From YouTube: City Council Meeting (2/6/2023) Part 2
Description
Due to technical difficulties this meeting was recorded in 2 parts and a portion of the meeting was not recorded
A
B
That
building
perpetually
moving
forward.
C
Occasion,
I
wasn't
trying
to
negotiate
from
the
dentist
I
apologize.
In
the
same
that
way,
my
thoughts
were
that
if
this
Sunday
doesn't
come
up
building,
it
should
involve
under
the
same
kind
of
criteria,
so
the
parks
and
recreational
buildings
in
that
there
is
a
attached
Building
made
for
trainings
teaching
purposes
and
I
would
assume
that
number.
The
public
you
know
not
only
brothers
would
be
able
to
possibly
Reserve
that
for
the
purposes
of
Education,
the
Public
Training
CPR
things
that
were
done
for
years
and
years.
C
B
E
That's
a
very
good
point
that
Mr
Orange
has
brought
out
I
sit
on
the
library
board
for
the
ca
Jacksonville
as
a
trustee,
and
we
are
a
public
library
and
we
face
certain
situations
where
a
customer
or
Patron
at
the
library
is
has
to
leave
for
certain
things,
but
private
property
and
you're
allowed
to
put
a
lot
of
time
down
sometimes
on
this
public
property
at
the
library
there's
not
a
lot
of
time.
E
F
G
And
to
add
on
what
the
City
attorney
just
said,
if
I
could
help
the
council
to
restrictions
items
two
and
three
and
those
are
still
somewhat
focus
in
what
we're
talking
about.
Moving
forward
into
the
future
item.
Two
property
and
station
are
going
to
be
used
for
ocean
rescue
and
lifeguarding
purposes
and
for
such
other
purposes
that
are
consistent
with
lifeguarding
activities
such
as
education
and
Emergency
Operations
and
item
three.
G
There
shall
be
no
residential
commercial
or
industrial
activities
on
the
property
and
or
station
other
than
those
specifically
related
to
or
in
the
furtherance
of
the
activities.
So
pretty
much
we're
honing
in
on
the
fact
that
the
building
would
only
be
used
for
Public,
Safety
and
related
activities
going
forward.
I
would
not
Envision
that
we
would
have
people
renting
out
portions
of
the
building
for
our
birthday
party,
so
to
speak
or
or
a
reception
of
some
kind.
But
clearly,
if
there
were
public
service
related
activities,
those.
H
Just
a
quick
comment:
I
want
to
say
that,
because
of
litigations
and
the
way
things
were
run
in
the
past,
I've
said
this
in
the
very
beginning:
I,
don't
believe
that
we
can
move
forward
with
the
way
we've
done
things
in
the
passenger
years.
That
doesn't
mean
there
isn't
a
path
forward.
H
A
B
Hoffman
yes,
motion
carries
and
thank
you
to
our
city
manager
and
City
attorney
for
working
with
the
American
Red
Cross,
really
good
resolution
I
think
there
were
a
lot
of
good
points
made
up
on
both
sides.
Okay,
moving
on
to
our
first
ordinance.
F
And
what
we've
proposed
is
to
add
to
those
regulations
and
milk,
smoking,
prohibition
and
specifically
what
it
provides
for,
is
no
smoking
of
certain
tobacco
products
or
using
Vapor
devices.
F
It
is
contained
at
apparent
subparagraph,
25
slope,
tobacco
products
or
abusive
label
of
generating
devices
would
be
prohibited
as
used
in
this
provision.
Smoking
shall
be
defined
as
inhaling
exhaling,
learning,
caring
or
possessing
and
learning
about
their
product.
Hawaii
active
use
of
legit
people
generating
device.
F
Tobacco
products
is
defined
to
include
cigarettes,
pipe
tobacco
and
any
other
lighted
tobacco
product
except
unfiltered
cigars.
Our
amendment
is
grounded
out
of
the
legislature's
decision
within
the
last
legislative
year
to
carve
out
some
locality
and
regulations
for
tobacco
products
pretended
and
then
apprehended
to
the
state
I'm
happy
to
answer
any
other
questions.
The
other
amendments
to
chapter
20-13
are
Williams
along
the
lives
of
this
Lord
Smith
and
cleaning
things
up,
taking
out
a
couple
of
conditions
that
were
redundant.
F
K
J
B
Thank
you.
This
ornaments
is
before
the
council
for
a
public
hearing
and
consideration
on
its
second
reading.
I
will
now
open
the
public
hearing
on
morning
summer
2023-8189.
We
will
start
with
those
in
favor
of
the
ordinance
I
have
one
speaker
card
and
I'm
going
to
apologize
in
advance.
You
can
give
us
your
correct
name
when
you
get
to
the
microphone
Aisha
kathari
and
if
you
could
just
pull
the
microphone
down
a
little
bit.
So
it's
closer
to
your
mouth.
You
seem
to
be
having
some
trouble
here.
L
Have
three
minutes
to
go?
My
name
is
faculty
Jacksonville
Florida,
the
tobacco-free
Jacksonville
partnership
would
like
to
thank
you
for
considering
the
adoption
of
the
ordinance
prohibiting
tobacco
in
city
parks
in
Jacksonville
Beach
and
offer
any
necessary
support.
Tobacco
for
Jacksonville
is
the
Community
Partnership
of
adults
and
youth
working
towards
to
prevent
tobacco
abuse
and
exposures
to
enhanced
milk.
L
The
purpose
of
the
tobacco-free
Jacksonville
is
to
promote
a
tobacco-free
atmosphere
and
to
provide
the
help
of
Duval
County
residents
and
also
Floridians
by
significantly
reducing
tobacco
use
and
environmental
tobacco
smoke
to
prevention
of
Education,
Association
and
policy
pollution.
Tobacco-Related
disease
is
single-handedly
the
largest
cause
of
preventable
death.
Conscious
of
the
United
States
worldwide
tobacco
products
are
engineered
to
addicts
users
to
nicotine
on
our
predominantly
marketed
populations.
L
Atlantic
Beach
successfully
adopted
an
ordinance
for
smoke-free
beaches
and
parks,
and
this
change
was
well
received
by
the
community
and
policy
makers.
Here
in
Florida
for
over
30
years,
students
have
been
the
most
commonly
found
item
on
Ocean
Conservancy
annual
Florida
beach,
cleanups
policies.
Restricting
tobacco
use
in
public
places
benefit
the
health
of
the
community
overall
by
reducing
tobacco
abuse,
protecting
Youth
and
decreasing
the
exposure
to
second-hand
smoke.
Now
local
governments
can
take
strong
actions
to
protect
the
environment
and
their
residents.
L
L
B
Thank
you
very
much.
That's
the
only
speaker
card
I
have
with
anyone
else
like
to
speak
in
favor.
Wouldn't
you
oh
come
on
up.
M
Hi
Nicole
David
I'm,
a
member
of
First
Coast,
Surf
Rider
and
we're
out
here
at
least
once
a
month,
cleaning
beaches
out
front
and
I
just
wanted
to
say.
Thank
you.
It's
definitely
something
as
somebody
who
has
volunteered
for
over
20
years,
cleaning
the
beach
is
out
front,
but
also
the
surfer.
N
M
Lifetime,
it's
certainly
the
number
one
Marine
debris
and
as
far
as
our
youth
I
was
a
teacher
here
in
this
community
for
over
20
years.
It
is
certainly
something
that
I
think
you
have
a
right
as
a
family
to
go
out,
especially
to
our
Parks,
but
as
our
beaches
get
busier,
I
do
think
it's
something
that
is
a
matter
of
personal
space.
So
I
really
appreciate
your
support
and
also
obviously
our
sensitive
ecology
out
here,
as
we
get
to
be
a
busier
City
and
it's
going
to
be
important
to
set
another
standpoint.
B
O
Public
hearing
is
I'm
either
we
have
three
of
ordinance
number
20,
23,
81
89
and
the
second
reading
amending
chapter
20,
article
Oracle,
4,
section
2013c,
prohibited
activities
of
the
city
of
Jacksonville,
Beach
code
of
ordinances
to
prohibit
The,
Possession
and
use
of
certain
tobacco
and
vaping
products
and
public
parks
and
eliminating
Provisions
that
are
redundant
in
sections
20-7a.
Second,.
B
We
have
a
motion
in
a
second
just
to
clarify
this
particular
ordinance
only
covers
our
city
parks.
We
have
had
a
discussion
as
a
council,
that's
something
we
certainly
want
to
look
at,
but
we're
watching
other
cities
as
they
implement
this
policy.
I
can
speak
for
myself
to
say:
I
worked
for
the
American
Cancer
study
for
many
years.
I
would
love
to
see
smoke
free
beaches
at
some
point,
but
the
volume
of
our
visitors,
the
lower
visitors,
are
from
different
countries
different
areas,
it's
very
it's
different
than
Atlantic
Beach.
B
A
I
was
just
gonna,
pretty
much
think
what
you
did.
I
hope
you
are
able
to
move
forward
with
a
smoothie
van
on
the
beaches.
At
some
time,
I
mean
it's
going
to
take
some
informational
for
for
our
guests
from
the
beaches,
but
I
just
think
it's
something
that
we
really
need
to
do
during.
P
The
later
it's
golden,
thank
you
mayor,
I'd,
just
like
to
add
I
know.
There
was
probably
some
surprise
about
the
exception
for
unfiltered,
cigars
and
I
would
just
like
to
explain
that
this
legislation
has
been
going
through
the
the
state
legislature
for
the
last
several
years
and
the
last
couple
of
years
it's
been
amended
by
some
legislators
who
apparently
don't
want
to
see
cigars,
be
a
part
of
the
Restriction.
So
we
don't
have
any
choice.
B
If
you
were
wondering
earlier
why
five
of
us
are
going
to
Tallahassee
for
a
legislative
action
days
now,
you
hopefully
understand
a
little
better,
because
we
had
to
get
State
action
in
order
to
make
our
own
city
parks
smoke-free.
So
here
we
are
Mr
Leo.
Was
that
what
you
were
going
to
say:
Mrs,
okay,
we're
all
on
the
same
page
up
here.
Q
You
today
or
good
evening,
mayor
council,
this
first
ordinance
and
I
have
two
that
are
related
for
you
is
to
amend
section
34,
467
Our
Land
Development
code
related
to
flood
Hazard
areas.
This.
Q
Required
for
us
to
do
to
continue
our
status
in
the
community
rating
system
program,
which
is
something
that's
administered
through
the
National
Fund
insurance
program.
Our
participation
in
that
program,
which
is
voluntary,
offers
a
medium
discount
to
all
of
our
residents
on
their
flood
insurance.
So
it's
something
we
certainly
want
to
do.
What
FEMA
is
telling
us?
We
need
to
do
to
stay
up
to
date
with
their
Federal
Regulations.
Q
R
B
I
B
My
favorite
parts
and
I'm
glad
I
brought
my
reading
glasses
day.
This
ordinance
for
the
amendment
of
The
Land
Development
code
is
before
the
council
for
public
hearing
and
consideration
on
its
first
reading
under
the
laws
of
the
State
of
Florida
and
ordinance,
which
changes
the
actual
list
of
Permitting
conditional
or
prohibited
uses
within
a
zoning
category
or
which
otherwise
changes.
The
text
of
the
Land
Development
code
is
a
quasi
legislative
proceeding.
A
positive
legislative
proceeding
means
that
a
governing
body
is
acting
in
its
rulemaking
capacity.
B
B
B
Application
is
based
on
the
criteria
set
forth
in
section
34-211
of
the
Land
Development
code.
Each
member
of
the
council
has
been
provided
copy
of
that
criteria.
I
will
now
open
the
public
hearing
on
ordinance
number
2023-81
ID,
we've
already
heard
from
the
planning
director
who
would
be
in
with
an
applicant
at
this
point.
I
do
not
have
any
other
speaker
cards
on
this
issue.
Would
anyone
like
to
speak
in
favor
of
the
application?
B
Would
anyone
like
to
speak
in
opposition
to
the
application?
The
public
hearing
is
closed
before
requesting
a
motion
on
this
ordinance
beginning
with
myself.
Each
of
the
members
is
requested
to
indicate
for
the
record
both
the
names
of
persons
and
the
substance
of
any
ex
parte
Communications.
Regarding
this
application
and
ex
parte
communication
refers
to
any
meeting
or
discussion
with
a
person
or
citizen
who
may
have
an
interest
in
this
decision
which
occurred
outside
of
the
public
hearing
process.
O
B
B
Q
Next
item
is
related
to
the
previous
ordinance.
Ordinance
of
8191
is
to
repeal
section
7-17
of
the
code
of
ordinances,
that
is,
it
is
no
longer
necessary
to
have,
but
this
section
is
now
covered
in
the
Florida
building
code,
so
we've
been
advised
by
the
state
of
Florida.
We
can
go
ahead
and
remove
this
from
our
code.
Thank.
B
Thank
you,
this
ordinances
before
the
council
for
our
public
hearing
and
consideration
on
this
first
reading
I
will
now
open
the
public
hearing
on
ordinance
number
2023-8191.
Would
anyone
like
to
speak
in
favor
of
the
ordinance?
Would
anyone
like
to
speak
in
opposition
to
the
ordinance
public
hearing
is
closed?
Any
questions
please.
O
D
J
Q
Q
Being
as
repetitive
as
I
can,
but
I
want
to
do
kind
of
the
high
level
view
of
what
they're
requesting.
So
this
application
is
for
a
rezoning
to
plan
unit
development
for
the
North
Beach
Townhomes
PUD
project.
It's
located
on
the
entire
block,
just
south
of
Gonzalez
Park,
which
is
between
2nd
Avenue
North
and
1st
Avenue
North
11th
and
10th
Street
store
the.
Q
To
rezone
the
Pud
to
construct
a
34
unit
fee,
simple
townhouse
development
on
the
property,
which
is
approximately
just
under
one
and
a
half
acres.
The
current
use
of
the
property
was
21
multi-family
units
and
three
buildings,
one
which
is
now
demoed
that
were
built
in
the
50s
and
70s.
The
applicant
has
provided
with
this
application
site
plan
for
your
review,
which
is
part
of
the
Pud
approval
and
I
know
that
Mr
Miller,
the
applicant's
representative,
will
get
into
the
details
of
their
project.
Q
Over
24
units
per
acre
again
34
individual
fee,
simple
townhouse
units
staff
has
reviewed
the
application
found
it
consistent
with
the
standards
set
forth
in
the
Land
Development
code.
The
Planning
Commission
reviewed
this
application
on
January
23rd
and
voted
to
recommend
to
council
that
you
deny
the
application
I'm.
D
Q
B
B
Of
the
State
of
Florida
and
application
for
the
rezoning
of
property
is
handled
as
a
quasi-judicial.
Proceeding.
A
quasi-judicial
proceeding
means
that
the
governing
body
is
now
functioning
in
a
manner
similar
to
a
court
with
the
mayor
and
Council
sitting,
as
in
partial
decision
makers,
hearing
testimony
and
questioning
presenters,
who
are
to
provide
substantial
and
competent
evidence
to
support
their
side
of
the
issue.
It
is
the
duty
of
the
council
to
arrive
at
sound
decisions
regarding
the
use
of
property
within
the
city.
B
This
includes
receiving
citizen
input
regarding
their
proposed
use
on
the
neighborhood,
especially
where
their
input
is
fact-based
and
not
a
simple
expression
of
opinion.
It
is
the
applicant's
burden
to
demonstrate
that
their
application
is
consistent
within
Land
Development
code
and
the
comprehensive
plan.
If
the
applicant
is
successful
in
showing
consistency
than
it
is
job
to
the
local
government
to
produce
competent
and
substantial
evidence
at
record
that
the
application
should
be
denied.
The
council's
decision
on
a
rezoning
application
is
based
on
the
criteria
set
for
in
section
34
to
11
of
the
Land
Development
code.
B
Each
member
of
the
council
has
been
provided
a
copy
of
the
criteria.
In
addition,
the
council
has
received
a
copy
of
the
application
and
the
staff
and
planning
commission
reports
on
this
rezoning
request.
The
city
has
received
advance
notice
from
the
applicant
through
its
attorney
that
they
may
exercise
their
rights
pursuant
to
section
286.0115e
of
the
Florida
Statutes
to
cross-examine
any
witness
whose
public
hearing
testimony
or
comments
may
be
construed
as
competent,
substantial
evidence
or
may
otherwise
have
a
substantive
effect
on
the
decision
of
the
council.
B
Let's
see
the
applicant
has
asked
us
to
go
ahead
and
do
ex
parte
Communications.
So
I'll
read
the
statement
before
requesting
motion
on
stories,
beginning
with
myself.
Each
of
the
members
is
requested
to
indicate
for
the
record
both
the
names
of
persons
and
the
substance
of
any
ex
parte
Communications.
Regarding
this
application
and
X
part-day

