and

should

we

make
any
changes
to
cause
a
drastic
exposure,
but

should
keep
up
with
the
plans
that
we
have
in
place

would
suggest
that,
knowing

GP
on
a
daily
basis
and

come
daily

that
our
police
force
is
doing
everything
they
can
and
we
would
recommend
that
we
do
nothing
to
add
to
their
burdens
and
therefore
also
guide

possible
problems
of
safety,
security
and
welfare
for
the
public.

doing

right

like
they
communicate
the
daily
communication
from
the
city
manager
and
the
emails
of
the
executive
orders
from
you
to
keep
us
at
least
informed
about,
what's
going
on

behind

scenes,
as
well
as
our
communications
to
the
citizens
on
social
media,
if
it
really
clean,
concise,
effective
and

so
I
would
just
say
you
know
it's
a
really
hard
time,
but
I
think
really
important
to
communicate
not
only
to
us
and
that's
been
done
really
well.

community

seen

well

it

over
the
last
month.

have
a
tremendous
amount

respect

my
colleagues

their
classroom,
they're
brown
and
also
bear
curry
their
mayor,
curry
and
I
probably
talked
four
or
five
times
a
week
about.

going
on
how
things
were
looking
at
the
beach,
how
temperaments
are
rolling
up
what
the
enthusiasm
level
is,
for
you
know
the
city
staff
and
keeping
things
going
and
I'm
really
proud
of
the
relationship
that
we've
developed
but
keep
in
mind
and
Chris
kind
of
talked
about
this
a
little
bit.
This
all
stems
from
the
governor.
You
know
the
governor
makes
any
students
I'm.
Sorry,
the
president,
the
president
made
some
decisions,
the
governor
made
some
decisions
and
then
it
became
our
tournament
to
make
decisions,
and
what
we
did
was
immediately
got
together.

a
group,
we've
had
several
meetings
with
the
city,
manager's
chief
of
police
and
mayor's
we've
had
several
they've
had
several
of
their
own
meetings.
The
mayors
of
all
had
several
of
their
own
meetings
and
we
are
all
determined
to
do
what's
the
best
for
our
our
respective
citizens
and
our
for
our
community,
but
Public
Safety
is
by
far
our
biggest
responsibility.
I
mean
any
one
day
when
you
were
in
for
office
today.
When
you
talk
to
constituents.
What
are
we
telling
public
say
these?
Are
our
number
one
priority
and
that's
where
we
are
today.

So
a
lot
of
hard
decisions
have
been
made.
There
were
unanimous
decisions,
Mayor
occurring
there
around
mayor
glass
all
agreed.
This
was
the
best
path
to
take,
but
I
want
to
talk
this
event
about
closing
the
beach
and
addressing
my
colleagues
here
on
the
council
and
also
the
people
watching
on
TV
tonight.

You
know
it
was
Public
Safety.
It
once
again
is
our
primary
responsibility.
But
if
we
were
to
open
the
beach
right
now,
we
would
see
more
people
on
Ibiza
they've
ever
been
there
in
our
history.
Now
keep
in
mind,
we
have
enough
man
to
support
for
chairs,
lifeguard
chairs
and
just
before
we
actually
did
close
the
beach,
the
city
manager,
myself,
the
captain
of
lifeguards
and
steep
shopping,
one
of
us-
and
we
looked
at
the
whole
beach
from
seeking
Avenue
down
to
the
county
line,
and
it
was
a
madhouse,
an
absolute
madhouse.

So
we
tried
to
take
some
procedural
steps
to
give
it
under
control
working
with
GP
and
his
team,
and,
quite
frankly,
it
didn't
work.
It
didn't
work
for
a
couple
of
reasons.
Number
one
people
said
forget:
there's
high
tides
and
low
tides.
You
know
when
it's
work
time,
that's
easy
set
to
do
social
separation
and,
what's
wrong,
look
what
we're
doing
this.
Well,
that's
not
a
very
little
bit
of
time
you
stay
when
the
tide
rises
and
once
or
twice
a
day,
they're
like
pancakes
stacked
on
top
of
each
other.

