road.
But
it's
not
lost
on
me
that
it
will
still
have
people
that
want
to
go
to
the
commercial
district
to
the
south
and
they
will
have
to
cross
an
additional
Road
at
going
over
Jacksonville
Drive
see
how.
I
That's
correct:
give
the
clear
direction
dependent
works
right
now
that,
as
we
get
to
the
30%
design
concept
of
both
north
and
south
sides
of
the
road,
at
that
30
percent
marker,
we
will
come
back
to
Council,
probably
had
a
briefing
to
get
input
from
you
as
to
which
options
and
will
stop
moving
on
forward.
Thank.

the

people

having
to
go
into

and
it
also
eliminates
the
manpower,
that's
starting
to
utilize,
to
back
all
the

go
around
collecting
individual
bags.
This

will
not
take
the

to

the

tonight,
which
will
allow
for
patients
that
prove
wayfinding

the

just
very
briefly,
32,000
emergency
department.
Every
year,
eighty
percent
come
by
private
vehicle,
and
so
you
can
imagine
that
can
be
a
stressful
time
for
them
to
find
the
hospital,
especially
at
night.
H
In
total,
we
have
about
130,000
patients
that
come
to
the
hospital,
both
inpatient,
outpatient
services
and
many
of
those
patients
or
have
a
they
have
an
illness
or
an
injury
or
are
under
stress
or
bring
their
life
to
deliver

And
so
it's
time
where
there
is
speed
is
an
excellent
example
of
beginning
there
and
quickly
as
possible.
As
is
helpful.
Also,
many
of
our
patients
are
visitors
as
well,
and,
as
you
know,
we
have
over
two
million
visitors
to
the
city
Jacksonville
Beach.
H
Last
year
we
have
there's
four
projects
underway
right
now
that
different
hotels
and
no
animal
under
Venice,
and
so
it
will
increase
the
need
for
those
who
then
definitely
with
the
area
to
be
able
to
fly
in
the
hospital.
So,
on
behalf
of
our
patients,
we
look
forward
to
approval
a
finding
and
we
appreciate

