From YouTube: City Council Meeting (2/21/2023)
Description
Due to technical difficulties the end of the meeting was not recorded
A
A
For
Tuesday
February
21st,
thank
you
for
coming
on
the
right
day
for
a
little
fair
enough
to
this
holiday.
Yesterday,
we
will
begin
with
the
opening
ceremony
and
indication
led
by
Mr
Jansen.
Please
rest.
B
B
A
Thank
you,
mayor
I
have
a
couple
of
announcements
I'd
just
like
to
let
everyone
know
that
tomorrow
night,
which
is
Wednesday
February
22nd
at
7
pm,
there
is
a
Jacksonville
mayoral
candidate
Forum
at
the
beaches,
Vineyard
Church,
which
is
the
side
of
the
Old
Atlantic
theaters
and
all
of
the
mayoral
candidates,
are
confirmed
to
be
there
and
beaches.
Watch
is
conducting
this
candidate
form
and
will
be
asking
the
candidates,
questions
that
are
important
to
beaches.
Voters,
because
we
know
a
lot
of
the
focus,
has
always
been
on
Jacksonville
issues.
A
We
want
to
know
where
these
candidates
stand
with
regard
to
the
beaches,
so
I
hope
everyone
will
plan
to
be
there
so
that
you
can
learn
more
about
these
candidates
before
you
vote.
The
other
thing
I'd
like
to
well
sorry,
two
other
things:
I
wanted
to
mention
Thursday
night
we're
having
a
workshop
here
in
council
chambers
to
discuss
parking
requirements
which
is
part
of
the
process
that
we're
going
through
to
update
our
comprehensive
plan
and
our
Land
Development
code
and
parking
has
been
a
big
issue
here
in
Jax
Beach
for
several
years
now.
A
So
this
should
be
a
really
good
workshop
and
then,
lastly,
on
Wednesday,
March
1st
at
seven
o'clock,
Beach's
watch
is
also
hosting
a
meeting.
It
will
be
at
the
beaches,
Museum
chapel
and
Scott
ledley,
who
has
with
the
Florida
League
of
cities,
is
going
to
be
speaking
about
the
2023
legislative
session
and
the
bills
that
have
been
proposed.
That
would
impact
our
municipalities
and
as
voters.
A
We
all
need
to
understand
what
what's
going
on
in
our
state
legislature
and
so
I
would
encourage
people
to
attend
that
meeting
as
well,
because
our
legislators
need
to
hear
from
us
during
this
legislative
session,
and
some
of
us
will
be
going
to
tell
too
to
make
sure
that
they
hear
from
us,
but
we
also
need
our
residents
to
be
knowledgeable
about
what's
going
on
at
the
state
level,
because
it
it
does
affect
us
here
locally.
Thank
you.
Thank
you.
A
Nicole
yeah
just
to
clarify
that
Thursday
discussion
on
parking
is
a
council
Workshop
I
just
want
to
make
sure
that
we
don't
confuse
anyone
that
thinks
that
it
may
be
a
public
comment
time,
because
there
will
be
time
for
that.
But
this
is
going
to
be
home.
Council
Workshop,
obviously
open
to
the
public
to
us.
Mr
Misa.
E
Yes,
so
this
yesterday
today
was
a
very
special
day
is
my
20th
anniversary
of
being
in
Jacksonville
and
so
I'm
happy
to
be
here,
I
guess:
I'm
a
truth
for
reading
this
glad
to
be
here
and
there's
some
new
things
coming
up
beach
photos
opening
soon
we'll
hop
this
opening
up
soon.
We
have
the
legal
chill
coming
up
opening
up
soon,
so
there's
some
pretty
exciting
things
coming
up,
but
looking
forward
to
it.
Thank
you.
A
A
If
you
could
please
silence
your
cell
phone
and
there's
a
lot
of
us
in
the
room
today,
and
we've
got
a
lot
to
go
through
if
you
have
any
need
to
have
any
discussion
with
anybody
in
your
vicinity.
Please.
B
A
To
silence
your
cell
phone
somebody
in
your
rare
desk,
so
please
just
wait.
I
don't
know!
Maybe
not
thank
you
guys
for
your
courtesy
to
everyone
else
and
the
other
issues
that
are
coming
up.
Any
other
announcements,
Council
seen
them
we'll
move
on
to
item
a.
We
have
a
staff
report.
Aesthetics
should
be
okay.
F
A
A
A
Process
that
includes
evaluations
from
the
department
heads
in
our
city
and
evaluations
by
all
of
the
city
council
members
and
discussion
edit
briefing.
So
it's
not
something
we
go
in
into
lately
and
it's
great
to
hear
the
feedback,
especially
from
the
city
managers,
direct
reports
that
we
only
have
our
city
council
only
has
two
employees
they're
on
either
side
of
me.
A
Yes,
Hoffman,
yes,
Mission
carries
Financial
reports
since
facets.
A
Thank
you,
I'm
listening
attorney
already
pointed
that
asked
me,
and
my
and
cell
phone
silenced
I
forgot
to
do
courtesy
of
the
floor,
but
I
do
believe
that
all
of
the
cards
are
attached
to,
oh,
and
so
just
now
all
of
your
cards
were
attached
to
an
agenda
item,
but
we
do
have
one
discussing
an
item
that
is
not
on
the
agenda:
Michelle
Tipton,
so
there
you
go,
come
on
up
and
you're
three
minutes
to
address
the
council.
After
you
say
your
name
and
address.
I
Good
evening
my
name
is
Michelle.
Tipton
address
this
on
file.
I
know
the
35
foot
height.
Amendment
is
not
on
the
agenda,
but
I
was
one
of
many
that
stood
in
rain
and
wind
with
some
of
you
on
the
board
2004
pushing
for
the
tight
Amendment,
and
that
was
nearly
20
years
ago,
and
it
terrifies
me
to
think
of
what
our
beaches
would
look
like.
If
that
wouldn't
have
happened.
I
F
A
You
Miss
Tipton
now
the
news
reports
Miss
gossip.
Thank
you
if
you'd
be
wearing
chemical
as
the
gossip
CFO
before
you
tonight,
you
have
the
monthly
Financial
reports
for
January,
which
represent
four
months
of
activity
or
33.7
percent
of
our
budget
and,
as
always,
I'm
available
to
answer
any
questions
you
might
have.
D
J
It's
considered
an
emergency
because
we
discovered
that
this
as
part
of
this
particular
area
we
had
intending
to
clean
the
line
and
actually
line
it
as
part
of
that
project
and
the
contractor,
as
well
as
us
believe
we
can't
clean
the
line,
there's
no
top
left
to
it.
And
so,
if
we
begin
to
clean
it,
we
will
probably
destroy
it
and
then
all
the
sewage
will
go
into
the
central
basic
canal
and
head
out
to
the
intercoastal,
which
is
not
a
good
thing.
So,
as.
J
It
they're
already
bypassing
around
it.
They've
already
ordered
materials
I
had
to
get
city
manager
approval
to
proceed
as
an
emergency
in
status
and
they'll
actually
be
building
a
berm
and
drying
up
that
entire
area
pumping
up
the
water
around
it
so
that
they
can
actually
dig
in
physically
replace
that
piping
with
brand
new
PVC
pipe.
So
it
was,
we.
J
G
A
We
have
a
motion
and
a
second
Mr
Jansen.
B
Mr
bear:
do
you
have
any
ballpark
idea
how
much
longer
than
it
will
extend
this
project
having
to
do
this
from
here?
It.
B
J
It's
the
same
crew
and
they've
got
actually
a
different
crew
that
does
the
pipe
work
than
what's
doing
the
flat
work.
So
a
lot
of
flat
work
is
continuing
to
move
north
through
the
project,
so
this
was
already
scheduled
to
be
changed
in
line
so,
instead
of
cleaning
a
line,
it'll
actually
be
pulling
out
and
replacing
it,
so
it
probably
won't
extend
beyond
the
30-day
extension
above
and
beyond
that
existing
project
timeline.
Thank
you.
Mr.
D
J
M
J
This
was
a
I
think
it
was
a
dental
iron
in
Maine
that
was
actually
put
in
with
concrete,
on
top
of
it,
to
hold
it
down
to
keep
it
underneath
in
case
it
wouldn't
float
out,
but.
J
For
you,
I'm,
going
to
put
a
Shameless
plug
into
Asset
Management,
which
you
can
hear
us
talking
about
every
single
time
budget
year
comes
around,
so
asset
management
is
the
ability
for
us
to
track
those
assets
by
when
installation
dates
and
types
of
materials.
So,
while
we
try
to
conclude
everything
as
far
as
part
of
a
project,
when
we
do
it,
we
try
to
not
just
focus
in
on
the
project
area,
but
look
and
see
what
needs
to
be
replaced
within
a
block
around
and
if
we
can
add
to
a
project
like
I
said
this.
J
To
be
lined
as
part
of
the
10th
Street
project,
it
was
just
not
enough
pipe
left
to
actually
line.
What
was
there
so
I
can't
give
you
an
accurate
number.
I
know
our
Sewer
Master
Plan,
which
is
still
in
Development
I've,
seen
the
draft
of
it
several
of
their
projects
that
they've
already
recommended.
You
know
to
go
after
all,
cast
iron
Mains
to
be
replaced
and
then
ultimately
ductal
iron
Mains
to
be
replaced.
The
that
is
a
huge
undergoing
of
a
project
and
I.
J
Don't
have
the
numbers
offhand
as
to
what
they've
estimated
as
to
how
much
we
have,
but
the
cast
iron
we're
talking,
thousands
and
thousands
of
heat.
So
a
lot
of
times.
It's
not
easy
just
to
replace
those.
We.
We
do,
however,
have
a
about
a
three
hundred
thousand
dollar
budget
a
year
that
we
do
for
slip
lining
throughout
the
town.
So
we
concentrate
on
areas
and
continuations
where
we
have
ini,
which
is
infiltration
to
the
water
line
or
to
the
sewer
line
from
the
groundwater
and.
J
All
the
cast
iron
pipe
on
this
job,
all
the
clay
pipe
which
is
actually
on
both
sides
of
this,
was
in
perfect
condition,
which
is
never
to
be
found.
Usually
the
clay
pipe
is
broken
and
disintegrated.
In
this
particular
instance,
the
clay
can
hold
the
sewer
gases
a
lot
better
than
the
than
the
cast
iron
pan.
So
the
cast
iron
is
eaten
away
at
the
pipe
underneath.

