spoke
to
Hampton

and
he's
looking
into
the
situation,
because
there
is
no
sidewalk.
Nor
is
there
a
crosswalk,
that's
adjacent
to
that
parking
area,
and
he
thinks
that
that.

speech
related,
because,
despite
the
fact
that
that
this
tends
to
be
a
Jacksonville
election
with
Jacksonville
seats
on
the
ballot,
we
do
have
the
hike
increase
referendum

anybody

Voters
need
to
make
sure
you
get
out
and
vote.

also
want

Senator
clay,
Yarbrough
and
Senator
Tracy
Davis,

both

been
advocating

Jack
speech,

there

several
things
that
we
have
been
asking
the
legislature
to
do

give
us

tools

we

manage
the
problem
actors
that
we're
having
and
the
bill
has
been
amended
several
times.
The
Senate
bill
has
been
it's
not
exactly
where
we
want
it
to
be,
and
both
Senator
Yarborough
and
Senator
Davis
voted
against
it,
but
it
still
passed
through
the
Senate.
So
next
step
is
I.

it's
been
sent
to
the
house
and
it's
possible
that
the
house
may
take
the
Senate
bill
and
take
it
up
and
vote
on
it.
If
they
do,
that's
preferred,
even
though
it's
the
lesser
of
two
evils.

hospital
is
worse.
So
that's
where
the
vacation
rental

really
valuable

our

bit

Joanne
Wallace.
Who
is
the
one?

Joanne,

her,
had
her
professional
career
with
CSX.
That
most
recently
has
worked
as
a
business
consultant
and
life
coach,
and
when
I
first
met
her,
she
was
heavily
involved
with
the
Youth
Empowerment
Summit,
which
she
co-founded
just
before.
Covid
Julian
got
involved
with
the
Dig
local
network,
which
runs
the
Beach's
Green
Market,
and
it
was
a
really
tumultuous
time
for
the
organization.
They
had
moved
from
their
home
at
jarborough
Park
to
a
parking
lot
at
Atlantic
Beach,
City
Hall,
which
was.

on

and
they
were
too,
and
our
Parks
and
Rec
team
worked
hand
in
hand
with
them
to

city

Jacksonville
Beach
before
you,
Council
I
have
a
I
did
22-23
for
liquid
chlorine
and
sulfadoc
on
dioxide
for
the
utility
plants,
the
water
and
waste
water
plants
who
use
the
the
chlorine
for
disinfection
in
the
underwater
and
the
sulfur,
the
oxide
in
the
City
utility
plants
and
the
current
contractors,
with
the
Allied
Universal
Corporation
for
the
provision
of
liquid
chlorine
and
sulfur
dioxide,
and
it
expires
on
June
16th
of
this
year.

These
chemicals
are
a
very
competitive
bid
and
with
the
receipt
of
two
beers,
the
lowest
response,
responsibility
was
Allied
Universal
and
the
cost
of
these
chemicals
were
are
two
two
thousand
one
hundred
and
fifty
dollars
per
ton
for
liquid
chlorine
and
195
dollars.
Put
for
150
pound
cylinder
with
the
city
of
Jacksonville
Beach
recommends
so
we'll
order
up
the
bed
for
one
year
term,
with
the
option
to
renew
for
a
three-year
additional
one-year
periods
to
be
Allied.

community

Partnerships
to
make

it

fantastic
Pier,

rebuilt,

better
than
it

it's

there

many
many
years

to
make
that
happen,

those
that
were
a
part
of
the
team

construction
to
deliver.

beaches
with
me,
after
I
left,

joined
the
army
moved

Germany,

it
was
really
great

able
to
carry
that
that
spirit.

attitude
with
me
over
there,
because
it's

winter
time,

very
cold
in
Germany.

the
Land
Development
code,
section
34348
provides
further
procedures
and
the
standards
to
be
applied
for
applications
seeking
approval
for
PUD
zoning.
If
you
look
to
page
six
of
eight
of
your
packet,
you
can
see
that
the
proposed
amendment
is
quite
limited.
We're
only
making
one
change
but
to
two
separate
paragraphs,
section
348i
and
348
J2,
and
the
substance
of
these
changes
would
be
simply
to
bring
this
particular
provision
of
the
code
in
line
with
other
provisions.

hearing

reading

laws

State

Florida,
an
ordinance
which
changes

within
a
zoning
category
or
which
otherwise
changes
the
text

the
Land
Development
code

the
Quasi
legislative
proceeding,

of
the

ask

council
take
a
step
back
on
this
and
really
think
about
it,
because
if
you
reference
34-211,
you
assume
the
entire
Land
Development
code
into
the
Pud
section,
and
that
means
that
any
changes
you
make
to
the
Land
Development
code
in
the
future
would
apply
to
every
PUD.
I
would
ask
that
the
the
council
and
staff
take
a
look
at
specific
Provisions.
They
think
that
the
Pud
section
is
lacking
and
specifically
address
them.
The
issue
is
going
forward
is
that
puds
are
used
for
specifically
for
creative
and
new
designs.