basically
be

That
would
be

day
to
find
out
how
cool
all
I
was
know
how
it
was
going
for
me.
I
replied
on
the
same
day
that
scheduling
a
meeting
with
city
manager
Pasadena.
At
the
time
we
had
a
infamous
city
managers
who
I
met
with
Karen
and
Bill
in
early
January,
January
24th,
and
this
little
check
back
him
with
me
and
I
explained
about
how
to
use
city
manager
and
all
of
this
and
just
quickly
I
met
with
mr.
F
F
Counsel
council
charge
the
planning
department
with
researching
the
fence
icon
for
2019
on
March
24th,
miss
Whittle
sent
me
st.
John's
pelion
Burbage
Omaha.
They
allow
six-foot
fence
on
a1a
I,
sent
that
to
mr.
populist
and
Mr
Man
on
April
1st,
then
actually
to
mr.
Koppel,
some
first
to
mr.
ban
on
April
2nd
April
23rd
2019.
F
I
met
with
the
city
manager
in
children
how
that
memo
was
completely
inadequate
and
it
was
what
he's
been
telling
me
since
December
2018
mr.
step
populist
said
he
understood,
we
didn't
hear
anything.
Comes
it
again
until
last,
you
know
two
weeks
ago
and
when
it
was
coming
in
front
of
us,
we
didn't
know
that
it
went
from
the
Planning
Commission.
There
were
no
changes
to
that
memo
more
when
he
did
no
research.
So
the
reason
why
I'm
giving
you
this
timeline
is
the
Planning
Department,
the
Planning
Commission
recommended
denial.
F
F
Office
websites,
day
and
I
have
a
lot
of
time,
so
I
can
only
do
16,000
South.
My
district
7
residences
are
on
16th
Avenue
South,
one
of
which
I
know
that
it
looks
like
at
the
back
of
their
property,
but
it's
apart
of
their
property.
There
are
three
properties
and
the
city
had
them
removed
a
higher
piece.
You
guys
went
above
the
floor
feet
and
that's
not
even
addition
to
this.
F
So
at
the
very
least,
I
would
say
granted,
but
I
would
really
like
to
see
this
fully
researched,
find
out
how
he
knows
how
he's
doing,
if
they've
had
any
issues
with
it
and
do
the
research
that
we
had
when
it
came
to
the
multi
to
the
bike
path
or
the
cart
path
of
the
path
up
by
the
gate.
Do
that
research
and
then
how
to
go
back
in
front
of
the
Planning
Commission,
so
they
can
make
a
sound
decision
for
us
to
then
look
at
this.
C
I
wanted
to
ask
for
some
clarification
for
mr.
man
in
your
memo
on
the
second
page.
You
are
talking
about
the
he
say,
given
that
the
property
is
54
feet
wide,
can
do
the
whole
analysis
of
how
much
fence
there
would
be
in
the
site
trying
a
little
that
I
was
looking
at
the
property
appraisers
website,
and
it
looks
to
me
like
the
right-of-way,
is
about
70
feet
and
that
the
property,
the
actual
front
of
this
property,
is
really
close
to
the
house.
Is
that
correct?
That
is.
C
I
mean
it's
I
mean
the
distance
from
a1
a2,
the
actual
front
of
the
property,
the
property
line,
I,
guess
right.
So
my
question
is
when
you're
in
this
paragraph,
where
you're
talking
about
the
site
triangle
and
all
that,
are
you
saying
that
the
site
triangle
or
you're
singing
the
fence
is
going
to
be
in
the
right
way
or
are
you
assuming
the
fence
is
going
to
be
on
the
property
line
of
the
owner?
My.
M
M
D
M
That's
a
pro
day
when
they
used
to
deep
on
the
beach
boulevard
going
down
to
the
club
before
they,
when
they
call
it
bypasses,
built
a
when
they
used
to
go
to
the
east
Mart
right
at
the
nice
Jacksonville
Beach
sign
we
put
up
at
36,
that's
where
it
widens
out.
This
property
is
on
one
of
those
wider
sections.
So,
unlike
all
the
other
properties
on
the
north
side
of
a
way,
their
property
line
is
at
least
15.
I
would
say
in
assignment
I
want
to
see
some
new
pictures,
you'll
see
it
at
the
hedges.
D
M
M
You
can
anything
higher
than
two-and-a-half
feet
or
lower
than
eight
feet
in
that
sight
triangle.
So
my
point
was
on
a
50
foot
wide
blood.
If
you've
got
a
16
foot
wide
driveway
and
to
10
foot
triangles
on
either
side
of
it,
that's
16,
26
36
feet
that
leaves
with
something
about
14
feet
across
the
front
of
the
property.
This
you
could
put
a
six-foot
fence
up,
but.
C
M
The
sight
triangles
there
is
no
issue
with
so
I.
Don't
have
an
administrative
way
to
weigh
that
sight.
Triangle
requirement
and
I'm,
not
sure.
If
you
put
up,
maybe
a
roll
in
six
foot
came
across
the
driveway,
so
when
you're
you
know
when
you're
hoping
you're
not
reversing
the
driveway,
have
it
closed
in,
but
then
you
roll
it
back
out.
Well,
when
you
would
roll
it
back
out
this
miss
foots
thin
sections
would
have
to
be
at
least
ten
to
the
outside
of
your
driveway
I.
Guess.
M
The
hedges
there
Alma
sidewalk
they
that
gives
you
right
away
and
that's
just
this
property.
We
didn't
do
the
analysis
just
on
this
property,
though
there
are
approximately
twelve
properties
that
would
potentially
positively
benefit
from
changing.
This
will
allow
safe
with
fences
on
the
Front's
of
residential
driveways
and
commercial
districts,
and.
M
Standing
seam
metal
roof
well
as
you're
driving
south
just
past
that
there's
a
single
fifty
foot
wide
lot
that
just
had
a
scope
on
it
that
could
be
positively
affected
by
it.
There
are
a
couple
of
the
existing
over
properties
on
foot
on
the
street
going
south
of
there
that
also
face
third
street.
They
would
have
that
petition.
They
have
that
availabilities
will
what
am
I
sitting
link
fence
want
anything
on
track
down
and
this
property
I
don't
believe
mrs.
Wilson
sweetie.
M
This
is
wills
neighbors
of
the
North
I,
don't
believe
they
have
fences
but
the
prior
owner
of
the
lease
or
property,
but
in
the
custom,
hedge-
and
it's
got
to
be
quite
call
over
that
and
again
that's
out
to
be
as
you
right
away.
I
can't
speak
to
the
furnace
permissibility
to
be
fencing
right
away.
I
do
only
little
bit
fences
on
fiber
product,
so.
C
I
did
I
did
some
research
and
of
course,
you
already
pulled
up
Atlanta,
Beach
and
Neptune
Beach
and
then
the
Ponte
Vedra
one
and
then
I
just
wanted
to
add
for
the
record
that
Key
West
restricts
front
yard
fences
to
four
feet.
St.
Augustine
Beach
restricts
front
garden,
fences
to
42,
inches
Hallandale,
Beach,
restricts
front
yard,
fences
to
four
feet
and
Ormond
Beach
three
feet
and
Jacksonville
four
feet
so
Tandy.
Who
was
the
only
one
that
I
found
that
would
allow
front
guard
fences
to
be
six
feet?
So
that's
I.
M
Just
wanted
to
share
that
okay
and
I
came
out
of
address
the
difference
and
in
Ponte
Vedra
regulation
for
some
Jacksonville
Beach
and
that
to
beat
Sam
in
Atlanta
beats,
but
to
say
that
the
classification
of
State
Road
a1
a
upon
Aviva
those
rural
arterial
in
the
density,
the
drives
we
passed
as
soon
as
you
get
to
the
interchange
Butler
at
third
Street
going
north.
All
the
way
through
Mayport
is
classified
as
urban
arterial.
So
it's
a
different
Road
classification
I
have
no
idea
like
having
kind
of
waiting
on
their
most
excess
calories.
M
Alertness
and
I
am
aware.
The
house
is
there
right
home
if
you
come
out
on
Solana
Road
and
you
want
to
turn
left
or
right
and
that's
the
lot
of
Road.
Only
one
day,
if
you
look
across
the
street
to
the
right,
there
are
series
of
about
six
houses
that
have
masonry
walls
that
are
69
and
I'm,
not
sure
what
safe
house
counties.