refers
to
any
meeting
or

with
a
person
or
citizen
who
may

in
this
decision
which
occurred
outside
of
the
public
hearing
process.
B
I
had
a
meeting
with
Mr
Miller
and
Mr
Smith
office
on
January
23rd
to
address
the
changes
that
had
been
made
since
the
original
oratory
application.
I've
received
a
lot
of
emails,
especially
today,
which
I
will
put
on
file
with
the
clerk.
I
haven't
had
any
responsive
emails
so
far,
and
I
saw
Mr
Dunlap
at
a
meeting,
I
mean
at
an
event
a
few
weeks
ago
and
had
a
very
brief
Embassy
conversation
with
him
and
I
will
get
the
date
to
the
city
clerk.
It's
just
done.
U
C
J
E
I
met
through
a
zoom
call
with
Mr
Spokes
and
Mr
Miller
on
January
20th
I
will
send
that
to
the
city
clerk
and
also
receive
a
bunch
of
emails
in
opposition
to
this
agenda.
Mr.
A
Nichols
I
had
a
call
with
Mr
Miller
yesterday
and
I
received
a
lot
of
emails,
even
though
none
of
them
have
interest
in
what
what
our
statutory
requirements
are,
the
financial
interest
in
it.
So
we
don't
think
it's
like
a
party.
H
P
That's
golden
I
had
a
zoom
meeting
with
Mr
Miller
Mr
sabakis
to
just
go
over
the
changes
from
the
right-of-way
request
to
today
and
as
everyone
else,
I've
had
numerous
emails.
But
I
didn't
didn't
count.
How
many
that
I
had
and
I
have
had
verbal
conversation
with
Mr
Tony
comrick.
P
Who
was
talking
to
me
about
his
concerns
regarding
parking
and
Ms,
Georgette,
Dumont
and
and
that
discussion
was
just
a
general
discussion
about
the
project
and
overall.
T
Thank
you
again,
Zach
lower
for
the
applicant.
Some
of
this
may
be
refresher,
for
most
of
you,
probably
around
the
audience
is
familiar
with
this
property.
At
this
point,
this
is
a
general
overview
of
the
area.
Here's
the
Holiday
Inn,
there's
Bluewater
Apartments,
each
bowl
is
over
here.
T
Originally
we
started
out
looking
at
40
townhouses
of
this
project
and
we're
going
to
have
two
internal
driveways
we're
actually
going
to
connect
those
two
internal
driveways.
That
was
three
years
ago.
Our
first
obstacle
was
that
the
city
changed
the
site
triangle
standards,
so
we
had
to
go
from
40
to
38..
Our
next
obstacle
was
that
Beach's
Energy
Service
said
we
could
not
put
the
10-foot
clear
space
for
electrical
services
within
the
80
foot
right
away
nearby,
so
we
had
to
go
back
to
the
drawing
board.
T
This
is
a
Zuma
of
the
areas
from
a
few
years
ago.
You
can
see
the
two
apartment
complexes
or
about
18
units,
and
this
is
the
triplex
that
it
was
torn
down
in
2019..
T
T
This
was
pocket
stuff
last
week,
a
little
better
than
Google,
and
you
can
see
the
holiday
end
here.
Are
the
townhouses
I
think
they're
mostly
complete
again,
these
are
all
duplexes
quads
multi-family
there,
and
then
you
can
see
the
beach
house,
which
is
approximately
35
foot
tall,
I,
believe
it's
84
units
and
20
people
staff
and
then
Holiday
Inn
is
approximately
84..
You
know
it's
a
35
feet.
T
This
is
just
another
view
of
the
property.
This
is
one
of
the
apartment
buildings,
it's
actually
the
dumpster
right
there
and
I
think
the
recycling
event.
T
This
is
another
the
apartment
building
that
faces
West,
there's
the
dumpster,
here's
the
parking
area.
You
can
see
the
new
townhouses
over
here
and
then
here's
blue
water.
In
the
background,
this
is
just
another
view
of
the
same
property.
There's.
I
T
T
Is
it
just
the
view
of
where
the
triplex
was
just
me,
pointing
out
that
the
apartment's
in
the
fireplace
is
what
it
was?
Here's
actually
a
view:
I
pulled
off
Google
what
the
triplex
looked
like,
I,
actually
I
think
like
most,
you
thought
it
was
a
really
single
family.
It
was
actually
built
for
the
duplex
and
a
net
Utica
was
added
on.
You
can
see
that
has
a
pretty
significant
driveway
that
went
out
into
the
street.
T
This
is
a
street
view
of
the
apartment.
That's
there,
there's
a
tree
that
was
cut
down
here
are
the
to
the
east
of
the
property.
These
are
all
the
apartments
approximately
117
multi-familyas
they're
within
three
blocks
of
this
property.
That
does
not
include
the
main
building
of
Blue
Waters,
that
is
just
this
property
of
blue
water
and
then
all
the
quad
flexes
Apartments,
duplexes
and
townhouses
on
the
side.
T
These
are
the
new
townhouses
that
went
in
we'll
talk
about
this
a
little
bit
later,
but
that's
pretty
much
the
product
that
would
go
here
would
be
a
lot
about
right.
Here's
a
view
of
the
Holiday
Inn
from
the
parking
lot
of
property.
This
is
pretty
recent
because
there's
the
donut
sign
right
there,
and
this
is
the
view
of
the
Holiday
Inn.
You
can
see
the
single
family
houses
across
the
street
from
it.
T
T
Avenue
North,
you
can
see
from
some
of
the
properties
in
the
front
yard
are
the
same.
If
you
can
see
it
from
the
front
yard,
you
could
probably
see
it
from
the
backyard
this
is
from
one
street
down.
This
is
the
third
floor
of
the
Holiday
Inn
from
Second
Avenue
North,
another
near
the
Holiday
Inn
for
Second
Avenue
North
of
the
unit
Holiday
Inn
from
Second
Avenue
North.
This
is
actually
a
view
of
the
beach
house
which
I
believe
was
built
in
2014.
in
the
Second
Avenue
New
York.
B
Mr
Miller,
if
I,
could
just
interrupt
you
there's
this
chatter
going
on
in
the
audience.
I'd
ask
you:
if
you
need
to
speak
to
your
neighbor,
please
exit
the
council
chambers.
We've
got
a
lot
of
people
in
here
and
a
lot
to
get
through
tonight
and
I'd
like
us
all
to
be
respectful
to
each
other's
kind
of
Podium.
Thank
you.
T
Thank
you.
This
is
the
internal
driveway
serving
22
of
the
34
units.
It
goes
two
ways:
it's
23
feet
wide
that
actually
meets
your
code,
we're
asking
for
no
variance
as
part
of
it
zooming
in
a
little
bit.
These
are
the
units
that
are
on
Second
Avenue
North.
T
As
you
can
see,
we've
got
a
pretty
significant
distance
from
our
property
line
to
the
actual
roadway,
not
to
be
important
in
a
second,
but
the
design
of
the
property
is
that
these
are
the
garages
facing
south,
so
the
two-car
garages
and
people
try
to
access
the
unit
will
actually
Park
from
the
inside
instead
of
the
traditional
townhouse
that
has
driveways
coming
from
the
street.
T
T
Units
because
you
weren't
able
to
use
the
right
way
for
our
electric,
we
had
to
flip
these
units
and
they
have
driveways
that
actually
are
going
to
First
Avenue.
The
benefit
from
that
is
that
allows
for
a
lot
more
guests
and
we'll
talk
about
the
calculations
for
how
many
guest
parking
will
actually
be.
T
T
T
Code,
you
have
rm1
and
RNC.
All
of
rn2
is
reserved
for
East
of
Third
Street.
So
you
know
you
don't
have
a
high
density
residential
category
less
of
3rd
Street,
even
though
you
have
a
significant
amount
of
properties
that
are
actually
designated
high
density.
Residential
West
3rd
Street
I
did
have.
V
T
Copyright
as
a
plan
map
on
this,
but
on
colorblind,
so
I
can
actually
make
out
the
the
side
as
the
residential
but
I've
had
a
Christian
and
Heather.
Tell
me
it's
right
next
to
the
commercial
and
kind
of
follows
Third
Street
and
follows
Beach.
Boulevard
there's
been
a
lot
of
talk
about
traffic
I
presented
this
at
fighting
commission,
but
everyone's
more
information.
We
hired
Kimberly
horn
to
do
a
traffic
study
and
we
compared
the
existing
uses,
not
including
the
triplex
I,
was
there
a
few
years
ago.
T
The
am
trips
are
seven
and
the
Panthers
are
nine.
The
current
zoning.
If
we
did
not
ask
for
a
PUD,
so
we
allowed
a
bill,
we
would
have
11
A.M
trips
and
we
have
14
PM
trips.
The
proposed
vending
is
an
increase
of
three
credits
since
the
Planning
Commission
I've
actually
gone
out
and
sat
at
the
property
between
7,
50
and
8
30
in
the
morning.
T
What
kind
of
life
I
have
so
people
that
are
very
kind
and
brave
and
said
hello
and
I've
counted
the
traffic
at
the
corners
of
the
second
North
and
11th
and
First
Avenue
and
and
11th,
and
at
sort
of
the
mid
block
on
10th
and
in
six
minute
time
intervals
and
I
felt
it
I've
yet
to
see
more
than
10
cars
passing
by
at
any
good
time.
T
It's
actually
at
8
10
on
second,
for
a
six
minute
interval,
I
only
saw
three
cars
passing
by
the
reason
I
bring.
That
up
is
compared
to
your
normal
townhouse
project.
We
think
this
is
another
product,
because
all
the
traffic
will
most
of
the
traffic
is
going
to
be
going
through
this
driveway
or
on
the
first
half
of
yourself.
T
Excuse
me,
sir
I'll
people
like
when
you're
talking-
oh
I'm,
sorry
me
too,
but
that
was
fun.
Okay,
one
of
the
things
that
changed
since
the
Planning
Commission
hearing
can
you
speak
up.
Certainly
this
was
the
original
parking
plan
we
presented
when
we
were
going
to
vacate
the
easement.
What
we're
willing
to
do
is
put
a
condition
on
this,
that
we
will
install
and
pay
for
as
much
public
parking
as
Public
Works,
Beaches
Energy
service
and
the
City
of
Jacksonville.
As.
T
In
this
PUD
counting
US
20
public
parking
spaces,
we
believe
we'll
have
over
118
parking
spaces
that
includes
the
parking
space
that
we'll
install
there.
That
includes
the
driveway
and
First
Avenue
South
and
two-car
garage
on
the
28
unit
parking
or
recycling,
which
this
is
what
is
a
lot
of
the
current
code?
T
The
parking
space
is
the
total
somewhere
between
80
and
98
that's
meeting
code.
The
one
variable
being
is
how
many
of
the
units
would
be
one
car
garage
is
that
how
many
USB
two
current
lives
I
mean
so
many
kind
of
bylawed
people
to
park
at
the
driveway,
but
obviously
that
would
allow
less
than
a
200
option.
So
we
believe.
T
Applicable
code
section
is
34-348
j3
staff
report,
both
present
a
Planning,
Commission
and
even
I-
recommends
approval.
I
will
meet
that
criteria.
We
do
not
conflict
with
powerpressive
plan.
We
do
not
conflict
with
any
particular
Land
Development
code.
T
This
was
brought
on
the
Planning
Commission,
but
this
is
your
code
section
Hall
Street
Parking
the
size
of
parking
SP
9
feet
by
17..
We
meet
them.
Our
garages
are
two
car
garages
and
they
need
that
part
to
code.
This
was
also
brought
a
Planning
Commission.
This
is
good.
You're
only
required
to
have
two
parking
spaces
for
adult
development,
Planning
Commission
that
they
win,
that
they
wanted
to
table
it
until
the
coke
was
emitted.
I
understand
that.
But
this
is
what
the
federal
fires.
T
This
is
actually
a
3D
rendering
of
the
project
that
we
missed
out
this
afternoon
and
Heather
was
kind
enough
to.
Let
us
wait
till
three
o'clock
to
submit
our
PowerPoint.
This
is
a
view
from
Second,
Avenue
and
11th,
and
you
can
see
this
would
be
where
the
public
parking
would
go,
and
this
was
what
we'd
be
allowed
to
do.
Under
the
current
code,
as
you
can
see,
we
came
to
the
public
parking
there,
because
that's
where
the
driveways
will
have
to
go
to
access
the
units.
T
This
is
a
view
of
the
project
from
the
park
you
can
see.
This
is
where
the
public
parking
would
go.
This
is
what
the
current
Zone
would
look
like.
These
would
be
garages
and
the
driveways
facing
2nd
Avenue
North.
This
is
a
view
of
the
project
of
3D,
rendering
from
First
Avenue.
You
can
see,
we
have
the
driveways
well,
I
will
add.
T
The
just
did
not
account
for
the
Landscaping
I'll
touch
on
that
in
a
second
we're,
obviously
going
to
have
more
shade
trees
here
than
what's
shown
on
this,
and
this
is
what
we
can
do
on
the
current
limit.
T
This
is
an
overview.
Looking
you're
hovering
above
the
Holiday
Inn,
what
the
project
would
look
like.
This
is
the
parking
area
leading
to
the
garages
on
First
Avenue,
there's
a
pool
there's
the
interior
Courtyard,
which
is
also
a
vaulted
stormwater
system.
Here's
their
interior
driveway
accessing
the
garages
of
these
two
bays
and
you.
U
T
Under
the
current
time,
this
is
a
view
of
the
project,
the
3D
rendering
facing
West
in
The
Holiday
Inn.
It
was
beach
house,
2nd,
Avenue,
Gonzalez,
Park,
there's
the
pool.
You
can
see
the
public
parking
there
and
you
can
see
the
public
parking
along
a
second,
and
this
is
what
the
current
code
allows
us
do.
T
One
Touch
one
item
that
came
up
during
Planet
commission
was
preservation
of
the
trees
on
the
site,
there's
two
cedar
trees
and
one
Live
Oak.
We
meet
the
Landscaping
plan
as
far
as
replacement
of
trees,
but
one
commitment,
the
original
I'm
going
to
do
was
gonna.
It
was
going
to
be
a
plant
10,
Sylvester
Palms,
shade
trees,
but
in
talking
with
Alex
today
we're
willing
to
replace
that
and
especially
A
View
From,
the
exterior
due
to
seven
White
Oaks,
is
set,
as
replacement
currently.
T
That
we
believe
the
disease
and
two
cedar
trees
on
the
property
that
are
close
to
the
right
away
on
Second
Avenue.
So
we
think
this
is
actually
a
better
and
they're
positive
as
far
as
I
think
I
believe.
As
mayor
Hoffman
read,
and
your
attorney
has
said,
I'm
going
to
reserve
the
right
to
cross-examine
anyone
try
to
offer
compensation
of
it.
It's
an
opposition.
T
X
B
Our
speaker
cards
now,
as
we
continue
the
public
hearing
as
I
call
our
name.
Please
come
and
give
us
your
name
and
address
and
we'll
give
you
three
minutes
to
address.
B
Encourage
you
to
listen
to
the
people
before
you,
because
we
don't
need
to
just
have
everyone
repeating
the
same
thing
for
three
minutes.
B
J
He's
never
here,
would
you
like
me
to
swear
in
each
person
you
speaks
or
only
those
who
Mr
Miller,
decides
to
ask
questions
of.
B
Mr
Ron
Berry,
so
baby
and
again,
please
keep
your
comments
from
the
audience
to
none.
Thank
you.
Y
Y
And
I've
lived
in
that
neighborhood
Pine
Grove
for
28
years
and
I've
seen
a
lot
of
adjustment
and
change
in
the
neighborhood,
and
this
to
me
feels
like
there
could
be
some
negative
impact.
I
think
that
you
did
a
good
job,
showing
the
presentation
of
things
tied
and
close.
But
my
concern
is
what
is
the
residual
that's
out
from
the
immediate
area
of
the
new
the
town
homes
so.
I
Y
Avenue
North,
it's
arguably
the
narrowest
road
in
the
Western
Hemisphere
and
cars
pass
each
other's
tightly
trucks
pass
each
other
with
caution
and
work.
Trucks
have
to
yield
and
literally
run
other
people's
yards
and
I
know
that
I've
Got
Friends
in
my
neighborhood
that
are
with
me
now.
That
would
would
agree
with
that
unsolicited.
Y
The
other
thing
that
I'm
very
concerned
about
is
is
that
we've
got
the
beach
house
and
you
made
reference
to
it
and
I
appreciate
you
doing
that.
My
mother
is
in
there
Memory,
Care
and
I
want
to
move
her
around
in
her
wheelchair
I
live
six
houses
from
that
and
I
want
to
bring
her
down
to
my
house
for
lunch
for
dinner,
to
make
her
feel
better
about
the
care
that
I'm
trying
to
provide
for
her.
But
we
can't
we
have
no
sidewalks.
Y
The
other
thing
that
concerns
me
is
drainage.
Already
we
have
a
big
problem
with
drainage
down
2nd
Avenue
North.
The
road
is
pitched,
it's
got
a
crown,
so
anything
that
runs
down
litters
in
everybody's
yard.
I
worry
about
all
the
trash
for
two
years
of
construction
or,
however
long
it
takes
when
we
do
have
those
afternoon
thunderstorms,
just
trash
dirt
and
debris
just
rolls
down
that
road.
What
are
we
going
to
do
about
just
surface
the
surface
water
discharge?
Not
so
much
Plumbing
piping
and
things
like
that.
B
You'll
have
an
opportunity
to
address
concerns
all
at
once.
In
the
end,
if
he
chooses
not
cross-examine
Jen
Papa
George
would
like
to
not
address
the
council
but
is
opposed
to
the
agenda
item.
Jen
is
still
hearing
more
weight
there.
If
we
go.
Thank
you
Jen.
Yes,
excuse
me
Mr
Norman
did
we
just
procedurally
were.
F
B
The
record
under
oath
I'm,
sorry
I,
have
not
been
part
of
swearing
him
before
and
I
misunderstood
what
she
said.
So
we
need
Mr
Berry
to
come
back
up
to
the
podium.
J
B
You
Mr
Berry,
okay,
we
got
it
now.
Mr
Smith
come
on
up
Mr
Robin
Smith.
If
you
will
went
to
the
podium
and
face
the
clerk.
E
Okay,
you
can
hear
it
rehash
of
everything
you've
heard
of
these
projects
as
it
started.
I'm
the
last
one's
gonna.
Have
it
up
here,
I'm
going
to
address
to
me.
E
That
was
a
very
deceptive
presentation
he's
trying
to
work
this
project
in
with
with
the
Holiday
Inn,
with
the
with
the
retirement
home
or
whatever
the
name
of
that
is,
and
and
and
and
with
with
the
with
the
apartment
complex,
the
beach
house
at
least
his
presentation
was
the
to
me.
I
took
it
as
you
start
to
say,
this
is
a
similar
project
somewhere
in
history.
It
may
be,
but
they're
different,
they're
different
uses.
The
Holiday
Inn
is
a
commercial
Hotel
there.
E
E
AA
E
AA
Field
that
looked
like
a
prison,
okay,
where's
the
architectural
detail
on
their
own
on
the
alternative,
I'm
saying
I
can
hear
this
he's
going
to
show
that
architectural
detail.
When
we
get
the
alternative
drawings
there
that
he
could
build
right
now,
they
would
look
very
similar.
So
there's
there's
not
that
much
to
step
in
somebody
to
build
now
as
far
as
footprint
the
difference
is
he
deceived
Us
by
showing
this
beautiful
architectural
work
on
his
on
his
proposal,
but
the
stuff
that
he
doesn't
want
there.
He
builds
another
prison.
AA
B
AB
Thank
you
very
much
for
the
opportunity.
I
really
appreciate
all
the
work
that
both
the
council
and
the
applicant
have
done.
Change
the
what
was
originally
a
really
bad
idea
and
it's
getting
better,
but
I
still
feel
that
there's
a
little
room
for
improvement.
We
know
that
you
can
put
a
lot
more
wrinkle
units
in
there,
that's
obvious,
but
these
simple
Town
Homes,
the
only
problem
that
I
have
noticed
in
these
in
the
town
homes
in
my
area
and
I,
live
right
down
the
street
all
of
the
feet,
simple
Townhomes
that
are
being
built.
AB
A
great
number
of
them,
are
turning
into
rental
units
and
they're,
turning
it
into
short-term
rental
damage,
and
what
happened
was
all
up
and
down.
Fourth
and
third,
and
it's
going
to
happen
on
the
second-
is
we're
going
to
have
the
short-term
rentals
with
multiple
cars,
and
there
are
some
of
those
short-term
rentals
in
my
area
actually
across
the
street
from
me
that
quite
often
have
seven
and
eight
cars
there
on
the
weekends.
AB
If
there
was
some
way
that
we
could
guarantee
that
a
free,
simple
town
home
was
going
to
be
used
as
a
piece
of
a
town
home
for
a
couple
or
a
couple
with
a
couple
of
children,
that
would
be
great
because,
unfortunately,
we
can't,
until
we
have
a
code
that
actually
specifically
States-
you
cannot
have
more
than
x
number
of
people
in
any
one
unit
at
any
one
time.
I
think
we're
going
to
end
up
with
a
little
bit
of
a
problem.
AB
We
also
have
a
good
bit
of
a
parking
problem
already
at
Gonzalez,
Park
I'm
sure
a
lot
of
y'all
have
been
past
the
park
on
Thursdays
and
Fridays
Saturday
when
all
new
kids
are
down
there
playing
parking
lots
all
the
way
around
that
they
are
full
and
there
are
people
parking
in
his
property
just
just
because
there's
no
other
parking-
and
he
is
the
previous
speaker-
was
correct.
Some
of
the
roads
in
there
are
not
designed
for
the
amount
of
traffic
we're
going
to
get
it's
not
just
his
unit.
It's
everything
that's
being
built.
AC
AB
Of
room,
we're
running
out
of
property,
and
we've
got
to
do
something
about
the
roads
or
we're
going
to
end
up
with
a
real
problem,
whether
it's
flooding
or
whether
it's
a
traffic
problem.
We've
got
to
do
something
about
that.
I'd
again,
recommend
that
we
perhaps
see
if
we
can
get
in
the
yeah.
You
know
I'm,
sorry
to
lock
this
down
applicants
to
scale
back
just
a
little
bit
more
so
that
we
could
get
a
little
bit
more
room
from
the
cars
that
are
going
to
be
there
because
there's
going
to
be
a
bunch.
B
You
Mr
Tipton
Roger
Wagner.
You
guys
we're
not
going
to
do
it
glad
you're!
Writing.
Do
you
wish
to
address
the
council.
Please
come
up
and
face
the
clerk.
J
AD
Thank
them
for
coming
up
with
additional
parking.
It
was
one
of
my
objections
at
the
Planning
Commission
that
help
in
my
research
during
the
time
between
that
commission
and
this
one
I
looked,
and
they
said
that
these
are
simple:
Town
Homes,
each
individual
properties,
so
I
tried
to
figure
out
the
Lots
for
my
calculations.
The
lots
for
the
interior
units
are
basically
the
exact
size
of
their
portion
of
the
slab
and
that's
it
for
each
of
those
units.
That's
all
they
own
the
rest
of
the
property.
AD
All
green
space
is
owned
by
your
35th
person
or
entity,
which
is
the
association
and
I
got
a
feeling.
If
you
saw
a
drawing
of
that
lot,
it
would
really
put
the
voting
districts
to
shame
with
the
way
it's
going
to
be
designed
all
around
those
buildings,
but
the
people
that
owned
the
lots
for
the
units-
Don't,
Own,
Me
any
green
space
and
that
to
me
doesn't
seem
quite
right.
AD
I
think
they
need
to
fix
it
so
that
either
the
people
have
their
own
Green,
Space
or
somehow
to
or
if
it's
a
community
it
should
apply
to
the
apartment.
Community
statements
and
that's
thank
you
very
much.
Thank.
B
AE
Good
evening,
mayor
and
the
council,
it's
great
to
be
here
to
make
an
effort
to
derail
the
project
you
might
have
noticed.
The
emails
I
sent
you
that
I
hope
I
hope
not
to
I.
Just
want
to
talk
about
my
role
as
an
architect
and
also
a
resident.
AE
My
residence
is
three
lots
from
the
park,
so
you
know
we're
very
proud
of
our
Park
neighborhood
and
if
you
describe
it
to
someone,
you
might
say,
lots
of
open
space,
historic
town
plan,
basic
building
blocks,
small
Lots,
small
houses
and
in
this
Park
neighborhood
most
everything
is
one
store.
That's
just
unheard
of
as
you've
noticed.
Most
new
development
is
not
going
to
store,
so
that's
that's
an
equation
that
could
be
worked
on
at
the
facility
Coast
in
so
the
neighborhood
character
I
think
plays
into
this
is
substantial,
competent
evidence.
AE
AE
There's
seven
of
them,
I'd
like
to
touch
on
four
I,
believe
that
the
applicant
has
failed
on
all
four
of
these
areas.
Creative
approach,
I
just
don't
see
that
as
an
architect,
I
appreciate
him
bringing
in
more
information
on
what
it
would
look
like
at
the
Planning
Commission.
As
you
know
that
unanimously
denied
the
chance
they
didn't
have
one
thing
about
what
it
looked
like.
AE
So
I
I
made
one
that
I
sent
around
to
everyone
that
showed
what
the
zoning
envelope
built
by
so
these
these
blocks
represent
their
development
rights
and,
unless
there's
some
specific
language
about
what
this
project
looks
like,
it
might
look
like
there's,
it
might
look
like
either
one
of
those
they're
playing
with
that
to
me
number
two
in
your
PUD
requirements,
more
desirable
environment,
80
life
coverage
is
counter
to
the
neighborhood.
You.
AE
This
eighty
percent
lot
coverage
20
percent
of
those
things.
They
speak
about
projects
of
the
three
storage
scale
that
are
dotted
through
the
neighborhood,
but
most
of
those
are
commercial
and
they
fund
and
our
Zone
producers
they're
quite
out
of
the
neighborhood
from
the
characters
standpoint.
AE
This
one
really
gets
the
preservation
of
natural
features.
Every
blade
of
grass
is
murdered
on
this
site.
I,
don't
think
that's
good
enough
from
a
development
vision
and
if
they're
going
to
take
all
the
trees
out,
I'm,
not
sure
what
the
landscape
plan
is,
because
that's
pretty
sketchy
information
at
this
point,
I,
don't
know
where
they're
going
to
put
it.
The
20
open
space
is
mostly
retention
and
then
new.
AE
Thanks:
it's
a
company
that
makes
investment
properties.
These
will
all
end
up
rentals,
we're
going
to
have
a
nightmare
for
30,
40
minutes
and
68
cars
in
their
guest
spots.
The
idea
of
adding
concrete
to
the
right-of-way
and
yeah
one
more
insult,
so
I
urge
you
to
deny
this
rezoning
honor
the
building
blocks
that
are
in
place
join
the
Planning
Commission,
the
neighborhood,
the
Pud
standards
and
quality
over
quantity.
J
AE
T
Sir
sir
I'll
be
brief
on
this:
did
you
create
this
I
did?
Did
you
measure
the
height
on
this
I
did
how
tall
is
it
35
feet?
Would
you
be
surprised
that
it's
actually
between
50
and
60
feet,
tall.
T
T
N
I
T
AE
AE
Okay
right,
what
does
that
say?
None
of
the
units
reach
these
stories,
but
what
did
you
do
at
a
DVD?
Our
right
was
three,
but
we've
decided
against
okay
and.
AE
AE
AE
AE
D,
don't
recall
from
1994.
T
AE
You
had
no
setbacks
here
with
you
at
ranchland.
Yes,
of
course,.
T