R
R
Assistant
to
the
city
manager,
I'm,
here
on
behalf
of
parks
and
rec
tonight,
we
are
here
seeking
approval
to
support
two
exceptions
to
the
special
event
policy.
The
first
item
is
for
Florida
thin
Fest,
which
is
a
popular
two-day
Festival,
that
this
will
be
their
third
year
in
Jacksonville,
Beach
they've
requested
a
two-day
event
in
September,
and
the
current
policy
only
allows
for
single
day
fast
in
September,
and
the
second
item
is
Supergirl
Surf
Pro,
their
schedule
is
determined
by
the
world
Starfleet.
R
G
A
We
have
a
motion
and
a
second
any
discussion
by
Council
for
the
audience
to
know
this
is
a
relatively
new
event
on
our
calendar,
but
it's
done
very
well
been
very
well
run
and
they
were
anticipating
that
we
would
have
a
revised
special
events
policy
by
the
time
that
they
were
planning.
This
year's
event,
which
they
take
so
much
lead
time
that
we're
not
quite
there
yet.
So
this.
D
A
G
G
A
S
A
G
A
A
S
Like
our
program
has
been
active
in
our
community
for
over
20
years,
it
has
been
with
a
Partners.
That's
been
produced
of
a
partnership
with
the
volunteer
life-saving
Corps.
Currently
the
city
of
Jacksonville
Beach
is
requesting
was
Oxford
research
and
High.
School
Division
is
requesting
to
see
full
program
operations
and
to
continue
the
junior
LifeCare
program.
That
brings
such
a
high
energy
of
beach
safety,
Outreach
and
Community
involvement
within
our
retirement
community.
A
Thank
you-
and
this
was
something
I
mentioned
to
Jason
and
I-
just
wanted
to
put
this
out
there
for
the
sake
of
my
fellow
council
members,
but
I'd
like
for
us
to
in
the
future,
potentially
look
into
setting
up
a
grant
opportunity
for
kids,
who
might
not
be
able
to
afford
the
cost
of
participating
in
this
junior
Lifeline
program.
So
I
think
that
could
be
really
beneficial.