Quasi-Legislative

means
that,

anybody's
acting,
that's
ruled
in
the
capacity
it's
a
duty
of
this

to
arrive
at

Council

Jacksonville

I
am
vice
president
of
the
K

representing
186

In
that
development,
I
would
like
you
to
consider,
eliminating
or
removing
the
following
land
development
code
proposed
amendment
article
8,
section,
34,
392
a1
air
conditioned
compressors
can
only
be
located
inside
cars
that
are
at
least
seven
point
five
feet
wide.
L
The
home
is
an
ocean
cave
permitted,
planning
and
design
based
on
five
foot
side
guards
and
that's
what
we
have
existing
today.
We've
had
that
for
20
years
and
there's
never
been
a
problem
related
to
that.
So
I'm
not
sure
why
this
is
now
being
put
forth
as
a
change
is
a
significant
hardship
for
the
owners
of
those
residences
because
it
will
require
if
they
replace
their
units,
require
them
to
move
them.
L
32
feet
to
the
rear
of
the
property,
which
adds
additional
cost
work,
compressor
line
piping
electrical
service,
that
has
to
be
provided
there
and
then,
on
top
of
it,
the
efficiencies
of
the
units
drop
loft
which
in
terms
required
greater
electrical
usage
in
cost
in
reference
to
those
units.
The
original
design
was
for
those
units
to
be
located
directly
outside
where
the
interior
unit
is
located.
That's
where
most
of
the
units
are
located
in
our
development.
L
L
This
really
becomes
a
hardship
item,
because
if
you
would
see
the
50
percent
requirement,
you
are
definitely
pushed
into
this
revision
and
the
additional
costs
that
I've
mentioned
I've
taken
a
quick
trip
around
and
tour
it
or
not
only
impact
impacts
our
community,
but
it
also
impacts
those