more
practical
consideration
is,
if
there's
an
amendment
to
an
existing
PUD,
you
would
now
have
to
apply
the
entire
Land
Development
code
to
that
existing
PUD
I'll.

you
an
example
of
a
pedi
worked
on

hospital

is
within
the
Pud,
and
if
there
was
going
to
be
an
amendment
going
forward
to
that
any
of
the
variances
that
were
baked
into
the
Pud,
because
section
342
at
Nash,

was
not
applicable
when
that
beauty
was
passed.

Could
prevent
that
view
even
going
forward
against
trying
to
ease
up
the
DVD
code
I'm,
not
against
trying
to
add
more
strange
standards,
I'm
just
asking
you
to
take
a
step
back,
and
if
you
do
reference
34-11,
you
effectively
prevent
it
pretty
much
any
PUD
from
ever
being
approved
again
so
you're
also
affecting
any
amendment
to
previous
duties.

gentleman

already

intent
is
not
only

consistency
between
the
standards

resolve

where
we
felt

like

handcuffed
in

Limited
factors
that

these
applications.

the
intent
will
probably

effect
of

would
probably
end
up

approved

think
it
won't
stand
back

look
at

but

necessarily-

that
would
be
an
unfair
process

the
standards
that
are
articulated
in

subsumed

the
toolbox

211..
So
again,
I
think
we
can
address
some
of
those
concerns
by
adding
some
names
in
terms
of
Made
bread
following
in.

you
will
those
puds
that
have
already
been
approved
and
then
look
and
look
at
this
as
a
prospective
ordinance
going
forward,

this
is
that,
if
211
is
the
correct
criteria
that
we
need
to
be
basing
our
decisions
on
when
it
come

it
comes
to
puds
that
that
should
apply
even
to
amendments
I'm,
not
sure

apply
to
amendments.

So
if
it's
okay-
the
history
behind
this,
when
we
sort
of
goes
back
to
encase,
that
Mr
Miller
was
referencing
in
his
his
his
comment
when
he
was
at
the
podium,
there
was
a
case
that
the
city
was
involved
in
where
the
city
had
articulated
the
more
narrow
standards
to
applaud
in
these
rezones
and
the
specific
section
that
was
going
to
review
at
that
time
was
34-347.

Well,
that
was
challenge
because
the
argument
was
the
applicant
wasn't
given
notice
that
these
were
the
standards
that
they
would
have
to
meet
in
order
to
get
that
approval.
Now
the
Court
ruled
in
favor
of
the
applicant
saying
that
this
sort
of
switching
out
of
the
standards
was
greater
than
manifest
Injustice
to
the
applicant,
because
the
applicant
hadn't
been
given
notice
of
that
particular
consideration.

What
we
did
we
went
and
changed
the
code
with
respect
to
r
d,
but
not
for
the
Pud
Zone
that
we've
actually
ever
compared
the
language
between
those
two
sections
is
very
similar
in
some
sections,
almost
the
same
language
and
so
by
us
failing
to
do
that
throughout.
Where
there's
this
consistency
of
language.
Once
again,
once
there
was
this
ped
application,
an
applicant
who
was
involved
in
the
first
dispute
was
able
to
take
advantage
of
that
that
whole
mission
on
our
course
in
terms
of
correcting
the
code,
whether
211
is
the
best
tool
or
not.

the
one
that
we
rely
upon
and
so
I
think
as
a
short,
throw
and
fix
this
works,
because
the
LDC
is
still
under
sort
of
construction,
and
so,
as
discussions
go
forward,
we
might
decide
that
that
area
both
of
these
sections
can
be
better
flushed
out.
But
in
terms
of
a
stop
Gap,
this
seemed
to
be
the
most
appropriate
step,
a
stop
gap
which
also
provides
us
some
consistency
throughout
the
LDC.

bring

particular
arguments
to
council's
attention,
but
it
doesn't
mean
that
those
standards
were
not
applied
in
the
initial
consideration
of
some
of
those.

ordinance

repeal
sections
2-27

2-48
of
the
code

conversations

particular
code
Provisions
in
the
past.
They
deal

processes
that
a
council
would
apply
to
their
meetings
of
the
information
or
the
content
of
these
sections
really
are
redundant
in
many
ways.

Porter,

now

legislative
policy
manual,
many
of
them
have
been
transferred
over
into

particular
document

to
the

not