The

a

A

means
that
a

in

capacity.
It
is
the

of
the

to
arrive
at

This
includes

put
you
in
that
side.
Okay,
would
anyone
else
like
to
speak
on
this

Okay,
this
Republican,
because
before
requesting

on
this

beginning
with
myself,
each
of
the

is
requested
to

yes
ma'am,
so
ordinance
8192
is
for
rezoning
request
for
the
North
Beach
Townhomes
Community,
which
is
the
block
just
south
of
Gonzalez
Park.
It's
a
1.41,
acre
property.
The
applicant
is
requesting
to
rezone
the
34
unit
townhouse
development
on
the
property.
There
have
been
some
applicant
proposed
conditions
on
the.
D
A
That
I
will
just
summarize
for
you
briefly
and
then,
if
the
applicant
wants
to
go
into
additional
detail,
they
worked
these
conditions
out
with
the
city's
attorney.
There
are
four
conditions
being
proposed
on
the
project.
The
first
one
is
that
the
applicant
will
provide
20
public
parking
spaces
on
the
Second
Avenue
North
right-of-way
adjacent
to
the
property,
so
that
will
be
on
the
north
side
of
the
block.
A
A
In
the
right-of-way
on
10th,
Street
North,
which
is
on
the
east
side
of
the
property
and
the
final
condition
proposed
by
the
applicant,
was
that
they
will
install
bicycle
racks
on
the
property
I'm
happy
to
answer
any
questions,
but
I'm
sure
the
applicant
would
like
to
provide
additional
details
to
you
as
well.
Thank
you
we'll
go
ahead
and
start
the
resounding
hearing
model.
Clark.
Will
you
read
the
ornament
press
handle
an.
A
H
A
Florida,
an
application
for
rezoning
of
poverty
is
handled
as
a
quasi-judicial.
Proceeding.
A
quasi-judicial
proceeding
means
that
a
governing
body
is
now
functioning
in
a
manner
similar
to
a
court
with
dimir
and
Council
sitting
as
impartial
decision
makers,
hearing
testimony
and
questioning
presenters,
who
are
to
provide
substantial
and
competent
evidence
to
support
their
side
of
the
issue.
It
is
the
duty
of
the
council
to
arrive
at
sound
decisions
regarding
the
use
of
property
within
the
city.
A
This
includes
receiving
citizen
input
regarding
the
proposed
use
on
the
neighborhood,
especially
when
the
impact
input
is
fact-based
and
not
a
simple
expression
of
opinion.
It
is
the
applicant's
burden
to
demonstrate
that
their
application
is
consistent
with
the
Land
Development
code
and
the
comprehensive
plan.
If
the
applicant
is
successful
in
showing
consistency,
then
it
is
such
the.
A
D
M
M
M
This
is
the
project
rendering
is
it
you
from
Gonzalez
Park?
You
saw
us
two
weeks
ago
supposed
to
propose.
This
is
what
the
current
zoning
allows
and
the
reason
I
bring
up
this.
These
two
pictures
is
one
of
the
conditions
are
that
we
were
going
to
pay
for
and
develop
20
minimum
20
public
parking
spaces
on
2nd
Avenue
North.
You
believe
we
can
get
more
than
that,
but
we're
committed
to
doing
at
least
20.
M
and
the
reason
why
I
want
to
write
these
pictures
if
you
notice
the
design
that
we're
doing
allows
for
an
internal
driveway
that
allows
for
us
to
do
the
public
parking
on
2nd
Avenue
North.
If
we
did
the
28
townhouses
that
are
allowed
by
right,
the
driveways
would
go
to
Second
Avenue
North
and
would
heat
up
the
right-of-way
space
that
would
be
needed
for
the
public
parking.
So
it's
not
only
that
we
think
this
is
not
not
as
good
a
design.
M
It
would
also
take
away
the
ability
to
build
the
public
parking
either
by
us
or
the
city
how's,
that
going
to
be
North.
There's
been
a
lot
of
talk
about
the
density.
I
know
we've
been
over
District
staff's
been
over
this.
It
was
the
city's
decision.
All
this
decision
to
designate
this
is
high
density,
residential,
that's
up
to
minimum
density
of
21
us
an
acre
and
maximum
40.,
as
mrsopolis
has
reminded
me
on
numerous
occasions
on
numerous
projects.
Just
because
something
sets
the
maximum
that
doesn't
mean
what
you
can
do.
M
However,
we're
asked
the
prospect
24
units
an
acreage,
so
as
the
density
has,
the
number
of
units
were
well
within
your
comprehensive
plan.
There's
been
a
lot
of
talk
about
traffic
you've
seen
this
before.
When
we
met
with
your
staff
in
early
December,
we
gave
them
a
traffic
study
from
Kimberly
horn.
The
amount
of
units
that
we're
proposing
allowed
allows
approximately
three
more
peak
hour
trips,
both
in
the
AM
and
you
know,
versus
the
28..
M
There
is
capacity
on
Beach
Boulevard,
which
would
be
the
major
segment
I,
think
the
excess
capacity
of
something
like
600,
grits
so
audacity
and
on
traffic
I
believe
we're
not
going
to
have
an
adverse
effect.
I
want
to
bring
this
up
because
this
kind
of
goes
to
the
second
condition.
This
is
what
the
current
RM
170
is,
and
you
can
see
the
uses
allowed.
Townhouses
are
on
multi-family
dwellings,
zero
lot
line
detached
single
family
loans,
although
I
don't
think
I've
actually
ever
seen.
J
M
M
M
We
cannot
have
short-term
vacation
rentals
on
this
property
that
goes
to
the
second
condition
and
working
with
your
staff,
whether
it's
buying
your
staff
and
your
attorney
I
agree
to
a
condition
that
expressly
would
not
allow
short-term
vacation
just
put
in
black
and
white,
put
it
in
the
actual
HOA
cabinets
and
restrictions.
There's
a
concern
under
the
state
preemption
that.
M
Violate
state
law
and
I
so
offered
that
we
would
prohibit,
and
we
would
have
a
requirement
in
our
age
weight
companies
and
restrictions
that
the
minimal
rental
period
would
be
for
six
months,
and
that
would
be
in
our
confidence
and
restrictions
it
would
be
in
the
community.
There
was
also
a
concern
that
that
would
violate
state
law.
If
that
is
a
condition,
this
Council
wants
to
go
with.
The
applicant
is
on
board
with
it
that
goes
to
conditional
decision.
M
M
This
is
a
point
that
I
want
to
be
very
sensitive
about.
This
isn't
hook
anybody
in
the
eye.
This
isn't
too
do
anything
other
than
I
have
to
put
this
on
the
record.
I
am
an
attorney
and
I
have
to
represent
my
client.
M
This
is
these
actually
the
same
standards
also
for
the
Planning
Commission,
but
you
have
to
base
your
your
decision
based
on
the
standards
in
34-348
j3.
That's
not
what
I'm
saying
that's
what
your
code
says.
That's
what
I'm
bringing
out
I
know
the
ordinance
has
34-11
I
know
that
the
staff
report
represents
a
34-211
and
348.
The
staff
report
says
that
we
need
both
criteria.
The
staff
report
by
law
is
complicated
levels.
M
Well,
what
is
the
parking
Department
well
under
34-348
j3,
subsection
f,
we
have
to
go
to
article
a
division,
one.
What
does
that
require?
Wall
Street
Parking
two
parking
spaces
for
dwelling
here,
there's
been
a
lot
of
talk
about.
We
don't
have
enough
parking,
we
don't
have
enough
parking.
We
meet
the
code
that
you
have
on
apartment.
M
O
M
34-347
c3i,
however,
there
was
a
court
case
that
went
all
the
way
to
the
first
district
court
of
appeal,
because
this
Council,
not
some
of
you,
some
of
you,
are
on
it.
I
decided
to
vote
on
34-211.
the
First
District
Court
of
Appeal
says
that
if
you
have
a
specific
provision
in
your
code,
you
have
to
follow
that
not
34-11.
The
reason
I
highlight
that
is,
after
that
court
case,
you
changed
it
for
the
RV
zoning
to
34-11.
M
M
We
hope
that,
when
the
Circuit
Court
applied
the
incorrect
law,
that
was
when
the
Circuit
Court
of
healthy
as
the
account's
decision
to
uphold
the
city
council
decision
to
apply
the
provisions
of
34-211
rather
than
the
provisions
of
34-347
such
an
error
occurred
here.
This
error
resulted
in