J
I
S
Just
take
the
correct
the
perimeter
of
that
property,
Mark,
Ox,
68
stasis
and
then
you're
going
to
have
some
visitors
there
you
might
have
like
me:
I
have
college
page.
Kids
I've
got
four
cars
in
my
drive.
You
know
where
are
the
visitors
for
the
park?
I
said
everybody
pictures
of
two
car
garages
through
the
South
Jack
speech
and
if
you
notice
oversized
Vehicles
were
predominantly
parked
outside.
They
cannot
fit
in
the
garage
I'm
talking
about
large
SUVs
trucks.
S
I
I
S
Drives
the
truck,
and
can
you
really
bargain
constructs
side
by
side
in
those
garages?
That's
all
I
have
to
say
the
the
plant
looks
good,
but
I
think
it
needs
a
little
work.
That's
my
topic.
The
work.
H
H
S
B
Thank
you,
Marcelo
Gillis,.
J
K
You
try
not
to
actually
party
then
address,
but
I
did
send
an
email
to
many
of
you
and
one
of
my
concerns
is
Gonzalez
park.
That's
right
across
the
street
from
this
park
we
have
had
several
neighborhood
meetings
about
what
we're
going
to
do
with
the
park,
how
we're
going
to
handle
Department.
What's
going
to
be
on
the
part
the
citizens
have
expressed
over
and
over
and
over
again.
This
is
a
very
popular
neighborhood
party,
but
yet
it's
still
used
for
many
other
activities
within
the
community.
Little
League
practices,
proper
practices
and
everything.
K
Mr
Miller
has
talked
about
going
up
along
the
street
and
seeing
the
traffic
at
10
o'clock
I
mean
10
minutes
till
8
in
the
morning,
but
I
say
come
on
the
weekend.
I
say:
look
at
it
during
these
practices.
If
you
are
a
walker
like
me
and
I,
think
it's
Mr
King
or
somebody
that
has
seen
walking
all
the
time,
the
on
the
weekends.
During
these
times
the
sidewalks
are
covered
with
cars
parking.
K
There
is
no
sandbox
to
walk
on,
and
that
is
concerning
to
me
about
how
we're
going
to
handle
Gonzales
park,
which
is
left
Park
a
used
Park
and
a
very
favorite
Park
in
the
neighborhood.
If
you
put
all
those
apartments
along
Third,
Avenue
North
there,
there
are
going
to
be
cars
parked
where
they
are
supposed
to
be
parked
parking
through
the
park,
but
in
in
addition
to
that
to
me,
it's
a
safety
thing
about
adding
all
that
traffic
along
there
when
that
part
gets
being
used.
K
Also,
he
didn't
address
the
traffic
on
10th
Street
10th
Street
is
a
straight
Street
from
Beach
Boulevard,
all
the
way
to
18th
Avenue
North.
There
is
a
lot
of
traffic
there,
especially
during
school
times.
You
work
time,
people
coming
home
or
leaving
from
work.
Those
four-way
stops
they
get
backed
up,
and
so
that
is
a
consideration
of
the
traffic
on
10th
Street,
not
just
the
other
streets.
Thank
you.
I
appreciate
your
time.
B
Just
got
my
cards
confused.
Thank
you.
X
I'm
sure
you've
heard
the
many
practical
reasons
we
hear
any
of
his
blood
is
a
bad
and
wrong
idea.
So
I
just
want
to
mention
the
principle
behind
my
objection,
and
that
is
the
concept
of
putts.
They
were
invented
by
developers
core
Developers.
They
do
not
result
in
a
net
gain
for
the
rest
of
us,
even
though
they
do
throw
us
a
few
phones.
Every
now
and
then
planned
unit
developments
are
developers,
give
developers
too
much
platitude
and
freedom
to
do
things
that
are
otherwise
not
allowed.
X
Our
account
plan
as
earning
restrictions
and
I
know
you
want
fax.
So
unless
you
require
some
kind
of
deed
restriction,
I
don't
think
you
can
require
any
of
these
people
to
park
their
vehicles
inside
their
garage
and
I.
Think
we
all
know
that
most
people
use
their
garages
for
storage,
no
parking
in
a
vehicle
and
I,
don't
think
there's
any
way
you
can
mandate
that
the
owners
of
these
places
live
in
them,
so
you're
going
to
have
short-term
rentals
and
another
fact
is
every
square
foot
here.