That
was
a
problem
not
having
enough
lifeguards.
That
was
a
problem
taxing
our
police
to
enforce.
You
know
there
were
several
items
rather
than
the
record
tonight
from
public
comment,
where
people
have
these
great
ideas
that
this
is
working
in
other
areas.
We
intentionally
delayed
the
closure,
our
beaches
and
elements
of
our
parks,
not
even
the
whole
parks,
get
to
do
our
very
best
to
leave
options
out
there,
the
citizens
of
this
community
to
enjoy
what
the
you
know,
the
facilities
that
they
paid
for.

I'm,
a
young
guy,
I'm,
surfing
and
I
think
you
know,
I
got
it
all
pretty
much
covered,
you
walk
by
Publix
and
you
brush
against
somebody
who's
80
years
old
and
you
maybe
don't
could
have
positive
impact
of
the
virus
but
you're
carrying
a
part
of
the
virus
on
you.
These
are
things
that
we've
been
thinking
about.

just
came
out
today
or
yesterday,
one
of
the
two,
but
it's
fascinating.
There's
a
professor
at
the
University
of
California
San
Diego
rings,
Kim
prattler
she's,
the
leading
atmospheric
chemist
at
Scripps
Institution
of
Oceanography
at
the
University
of
California
she's
warning
people
to
stay
clear
of
the
beach.
The
beach
and
her
estimation
is
one
of
the
most
dangerous
places
to
be
these
days.

In
her
research,
Pryor
has
found
that
the
ocean
turns
up
all
kinds
of
particulate
and
microscopic
pathogens
and
every
time
the
ocean
belts
out
a
waiver
to
have
sprays
the
particles
into
the
air.
She
believes
that
this
new
corona
virus
is
light
enough,
floats
in
the
air
much
longer
and
much
further
than
we
think
the
six-foot
physical
distance
rule
she
said
doesn't
apply
to
the
beach
where
the
winds
can
put
a
strong
link
in
Santa
Barbara
particle
snoring,
that's
brand-new
type
information
that's
coming
available.

need
to
do
some
kind
of
verification,
that's
good
information,
but
even
if
that's
true,
if
it's
not
true,
it
gives
you
an
idea
of
what
kind
of
possibilities
exist
now,
why
would
we
risk
the
health
and
safety
of
people?
For
you
know,
just
access
to
the
beach
I
don't
mean
to
imply
taxes
would
be
to
else
very
important
for
a
lot
of
people.
There's
no
question
about
that,
but
our
bottom-line
response
again
officials
period
recreation,
in
my
opinion,
is
probably
a
third
or
fourth
level
priority
behind
fiscal
management.

know
people
can
still
walk,
walk
their
dogs
bicycle
without
using
the
beach
relaxing
our
safety
posture
this
time
to
potentially
raise
the
level
of
infected
residents.
We
currently
have
25
residents
of
the
tested
pirate,
but
a
positive
for
the
virus,
which
includes
two
employees
of
the
City
of
Jacksonville
Beach
and
the
worst
case
scenario.
Somebody
could
die.
So
why
would
we
make
this
a
priority?
I
know
people
are
angry,
but
it
just
doesn't
make
sense
of
the
public
servant.

we
potentially
subject
our
our
residents
to
a
tough
situation.

days

successful
recovery
and
that's
how
dangerous
it
is.
Prime
Minister
of
Britain

yesterday

diagnosed
with
the
virus
and
he
was
hospitalized
the
days
in
the
ICU
and
they're
questioning,
whether
that
is
administered
by.

country
center
got
sick
on
Friday
last
week,
went
right
into
the
hospital
and

died
Sunday.
So
he's
my

61
years
old.
You
know
this
is
life
and
death.

talking
about
this

global
pandemic,

none

us
have
ever
seen
we're
responsible
for
our
citizens
to
provide

safest

unanimously
with

until

citizens

make

lot

people

how

lifeguard
force
and
our
already
stretched
and
burden

would

to

thousands
of
people

would
inevitably
be
engaging

close
encounter
situation

of
the
official
orders
and
emergency
orders
and
health
officials
recommendations
are
trying
to
prevent.

be
able
to
keep

eye
on
every
single
person
on
the
beach.

may
be
an
interaction
of
45
minutes
or
an
hour
before
an
officer
or
lifeguard
even
discovers
that
that
group
has
been
socializing

group
has
defeated

entire
proper
process
that
we're
all
trying
to
follow

hard