a
miscarriage
of
Justice
which
departed
from
the
essential
requirements
Aloft
and
a
variety
of
deprived
of
petitioners,
of
the
unlawful
use
of
their
property,
including
party
complies
of
the
law
in
seeking
to
utilize.
M
The
highest
Investments
of
their
property
in
the
governing
Authority
refuses
to
apply
the
correct
law
before
the
citizen
because
it
brought
him
of
the
ability,
worker,
otherwise,
including
lawful,
highest
messages
land
a
miscarriage
of
justice
has
occurred.
This
would
be
an
exception
for
the
formal
reasons
we
hold.
These
circuit
Court's
order
failed
to
apply
the
correct
law
when
it
found
a
petitioner's
application
is
required
to
comply
with
these
standards
in
34-211,
rather
than
those
contained
in
34-347.
Again
respectfully.
M
A
The
speaker
cards,
like
we
did
two
weeks
ago
so
I
will
call
your
name
and
address
the
come
on
up.
To
put
him
say
your
name
and
address
so
you'll
have
three
minutes
to
address
the
council.
I
would
encourage
you
to
please
add
to
the
conversation,
I
think
we'll.
A
Yes
and
we
will
be
slurring
in
everyone
who
speaks
during
public
hearing.
A
I
Thank
you.
Thank
you.
The
Thai
I've
been
busy
researching
this
recent
application
and
development
request
in
order
to
supply
supporting
faxes
to
why
I
feel
like
it
should
be
not
denied
I'm,
not
an
attorney
I.
A
lot
of
what
he
just
said
was
kind
of
like
confusing
to
me.
I
do
my
best
to
understand
the
ordinances,
but
I
felt
like
section
34
373.
I
Carports
I
mean
when
I
read
that
I
just
see
that
it's
it's
my
understanding
that
the
Pud
would
eliminate
that
and
I
I,
don't
know
if
I'm
understanding
it
correct,
but
I
feel
like
putting
up
12
units
that
back
onto
First
Avenue
North
is
a
safety
hazard
simply
because
First
Avenue
North
is
like
a
Speedway
between
Penman,
Road
and
A1A,
because
of
how
congested
each
Boulevard
already
is.
In
addition
to
that,
there's
a
Circle
K
Mini
Mart
right
there
that
has
an
exit
and
an
entrance
to
come
and
go
from
it.
I
So
you're
going
to
have
a
driveway
of
people
backing
out
into
people
who
are
coming
and
going
from
that
mini
mart.
There's
a
the
I
feel
like
them,
saying
that
they're
going
to
use
20
parking
spaces
for
the
city
with
the
Second,
Avenue,
North
city
right
of
way,
is
just
praying
on
praying
on
the
hopes
that
okay,
we'll
give
you
more
parking
at
your
extends
the
same
right
way:
I
bring
up
section,
34-424
the
site,
clearing
and
tree
protection
standards.
I
There
are
several
trees
on
the
property
currently
that
are
Hardwoods
and
Magnolia
a
live
oak,
some
cedar
trees.
Those
would
certainly
have
to
go
with
any
of
that
and
I
imagine
they
would
have
to
apply
for
it,
but
they
are
big
trees
and
they
are
not
diseased
I've
gone
by
I've
looked
at
them.
In
fact,
the
live
focus
in
Portland
right
now.
I
I
do
believe
that
under
the
section
34-211
that
they
there
would
be
an
adverse
effect
on
our
small
homes
on
our
small
community
I.
Don't
feel
like
it
with
with
that
amount
of
people
congested
into
a
one
block:
radius,
the
Cummings,
the
goings
people
aren't
going
to
just
follow
one
direct
route
to
these.
I
The
light
at
night
to
get
out
I
I
firmly
believe
that
they'll
use
all
avenues
to
come
and
go
I'm
just
gonna,
because
I'm
down
to
12
minutes,
I
feel
like
Jackson
bleach,
has
a
strategic
plan
and
vision
of
a
vibrant
Coastal
Community
that
Embraces
the
beach
life
and
a
mission
statement
that
States
they're,
responsive
to
government
focused
on
safety
service
and
sustainability
and
I
failed
to
see
how
this
development
Embraces.
I
A
A
F
K
All
right:
well,
it
wasn't
time
at
first,
but
thank
you
so
I'm
here
to
protest
this.
Our
lot
is
1104
Second,
Avenue
North.
It's
it's
directly,
two
blocks
west
of
where
this
development
here
are
so
my
wife
and
I
are
definitely
impacted
by
this.
B
K
K
K
34348
and
looked
at
the
seven
requirements
outlined
in
there,
we
identified
four
things
that
we
feel
like
violates.
The
seven
items
outlined
the
first
I
kind
of
grouped
the
two
for
interest
of
time.
It's
number
two
and
number
six
so
accomplish
is
a
more
desirable
environment
and
provides
an
environment
of
stable
character
compatible
with
the
surrounding
areas.
I
mean
I.
Think
if
you
drive
the
neighborhood.
K
To
have
34.
that's
not
compatible
with
our
surrounding
areas.
That's
not
consistent
with
the
environment
that
we
live
in
right
now.
The
third,
which
is
item
number
four,
enhances
the
appearance
of
the
land
through
preservation
of
natural
features.
You
know
we're
bulldozing
the
entire
lot.
We
just
heard
about
the
live
trees
that
are
being
taken
out
of
there.
I
do
understand
that.
K
There's
a
proposal
for
porous
pavers
to
be
placed
in
there,
but
still
that's
not
what
Wildlife
would
consider
to
be
a
natural
resource
or
preservation
of
the
area
in
the
seventh
or
the
fourth
one,
which
is
number
seven
retained
property
values.
So
I
alluded
to
this
at
the
beginning,
my
life
and
I,
probably
wouldn't
have
thought
purchased
at
home.
If
we
had
had
this
development
argument
placed
in
there,
it
would
have
went
far
down
on
our
list
and
then
there's.
K
Where
it's
going
to
be
right
directly
across
a
very
large
dumpster,
that's
going
to
be
large
enough
to
accommodate
34
homes.
That's
a
lot
of
dumpster!
That's
because
it
smells
like
if
you're
going
to
look
at
a
property-
and
you
see
that
outside.
Why
would
you
want
to
purchase
that
that
property
right
and
then
in
general,
I
hope
we
hear
hear
more
about
this?
So
I
don't
want
to
get
too
much
into
parking,
but
our
garages
are
extensions
of
our
living
room,
they're
extensions
for
our
closets
right.
K
Put
our
surfboards
golf
carts,
you
know
just
general
Beach
equipment
that
we
have
in
our
homes.
We
put
them
in
our
garages
and
that
needs
up
a
parking
spot,
even
if
there
is
20
additional
parking
spots
that
still
doesn't
accommodate
the
22
homes
that
are
in
the
little
Alleyway
there
right
so
I
mean
in
general,
I
support
development.
I
support
beautifying
this
this
lot
and
developing
it,
but
it
just
doesn't
feel
like
it's
a
good,
consistent
deal
for
the
neighborhood
and
I
think
there's
a
better
opportunity
to
come
to
a
better
resolution.
K
Miller,
what
was
your
address?
11,
of
course,
I.
Have
no!
Is
there
a
short-term
vacation
rental
next
to
your
house
there
it
is
in
the
summertime
pretty
regularly
in
the
winter
time
it
goes
to
Montclair,
because
that's
an
adverse
effect
on
your
property
yeah.
K
F
S
F
S
You
all
for
listening
to
me.
I'll
just
have
a
few
things
to
say
because
I'm
a
resident
of
the
Pines
Apartment-
yes,
they
do
have
a
name
at
115,
11th,
Street,
North,
that's
between
two
story:
Spanish
building,
I've
lived
there
for
37
years,
paying
rent
on
high
and
now
we're
all
being
evicted
at
our
home
demolished
due
to
the
campus
crisis,
so
to
speak.
My
neighbors
are
mostly
in
their
60s,
we're
all
set
and
they're
retired.
Many
are
handicapped
vendors
and
now
we're
forced
to
scramble
to
find
affordable
housing.
D
S
Look
out
for
one
another,
so
I
feel
like
I
sympathize
with
my
good
neighbors
as
they
anticipate
their
property
values.
For
me,
so
I
implore,
the
city
attack
speech,
city
council
do
what
you
were
selected
and
elected
to
do,
and
that
is
to
look
out
for
the
best
interest
of
the
good
citizens
of
Jacksonville
Beach.
Thank
you.
F
T
T
D
T
One
I've
been
there
31
years,
it's