Mr,
Trey
Phillips
does
not
wish
to
address
the
council,
but
as
opposed
to
the
agenda
item
to
everyone
there
he
is
Luanne.
Lentz
is
also
opposed,
but
does
not
wish
to
address
the
council.
There's
Julian.
Thank
you
for
being
here.
Mary
Phillips
does
wish
to
address
the
council.
Call
on
that
Mary.
B
J
P
I
P
Owned
by
a
homeowners
association,
this
is
great
that
the
people
who
live
in
the
units
actually
own
them
jwd,
promotes
TurnKey
rental
properties
with
long-term
tenants.
You
don't
have
to
live
here
to
enjoy
the
right
to
buy
rents
or
the
benefit
of
higher
rents,
4
300,
rental
properties,
1400
clients
served
across
49.
D
P
And
13
countries
you
get
picture
in
response
to
the
compatibility
with
the
surrounding
land
uses
the
applicant
Stakes.
Their
project
provides
an
appropriate
transition
from
the
nearby
commercial
development
to
nearby
residential
developments
by
being
denser
to
the
South
and
less
dense
to
the
north
North.
X
P
The
project
encompasses
in
entire
city
block
these
appropriate
transitions
are
really
only
the
width
of
one
single
Street.
Furthermore,
the
project
is
designed
with
mirror
images
of
townhome
sizes
on
both
the
North
and
South
ends.
The
increased
density
to
the
South
is
only
achieved
because
the
law
is
narrower
at
the
South
End.
P
P
There
are
well
over
50
mature
trees
on
the
property
right
now,
I
guess
those
will
get
the
Heat
you
have
to
get
to
say.
So
their
proposal
is
consistent
with
the
comprehensive
plan
specifically
to
promote
Transit
oriented
developmental
patterns
and
to
support
Transit
use
just
because
you're,
a
block
from
a
Beach
Boulevard
bus
stop
doesn't
mean
you're.
Promoting
Transit
use
the
fact
that
these
Townhomes
will
have
garages
and
we've
talked
at
length
about
the
additional
parking.
That's
going
to
be
needed.
Kind
of,
please
be
wondering:
where
is
the
promotion
of
the
transit
use?
P
P
B
B
J
W
Of
this,
this
project
will
be
increased
financial
gain
as
to
the
normal
and
also
add
the
Lord,
but
add
more
will
not
be
reduced
that
much
if
it
already
been
built
what
he
can
build
on
the
product
as
a
so
detective
right
now,
but
unless
I'm
wrong
I
believe
that
we
shouldn't
be
granting
any
resulting
or
any
exemptions,
because
the
fact
of
financial
gain
and
that's
basically
what
we're
looking
at
here,
in
my
opinion,
so
in
my
opinion,
you
should
deny
deny
this,
because
the
main
reason
is
the
fact
that
it
doesn't
conform
to
the
neighborhood
conditions
or
its
climates.
W
I
W
A
basic
basically
looking
like
a
commercial
Enterprise,
it's
not
on
the
one
street
over
which
is
commercial
and
developed
as
such.
It
doesn't
have.
The
setbacks,
like
the
other.
New
townhouses
have
granted
the
smaller
than
the
original,
but
they
don't
have
setbacks,
which
given
a
more
pleasing,
neighborhood
appeal
and,
of
course,
as
a
as
mentioned
prior,
is,
is
proximity
to
Gonzalez
Park.
A
lot
of
money
was
going
into
the
Redevelopment
of
Gonzalez,
Park
and
I
believe
that
this
reasoning
with
hamper
the
appeal
of
the
party
anyway.
W
Well
this
way,
for
those
reasons,
the
fact
that
it's
Justified
his
financial
gain
and
also
the
doesn't
conform
to
the
local
neighborhood,
you
guys
should
I
recommend
you
tonight.
B
Thank
you,
Mr
Sorrell,
Kathy
Moore
does
not
wish
to
address
the
council,
but
as
opposed
to
the
agenda
as
Pakistan.
Thank
you
for
being
here.
Tony
Balmer
does
not
wish
to
address
the
council
that
is
opposed
to
the
agenda.
I,
don't
think
he
told
me.
Mark
McGuire
does
not
wish
to
address
the
council,
but
is
opposed
to
the
agenda
item
you
want
to
still
here.
He
just
stepped
out.
B
Jacques
Cornell
does
not
wish
to
address
the
council,
but,
as
opposed
to
the
agenda
item,
did
I
say
your
name
even
remotely
correctly
all
right.
What
was
that
one
semester
of
French
in
college
Deborah,
Collins
Deborah
Collins,
so
here's
looks
like
she
does.
Okay
come
on
up?
Would
you
like
to
address
the
council.
F
B
Okay,
come
on
up
and
Facebook,
please.
J
P
Everybody
saw
my
house
numerous
times
printed
directly
across
the
street
and
even
at
my
age,
I'd
be
able
to
throw
a
rock
at
this
place.
Three
stories
tall.
There
goes
every
bit
of
privacy
that
I
have
left.
We
happen
to
be
the
only
Beach,
City
and
I'm
here
ashamed
of
it
that
allows
airbnbs
I
have
one
now
behind
me.
I
have
the
pleasure
of
pop
smooth
walking
through
my
backyard
young
kids,
because
there's
a
pool
playing
games,
profanity
late
into
the
night,
lit
up
like
a
Christmas
tree.
It's
swell.
P
Across
the
street
from
me,
and
that's
exactly
what's
going
to
happen
here-
the
house
that
I've
lived
in
for
31
years
I
get
a
one
that
I
believe
and
it's
going
to
turn
into
one
of
these
ugly
ingredients
that
have
happened
all
over
our
beach
hi
to
him
and
his
higher
life.
My
grandson
is
third
generation
Fletcher.
P
AI
X
P
I
N
J
N
N
You
thank
you
Council
for
listening
to
us
tonight.
I
appreciate
I've
seen
a
lot
of
growth
here
at
the
beach.
My
main
concern
is
for
years.
I
have
been
an
advocate
for
children,
I've
been
a
soccer
coach,
softball
coach
scout
master
and
education
for
35
years.
My
concern
is
the
children
I
see
how
fast
these
cars
go
when
they're
saying
it's
not
going
to
be
traffic,
my
concern
is
that
part:
what's
it
going
to
take
for
a
child
to
get
hit
who's
going
to
get
sued,
please
think
about
our
children.
J
Please
raise
your
right
hand
and
state
your
name
and
address
for
the
record.
Yes,.
J
P
Which
runs
through
a
really
wonderful
neighborhood
that
I
have
just
loved
I've
lived
here
in
at
the
beach
for
45
years,
and
this
neighborhood
has
just
always
stayed
calm,
quiet
and
tapped
in
these
families.
They
stay
in
that
their
kids
live.
You
know
a
block
away,
and
everybody
enjoys
us
very
much.
We
all
live
in
a
small,
City
I'm
needing
you
to
be
able
to
be
very
gentle
and
respectful
and
help
us
preserve
my
part
of
the
neighborhood
when
we
moved
in
11
years
ago.
P
E
P
Right
on
that,
Tipping
Point,
yes,
those
god-awful
Townhomes
came
in
just
down
the
street
and
they
shouldn't
be
used
as
a
justification
provide
more
of
this
disrespectful
development
to
come
in.
But
it
should
warn
us
off
of
that
things
that
just
get
concreted
over
things
that
are
visually
applied
and
I.
Now
I
now
see
how
fragile
and
all
of
this
is
I'm,
hoping
that
you're
going
to
take
care
of
this.
P
I'm
concerned
about
the
traffic
and
kids
I'm
concerned
about
the
drainage
for
my
section
of
the
street,
that
already
floods
and
when
more
impervious
services
like
this
just
broad
scale
coverage
80
is
a
big
deal
and
also
about
the
encroaching
parking.
So
please,
if
you
can
be
very
thoughtful
and
just
think
if
this
were
on
your
block,
would
you
want
us?
Thank
you.
B
Y
AE
AK
A
big
problem
with
this
I
mean
they
took
down
the
movie
theater
off
the
Beach
Boulevard
Apartments.
If
you
go
down
San
Pablo
Road,
that's
unbelievably
developed,
then
you
come
down
to
Adventure,
Landing,
that's
being
developed,
Beach
Boulevard
is
getting
crushed
and
crushed.
AK
When
you
look
at
the
maps,
the
Google
Maps,
you
do
the
Google
Map
vacation.
You
can
see
that
on
the
east
side
of
this
proposed
development,
it
is
Town
Homes.
It
is
a
multi-family
type
of
structures,
but
you
go
west
and
south
of
that
in
its
neighborhood
and
that's
it's
a
line
and
directly
west
of
this
development
is
all
single
family
houses,
the
old
neighborhoods
and
this
development
of
the
beach
is
taking
over
of
something
that
can
make
money
for
somebody
is
just
creeping
in
that
direction.
AK
It
needs
to
be
stopped
at
wall
block.
What's
going
on
in
Beach.
Boulevard
is
ridiculous
because
you
can't
go
down
Penman.
The
new
way
to
go
is
down
to
the
gas
station
there
and
turn
left
on
tent
and
you
can
still
get
to
my
area
of
the
beach
by
going
downhill.
So
the
traffic
on
10th
Street
is
putting
troubled
in
the
last
year
or
so,
and
it's
going
to
get
worse
because
you
can't
get
through
pending
anymore
on
the
first
light
cycle.
AK
So
during
rush
hour
school
hour
anytime,
there's
traffic
a
more
and
more
that's
going
down
the
10th
Street.
As
far
as
parking
goes,
the
9
by
17
may
be
adequate
parking
area,
but
not
if
you
put
one
one
one,
one
one
one
one
now
you're
you're
jamming
it
there's
a
big
difference
between
having
nine
by
Seventeen
even
going
down
the
street.
You
know
side
of
the
road
parking
and
having
it
jammed
together.
So
that's
it.
AK
That's
just
adding
on
I
really
feel
the
same
as
the
people
that
were
just
here
talking
about
their
neighborhoods
I
mean
all
day
long.
The
most
trafficked
on
my
street
is
kids
on
bikes
parents,
pushing
strollers
and
neighbors
going
up
and
down
the
street,
and
that's
what
I've
had
since
I
moved
here,
35
to
37
years
ago
and
I
hate
to
see
it
die.
Thank.
B
You
Mr
Brown
help
us
out
Dan
Altman.
J
B
V
From
my
standpoint
is
a
little
bit
different
than
everybody
else,
I
trust
the
council
will
make
the
proper
decision
with
all
the
information
given
what
months
from
a
business
standpoint
since
I've,
been
in
Jax,
Beach
I've
had
the
pleasure
of
owning
a
business
here
for
the
last
eight
years.
What
was
the
hash
house
now?
It's
the
Jax
Beach
drums
house
I'm,
the
sole
owner
now
and
I
now
own.
V
The
building,
so
I
can
actually
I
grew
up
here
and
it's
been
in
my
heart
and
now
it's
where
I'm
setting
down
my
family
roots,
it's
hard
to
find
a
place
for
my
employees
to
live
it's
hard
to
get
anybody
on
the
side
of
the
ditch
so
and
support
of
this
something
that
we
really
need
in
Jack
speech
is
something
like
a
multi-family
unit.
So
more
people
can
live
here
and
work
here.
V
So
that's
pretty
much
it
I,
just
I'm
in
support
of
having
more
housing
so
and
more
affordable
housing
at
Jax.
Beach
that
you
know
so,
if
you
have
employees.
Thank
you.
Thank.
B
You
Mr
Altman,
Cynthia,
Simpson,
I'm,
sorry
I
did
get
a
little
out
of
order.
I
should
have
mentioned
the
card
that
was
in
support
and
would
have
done
this
together.
I
just
didn't
notice
them
in
the
stack,
so
go
ahead.
I'm
sorry
come
on
up.
Please.
J
J
R
I,
do
I
live
at
one
zero,
zero,
five
First
Avenue
North
one
of
the
buildings
in
that
weird
triangle-
shape
that
you
see
up
here
that
it
will
at
some
point
be
torn
down.
They
have
already
torn
down
they're
going
behind
and
a
tan
building.
Next
to
it,
we've
all
been
giving
eviction
notice
for
December
31st
I
do
not
own
a
car.
I
am
too
poor
to
own
a
car
I
ride
a
bicycle
back
and
forth
to
work.
R
It
is
an
eight
apartment
building
of
which
six
are
rented
and
there
is
not
enough
parking
for
the
six
apartments
that
are
rented
I
have
been
told
that
12
driveways
Will
Go
On
First
Avenue
North.
There
is
a
Circle
K.
There
is
a
Holiday
Inn
and
there
is
traffic.
If
you
live
in
that
area.
As
many
of
us
do,
then.
X
R
R
N
R
Think
about
the
traffic
patterns.
It's
crazy
I
do
not
work
on
Thursday
and
I.
Do
not
work
on
Sunday
Thursday
at
10
o'clock.
There's
50
60
cars
coming
down.
First
companion,
you
all
know
third
stops
at
Gonzalez
Park.
You
have
plans
for
Gonzalez
Park.
You
know
how
loved
Gonzalez
Park
is.
You
know
how
busy
that
is
the
cross
soccer,
kickball
dogs,
children,
families,
it's
a
community
think
about
the
community.
Think.
R
B
Thank
you,
Miss
Simpson,
Jay
Dobson
does
not
wish
to
address
the
council,
but
is
in
support
of
the
agenda.
Item
stay
here.
B
Coaches
left
the
building
we
had.
We
have
two
ordinances
with
a
lot
of
speaker
cards.
I.
Think
I've
got
through
all
of
the
ordinance
D
speaker
cards.
Did
anyone
throw
out
a
speaker
card?
It's
something
to
speak
on
this
issue
that
was
not
called
okay.
Continuing
the
public
hearing.
Would
anyone
else
like
to
speak
in
support,
whether
you
let
us
like
to
speak
in
opposition,
come
on
up.
AL
Thank
you.
Thank
you,
I
really,
actually,
it's
kind
of
a
question
that
I
have
on
the
original,
drawing
that
I
saw
okay,
that
was
online
of
this.
They
had
the
34
units
out
there
with
one
dumpster.
Okay,
one
dumpster
is
not
going
to
handle
34
units;
okay,
unless
they're
picking
up
multiple,
multiple
times
a
week.
AL
Some
of
these
units
don't
even
have
garages
it's
not
enforced.
We
know
what
the
those
of
us
that
live
here
know
what
the
rule
is.
Okay,
I'm
particularly
concerned
when
you
have
garages
facing
an
interior
alleyway.
AL
AI
J
AI
You
thank
you
I've
already
emailed
everybody,
I
wrote
to
the
leader.
AI
AI
That's
just
my
question
because
so
often
they
say
it's
going
to
be
affordable.
Housing
to
find
affordable,
I
mean
if
somebody's
working
as
a
waitress
at.
AI
House
are
they
going
to
be
able
to
convert
450
500,
600,
000,
Town,
Homes,
I,
question
that
and
then,
if
a
bill
of
investor
buys
them,
then
you
still
going
to
want
to
get
a
return
on
their
investment
for
that
rental
property.
It's
just
logic,
so
the
defense
of
affordable
housing,
I'm,
sorry,
I,
don't
believe
that
for
a
moment
and
anyone
I
can't
imagine
you
know
the
sandwich
cookie
houses
who
would
want
to
pay.
You
know
an
absorbitant
amount
of
money
for
the
interior
houses.
I
don't
know,
but
that's
just
me.
J
AF
So
I
just
wanted
to
quickly
go
over
one
of
the
main
two
of
the
main
points
you
guys
make
and
have
made
for
the
past
couple
years
has
been
drainage
and
parking
to
me.
This
project
doesn't
conform
to
any
of
that.
We're
talking
80,
lock
coverage
very
few
trees.
If
they
need
are
going
to
get
black
we're
talking
small
Live
Oaks
when
you're
talking
you
know,
trees
with
a
four
inch
diameter
I'd
be
surprised
with
more
than
six
of
them
survive.
So
you're
talking
six
trees,
limited
amounts
of
grass,
not
enough
parking
I.
AF
Just
don't
think
this
is
really
what
Jack's
Pizza
needs.
We
just
put
a
giant
drainage
infrastructure
project
on
12th
Avenue
South
spent
years
into
it.
We've
been
planning
that
for
10
15
years,
whatever
it
is,
and
then
now
we're