please
reject
this
specific
item.
Thank
you.
Thank

N
A
E
A
D
I
B
D
F
You,
the
after
I,
spoke
with
mr.
Pete,
had
a
look
outside
my
house
and
a
couple
years
ago
we
had
the
a/c
heating
and
compressor
in
place
and
talk
about
hospital,
Givaudan
I.
Think
about
how
much
it
cost
me
to
happen
to
just
the
two
pieces.
Replace
I
would
fall
into
this
I
got
to
get
it
out
in
the
back
somewhere.
So
I
move
that
and
I
know.
I
left
the
only
ones
that
walk
around
and
run
around
and
I'm,
seeing
lots
of
narrow
yard.
F
B
Bolson
I
strike
you
out
my
mood.
My
intention
was
going
to
be
the
move
to
change
it
to
five
feet.
In
line
with
the
setbacks,
I
mean
that
somebody
gets
a
two
and
a
half
that
variance
they
shouldn't
be
entitled
to
put
an
air
conditioner
then
unit
on
the
side
of
the
house,
so
keeping
safety
in
line
going
forward.
I
think
there
should
be
at
least
some
governance
as
far
as
where
your
air
conditioning
unit
is
as
an
obstacle
on
the
side
of
the
house.
I,
don't
think
so.
We
only
apply
to
a
curb
resident.
B
They've
got
a
varying
set,
the
side
yard
variance
of
some
sort.
I,
don't
think
that
that's
necessarily
beginning
buddy
I
mean
I
brought
this
up
as
an
issue
last
meeting,
because
it
would
apply
to
me,
but
obviously
minor
commission
units,
as
it
I
think.
99%
of
everybody
else
is
with
just
five
feet
off
the
property
lenders.
It
has
to
be
so
I
think
that
that
was
there
for
a
reason.
I,
don't
know
why
would
have
eliminated
altogether
so
I'm
gonna
give
them
and
change
it
to
five
feet
would
be
much
good.
A
The
other
option,
of
course,
that
we
can
look
at
is
grandfathering.
People
who
have
air
conditioners
up
and
I
can
tell
you
I'm
into
saint-lo
urine
and
all
my
neighbors
are
as
well.
We've
got
we're
not
in
compliance.
I
changed
both
compressors,
because
I
have
two
compressors:
let's
draw
Stiles
knowledge
and
to
move
it
to
the
backyard
you
know
just
is
cost
prohibitive.
So
we
have
a
motion
on
the
floor
strike
it
all
together.
I
was
also
respect
the
grandfathering
existing
properties.
Anybody
under
a
building
permit
would
be
another
option.
F
M
M
Yard
setback
for
any
residential
property
in
the
city
is
5.
Feet
are
rs2
and
rs.3000
districts,
which
are
all
West
Third
Street
have
total
required
combination,
15
feet
for
side
yards
and
no
case.
Can
it
be
less
than
5
feet?
So
I
coded
without
a
very
small
aside,
argue
it
have
building
by
the
zoning,
would
be
5
feet
so.
M

A
O
F
M
That
family,
the
emergency
situation,
it
would
even
if
there
was
a
gate
there
at
the
open
air,
cannot.
Let
me
take
it
that
me,
maybe
knock
it
down:
they're,
not
going
out
offenses
of
barriers,
a
little
easier,
taking
up
an
AC
compressor
again,
I
just
go.
This
was
this
was
requested
and
it
wasn't
recent.
This
was
requested
it
probably
three
or
four
years
ago,
and
this
is
as
far
that's
why
we
did.
This.
Is
the
cleanup
board
this
for
all
the
items
that
have
been
in
my
code
a
next
time
we
open
this
up?

A
B
And
you
can
never
then
shift
your
house.
You
can
never
shake
your
house
to
one
side
or
the
other.
If
you,
if
you
went
with
7ft,
for
instance,
my
house
is
five
foot
from
the
city
well
10
feet
from
neighbor's
house.
I
could
never
have
done
that
under.
If
you
change
it
to
seven
and
a
half
feet.
My
lot
would
happen.
My
house
will
then
have
to
be
in
the
middle
I
understand.
N
N
M
N
M
It's
a
couple
of
commerce
for
both
departments
and
whether
this
one
personally
a
lot
do
a
couple
people
talk
about,
but
where
they
have
an
excuse
was
having
protected
the
struggle.
Remember
it
said
at
least
three
or
four
years
and
a
fire
department's,
not
here
and
I,
know
one
of
the
comments
it
enough.
We
want
to
be
that
one
of
the
fire
department
how.
A