always
been
a
beautiful
peaceful
little
neighborhood
I
have
a
1941
Beach
House
something
I
wanted.
My
whole
life
I'm
from
here
I
bought
that
little
house
and
it's
garbage-
and
you
put
this
up
across
the
street
from
me.
I'm
I'm,
directing
the
picture's
gone
now,
but
I
am
directly
honestly
able
to
throw
a
rock
at
my
age
at
this
development.
T
My
house
is
toast,
nobody's
ever
been
to
salvage,
yet
she's
a
beautiful
little
house,
but
who's
gonna
buy
it.
Nobody
would
be
an
idiot
who
is
surrounded
by
Mama
lips,
a
hotel,
a
party
house
right
in
front
of
me
and
doing
this
stuff.
If
you
guys
want
some
overflow
parking.
Consider
my
lot,
it's
a
big
one.
It's
a
great
one.
Both
sides
in
and
out
take
it
as
a
parking
lot
because
nobody's
ever
going
to
want
it
at
the
house.
Nobody
will
ever
Salvage
that
baby
and
it
stinks.
T
It
just
really
stinks
that
you're,
even
considering
metals
I'm
a
little
emotional
about
it,
because
I
love
the
house
I
love
this
neighborhood.
For
a
long
time.
My
kids
grew
up
they're
my
grandkids
and
now
look
this
isn't
what
our
neighborhood
needs.
It
really
is
an
Uncle
Jackson
will
be
cheese
and
I
wish
you'd
really
consider
the
people
that
live
here.
Not
the
counties
and
tourists
are
going
to
move
in
with
their
big
pocketbooks
and
their
big
time
space,
because
that's
not
what
our
neighborhood
is.
R
P
F
P
A
big
issue
we're
a
big
statement
about
supporting
this
possibility,
is
the
elimination
or
the
potential
short-term
rentals
and
that
type
of
thing,
and
then
people
have
gotten
up
here
and
spoke
about
houses
behind
them
or
next
to
them
that
were
vacation
rentals.
P
This
particular
development
may
not
allow
short-term
rentals,
but
how
many
people
that
leave
their
houses
as
a
result
of
this
they're
not
going
to
be
replaced
by
families
they're
going
to
be
replaced
by
rentals
and
they'll
become
vacation
rentals.
So
this
particular
subdivision
in
three
years
can
become
vacation
rentals
and
by
that
time,
I
would
be
willing
to
bet
that
a
large
portion
of
the.
P
P
Is
a
real
Turning,
Point
Crux
right
here?
It's
unfortunate
that
the
planning
up
till
now
wasn't
better
and
eliminated
and
prohibited
things
that
it
should
have,
but
I
don't
think
we
should
allow
this
to
happen
because
I
think
the
repercussions
are
going
to
be
a
lot
bigger
than
anything.
We're
talking
about
right
now
and
repercussions
are
always
an
important
part
of
whatever
anybody
does.
A
A
A
A
bar
we're
a
place
for
homeless.
Why
don't?
We
turn
Kmart
into
a
homeless,
Center?
Okay,
just
my
thoughts
and
opinions,
but
I
think
massive
amounts
of
people
coming
here.
Closing
Florida
Boulevard
with
no
police
readjusting
of
the
traffic
signals
and
having
I'm
sorry
for
those
committee
anyway
and
having
all
the
congestion
on
pending
Penman
is
my
artery.
I
can
cut
through
closing
Second
Avenue
North
is
a
horrendous
thought
and
I've
heard
that
is
considered.
A
It's
I'm,
sorry,
that
I
post,
that
something
is
done.
My
friend
and
neighbor
a
while
ago,
she's.
D
H
A
A
We're
just
so
congested
is
Penman
going
to
be.
Thank
you.
Thank
you.
Miss
Lake,
I,
wouldn't
normally
comment
after
at
one
speaker,
but
I
did
want
to
clarify.
This
is
not
a
reconsideration.
This
is
a
second
reading
of
the
ordinance
and
as
far
as
I
know,
there
are
no
road
closures
involved
in
this
application,
but
unless
I'm
missing
something.
So
thank
you
for
your
comments.
We
have
a
few
cards
that
entered
a
card,
but
do
not
wish
to
speak.
Margaret
Fishback
Margaret
want
to
raise
your
hand.
A
Thank
you
for
being
here
does
not
wish
to
address
the
council
that
is
opposed.
Alvin
Clark
does
not
wish
to
address
the
council.
Thank
you
for
being
here.
Mr
Clark
is
opposed.
Margaretta,
probably
Margaret
at
Clark
sitting
next
to
Mr.
Clark
does
not
wish
to
address
the
council,
but
is
opposed
to
the
agenda.
Connie
and
David
Rifkin
here.
A
Thank
you.
Scott
does
not
wish
to
address
the
council,
but
is
opposed
to
the
agenda
item
Jim
Gillis
Jim.
Thank
you
does
not
wish
to
address
the
council,
but
is
opposed
Marcel
Gillis
I'm
thinking
right
next
to
there
we
go
does
not
wish
to
address
the
council.
That
is
opposed
to
the
agenda
item.
Okay,
back
to
the
speakers
who
wish
to
address
the
council
Gary
Lyon
and
that
will
be
followed
by
Elaine
himself.
A
F
N
I'm
here
to
see,
if
you're
in
opposition
to
this
I'm,
a
firm
believer
that
this
does
not
bring
any
benefit
to
the
neighborhood.
It
is
a
predominantly
single
family
dwelling
neighborhood
to
see
the
3-40
renderings
up.
There
is
terrible
they're
going
to
have
increased
noise
pollution
because
the
surrounding
the
signal
family
going
through
the
smaller
drawings
around
it.
So
when
they
want
to
contest
that,
but
if
you're
on
the
third
floor,
you're
talking
loud
you're
making
noise
you've
got
your
music,
your
TV,
it
is
going
to
spread
out
further.
N
As
far
as
the
parking
I'm
not
familiar
with
the
plans,
I
saw
what
I
thought.
It
said:
nine
feet
from
the
buildings
to
the
sidewalk.
Is
that
correct
and
then
another
distance
from
there
to
the
road?
What
was
what
we
generally
or
what
I
have
seen
throughout
some
of
the
neighborhoods,
where
we'll
start
to
see
large
things
like
this,
for
silence
going
by
the
vehicles
regularly
blocked
the
sidewalk
they
if
the
sidewalk's
not
big
enough
for
the
vehicles
that
park
there.
N
N
N
When
you
have
units
that
big,
that
close
together
you're
going
to
have
an
increased
call
for
service
for
the
police
department,
if
you
wake
up
and
you
look
out
the
window-
and
you
can
see
your
neighbor
and
their
residents
and
they're
tiny
white
because
they
didn't
hold
them
for
the
Flies,
you
may
get
upset
if
you're
trying
to
sleep
date
times
because
you
work
nights
at
the
residents
are
so
close
together
because
of
such
a
high
saturation.
You
have
the
potential
for
noise,
bothering
the
other
neighbors.
N
I've
been
in
that
neighborhood,
I,
think
close
to
23
years
and
so
to
see
this
type
of
thing
move
in
I
can
foresee
increased
traffic
through
the
neighborhood
they're,
not
going
to
just
go
to
a
bit
of
each
first
three
second
Street's
going
to
increase
and
more
things
that
I
can't
cover.
Because
of
my
time.
Thank
you.
R
A
A
F
A
Traffic
is
available.
We
don't
need
any
more
people
out
here.
This
is
our
Paradise
and
we're
losing
it
and
I.
Don't
know
why
I
don't
understand
why
anybody
would
want
to
forego
what
we
have,
and
my
neighbor
mentioned
a
song
to
me
the
last
meeting,
because
I
was
not
here
at
the
last
meeting
and
she
was
and
she's
not
here
tonight
and
some
of
you
may
know
it,
and
some
of
you
may
not
know
it,
but
it
was
written
by
Joni
Mitchell
in
1960,
something
and
I'm
sure
when
I
say
the
title
to
it.
A
A
A
A
We
have
15
units,
we
have
two
parking
places
per
unit
plus
we
have
several
guest
spots.
We
have
a
huge
Green
Space,
it's
a
beautiful
place.
It's
probably
the
only
one
like
it
at
Jacksonville,
Beach,
coming
down,
Penman
Road
to
8th
Street
and
trying
to
get
off
of
it
is
awful.
It
needs
a
stoplight.
It
didn't
used
to
be
that
way.
Why
are
we
going
to
make
it
worse,
not
better?
A
Why
I,
don't
understand
and
I
hope
you
all
will
take
what
I
have
to
say
because
I'm
speaking
from
emotion,
no
I,
don't
know
anything
legal
to
say
this
is
from
emotion,
I
love
this
beach
and
I
would
like
to
see
it
stay
and
not
get
worse.
Thank
you.
Thank
you.