going
to
look
back
and
do
something
that
seems
like
it's
stepping
backwards
and
putting
more
lock
coverage
more
houses.
I,
don't
see
that
that
lot
has
any
hardship
that
couldn't
be
achieved
with
the
HUD
standards
that
are
already
in
place.
I,
don't
think
we
need
to
make
an
exception
to
put
more
houses.
AF
They're
gonna
basically
earn
more
profit
for
the
developer.
What
it
seems
like
to
me
if
they
already
have
the
land
and
they
already
have
the
planning
so
that
they
could,
just
you
know,
do
it
within
standards,
I,
don't
see,
I,
don't
see
the
need
to
really
modify
it
or
accept
anything
other
than
that.
I
AM
Die
I
do
thank
you.
Okay,
I
live
behind
the
Mellow
Mushroom
at
the
North
End
of
the
beach
I've
lived
there
since
1995.
I
paid
51
000
for
my
unit.
It
has,
since
paid
off
the
last
ones
to
sell,
went
for
300
and
250
000
I
made
a
great
investment.
The
only
thing
is
garbage
of
all
I
see
when
we
have
15
units
and
one
dumpster
they
come
once
a
month.
I
mean
once
a
week.
We
pay
126
dollars
for
that.
AM
AM
AM
They
tore
down
some
single-family
cinder
block
houses
and
put
up
Townhomes
two
of
them
each
selling
for
525
000.
They
turned
them
into
airbnbs
the
traffic
there's,
a
small
dumpster
on
their
property
that
is
constantly
overflowing
all
I
see,
is
more
garbage
on
the
street.
There's
no
law!
There
is
not
one,
no
littering
signings
anywhere
in
Jacksonville
Beach
in
Neptune,
Beach
or
Atlantic
Beach.
So
why
not
out
for
Windows?
Think
about
everywhere
you
have
everything
I'm
sick
of
it
I'm
sick
of
looking
at
it
and
all
you're
going
to
do
is
contribute
to
it.
AM
B
I
J
AA
Even
the
current
project,
the
current
capabilities
that
they're
doing
now,
you
have
to
drive
the
dumpster.
The
dump
trucks
can
reply
to
the
property,
even
the
high
prices
down
there
categorized
through
the
back
of
the
property
to
dump
the
dump
trucks,
whereas
this
is
subjecting
the
whole
neighborhood
through
that
trash
yeah
I
read
my
email.
I
really
feel
sorry
to
vote
for
the
person
who
lived
by
the
postal
space
I
like
to
see
the
dumpster
in
the
center
of
the
project
and
let
the
dumpster
Weaver
spray
through
all
the
traffic,
the
trash
contractors.
Q
Thank
you,
mayor,
yeah
I
would
like
to
address
just
a
couple
items.
Just
some
things
that
came
up
I
want
to
make
sure
everybody
is
aware
of
the
stdrs,
always
come
up
and
I
know
you
guys
know
short-term.
I
I
Q
Those
the
property
owner
the
project
manager-
they
can
do
that
through
covenants
and
restrictions,
but
we
cannot
require
that.
Unfortunately,
State
of
Florida
has
preempted
us,
as
you
know,
their
site
plan
as
part
of
the
PED
process.
We
do
a
review
with
all
the
other,
reviewing
departments
that
will
look
at.
Q
Q
All
the
way
around
the
project,
including
a
contribution
to
the
urban
trail
system,
on
the
east
side
of
the
block.
This
is
an
interest,
interesting
watch
it
because
it
doesn't
have
the
existing
plattered
Lots,
like
the
majority
of
the
rest
of
the
city.
It's
just
a
very
kind
of
ancient
block.
If
you
will,
that
was
never
plotted.
Q
I've
never
heard
the
term
PUD
elbow,
but
I'm
gonna.
Look
it
up
and
see
what
I
can
find
out
and
it
keeps
coming
up
for
the
open
space.
Peds
require
20
open
space
and
they
are
giving
us
I,
wrote
it
down
more
than
20
percent
I
believe
it
was
just
under
35.
So
they're
exceeding
that
requirement
and
again
I'm
happy
to
answer
any
questions
from
councils.
G
T
On
the
short-term
vacation,
rentals,
the
replying
director
is
absolutely
right,
but
if
you
actually
look
in
your
code,
short-term
vacation
rental
is
a
listed
use
under
every
single
one
of
your
residential
zoning
categories.
R1,
which
is
currently
is
rm2,
I,
think
it's
an
rs1
I
think
it's
an
rs2.
We
specifically
do
not
have
it
written
as
a
specific
use
in
our
code
or
in
our
the
code
that
we
write
as
part
of
the
Pud.
T
So
this
is
the
attorney
for
the
applicant
to
tell
you
that
my
interpretation
is
that
we
cannot
do
the
short-term
vacation
rental,
as
you
have
specifically
defined
in
your
code,
because
it's
not
specifically
delineated
as
a
use,
unlike
rm1,
which
is
the
current
Zone
named
arm,
two
et
cetera,
et
cetera,
so
I
do
appreciate.
There
is
a
state
law
of
going
some
of
the
comments.
I
appreciate
the
parking,
but,
as
you
heard,
we
need
the
code
on
parking.
T
T
Alex
is
going
to
come
up
here
in
a
little
bit
to
talk
about
garbage
because,
as
far
as
the
of
this
came
up
the
size
of
the
Lots
one
of
the
benefits
of
this
project,
that's
large
enough,
it
can
have
an
HOA
where
we
originally
submitted
the
40
unit
project.
We
actually
had
a
whole
lot
of
things
going
into
the
open
space.
T
It
was
actually
a
comment
by
staff
I
think
two
years
ago
and
that
actually
comments
from
some
council
members
when
this
first
came
up
for
the
easement
vacation
about
the
concern
of
well
the
more
area
that
is
the
quote-unquote
open
space
with
ER
is
that
is
owned
by
an
individual
if
they
don't
maintain
it
that
hurts
everybody
else's
property
value.
T
We
think
that
the
unified
control
of
all
the
common
space,
while
it
does
make
a
lot
technically
smaller,
makes
it
easier
to
clean
and
maintain
the
property
and
part
of
our
PUD
conditions.
We're
going
to
have
an
HOA
that
we
that
actually
proposal
that
property.
T
I
believe
Mr
Sutton
had
a
question
for
me
to
go
through
my
notes.
We'll
do
that
once
again.
Okay,
we've
got
our
engineer:
Chuck
Kennedy,
but
I'd
like
you
to
come
up
and
make
a
little
cue,
Thomas
operator
she's.
Actually
there
last
Friday
in
the
rain
with
me,
taking
a
look
at
the
site
with
the
perjury
images.
B
So
Mr
Kennedy
before
you
start
up
in
advance
of
the
City
attorney
to
reopen
the
public
hearing
and
to
have
you
spawn
in
before
you
get
your
statement.
If
you
don't
mind
so
public
hearing.
J
J
AC
It
to
rain,
we
go
out
to
the
roads
and
we
see
what
happens,
and
the
first
thing
that
I
saw
was
like.
Oh,
my
gosh
I
can't
believe
this.
Like
this,
it's
bad,
the
drainage
has
all
these
residents
have
talked
about.
You
know,
there's
drainage
problems.
There,
I
have
a
thousand
percent
agree
with
you
and.
AO
AC
AC
AF
AC
In
the
road
it's
got
nowhere
to
go,
and
so
we
are
going
to
add
inlets
right
there
and
then
like
right.
There
I've
actually
got
another
one
right
there
getting
around
that
little
concrete,
so
I
got
three
right
there
down
here.
AC
I
AC
AC
Best
we
can
do
based
on
because
in
order
to
do
this,
we
have
to
run
a
pipe
from
here
up
here
and
down
9th
Street.
So
listen,
a
significant
drainage
Improvement
that
we
are
doing
I'm,
not
sure
that
Dennis
has
any.
You
know
you
can
speak
to
anybody
in
Canada,
so
they
all
have
any
plans
to
do
this
at
any
time
in
the
future.
AC
If
we
do
this
project,
this
will
get
done
now.
If
you
don't
I,
don't
know
when
it's
gonna
get
done
and
we
do
have
you
know
on
our
site.
AC
You
know
these
papers
here
are
a
product
done
by
a
company
called
ACF,
which
is
a
High
infiltration
type
paver,
so
water
is
actually
going
to
go
through.
There
is
maybe
12
inches
of
stone
underneath
it,
so
the
water
in
these
pavers
are
just
going
to
go
into
the
ground
at
a
much
higher
rate
than
it
does
today.
It
goes
pretty
fast
today
same.
AC
AC
Really
excited
about
for
you
guys,
I've
got
a
friend
that
lives
up
the
street
on
10th
Street
and
his
kids
come
down
this
way
a
lot
and
one
of
the
first
things
I
saw
they
just
sent
another
video.
This
was
like
a
kid
coming
to
that
intersection
on
a
golf
cart.
Turning
around
the
drainage,
puddle
and
another
car
coming
the
way
at
him.
You
know
that
needs
to
be
fixed.
That's
that's
a
very
dangerous
situation,
so
I
was
going
to
have
that
opportunity
to
start
again.
AC
AN
From
the
gallery
here
in
the
residence
community,
there's
some
good
questions
and
I
I'd
like
to
just
address
a
few
of
them,
and
let
me
just
step
backwards
a
little
bit
when
we
look
at
this
site.
AN
A
couple
of
years
ago,
we
were
the
initial
thought,
was
the
much
higher
density
site
we're
looking
at
something
not
unlike
Blue
Water,
where
you've
got
apartments
that
wrap
a
garage
with
one
size
inside
of
the
development
of
exposed
as
a
garage
as
time
went
by,
we
decided,
let's
make
this
a
site
that
has
towers
and
little
apartments,
so
we're
not
transitioning
from
from
Apartments
to
ownership,
and
when
you
look
at
the
context
of
the
site,
that's
what
this
project
kind
of
is
addresses.
We
look
to
the
South.
AN
You've
got
the
back
end
of
fuel
pumps
back
into
the
retail
asphalt.
If
you
look
to
the
North
and
South,
we've
got
some
single
family
and
multi-family
residential
and
then
we've
got
the
jewel.
You
know
the
whole
area
and
currently
the
way
that
the
the
zoning
is
steers,
the
type
of
development,
our
town
homes
with
garages
and
what
garages
say
when
you
develop
a
street
garages,
is
that
cars
more
important
than
the
neighborhood.
AN
The
car
is
more
important
than
the
neighborhood
and
if
the
new
thinking
is,
is
that
you're
taking
parking
and
putting
it
into
an
alley
and
you're
taking
that
off
the
road
and
you're
you're?
Actually,
it
becomes
more
efficient
with
the
amount
of
space
that
you
need,
because
you're
not
building
a
parking
lot,
you're,
just
driving
a
driving
stretch,
so
you're
taking
that
out
of
the
equation,
and
that's
that's
the
direction
that
a
lot
of
the
new
new
developments
are
going
and
it's
back.
In
the
day
when
we
used
to
have
alleys.
AN
Put
that
in
the
back
put
your
front
door
on
the
street.
Not
your
car
now
I
have
to
confess,
and
we
do
have
the
south
end
of
the
lot
with
parking.
You
know
that's
directly
on
the
street,
and
that
is
the
if
you,
if
you
think
about
it,
if
you're
a
resident
and
you
wanted
to
buy
or
participate
in
this
type
of
development,
is
that
something
you
want
to
look
at
so
there
were.
There
were
a
couple
of
things.
There
were
some
issues
with
utilities
where
we
couldn't
do
that,
but
that
was
another
reason.
AN
So
we
have
the
part
which
is
really
the
focus
of
this
development
because,
like
I
said
it's,
the
Jewel
of
the
series
is
that's:
where
we've
got
all
the
front
doors
face,
the
part
and
and
I
don't
live.
I,
don't
live
in
this
area,
but
I've
gone
through
it
a
lot.
So
when
I,
when
you
talk
about
traffic
and
pedestrians,
these
people
know
better
than
I
do.
But
we
know
that
if.
AN
A
very
busy
Park
what
we've
taken
this
project
and
oriented
it
towards
the
park.
So
now
we've
got
eyes
on
the
park.
We've
got
people
watching
the
park.
We've
got
people
watching
The
Park
at
nighttime.
Then
we've
got
a
grass
strip
in
front
that
people
Park
on
anyway,
and
we're
not
proposing
that
that's
our
property
we're
proposing
to
actually
organize
that
paint
it
or
use
some
hardpack,
imperme
or
pervious
material.
AN
The
public
can
use
it
in
our
development
communities
and
anybody
using
the
park
is
not
going
to
drive
to
the
park
they're
going
to
walk
to
the
park.
So
when
we
talk
about
traffic
I'm
not
going
to
dispute
the
people
that
have
lived
here
all
their
lives
but
I
think
it's
the
right
way
to
handle
this
type
of
a
project
rather
than
a
higher
density
apartment
is
where
we're
using
Town
Homes
individually,
that
speak
to
the
street
on.
AN
AN
AN
I
AN
J
AG
AG
We
were
thinking
57
Apartments,
which
is
what
is
would
be
allowed
under
the
under
the
comp
plan
in
the
land
use,
and
we
narrowed
that
down
to
40
Town
Homes.
After
hearing
a
lot
from
the
community
and
running
some
utilities,
issues
we're
now
down
to
34
units,
which
is
on
the
very
low
end
of
what
the
comp
plan
allows.
It's.
AO
AG
Of
21
units
for
a
24.
and
then
after
hearing
more
from
the
community
about
concerns
about
parking
and
and
drainage,
I
think
we've
come
up
with
a
really
amazing
solution.
For
that
too,
having
118
parking
spaces
for
34
units
for
comparison.
If
we
did
a
57
unit
apartment
complex,
we
would
be
required
to
have
124
parking
spaces
for
57
units.
So
this
this
project
has
basically
six
less
parking
spaces
than
we
would
need
for
a
57
unit
apartment
complex
too.
AG
Planning
Commission
was
adding
additional
parking
that
we
had
in
our
original
plan
the
parking
along
the
park
where
you
know
the
city
what
we
interpreted
they
wanted
us
to
put
a
fence
there
and
not
use
it.
AG
AG
AG
Is
a
creative
approach
to
not
putting
a
57
apartment
there
having
a
great
product
as
opposed
to
what
we
would
be
allowed
to
do
just
by
right
today,
you
know,
with
its
current
zoning
and
putting
28
Townhomes
traditional
townhomes
with
front
load
garages,
which.
U
AG
AG
Site
plan
for
what
we
can
do
today
without
doing
a
putt.
We
believe
that
our
project
is
far
better
than
this
project,
where
you
have
Town
Homes
three-story
townhomes,
with
garages
on
the
street
28
driveways
exiting
on
all
sides
of
the
block,
including
backing
up
to
the
park.
AG
Where
what
we
have
is
you
don't
have
driveways
backing
up
to
the
park.
You
have
public
parking
there.
O
AG
All
driveways
internal-
in
addition,
you
get
an
amazing
amenity
as
opposed
to
this.
This
would
be
what
we
could
do
today
and
we
believe
that
this
product
is
significantly
better
than
what
we'd
be
allowed
to
do
today
and
go
to
the
aerial
here.
So
you
can
see
what
we're
also
getting
that
you
wouldn't
get
with.
What
we're
allowed
to
do
today
would
be
an
amazing
amenity
pool
in
common
area
space
in
the
center
of
the
project.
So
so
we
do
believe
this
is
a
creative
approach
and.
I
AG
More
desirable
than
building
28
traditional
townhomes
with
the
driveways
exiting
industry
heard
a
lot
about
garbage
as
well.
This
plan,
you
know
the
city
of
Jacksonville,
Public
Works,
has
determined
what
they
would
like
to
see
for
us
for
garbage
and
we
are
meeting
what
they
have
asked
for
that
that
dumpster
pad
is,
is
20
feet
by
10
feet,
so
you
could
fit
basically
40
yards
of
of
garbage
there,
which
is
a
side.
The.