A
C
Okay,
I
would
support
the
first
minute.
I
I
want
to
ask
mr.
staff
Ovilus
to
put
his
two
cents
into
this
mix,
because
I
spoke
with
him
prior
to
the
meeting
and
he
apparently
had
spoken
with
I
know.
We
don't
have
our
chief
police
here
and
we
don't
have
mr.
shott
over
here,
but
you
have
spoken
to
both
of
them
and
I
think
it
would
be
relevant
for
you
to
share
what
you.
B
Singer,
you
respected
this
time.
I
think
if
there's
in
statistical
evidence
is
a
severe
safety
issue
for
perfect
honors
I
think
you
can
come
back
and
had
it
at
that
point
at
this
point
in
time.
I
still
it's
hard
for
me
too,
with
all
the
other
things
that
can
be,
they
returned
for
me
to
think
that
this
one
issues
is
that
critical
or
the
safety
issue
for
our
first
responders,
which.
I
I
Needless
to
say,
neither
of
them
were
the
Chiefs
of
their
respective
departments
at
the
time
that
this
issue
was
brought
to
mr.
Mann
from
public
safety
perspective,
but
there
were.
There
were
two
interesting
conversations.
Nonetheless,
first
with
mr.
Chaddha
one,
he
took
a
look
at
the
statistics
of
how
many
fires
we
actually
have
within
the
city
in
terms
of
total
call
response.
I
The
percentage
of
calls
that
are
fire
related
everything,
the
single
digits,
it's
extremely
small,
so
the
issue
of
a
side
merit
AC
unit
being
a
serious
issue
to
fight
fire
is
extremely
rare
or
minimal.
At
best,
the
chances
are
if
you
come
up
to
a
property
and
there's
a
fire
they've
gone
through
the
front
door
through
the
front
windows
and
if
you've
gone
on
the
side
of
the
properties,
you
may
encounter
a
locked
gate.
I
You
may
encounter
cinder
blocks
repeat
offender
bladders,
full
storage
materials,
whatever
the
resident
s
put
on
the
side
of
the
property,
so
that
was
deemed
pretty
much
a
non-issue
as
councillor
Nichols
said,
if
JFR
D
is
finding.
This
is
an
issue
within
our
jurisdiction,
I'm
sure
at
some
point
in
the
future.
There
will
let
us
know
that
is
an
issue
as
they
respond
to
fighters
in
our
community.

Gonna
start
that
sentence
over
again
under
this
laws:
the
state
of
Florida,
an
ordinance
which
changes
the
axle
was
permitted
to
conditional
opportunity
uses
within
a
zoning
cat
which
otherwise
changes
is
the
texting.
Lady
Monica
is
a
quasi-legislative,
the
preceding,
while
their
legislative
proceeding,
means
that
the
governing
body
exactly
rulemaking
capacity.
It
is
the
duty
of
the
council
to
arrive
at
sound
decisions
regarding
these
of
the
property
within
the
city.
This
includes
receiving
citizen
input
regarding
those
diseases
within
the
new
category.
A
The
application
has
been
reviewed
by
the
staff
and
Planning
Commission
for
consistency
with
other
portions
of
land
on
the
code
in
the
Comprehensive
Plan
council
may
hear
from
Holland
ERISA,
partisan
legislative
determination
and
an
amendment
to
the
technical
anatomica
council's
decision
on
the
next
amendment.
Application
is
based
on
the
criteria
set
forth
section,
34,
point
32,
I'm,
sorry,
34,
211,
Atlantica
he'snot.
The
council
has
been
provided
a
copy
of
the
criteria
on
how
the
public
hearing
on
1
December
2
0,
0,
8
135.
A
Are
there
any
members
in
the
audience
that
would
like
this
speak
all
right,
close
the
public
hearing
requesting
the
noise
from
the
ordinance.
We
need
before
requesting
westbound
the
awareness
beginning
with
myself.
Each
of
the
members
is
requested
indicated
for
the
record,
both
the
names
of
the
persons
and
the
substance
that
many
ex
parte
communication
during
its
application.
Then
I
sparks
a
communication,
our
first
payment
evening
or
discussion
with
a
person
or
citizen
who
may
have
an
interest
in
this
decision
which
occurred
outside
of
our
grant
process.
I
have
none
mr.
Nichols
I've.
D
A
Motion
a
second
before
of
import
of
discussion
or
questions
by
the
council,
please
be
reminded,
there's
based
on
criteria
set
forth
the
land
development
food,
and
that
means
the
staffs
report
and
recommendations.
Planning
Commission,
the
public
you
put
in
all
areas.
You
know
the
castles,
the
personal
access
to
give.
I
A
very
brief
summary
of
this
second
reason:
yes,
this
item
basically
will
allow
food
trucks
to
go
into
industrial
properties,
as
they've
been
discussed
in
between
that
the
first
year.
That's
something
that
just
wasn't
contemplated
at
the
time
that
this
ordinance
was
brought
forward.
The
original
food
truck
ordinance
was
brought
forward,
so
this
will
basically
allow
them
into
those
areas
which
are
predominantly
in
the
west
side
of
the
city.
Thank.