Blood
Zone
by
my
reading.
He
said
he
saw
at
the
most
poor
that
they
didn't
poor
criteria
to
me.
I
I
see
I,
see
out
of
the
seven
criteria
they're
on
that
two
I'm,
not
that
anything
and
it's
a
penny,
but
I
could
read
them
all
out
to
you
to
pick
up
one
more
time,
but
in
my
opinion
they
only
had
two
of
the
seven
criteria
in
this
particular
34
348.
E
E
I
was
also
in
the
site,
34
211c,
which
you
probably
are
aware
of
so
we'll
cover
that
very
well.
He
showed
us
some
little
papers
that
looks
like
it
shoots
down
34-11
feet,
which
states
well
I'm,
not
going
to
read
the
whole
thing
because
I
don't
know
what
it's
going
to
do
he's
going
to
shoot
me
down
and
say:
well,
the
court
hearing
says
34
to
11,
see
it
doesn't
apply,
but
it
doesn't
lie
because
this
is
going
to
get
an
address.
Community
change,
everybody
that
you've
heard
tonight.
E
It's
real
it's
here,
it's
hurting.
They
revolved
we've
heard
stories
in
our
life
this.
This
promise
that
they
were
gonna,
they're
gonna
not
do
short-term
rentals
for
three
years.
It's
a
higher
promise.
You
know
it's
going
to
take
very
easy,
everything's,
open
and
insult
them,
and
so
off
watch
what
you
get
in
love
with
it.
In
my
opinion,
you
can
end
up
with
a
with
a
sorry.
He
was
a
probably
a
little.
Not
here
took
investors
the
the
real
estate
market.
Is
there
investing
the
bottomless
properties?
E
They're,
not
gonna
change,
364
days
from
now
everybody's
going
to
be
in
there?
Okay,
you
know
what
he's
doing
is
the
way
he's
doing
this.
The
units
are
serving
here
in
this
particular
government
is.
Is
you
have
everything
downstairs
you
can
go
upstairs?
The
bedroom
downstairs
has
access
on
the
street
that
could
be
marketed
as
a
studio
right
there.
So
now
I
said
when
I'm
33
in
this,
you
look
60
Acres
one
bedroom's
downstairs
two
bedrooms
upstairs
they
were
going
to
do,
would
love
to
put
those
on
their
website.
E
How
did
you
want
that?
Do
you
want?
Do
you
want
64
units
across
from
your
house?
I?
Don't
think
so.
You
need
everything
we
could
whatever
you
did
have
my
own
bedroom
as
a
studio.
You
couldn't
hear
me
the
top.
The
rest
of
it
has
a
two-bedroom
apartment,
both
access
to
the
streets
with
absolutely
no
parking
requirements
for
the
for
the
for
the
CVS.
So
I
just
beg
you
to
change
your
boat
one
or
before
change
the
book.
Please.
A
Thank
you,
Mr
Smith,
please,
Robert
Flores
did
not
wish
to
address
the
council,
but
as
opposed
Krista,
Murphy
does
not
wish
to
address
the
council,
but
as
opposed
Joseph
Martin
does
not
wish
to
address
the
council.
That
is
opposed.
Trey
Phillips
does
not
wish
to
address
the
council,
but
is
opposed.
A
Charles
Kennedy
does
not
wish
to
address
the
council,
but
is
in
support.
Carolyn
Pugh
does
not
wish
to
address
the
council,
but
is
opposed.
Mary
Ellen
Anderson
does
not
wish
to
address
the
council,
but
is
opposed.
Donna
Dome
does
not
wish
to
address
the
council,
but
is
opposed
and
Patrick
Kennedy
you're,
the
next
speaker,
foreign.
H
Q
Q
In
there
is
that
interesting
traffic
and
parking,
they
predict
this
unit
to
be
a
beach
lifestyle
development,
whereas
the
people
we
use
our
public
transportation
to
Jacksonville
Beach,
they
address
the
bus,
stop
it's
right
there
on
the
corner
of
Penman
and
beach.
If
you've
ever
ridden
the
bus
and
Jack
Swan
ask
you
to
raise
your
hand,
because
no
one
uses
public
transportation.
They
need
to
go
to
a
Jaguars
game.
The
second
piece
of
this
is
so
look
out
your
window
and
see
a
three-story
massive
development.
Q
I
bought
my
house
three
years
ago
here
to
appreciate
that
this
gets
caught
on
the
market.
I
will
Popeyes
on
the
market
tomorrow,
because
I'm
11000,
aware
I,
don't
want
to
rent
my
house
out
either
because
I
just
don't
hold
your
terminals,
everyone
will
smell
all
the
names,
so
I
get
nervous,
I,
don't
think
we'll
speak
often,
but
I
do
think
that
there's
some
cause
for
concern
here
and
definitely
something
to
look
into
because
again,
let
me
on
for
them.
The
other
aspect
is
Beach
Boulevard,
there's
another
huge
Development
coming
up
right
at
Adventure
Landing.
Q
We
don't
even
know
the
impact
there.
I,
don't
know
a
piece
of
who
that
explains,
but
you
have
those
cars
coming
down
payment
and
cutting
down
broad
running
on
Fourth
Avenue,
going
100
miles
an
hour
I've
seen
many
many
cars
doing
100
down
that
road.
It's
ridiculous!
Going
through
the
stop
signs.
You
go
right
through
the
park
and
just
to
have
60
to
100,
more
people
or
cars
going
down
that
road.
I
can't
believe
that
I
would
not
happening
back.
So
thanks
for
your
time,.
A
F
A
Do
committee
my
goal
tonight
is
to
provide
sufficient,
relevant
and
credible
evidence
upon
which
you
will
base
your
decision.
I'm
speaking
to
section
34348
of
our
code
of
ordinances
and
the
Seven
intents
of
a
planned
unit,
development
on
February,
6th
I
sat
and
listened
to
the
first
reading
of
this
ordinance
and
as
the
developer
explained,
where
the
communal
garbage
dumpster
would
be
placed.
A
D
A
Canopy
on
the
entire
block
will
not
retain
property
value,
so
I
ask
you:
would
you
want
to
own
the
property
located
at
1105
First
Avenue
North?
Would
you
want
this
development
going
up
across
the
street
from
your
house?
Is
it
going
to
improve
or
retain
your
property
value
as
far
as
the
developers
claim
to
be
consistent
with
the
comprehensive
plan
part
lu-142
to
meet
in
advance
for
adequate
housing,
including
those
with
low
and
moderate
incomes?
A
Two
thousand
dollars,
according
to
housing
statistics
rent,
should
be
no
more
than
about
30
percent
of
your
after-tax
income.
This
will
equate
to
an
after-tax
income
of
eighty
four
thousand
dollars
per
year
with
an
estimated
median
household
income
of
sixty
five
thousand
and
sixty
eight
dollars.
According
to
the
city
of
Jacksonville
Beach
website,
that
is
our
median
household
estimated
income.
It
is
not
likely.
A
A
T
F
O
I
got
a
little
off
track.
Last
meeting
when
I
was
talking
about
the
lock
sizes.
I
was
trying
to
get
to
the
point
of
the
35th
lot.
It's
not
even
listed
as
how
big
it
is
I'm
just
curious.
How
are
you
going
to
go
about
taxing
that?
If
it's
not
an
actual
lot,
the
units
are
all
listed
on
the
page
with
the
size.
O
O
O
Two
palm
trees,
but
they
did
replace
two
trees.
I
heard
they
were
talking,
eight
trees
for
34
units,
that's
not
even
close
to
two
trees
per
individual
units
if
they
are
individual
Goods.
Now,
if
it's
a
complex,
I
understand,
that's
different,
but
it's
got
to
be
one
or
the
other,
and
that's
all
I
have
to
say
thank
you.
Thank
you.