AG
AG
One
Central

making
sure
that
it's
maintained
the
rules
are
being
followed,
that
the
garbage
is
being
picked
up
where
our
project
will,
and-
and
so
just
in
summary,
we
we
do
feel
like
this
is
a
great
project
for
the
beaches.
We've
been
at
this
for
three
years,
come
through
a
lot
of
different
iterations
and
acknowledging
the
concerns
the
community
is
important
to
us.
We
call
back
every
single
person
that
spoke
at
Planning
Commission
talk
to
them.
AG
B
You
Mr
Focus,
do
you
have
anyone
else
to
speak
on
this
issue?
I
will
recluse.
We
have
already
done
our
ex
parte
communication
announcements.
So
I
could
get
a
motion
to
approve
the
ordinance
by
title.
B
O
B
Before
opening
the
floor
for
discussion
or
questions
by
the
council,
please
be
reminded
that
our
decision
will
be
based
on
the
criteria
set
forth
in
the
Land
Development
code,
and
the
council
is
required
to
approve
a
clear
statement
of
specific
findings.
Findings
of
facts
stating
the
basis
upon
which
such
facts
were
determined
and
the
decision
was
made.
We'll
now
open
the
floor
to
the
city
council
members.
A
I
had
y'all
y'all
had
addressed
about
the
drainage.
The
garbage
I
did
have,
plus
I
did
have
a
question
off
short-term
rentals.
I
know
we
can't
require
you,
but
I
mean
is
your
attention
to
for
the
HOA,
because
HOAs
obviously
have
the
power
to
not
allow
short-term
rentals.
A
Is
that
y'all's
intention
that
is
Our,
intention,
okay
and
that
that
is
huge
I
mean
I
live
in
a
community
that
has
an
HOA
where
they're
not
allowed,
and
you
know
the
people
take
care
of
the
people
take
pride
in
taking
care
of
their
area,
so
I'm
gonna,
I'm,
gonna,
live
in
favor
of
it.
I
believe
it'll
help
activate
our
Park,
we're
putting
a
lot
of
money,
we're
putting
a
lot
of
money
into
it
and
I
think
it's.
T
T
So
I
always
answer
your
question,
so
these
units
will
be
three
bedroom
so.
AG
P
P
AG
P
And
I
know
someone
mentioned
118
parking
spaces
will
be
provided
on
this
property.
Can
you
just
show
us
where
those
parking
spaces
are.
AG
So
on
these
three
units,
you
actually
have
over
30
feet
in
the
driveway,
so
those
will
fit
four
cars
in
the
driveway
plus
two
there.
So
we're
counting
that
as
18
for
the
rest
of
these
units,
you
don't
have
the
30
feet,
so
you
would
have
four
cars
for
each
of
those
units,
two
in
the
driveway
and
two
two
in
the
garage
and
two
in
the
driveway
and
then
there's
44
parking
spaces
in
the
garage
of
these
units
and
then
assuming
the
20,
which
I
do
think
we
can
get
more
of
it.
AG
I
P
E
Mr
Visa
Mrs
Fox
a
question
or
Mr
Miller.
It's
about
the
HOA
I
know
a
certain
neighborhoods
in
Jacksonville
Queen's
Harbor.
They
don't
allow
you
to
park
on
the
street.
Now
many
people
don't
park
the
cars
in
the
garage.
These
are
the
storage.
Nowadays,
you
know
old
families.
AG
I
AG
Will
make
sure
that
it
was
parking
in
anywhere
that
they're
not
supposed
to
park
inside
the
project?
So
you
can't
really
pull
up
a
car
and
leave
it
on
that
internal
road?
I.
Don't
you
know
if
somebody
doesn't
have
any
car
I,
don't
know
how
they
would
say
Hey
you
have
to
park
one
car
in
the
garage,
yes
or
no,
but
the
HOA
will
regulate
and
people
can't
park.
No,
not
the
right
spaces
on.
E
The
property
all
right
now
to
the
dumpster,
how
big?
How
big
is
this
dumpster
dumpster,
going
to
be
I've,
seen.
AG
So
that
so
this
this
dumpster
enclosure
is
approximately
10
20
feet
wide
by
10..
You
can
see
this
exterior
unit
here
is
22
feet,
so
just
Ball
parking
is
you're
about
20
feet
by
about
10
feet
of
depth
and
at
a
six
foot
height
that
comes
out
of
44
yards,
which
is
a
gigantic
comes
there,
you
think
about
most
most
apartment
complexes
have
a
dumpster,
that's
about
eight
feet.
AG
AG
H
Yeah
good
question
for
you,
so
you
said
you
could
possibly
put
more
than
20
parking
spots
on
that.
Can
you
show
us
exactly
where
we
are
talking
about.
I
AG
So
this
is
the
this
was
part
of
our
original
submittal
when
we
were
trying
to
get
part
of
the
city
right
away
to
put
to
put
parking
lot.
AC
AG
No,
we
couldn't
do
that.
The
city
did
not
want
us
to
take
part
of
the
city
right
away
to
make
part
of
the
project,
but
so
this
is
what
we
were
planning
on
doing
originally,
when
the
city
decided
not
to
give
us
that
property
based
on
our
conversations
with
Public
Works.
They
had
said
that
wanted
us
to
dispense
this,
put
a
white
picket
fence
up
and
remove
that
parking.
AG
So
this
is
an
exhibit
from
the
original
project,
but
what
we
do
know
is
that
we
can
get
at
least
20
spaces
here
and
you
could
probably
get
another.
You
know
two
three,
four
five
spaces
as
well.
What
we're
committing
to
is,
we
will
put
in
as
many
parking
spaces
along
Second
Avenue
as
public
works
and
the
city
will
allow
us
to
put
in
so
if.
AG
AG
AG
H
AG
AG
AG
AG
Q
For
everybody,
reminding
me
one
more
time
and
everyone
buy
right
on
this
property,
no
Planning
Commission,
no
conditional
use
what
can
be
developed.
How
many
units
they're
in
lies
some
of
the
quandary
of
this
property
is
the
land
use
in
the
zoning.
Don't
match
right
so
using
the
land
use
I
believe
is
57
units
as
they've
quoted,
but
you
can't
get
the
density
that
the
land
use
requires
without
doing
or
resuming
to
PUD.
Q
And
that
would
be
Apartments,
they
could
be
yeah
departments
or
condos.
Yeah
I
will
say,
I
think
the
applicant
has
done
a
good
job.
U
And
you
know
being
created
with
some
of
the
feedback:
I
got
a
Planning
Commission
with
this
parking
on
Second,
Avenue
I.
Think
it's
important
to
keep
in
mind
that
that
could
be
used
for
Gonzales
park
as
well.
U
I
still
have
a
concern
as
it
relates
to
Gonzales
park,
because
I
don't
believe
there
is
enough
parking
for
Gonzales
park,
but
this
conceivably
could
help
as
long
as
it
doesn't
get
eaten
up
all
the
time
and
turn
into
the
town
home
parking
extra
parking
lot,
but
Jason
and
his
you
know
his
guys
and
their
consultant
have
busted
their
butt
and
and
producing
something
close
I
think
for
us
to
to
move
forward
on
with
Gonzalez
Park,
so
a
little
conflicted
as
to
how
that
all
fits
together,
I
think
by
the
book
they
meet
the
comp
plan
requirements
here,
I
think
they
fail
on
most
of
the
Pud
intents.
U
A
lot
of
that
is
subjective
anyway,
but
it's
a
this
is
a
tough.
This
is
a
tough
one,
just
because
of.
P
So
in
our
community
we've
had
people
come
before
us
several
several
times
and
talk
about
the
issues
that
we're
having
with
the
town
homes
in
our
community
and
the
parking
and
I've
seen
it.
You
know,
I've
seen
it
myself.
P
Other
town
homes
that
we
do
have
here
are
about
the
same
size
as
these
they're
three
bedroom
town
homes,
because
I
looked
looked
them
up
on
the
property
appraiser
site
and
the
ones
would
have.
Two
car
garages
often
have
two
to
three
cars
parked
out
in
front
of
their
properties,
and
so
I'm
really
struggling
with
this,
because
the
reality
of
what
we're
seeing
at
the
Town
Home
developments
here
in
Jax
Beach,
is
that
there
is
more
parking
more
cars
out
in
front
of
the
properties
than
there
are.
P
I
have
to
say
that
our
code,
section
34-211c
in
the
rezoning
criteria,
says
that
we
have
to
consider
adoption
of
an
ordinance
based
on
one
or
more
factors,
provided,
however,
that
in
no
event
shall
condemn
not
be
approved,
which
will
result
in
an
adverse
Community
change
in
which
the
proposed
development
is
located
and
looking
at
other
Town
Homes
of
similar
size.
P
I
I'm
struggling
with
the
fact
that
there
will
not
be
an
adverse
Community
change
and
in
particular,
as
people
have
said,
about
Gonzalez
Park
I
live
fairly
close
to
there
in
Gonzalez,
Park
I
go
by
there
and
just
this
past
weekend
there
were
cars
parked
in
the
grass.
There
were
cars
parked
in
the
parking
spaces.
There
were
cars
everywhere
and.
P

Any
other
comments
on

this
past
tonight
bear
in
mind
that
we
do
have
a
second
reading
on
the
21st
that
between
now
and
then
we'll
be
able
to
consider
some
of
the
comments
and
issues
should
it
pass.
At
this
point

So
this
last
item
is
to
place
a

Amendment
on
the

for
the

that
we
have
discussed.
I
I
Q
Is
very
similar
to
the
one
you
saw
for
the
16
amendments
that
went
on
the
charter.
Previously,
the
intent
is
to
get
this
on
for
the
May

ballot
and
again
this
is
a
language
that
was
discussed
again
at

briefings.

We
will

we'll
just
go
through

cards
like
we
did
before.
We
do
not
need
to
swear
in
any
testimony.
So
if
you
will
come
up
and
give
us
your
name
and
address
you'll
have
three
minutes
to
address
the
council:
we're
pushing
nine
o'clock
if
you
can
keep
it
less
than
three
minutes.
We'd
all

to
this
one
of

Why
is
because
we

P
The
second
thing
is
for
attracting
new
buyers
to
our
property
when
we're
selling
our

That's
what
they
want
is
the

It's
also
going
to
decrease
the
values
of
our

so
it's
decreasing
taxes
that
are
available
to
the

and
if
we

we
always

You
know
I,

I
have
a
few
thoughts
on
this.
We
did.
That
was
the
very
first
question.
We
asked
our

before
we

there
and
we
were
assured
that
there
was
a

and
it
really
feels

AP
Probably
understand
why
we
feel
this
way.
It
feels
like
we're
changing
rules
in
the
middle
of
the
game
and
that
feels
very
unfair.
My

and
I
have
moved

We've
had
the
it's
difficult
to
move,
but
we've
also
been
given
a
lot
of
gifts
by
seeing
how
cities
are
well
run,
we've
seen
Walmart
shut
down,
and
it
really
does
depend
on
new

to
be
Visionaries
and
think
big
and
it's
it's
got
to
be
principle
before

so
we're
really
asking
you
to
all
of
you.

this
very
seriously

the

you're

A
few
years
back,
a
few
of
us
went
around
and
asked
the
residents
of
Jacksonville
Beach
about
hype
ordinances.
We
did
not
go
around
and
ask
investors,
we
asked
for
residents
and
a
pretty
good
number
of
them
said.
35
foot
is
as
high
as
it
needs
to
be,
and
I
think
anybody
that
wants
to
build
in
the
CBD
if
they
can't
make
ends
meet
in
three
stories,
there's
something
wrong
with
a
business
plan.
AB
We
need
to
stop
this
now.
This
is
sort
of
like
the
ground
coverage
thing
that
I've
been
harping
on
for
years.
At
one
time
we
said
20,
you
know
30
percent
and
we
went
to
35
then
to
45.
Now
people
are
asking
for
50.
same
thing
is
going
to
happen
here.
You
give
anybody
an
inch
they're
going
to
take
a
mile,
give
them
any
way
to
start
doing
about
35
feet
and
you're
going
to
have
high

in
downtown
again.

one
I

Neither
of
us
can
recall
an
abundance
of
positive
comments
coming
out
from
the
citizens
at
either
of
those
workshops.
In
fact,
the
one
that
I
attended
most

were

many
were
wary
of
the
intent
of
this
ordinance
number.

If
the
last

item
shows
us
anything
at

that
this

it
is
to

our

make

they're,

we

right
now,
before
we
start
looking
at

I
live
at
533,
11th,
Avenue
South,
you
know,
I
was
one
of
the
members
standing
in
front
of
Beach
Marine
with
our
excavator
playing
shark.
He
would
be
rolling
over
his
grave
if
we
heard
we're
going
back
to
50
beats
even
in
the
downtown
districts.
Look
at
neighborhoods
that
are
nice.
Why
do
people
go
to
Atlantic
Beach?
Why
do
they
go
to
Neptune
Beach
town
center?
Because
it's
one
story:
why
do
they
go
to
Five
Points?
Why
do
they.
S
I
have
Mary
brought
it
up.
This
is
an
open-ended
check
to
the
city
council.
He
don't
say
what
they
have
to
provide.
You
just
say
under
consideration.
So
if
they
just
put
in
a
little
coffee
shop
and
say
they
have
a
van,
you
can
say:
hey,
that's,
okay!
Well,
then
you
go
up
to
50,
there's
no
definition,
nothing
to
say
what
has
to
be
there
in
order
to
go
50
feet.
That's
my
time!
Thank
you.
W
Hey
you
was
good
too
James,
Laurel,
328,
North,
10th
Avenue,
and
at
first,
when
I
heard
this
I
was
open-minded.
I'd
say
this:
this
is,
you
know
we
should
look
at
any
option
that
can
make
Jack
says
a
little
bit
better
and
when
I
heard
all
the
handsets
and
thoughts
about
this
and
just
as
Mary
said
felt
that
the
is
not
organized.
W
It's
not
ready
to
go
to
a
boat,
but
what
I
was
thinking
of
when
I
was
thinking
of
this
65
foot
level
was
the
dolphin
Depot
project
and
with
playing
commissioner
did
there
was
the
fact
that
yeah,
your
your
grandfather
into
55
and
his
one
interesting
project,
they
came
in
three
stories
that
they
came
back
with
five
stores
because
they,
but
everything
met
code.
W
There's
no
exceptions,
no
no
deviation
from
the
plants
and
the
David,
even
what
you
had
already
proposed
is
already
in
the
in
the
ordinance
as
to,
whereas
they
had
zero
lot
lines.
Even
what
have
you
so
I
agree?
I
agree
with
Jose,
but
it's
the
fact
that
this
isn't
right
to
be
put
to
to
a
vote
yet
because
it's
not
what
the
people
want.
They
want
to
know
what
the
end
result.
W
We
want
to
know
all
the
answers
and
they
want
to
know
all
the
effects
and
even
the
exact
locations
that
you
would
you
would
consider
would
be
something
that
you
need
to
present
to
the
citizens,
because
you
gotta
remember
each
one
of
your
votes
is
over
3
000
people
to
the
city's
opinions
and
everybody.
The
number
one
thing
they'd
want
is
family
friendly,
so
we
can't
guarantee
family
friendly
with
any
any
private
Enterprise
they
were
developing.
So
let's
try
and
keep
that
in
mind.
W
N
My
name
will
509
10th,
Place,
South,
Jacksonville
Beach.
Welcome,
hope
you
guys
listen
to
us
tonight.
I
was
part
of
a
group
that
went
around
and
got
signatures
and
I
spoke
to
families,
not
investors,
not
Builders.
We
fought
and
we
got
the
limit
to
be
at
35..
Please
don't
bring
it
back
up,
leave
it
where
it's
at.
Thank
you.
B
AC
AK
804
13th
Avenue,
North,
Jacksonville
Beach,
and
you
know
listening
to
all
these
developers.
They
all
have
these
things
that
they
want
to
throw
in
to
make
it
look
like
you
want
it
I
mean
that's
what
we
saw
for
the
last
two
hours
here.
You
know
you
almost
said.
Let's
do
that,
but
you
know
look
at
a
picture
of
it
and
it's
what
you
didn't
want
and
they
show
you
what
it
was
going
to
be
before
they
made
their
changes.
That's
what
you
didn't
want
to
and
50-foot
buildings
on
our
beach
is
not
what
we
want.
AK
It
doesn't
matter
that
they
want
to
put
Parks
under
them
or
make
more
access
to
the
beach
for
people
and
make
it
all
this
wonderful
place.
It's
still
going
to
be
a
50-foot
building.
If
you
drive
down
first
street
from
Neptune
Beach
and
look
past
the
palm
trees
that
they
blocked
the
road
with,
and
you
look
down
to
Jax
Beach
you
just
that's
just
not
where
people
that
live
here
want
to
see,
and
you
know
at
one
point
way
back
in
the
old
days
they
didn't
have
a
Planning
Commission.
AK
They
left
it
up
to
the
small
businesses
at
the
beach
and
said
they
care
about
being
there.
They
have
that
little
business
there,
but
what
they
didn't
take
into
consideration
is
what
they
did.
Care
about
was
making
more
money
so
having
more
hotels,
more
rooms,
more
people,
more
Apartments,
just
as
making
more
money
to
the
small
businesses
and
I've
got
nothing
against
the
small
businesses,
but
there
has
to
be
some
limit
and
that
35
feet
sounds
like
what
it
should
have
been.
B
AQ
Ken
Marsh
2011,
Yale
Avenue
I
speak
in
opposition
to
this
ordinance.
It
lacks
Merit,
it
lacks
justification
and
it's
incomplete
it's
incomplete
because
you
want
the
public
to
support
the
downtown
hype
incentive.
That's
based
upon
some
criteria
of
incentives,
but
you
can't-
or
you
don't
want
us
to
know
what
the
criteria
is
it's
being
considered.
AQ
This
is
the
card
ahead
of
the
horse
and,
quite
frankly,
it
has
the
appearance
of
a
lack
of
transparency,
relaxed,
Merit
and
justification,
because
the
public
is
totally
in
the
dark
of
the
who,
the
what
and
the
why
it
has
all
the
appearance
of
a
manufactured
deed.
You
have
not
told
us
what
the
problem
is
that
you're
trying
to
solve
who's
going
to
pay
benefit.
What
is
going
to
be
developed
is
this,
for
the
citizens
is
the
intent
to
bring
residents
downtown.
Are
you
wanting
to
create
office
space,
more
hotels,
upscale
condos?
AQ
What
is
the
problem
you're
trying
to
solve
there?
These
examples
appear
to
help
a
host
of
people,
but
does
little
to
support
bringing
the
residents
downtown.
If,
if
there
is
a
plan,
please
let
us
know
what
that
is,
and
let's
talk
about
the
territory
limits.
This
is
not
just
about
specific
Parcels
downtown.
This
is
opening
up
the
entire
CBD
to
the
potential
of
55
feet.
It
means
some
big
business
can
come
in
Via
Parcels,
multiple
parcels
and
build
five-story
buildings
anywhere
in
our
downtown
anywhere
in
our
downtown.
AQ
AQ
Not
one
future
investor
or
developer
came
to
speak
about
the
downtown
they
could
help
create
with
this
additional
height
and
let's
look
at
what
we've
done
with
the
hype:
Margaritaville
Spring,
Hill,
Suites,
Sheraton,
Four,
Points,
pierpoint
Metropolitan
is
any
of
that
helping
out
bringing
the
residents
downtown
if
that's
the
plan,
but
the
best
reason
you
have
that
the
height
doesn't
necessarily
mean
getting.
The
best
development
is
the
soon
to
be
open.
Town
Center
complex
being
developed
by
Mark
Angelo.
AQ
It
is
the
single
best
thing
that
has
happened
to
our
downtown
period
and
historian,
and
the
quality
complex
by
this
quality
developer,
without
the
need
for
additional
hype
that
this
is
the
argument
for
you
not
needing
height
to
bring
in
or
entice
development.
This
is
the
best
thing
that
has
happened
to
Jack's
B
and
it
doesn't
require
additional
hype
so
going
forward.
I
am
not
opposed
to
understanding
the
need
for
the
hype
or
feel
you
have
more
homework
and
more
specificity
as
it
relates
to
this
ordinance.
Thank
you.
M
This
issue
should
probably
not,
in
my
opinion,
be
debated
at
this
hour,
you're
talking
about
an
increase
of
20
feet,
which
is
clearly
something
that
76
percent
of
residents
were
opposed
to
and
the
City
of
Atlantic
Beach
and
Neptune
Beach
were
also
in
agreement,
but
that
does
not
benefit
the
city,
nor
does
it
benefit
the
community
and
the
residents
that
I've
been
a
part
of
for
such
a
long
time.
I've
lived
here
worked
here,
played
here,
love
it
here.
M
It's
certainly
something
that
we
all
have
already
talked
about,
and
you've
heard
it,
but
I
I
just
have
the
same
concerns
that
Mr
Marsh
said
was
the
incentive
criteria
it's
irrelevant
actually
to
me
at
this
point:
what
incentives
are
we've
already
seen
all
these
new
restaurants
open
this
place
is
buzzing
I,
don't
think
that
we're
having
any
difficulty
attracting
developers
I
know
the
the
things
that
have
gone
on
in
the
past,
but
I
have
never
seen
things
like
what
we're
seeing
now
I'm
a
huge
Surfer.
M
As
I
mentioned,
we
now
have
international
surfing
competition
for
women
that
goes
on
every
single
year,
we're
attracting
more
and
more
concerts
sporting
events,
all
kinds
of
things
that
are
bringing
people
here,
I
do
have
my
Master's
in
natural
resources,
and
it
is
something
that
I
am
constantly
concerned
about
is
permeability.
I
do
own
a
home
out
here
on
this
Barrier
Island
I.
Do
worry
about
saltwater
intrusion.
I
do
worry
about
the
state
of
our
Dunes.
I.
M
AP
M
Ian
and
Nicole
should
not
be
far
from
your
memory.
We've
watched
for
four
days
at
80
mile
per
hour,
sustained
winds
as
the
mayor
and
I
sat
through
and
listened
to
all
of
that
information
about
just
how
dangerous
those
storms
are.
There
is
no
reason
that
we
should
be
increasing
density.
In
fact,
most
Army
Corps
of
Engineers
and
so
on
planners
are
not
talking
about
increasing
density
on
Barrier,
Islands,
I.
Think.
M
AO
Charity
large
405,
32nd,
Avenue,
South,
Jacksonville
Beach
from
there
there's
a
city
council
everybody's
been
incredibly
articulate,
so
I
don't
need
to
go
over
a
lot
of
these
things,
but
I
do
I.
Do
believe
that
this
is
not
ready
for
the
vote
tonight.
There
really
needs
to
be
more
work
on
this.
There
needs
to
be
more
transparency
and
there
needs
to
be
a
defined
criteria
that
the
public
can
review.
AO
AO
You
came
here
you
wanted
to
build
here,
knowing
what
the
restrictions
were.
What
we've
seen
is
a
lot
of
very
successful
buildings
right
now,
like
the
buildings
that
were
mentioned
in
the
Ruby
were
working,
mutualizing
oku
and
some
of
the
other
structures
that
are
building
within
the
height
limit,
we're
not
having
a
problem
bringing
here
people
here
at
35
feet,
quite
the
opposite:
we're
building
we're
developing
and
we're
drawing
people
here
more
than
we
ever
have
and
I
grew
up
here,
and
so
it's
it's
it's
it's
it's.
AO
What
I
would
urge
you
to
do
is
number
one
table
this
until
we
get
a
very
clear-cut
criteria
for
people
to
review
and
then
also
I
again,
I'm
super
excited
about
the
direction
we're
going
to
and
I
would
like
to
see.
I
would
just
like
to
see
the
final
language
and
and
keep
in
mind
that
people
come
here
for
the
beach.
They
don't
come
here
for
the
buildings.
Really,
the
really
the
main
thing
they
come
here
for
is
the
beach,
and
so
let's
protect
it.
AO
B
You
Mr
Jones,
we
have
Valerie
Mattie
does
not
wish
to
address
the
council,
but
as
opposed
to
the
agenda
item
on
their
followers.
B
Craig
Bruce
does
not
wish
to
replace
the
council,
but
is
opposed
to
the
agenda
item
and
Luanne.
Lentz
does
not
wish
to
address
the
council
that
is
opposed
to
the
agenda
item.
B
Let's
see,
how
do
we
want
to
go
forward,
so
let's
go
ahead
and
have
a
motion
and
see
where
we
are
with
discussion.
This
I'm.
AJ
Sarah
Brian
for
3
12th,
Avenue,
South,
I,
didn't
plan
on
speaking,
but
I
think
this
is
important
and
I
know
that
I.
AJ
That's
been
speaking
with
us,
but
this
is
something
that's
really
near
and
dear
to
the
heart
of
people
that
are
my
age
as
well.
The
Clarity,
that's
been
commented
on.
It,
isn't
here
the
criteria
that
you're
asking
for
these
businesses
to
eventually
you
know,
come
up
with
and
kind
of
drop
their
Hoops
for
the
Criterion.
The
criteria
that
you
guys
are
going
to
be
asking
for
requiring
really
does
need
to
be
transparent
to
the
community.
It's
not
like
when
he
had
said
over
the
horse.
AJ
Etc
like
it's
asking
too
much
for
us
to
go
ahead
and
decide
on
something
or
put
intelligent
thoughts
towards
something
when
we
don't
actually
even
know
what
the
end
result
is
going
to
be
with
the
criteria
that
you're
going
to
be
asking
these
businesses
to
you
know
do
to
have
this
occur
just
historically
your
seat.
In
your
terms,
here
it
has
value,
and
you
should
also
honor
everybody.
AJ
That's
come
before
you
and,
like
others
said,
some
people
would
be
turning
in
their
grade
if
they
knew
that
this
is
even
up
for
discussion
for
all
the
years
that
we've
been
here
and
heard.
All
the
new
companies
that
are
coming
through
and
things
that
are
going
to
be
built
again
have
been
successful
under
that
guideline,
so
going
above.
That
I
just
feel
like
we're,
washing
away
all
the
effort
and
all
the
decisions
and
all
the
fight
that
people
have
put
forward
before.
X
AJ
Years
before,
where
this
has
just
been
an
established
agreement
within
the
city,
I
also
worry
about.
If
there's
any
conflict
of
interest
for
anybody,
that's
you
know,
sitting
on
the
council.
I
know
we
can't
answer
and
have
questions
or
you
have
questions
answered
here,
but
if
there
is
a
conflict
of
interest
of
somebody
that
has
a,
for
instance,
a
business
that
follows
them
in
those
parameters
where
their
business
can
be
elevated
and
more
prosperous,
with
a
height
increase
and.
V
I
D
I
AJ
AJ
Wants
to
be
here
this
late,
but
especially
when
it's
something
that's
very
important,
push
it
to
the
front
of
the
meeting,
if
possible,
or
try
to
get
it
to
wear
more
eyes
and
on
it,
because
this
building
is
empty
now
and
I
think
there
are
a
lot
of
people
that
were
here
before
that
probably
would
have
gained
some
value
and
insight
in
the
fact
that
the
criteria
is
transparent.
There
might
be
a
conflict
of
interest.
There
really
isn't
a
lot
of
support
and
a
lot
of
things
have
happened
successfully
under
that
restriction.
So
thank
you.
Z
19Th