Whiting,

Speaking
of
my
heart,
this
project,
this
proposed
project,
breaks
my
heart.
This
developer
has
a
good
reputation
in
general.
T

A
T
When
they
were
going
to
bring
a
cruise
terminal
to
Mayport,
everybody
said:
that's
a
done
deal.
You
can't
fight
your
export,
it's
not
there.
Now
it
would
take
someone
on
this
Council,
making
a
different
decision
and
protecting
us
you've
told
us
to
argue
with
thefts
and
I
say
we
need
you
to
give
us
something
to.
A
A

A
vote
to
approve
this
PUD
is
a
Death
Note
for
my
neighborhood,
and
approval
of
this
application
establishes
a
precedent
that
other
developers
will
lean
on
when
they
come
to
kill
another
chunk
of
our
community
and
when
it
is
at
home
a
calm
quiet
view
you
have
thought
of
a
way
of
life
will
be
gone
forever.
The
power
is
in
your
views
to
protect
us
today.
V
Everybody
I'd
be
surprised,
but
I'm
here
to
oppose
the
project
ahead
of
time
and
I'd
like
to
give
you
a
bit
of
a
summary
on
reselling
like
this,
and
some
of
the
key
points
that
I
feel
is
substantial,
competent
evidence
in
the
great
part
that
the
rezoning
design
and
the
ideas
behind
it
have
ignored
the
Planning
Commission
denial.
Those.
D
V
Which
I
think
is
is
off
base.
The
project
is
not
consistent
with
the
lez
you've
heard
from
the
neighbors
for
quite
a
while.
Now
since
the
Planning
Commission,
the
opposition
is
very
clear.
Neighborhood.
D
V
And
character,
the
unique
character,
reach
house
there's
a
traditional
neighborhood
standard
in
Jax
Beach
that
needs
to
be
preserved.
The
philosophical
ethical
underpinnings
of
the
strip
create
quite
a
different
architecture
and
the
same
ideas
that
create
the
strip
that
we're
not
that
fond
of
most
of
us.
You
know
it
serves
cars
and
that's
about
it.
V
V
Back
to
areas
that
are
ignored,
the
driveway
standards
backing
into
a
right-of-way
the
Pud
standards,
you've
heard
a
lot
about
tonight:
34.
dot
348,
they
missed
the
mark
on
most
everyone
and
the
parking
solution
is
hilarious.
You
know
you,
you
have
a
project,
that's
80
lot
coverage
and
you
want
to
pay
some
more
city
property,
so
you
can
make
your
project.

Thank
you,
Miss
Tipton,
that
was
the
last
speaker
card.
Just
the
City
attorney
or
director
of
Planning
and
Development
was
to
respond
to
any
of
the
comments.
Oh
yes,
sir,.
F
Speaking
so,
please
let
me
come
up
with
as.
L
Best
I
can
I
am
also
sitting
on
the
board
of
adjustment
for
Jack
speech.
So
it's
exactly
the
kind
of
thing
I
see
on
a
regular
basis.
You've
got
a
development
that
is
ridiculously
too
big
for
a
lot.
There's
some
monstrosity
of
what
it
is.
I'm,
not
mistaken.
The
original
plan.
L
By
Jack
speech
and
now
we're
sitting
here,
looking
at
it
again,
I
don't
know
how
or
why
it
happened,
but
the
originally
tonight,
if
I'm,
not
mistaken,
you've
got
that
busy
road
right
there.
You
know
these
units
are
going
to
have
these
cars
backing
onto
the
street
with
a
park
next
door.
It's
a
very
vibrant
and
active
Park
and
you've
got
people
using
the
park.
People
are
trying
to
back
onto
that
street
I
see
chronic
safety
right
there.
L
If
you
think
it's
going
to
be
34
cars,
no
more
like
70
to
80.
68,
at
least
minimum
to
that
unit
right
there
70
to
80
cars
are
going
to
be
at
that
unit.
Not
34.
I
promise
you
that
destroy
basically
boils
down
to
breathing
money,
because
the
developer
is
going
to
be
long
gone.
When
this
thing's
done
yeah,
it's
going
to
be
us,
we
have
a
little
bit
plus
and
I
think
we
spoke
a
long
time
ago.
This
is
not
what
we
want.
L
This
is
not
the
vision
of
Jax
Beach
Jax
Beach
has
a
vision.
This
is
not
it.
It's
just
a
monstrosity
of
development
being
crammed
into
one
acre.
It's
ridiculous
to
look
at
so
I.
Think
personally,
that
it's
my
opinion
that
you
guys
approve
this
and
it
goes
through
it'll,
be
a
great
mistake.
It
won't
be
the
vision
of
Jax
Beach
people
live
here
at
the
locals
and
so
on.
So
please
consider
that
when
you
cast
your
vote
on
this
tonight,
thank
you.
Thank.
F
F
A
Well,
I
wasn't
going
to
stand
up
and
do
this,
but
only
two
of
you
or
three
of
you
said
you
got
my
email,
so
I
got
an
email,
so
I'd
give
you
some
of
you
didn't
get
my
email
and
I
didn't
send
it
so
today.
So
perhaps
that's
why
it's
always
read
it
to
you
for
those
of
you
that
did
not
get
it.
If
you
don't
mind,
it'd
be
quick,
I,
just
I,
hope.
All
council
members
can
you
I
hope
all
council
members
will
vote
against
ordinance.
A
A
Consider
recent
development
and
plan
development
in
Jacksonville
Beach
such
as
Beach
House,
Blue,
Waters,
Adventure,
Landing
property
and
Windward
Marina,
as
well
as
Jacksonville
developments
such
as
the
giant
apartment,
complex
being
constructed
on
the
Regal
Theater
property
and
the
addition
of
new
homes,
condos
apartments
and
Care
Centers
being
developed
on
San
Pablo,
Road
South
of
Beach
Boulevard,
Beach,
Boulevard
and
Penman
Road
are
often
congested.
I.
A
The
planned
improvements
to
Gonzalez
Park
will
result
in
fewer
parking
spots
than
at
least
in
the
ones
that
they
originally
came
up
with,
but
better
use
of
the
park
which
is
going
to
create
even
more
traffic
in
that
area.
The
two-car
garage
space
is
per
town
and
will
not
be
adequate
as
many
people
use
Garage
space
for
storage,
the.
A
The
garages
for
two
of
the
buildings
does
not
look
adequate
for
Ingress
and
egress,
since
Vehicles
would
be
assessing
the
road
from
both
buildings
and
I.
Looked
at
that
and
I
thought
to
myself,
how
would
you
fart
and
back
your
car
out
or
pull
your
car
out?
If
someone
across
the
little
road
there
was
pulling
their
car
back
in
their
car
and
it'd
just
be
a
nightmare?
It
looked
like
it
would
be
really
a
hard
to
play
to
turn
too
I.
Maybe
a
small
car,
if
I
sure
couldn't
do
it.
A
The
one
dumpster
does
not
appear
large
enough
to
make
for
this
PVD
either
the
provided
aerial
picture.
This
pu
does
not
appear
to
be
in
keeping
with
the
character
of
the
neighborhood.
Many
of
our
neighbors
are
losing
neighborhoods
are
losing
their
character
due
to
multiplying
type
of
construction.
Lastly,
affordable
housing
is
disappeared.
Please
considered.
P
P
A
M
That's
where
all
of
the
driveways
will
be
backing
up
into
the
right-of-way.
Our
project
actually
did
that
that
roadway,
that
driveway
is
23
feet
wide.
It's
actually
wider
than
the
Asian
area
of
Second
Avenue
North,
which
is
only
about
20
feet
wide,
so
it
can
fit
two
cars
and
we'll
have
access
points
of
those
signs.
The
whole
idea
about
this
is
to
prevent
people
from
having
driveways
backing
up
into
the
rivals
on
the
trees.
M
M
One
of
the
overriding
things
I
keep
hearing
is
it's
too
dense.
We
don't
have
enough
parking.
Those
are
complaints
about
your
code.
Those
are
complaints
that
your
conferencing
plan.
We
are
existing
within
your
code.
Within
your
comprehensive
plan,
we
need
the
size
of
the
hardware
harness
we
meet
the
number
of
particular
clients.
The
reason
we're
offering
the
Extra
Spaces
is
because
we've
heard
the
concerns
of
the
neighborhood,
who
are
trying
to
address
that.
Were
there
no
obligation
to
do
that.
If
we
do
a
standard,
townhouse
development.
D
M
Says
we
are
HOA.
Documents
will
prohibit
any
rental
that
is
longer
than
shorter
than
six
months.
We
are
open
to
that.
The
concerns
from
your
Council
and
from
your
staff
is
that
that
would
be
a
click
with
the
the
Premiership
stable
in
the
parking,
the
short-term
vacation
rentals
we're
doing,
invest
with
canopy
parking
on
the
short-term
vacation
rentals.
That
is
not
the
intent.
What
you
heard
here
tonight
is
that
people
had
an
adverse
impact
from
short-term
vacation
levels.
M
If
we
go
forward
with
the
current
loaning,
we
can
do
short-term
vacation
rentals.
We
can
do
28
of
them
with
driveways
that
go
out
in
the
street.
You
heard
some
complaints
tonight
about
parking
all
the
way
past
the
sidewalk
all
the
way
to
the
right
way.
That's
what
you're
going
to
get
with
the
currency
on
the
criteria
on
348
again,
the
staff
is
going
to
analyze
and
says
in
the
code
the
section
of
subsection
a
is.
M
D
U
U
Thank
you
all.
You
know
this
is
a
culmination
of
about
three
years
of
work
on
trying
to
get
a
project
that
that
addresses
the
concerns
the
community
and
does
meet
Jacksonville
Beach's
needs
and
work
hard
on
it
with
all
of
you
and
so
appreciate
that
work.
That's
going
into
this,
we
really
have
heard
the
concerns
of
the.
U
Possibly,
could
you
know
one
of
the
things
that
I've
heard
a
couple
times
today
was
about
scale,
and
you
know
this
this
project,
if
it.
E
U
U
U
Have
no
no
desire
to
do
airbnbs,
we
are
open
to
whatever
Airbnb
prohibitive
language
the
council
wants.
We
were
just
you
know.
The
language
that
is
in
the
Pod
was
that
the
direction
of
of
the
City
attorney
you
know
on
on
parking.
Mr
komarak
mentioned
that
that
other
developments
contain
or
immediate
parking
within
the
four
corners
of
the
property.
We
do
that
we
actually
exceed
the
parking
requirement
within
the
four
corners
of
our
property
and
we're
still
willing
to
pay
into
additional
parking
outside
of
the
four
corners
of
the
property.
G
U
U
Just
I
do
believe
that
this
Hub
provides
for
a
vastly
better
project
than
what
you've
seen
would
be
allowed
if
we
just
went
forward
Under,
Armor
and
Zoning,
with
the
driveways
to
the
streets
and
no
public
parking,
no
amenity,
so
we
do
believe
this
project
is
vastly
better
for
Jacksonville
Beach
and
we
hope
to
agree
and
vote
if
they
have
a
project.
Thank
you.
Thank.
A
You
Mr
sofas,
any
other
comments
or
responses
from
the
applicants.
My.
C
Wife
did
I'm.
D
A
R
A
And
speak
sir
okay
sure
just
face
the
clerk,
raise
your
right
hand,
I'll,
probably.
D
C
F
C
C
I
hope
anyway,
I've
been
here
for
64
years
long
time
ago,
50
years
in
the
house
I'm
in
now
it
was
built
in
1951
and
things
quite
a
change,
a
few
changes,
but
this
one
people
are
telling
me
don't
even
talk
about
it,
because,
no
matter
what
you
say
it's
going
to
go
because
that's
just
the
way
things
are
big
money,
big
money,
I'm
hoping
that's
not
true,
especially
in
this
case
you're,
not
even
thinking
about
the
people,
how
many
you're
going
to
add
around
them
and
right
now,
I
got
people
I,
see
that
walking
down
the
street
Captain
jaywalk
at
the
sidewalks,
where
they
should
have
been
probably
going
back
to
the
20th
century,
but
at
least
the
beginning
of
this
century
and.
D
C
C
Have
been
done
a
long
time,
of
course,
the
Avenue
should
be
made
one
way
on
East
Second
Avenue,
probably
one
late
going
west.
That's
the
only
way
you
can
get
a
setup
where
you
can
have
Harden
and
cycle
and
still
travel
right.
Now,
you're
going
like
this
around
fresh
hands
bars
people
cutting
grass,
it's
a
pain
in
hands,
and
you
know
so
anyway.
I
think
I
should
take
it
over
about
the
impact
that
people
you're
gonna
have
dogs
there's
already
so
many
now.
C
Thank
you.
Two
major
mistakes
there,
especially
on
tank
Street,
and
he
put
the
palm
trees
in
that
made
it
a
little
harder
to
park
this
way.
Now.
Nobody
knows
why
you
did
it.
You
moved
the
blood
cell
can't
be
so,
there's
no
place
to
invite
park
or
walk,
because
when
there's
some
some
venue
going
on
in
a
park-
and
you
add
this
to
it-
you're
really
going
to
have
a
hell
of
a
problem-
you
got
people
Jerry,
walking
down
the
little
speakers
when
there's
something
going
on
there.
C
C
M
Very
briefly,
on
the
10th
Street
very
early
on
this
project.
We
looked
it
up
if
we
had
parking
right
away
on
10th,
Street,
yeah
and
one
of
the
conditions
that
we're
having
is
that
we
will
be
paying
for
the
urban
trail
on
that
section
of
10th
Street.
So
no
matter
what
happens
here,
I,
don't
think,
there's
any
parking
that
can
go
on
on
that
part
of
the
right
away.
So.
P
A
A
It
because
that's
the
next
on
the
agenda,
so
we
will
close
the
public
hearing
before
requesting
emotion
on
this
ordinance,
beginning
with
myself.
Each
of
the
members
is
requested
to
indicate
for
the
record
both
the
names
of
persons
and
the
substance
of
any
expert
State
Communications.
Regarding
this
application
and
next
part,
they
communication
refers
to
any
meeting
or
discussion
with
a
person,
citizen
person
or
citizen
who
may
have
an
interest
just
in
this
decision
which
occurred
outside
of
the
public
hearing
process.
So
we
announced
ex-party
Communications
last
time,
so
this
would
be.
A
Since
the
original
declaration
I
spoke
with
Mr
Miller
on
the
phone
the
first
day
to
discuss
some
of
the
Amendments.
That
I
was
interested
in
looking
into
specifically
with
the
short-term
rentals
I
was.
It
was
on
the
phone
I
was
at
the
dog
park,
I,
don't
know
where
he
was
Mr.
Sutton
I
have
not
spoken
with
the
applicant
since.
G
M
The
area
and
I've
got
numerous
I
didn't
count
this
time,
but
I
had
numerous
emails,
both
in
favor
and
in
opposition.
D
M
Similarly,
I
have
not
spoken
with
the
applicant
or
anything
I
have
had
multiple
emails.
I've
forwarded
to
majority
of
them.
I
did
receive
several
today
that
I.
E
Received
multiple
emails,
sound
in
favor,
some
in
a
position
and
I
received
a
phone
call
from
Mrs
Backus
on
the
proposed
amendment
conditions,
Mr.
O
Nichols
I
spoke
with
the
applicant
the
day
following
the
previous
hearing,
mostly.
G
A
A
Thank
you
and
I
request
a
motion
to
approve
the
ordinance.
That's
right
by
title.
H
G
Make
a
motion
with
conditions
I
remember:
we
adopt
ordinance
2023
8192,
as
amended
with
conditions
specified
in
paragraphs
2C
through
2f
on
the
second
reading
for
rezoning
for
North
Beach,
townhouse
PUD.
Second,.
A
A
D
E
This
is
more
of
a
common
where
has
been
in
office
since
2012.
This
counselor,
including
receiving
manager,
has
taken
We
inherited
a
line
Development
Group
that
is
very
outdated
and
we
are
working
to
get
it
fixed.
That
takes
time
so
there's
some
conditions
who
are
up
inside
tradition.
There's
some
blocks
that
obviously
meet
the
code.
E
Then
how
the
one-car
garage
you
can
even
fit
a
Toyota
Prius,
let
alone
even
squeeze
them
together.
But
it's
it's
within
code
and
it's
with
the
reason
so
I'm
hoping
the
next
year
we're
able
to
do
able
to
work
some
of
the
Land
Development
codes.
So
we
can
avoid
certain
certain
projects,
that's
it.
Thank
you.
Thank.
A
M
M
Myself,
I,
don't
know
this
was
yeah
23
trees,
I
think
it
was
11
has
to
be
of
a
certain
caliber
I.
Think
that's
the
requirement
of
the
the
receiving.
M
M
A
So
I
have
a
I,
do
have
a
statement
I
want
to
make.
First
of
all,
the
Pud
is.
If
we
read
the
purpose
and
intent,
it
says
the
application
of
flexible
land
use.
Regulations
to
the
development
of
land
is
often
difficult
or
impossible
within
traditional
zoning
District
standards.
A
My
belief
is
that
this
property
can
be
developed
within
traditional
zoning
District
standards
and
to
look
at
the
criteria
that
we
have
to
base.
Our
decision
on
I
would
say
well.
First
of
all,
the
town
homes
that
are
hit
that
are
in
the
surrounding
area
have
all
been
built
with
20-foot
setbacks.
This
is
something
that
is
required
of
town
homes.