Jacksonville,

I'm
begging
you
to
table
this.
There
has
not
been
enough
time
spent
on
this.
This
is
a
huge
decision
which
will
wait
for
decades
and
decades
on
this
beach.
Nobody
has
mentioned
something
about
how
much
more
police
are
we
going
to
require
all
the
other
infrastructure
things
that
are
going
to
be
required
from
these
things
that
you're
voting
on
right
now
and
then
to
shove
it
through
in
the
May
elections
is
crazy,
spend.
I
AF
Z
AH
I
AH
Knows
what
that
criteria
is
so
you're
asking
the
voters
of
Jacksonville
Beach
to
hope
that
you're
going
to
get
it
right?
What
they
think
the
right
criteria
would
be.
I
think
that
it
is
way
too
early
for
this
to
be
in
front
of
this
body
to
get
it
on
the
ballot
and
I
understand
that
there
is
a
rush.
You
want
it
on
the
March
ballot
and
you
didn't
have
the
workshops
and
the
stuff
ready
beforehand
and
you're
like.
I
AH
Gonna
have
to
get
it
on
the
May
ballot
and
you
still
haven't
had
the
workshop
to
delineate
with
the
criteria
should
be
to
get
that
additional
height,
so
I
see
you
know
in
a
linear
way.
First,
you
need
to
decide
on
criteria
the
the
CRA
and
you
all
have
to
decide
what
criteria
are
going
to
be
required
to
be
able
to
get
that
additional
20
feet
downtown.
AH
Once
it
is
decided,
then
we
should
be
asking
the
residents,
the
voters
of
Jacksonville
Beach
to
approve
or
disapprove
the
the
ballot
initiative
and
have
that
specific
date
of
when
that
criteria
was
agreed
upon.
So
this
way
the
criteria
cannot
be
changed
at
a
later
date
by
a
future
Council
Council
or
a
future
CRA.
I
AH
All
received
my
email
today
and
I
have
sent
it
to
others
as
well.
I'm
an
agnostic
on
the
height
limit,
I,
don't
think
the
height
limit
is
the
thing
that's
going
to
be
the
savior
of
Jacksonville
Beach.
If
we
look
at
our
sister
beaches
to
the
north
they're
35
feet,
but
it's
parking
that
there
that's
not
tying
their
their
businesses
down.
We
have
a
couple
nice
properties
here
that
are
not
being
developed
because
those
owners
are
waiting
for
you
to
eat,
to
increase
the
height
limit,
if
they're,
not
sure.
K
AH
And
then
the
owners
of
those
properties
know
what
they
want
to
do
something
they
have
to
do
in
35
feet,
which
has
been
which
we
have
seen
is
working
on
the
corner
over
here
with
the
Jax
Beach
town
center,
with
the
Jay
Johnson
Gallery
development
and
that
whole
block
so
don't
table
this
kill
this
tonight
to
let
the
property
owners
in
the
downtown
area
know
you
can
be
successful
at
35
feet.
So
it's
time
to
do
it
unless
they're
going.
B
You
Miss
Dumont
we're
still
not
clapping.
Anybody
else
speak
for
oh
yeah.
There
we
go
basically
if
anybody
else
speak
in
for
or
against
this
ordinance.
Public
hearing
is
closed.
Let's
get
a
notion
and
start
Council
discussion.
O
B
A
This
question
is
for
the
City
attorney.
Multiple
people
said
this
would
open
up
a
can
of
worms
to
over
55
feet.
Would
if
this
passed
by
the
vote.
If
the
voters
approve
this,
would
it
is
there
any
circumstance
you
would
that
you
see
that
any
building
would
be
able
to
go
over
55
feet
without
going
back
to
the
voters
for
additional
height.
F
Yes,
I
mean
based
on
the
language.
The
criteria
would
be
set
by
the
CRA
in
the
council
and
the
decision
as
to
whether
or
not
those
hypernesses
should
be
granted
demonstratively
and
there
will
be
no
need
for
the
developer
to
come
back
to
the
city
council
over
55
feet
over
50.
No,
that's
correct,
I'm!
Sorry,.
I
F
Back
to
the
voters,
not
not
over
55
feet
up
to
55
feet.
The
answer
was
yes
over
55
feet.
The
answer
would
be
no
because
basically
you're
just
allowing
for
a
cast
of
an
additional
20
feet,
but
it's
not
automatically
guaranteed
to
anyone
who
want
it.
They
would
still
have
to
meet
those
High
bonus
requirements
that
would
be
again
established
between
the
Seattle
government.
You.
A
Know
there
are
a
lot
of
people
talking
about
transparency.
We
did
we've
done.
We've
been
working
on
this
for
well
over
a
year,
we've
had
multiple
multiple
workshops.
You
know,
I'm,
not
sure
how
you
get
the
city
more
involved.
The
residents
more
involved
in
these
I
mean
we
put
the
information
out
there.
A
We
invite
people
to
come
and
do
it
come
and
do
it
I
think
it's
been
a
very
long
time
and
it
was
since,
since
it
was
on
the
ballot
initiative
initially,
and
that
ballot
did
leave
it
open
for
in
order
to
change
it
to
give
up,
they
would
have
to
go
back
to
the
voters.
So
it's
been
I,
don't
know
it's
been
15
years
from
something.
Let
me
do
my
math.
So.
A
Criteria
have
been
established
pretty
substantially
in
the
meetings
that
we've
had.
My
other
question,
for
the
did
you
put
this
were.
Q
Q
The
workshops
we
did
discuss
some
pretty
detailed
criteria,
leaving
some
blanks
as
far
as
percentage
and
square
footage
and
things
of
that
nature,
but
you're
right.
We
did
discuss
that
in
great
detail.
It's
something
that
would
have
to
be
possibly
put
in
our
comprehensive
plan,
possibly
in
our
updated
Land
Development
code
and
in
the
downtown
Redevelopment
plan.
That's.
O
Is
there
any
way
to
include
those
the
requirements.
Q
For
the
incentives
in
a
referendum,
that's
limited
by
verbiage
I
think
they
could
be
included
in
the
charter,
but
then
again
we're
still
with
those,
and
we
can't
change
was
back
before
the
vote.
So
you're
stuck
with
those
incentives.
If
we
find
out
one
of
them,
maybe
isn't
working,
it
has
to
go
back
to
the
voters
to
change
as
opposed
to.
If
it's
in
the
comprehensive
plan,
the
Land
Development
code
and
the
downtown
Redevelopment
plan,
then
it
goes
through
those
channels
through
CRA,
Planning,
Commission
and
Council
to
make
adjustments
if
something's
not
working
and.
Q
A
E
Many
thoughts
are
going
to
my
right
now.
I,
don't
know
if
I
want
to
kill
this,
but
I
am
leaning
a
little
bit
towards
that.
Maybe
table
table
in
this
agenda.
Item
I
want
to
make
sure
and
I
know
we
all
want
to
make
sure
we
get
this
right.
E
When
I
go
to
vote
and
I
look
at
a
referendum,
sometimes
the
Burbage
is
very
minimal.
Sometimes
it's
very
extensive
and
you
don't
know
what
you're
voting
for
I
want
to
make
sure
when
this
is
on
each
ballot.
That
is
very
clear
and
that
the
voters
are
know
what
they're
voting
for
right
now.
I,
don't
know
how
I
will
vote
if
it
was
in
a
ballot.
If
I
wasn't
involved
with
the
city
council,
I
thought
it
was
just
a
regular
Joe,
snow
and
I'm
just
doing
my
civic
duty
right
now
in
the
seat.
E
H
Jensen,
it
was
Ireland
piggyback
it
off,
but
councilman
Nichols
said
so.
If
this
passes
and
somebody
decides
they
want
to
come
in
and
build
without
the
incentives
in
place,
the
hype
restriction
is
still
35
feet.
Correct,
yeah,.
C
Yeah
just
well
in
2004,
the
decision
was
made
at
35
feet.
You
know
somebody
mentioned
flying
sharp
playing
sharp
was
a
dear
friend
of
mine.
Was
you
know
my
captain
I
joined
the
last
words
36
years
ago,
and
I
knew
that
that
was
one
of
those
things.
I
remember
voting
for
that
and
so
I.
That's
what
I'm
trying
to
figure
out
where
we
went
from.
We
all
voted,
everybody
voted
and
said.
No
thanks,
we're
35
feet
is
good.
Then
what
was
the
impetus?
Where
did
we
get
to
where
we
are
now?
B
Can
summarize
and
I
think
that
we
did
a
number
of
community
visioning
meetings,
plus
Those
About,
to
have
been
involved
on
Council
for
quite
some
time
we're
seeing
some
stalled
out
developments
downtown
where.
B
Higher
density,
more
intensive
use
than
other
parts
of
our
area
and
and
I
will
agree.
One
of
the
strangleholds
is
also
parking.
When
you
look
at
the
Jacksonville
Beach
town
center,
you
look
at
oku.
They
do
not
have
a
parking
requirement.
They
are
grandfathered
into
that.
So,
if
you're
the
element-
and
you
have
a
full
City
Block,
basically
to
to
redevelop-
and
you
have
to
fit
everything
into
three
floors,
including
your
parking,
it
gives
you
no
room
for
creativity.
B
It
also
gives
us
no
room
to
work
with
them
to
say
if
you
put
a
restaurant
on
your
rooftop
or
retail
on
your
first
floor,
we're
going
to
give
you
an
extra
floor.
So
basically
for
me,
this
is
designed
to
give
us
the
ability
to
have
some
flexibility
when,
with
working
with
projects
that
we
want
to
attract
to
our
downtown.
So.
A
It
was,
it
was
decided
because
we
were
trying
to
avoid
residential
high
rises,
so
residential
ownership
on
high
rises
and
then
by
Beach
Boulevard
Bridge.
They
were
going
to
put
in
a
40-story
I.
C
Mean
a
crazy
thing
and
then
subsequently
the
process
came
along
that
the
desire
was
to
do
development
downtown,
but
Builders
or
somebody
there
was.
We
came
to
develop
downtown
without
the
incentivizing
or
attempting
to
incentivize
people.
If
you
want
to
go
higher,
then
you
will
provide
a
a
benefit
to
the
city.
Is
that
correct?
C
So
having
said
that,
yeah
I
mean
I,
do
understand
the
process.
I
just
I
want
to
ask
those
questions.
I
would
also
say
that
I
agree
with
many
of
the
people
that
were
commenting
here
is
that,
without
without
specific
criteria
laid
out,
I
am
reluctant
to
support
this
without
knowing
what
you're
getting
into
and
we'll
open.
P
As
a
lot
of
people
have
said,
I
agree
on
and
I'm
not
convinced
that
changing
the
charter
to
allow
increased
height
is
the
solution
to
our
issues
in
the
in
the
central
business
district.
I.
Think
parking
is
a
big
issue,
as
others
have
said,
I
totally
agree.
We
have
really
excellent
examples
of
developers
who
have
done
wonderful
things
in
our
downtown
within
the
35
feet.
P
P
You
know
you
can
put
parking
on
top
of
a
building
and
you
can
still
do
it
all
within
35
feet.
I
agree
with
what
several
people
have
said.
This
is
putting
the
cart
for
the
horse.
We
don't
have
the
incentive
criteria
defined
and
I
think
that
the
citizens
and
the
voters
need
to
know
what
that
criteria
is
before
they
make
a
decision
on
a
ballot
initiative,
and
it
doesn't
it
it
needs
to
be.
P
The
that
they're
approving
and
oh
by
the
way
it
could
change
and
you
don't
have
any
control
over
changing
that
changing
so
I
can
understand
where
the
citizens
are
coming
from
and
currently
as
it's
written,
I
I
can't
support
it.
I
feel
like.
B
C
No
I,
just
one
more
thing
that
just
popped
into
my
head,
we
touched
on
we
touched
on
this
with
CRA
workshop
and
I
mentioned,
was
one
of
the
issues
for
development
down
downtown
district
is
parking.
One
of
the
things
we
touched
on
at
CRA
Workshop
was
implementing
some
parking
structure
providing
more
parking
and,
if
we're
able
to
provide
we
as
a
council-
and
we
can
lead
our
way
through
this-
provide
more
parking,
then
we
may
find
people
who
say:
hey.
C
35
feet
is
a
month
if
we
pack
for
parking
now,
obviously
everybody's
going
to
want
to
go
as
high
as
they
can
as
much
as
they
can
as
densely
as
they
can,
because
they're
trying
to
make
that
money.
But
at
the
same
time,
if
we
can
lead
that
way,
there
may
not
necessarily
need
to
be
the
need
to
incentivize
people
to
provide
more
parking
on.
You
know
whatever
we're
offering
as
an
incentive.
B
E
A
refresh
your
question
for
Miss
Ireland
that
Mr
Corey
Nichols
asking
if
we
were
to
put
the
criteria
on
the
ballot-
and
you
said
something
like
if
it
doesn't
work,
we
still
have
to
go
back
to
the
voters
to
change
that
criteria.
Yeah.
Q
B
U
You
still
have
to
sit
here
for
the
rest
of
the
meeting
so
to
follow
up
on
that
Heather,
but
that's
not
to
say
that
if,
if
the
criteria
were
established
and
put
into
the
comp
plan
and
Land
Development
code,
that
agreed
to
up
front
and
reviewed
with
the
citizens
and
whatever
else
then
put
it
to
the
comp
plan
to
let
Land
Development
code,
where
it
could
be
at
a
later
time,
if
it
made
sense
adjusted
because
certain
things
are
working
and
certain
things
were
not,
that
would
be
fine,
correct
and
and
the
55
the
the
amendment
would
get
passed.
Q
Q
U
I
think
you
could
reference
the
criteria
that
are
included
in
the
comp
plan
or
LDC.
The
citizens
would
approve.
The
you
know
would
approve
the
height
modification
that
it
would
reference
those
the
instruments
that
were
in
or
the
the
criteria
that
were
in
those
two
instruments.
P
Just
a
quick
follow-up
to
Mr
Horn's
comments,
I
would
I
apologize.
I
wasn't
able
to
attend
the
joint
CRA
city
council
meeting,
but
I
did
listen
to
the
meeting,
and
it
seems
to
me
that
two
of
the
two
of
the
things
that
were
discussed
that
there
was
interest
in
increased
height
was
a
parking
structure
like
Mr
horn,
said
and
then
the
P3
development
in
the
Latham
Plaza
parking
lot.
P
That's
an
alternative
to
what
we're
talking
about.
That
could
be
done
more
immediately,
as
opposed
to
going
through
this
process
of
because
it
sounds
like
the
parking
that
would
cover
the
parking
issue.
But
then
it
would
also
cover
the
desire
to
attract
what
we
want
to
the
downtown
area
in
that
P3
development.
Now,
that's
one
way
to
do
it
without
having
to
go
through
the
the
longer
process
that
Ms
Ireland
talked
about
with
developing
the
incentive
criteria,
and
it
gives
the
citizens
the
ability
to
vote
on
that,
but
not
open
up.
B
A
Do
some
research
on
how
we
can
finalize
some
of
the
sentence
that
an
extent
of
criteria
to
so
we'll
have
more
information?
My
my
understanding
at
the
at
the
workshops
that
we
had
that
that
we
had
all
come
to
a
pretty
good
agreement.
B
AJ
Wait
so
let's
go
definitely
yeah.
Second.
B
A
R
R
B
Motion-
I
will
say:
I
didn't
say
this
during
the
original
motion.
I
was
expecting
that
at
this
point
we
would
have
more
firm
criteria,
but
I
can
also
see
why
we
don't
so
I
and
we
also
assist
Council
until
tonight
have
not
discussed
this
issue
with
our
two
new
members.
So
I
do
think.
We
need
to
throw
this
back
to
a
council
briefing
as
well
between
now
and
then
any
other
discussion
on
the
amendment.
Madam
clerk
roll
call.
