This

new
pedestrian
signal
for
us.
We've
never
had

this

it

be
activated
tomorrow
and
there
are
lights
that
will
flash
yellow
when
a
pedestrian
presses
the
button.
This
is
not
a
signalized
intersection.
This
is
at
15th,
Avenue
North
and
then
the
light
will
turn
red
to
stop
the
cars.

hope
that
drivers
will
pay
attention.

know
we're
not
used
to
stopping
at
15th
Avenue
North,
but
want
to
let
everyone
know
that
this
new
pedestrian
Crossing
hopefully
will
help
people
get
safely
across
15th,
Avenue
North
and
with
it
being
different.
The
other
thing
that's
different

it
is
that
once
The
Pedestrian
starts
Crossing
15th,
Avenue
North,
the
light
will
start
blinking
red,
and
that
means
cars
are
supposed
to
wait
until
the
pedestrians
have
gotten
clear
of
the
crosswalk.

the
cars
can
proceed
through
fdot
sent
a
press
release
out
and
I
hope
that
the
city
will
be
posting,

our
social

so
that
you
guys
can

the

really
good

Bill
that

going
through

legislature

do
with
vacation
rentals
and
several
of
us

reaching
out
to
our
legislators

discourage
them
from
approving
this
bill.

it

before
a
house
committee
today.

able
to
get
an
update

encourage

fellow
council
members

chance

talk

them
know

this
is
a
bad

not
support

not

it

making
it
harder.

have
these

could
stand

clean
wave
people

replace
them
if

they
get
taken
or
thrown
in
the

we

aware
over

last
several
months,
the
mayor,
City
attorney
Robinson
and
I,
and
our
outside
Council
Cliff
Shepard,
have
been
involved
in
mediation
with
voluntary
White
City
in
court
last
week
marked
our
second
session
of
mediation.
However,
there
was
a
lot
of
dialogue,
both
part
of
the
start
of
deviation
and
during
the
two
in
between
the
two
sessions,
putting
us
in
a
very
favorable
position
going
into
that
second
mediation
to
hopefully
come
to
conclusion.
By
the
end
of
the
day.

Last
week,
at
that
mediation,
we
came
to
a
tentative
agreement
with
volunteer
life
saving
court
for
the
provision
of
services.
This
is
a
new
agreement
that
will
supersede
the
previous
agreement
that
was
in
place.
It
would
also
put
an
end
to
all
of
the
litigation.
That's
been
gone
between
both
parties.
Just
a
couple
of
quick
highlights.
This
is
a
new
five-year
agreement
with
a
five-year
renewal
option.

The
relationships
between
the
agencies
we
feel
through
our
legal
review,
means
a
federal
and
state
local
law
requirements.
You
may
recall
that,
from
the
city's
perspective,
there
were
two
things
that
stuck
out
to
us,
as
well
as
the
flsa
standards
and
making
sure
we
were
complying
with
those
going
forward.
The
other
was
making
sure
that
we
were
not
considered
a
judge
employer
moving
forward
as
well.

third
is
that
it
achieves
what
the
LSC
was
hoping
to,
which
was
to
get
back
on
the
beach
and
provide
life-saving
services
on
Sundays
and
holidays,
and
it
also
allows
the
DLC
to
have
access
to
and
provide
services
from
the
lifeguard
station.
So
with
that,
the
City
attorney
and
I
are
available
for

was
also
in
those
meetings
as
well.

summary

that
there
was
a
lot

dialogue
with
behind
the
scenes,
a
lot
of
other
ancillary
work

stuff

room
full

people
a
whole
lot
of
people
on
the
outside
that
are
just
more
than
eager
to
come
back
to
serving
our
community
volunteering
on
the
beach.

only
does
this
benefit
the
city,
this

life-saving
core,
but,
most
importantly,
the
community
and
everybody
that
visits
here
in
Jacksonville
Beach.

a
resolution
between
the
two
organizations
that
we're
going

the
blse
back
with
the

time
to
read
the
agreement

question

the

to
see
it
move
forward
with
the

allow
them
to
continue

provide
services

months
there
was
no
magic
to
that.

the
amount
of
time
that
was
necessary

that
process.

agreement

this

period

down

the

entire

of
time.

just
when

talk
about
conduct
when
we
talk

conduct
and
in
the
wind
down
or
kind
of
specific
to
delivery
of
services,

provision
in
the
agreement
whereby
each
person
who
will
be
delivering
services
and
actually
utilizing
the
station
has
to
agree
expressly
agreed

abide

the
city's
policies

term.
During
the
course
of
this
going
down
period,
I
mean
we
don't
give
up
all
of
our
rights
in
terms
of
how
you
can
manage
that
property
if
we
want
to
preserve
it
in
the
conduct
is
contrary
to
that.
But
we
didn't
get
down
to
that
level
of
specificity.

Jacksonville
Beach
ocean
Rescue,
all
of
our
lifeguards,
who
have
worked
very
hard
during
this
time
frame

it's

it's
been
a
very
difficult
time
frame

know
there
have
been
some
some
bad
feelings
that
were
expressed
towards
the
Jax
Beach
ocean
rescue
and
I
would
just
ask
everyone
in
the
community
that
now
that
we
have
this
agreement,
that
that
those
feelings

put
aside

think
you
know
our
Jax
Beach
ocean
rescue
team
has
done
a
great
job
and
they
have
kept
their
focus
on
life
saving,
which
is
what
everyone
cares

beaches

be
safe,

vlse

Beach

my

imperative

certification

felt

LSA

Clearly,

it
comes

responding
to
an
emergency
on
the
beach,
there
will

communication

coordination
between
the
Command
Staff
to
make
sure
that
there
are
common
practices
in
place.
Amongst
both
with
regards
to
your
question
about
four
and
five
months,
he
takes
priority.
You'll
notice,
there's
a
table
in
there
with
a
priority
secondary
and
control
and
standard.

With
regards
to
emergency
response,
we
thought
that
that
was
pretty
clear
and
ultimately,
under
that
Consulting
standard,
the
ocean
rescue
supervisor
or
their
designee
May
assign
emergency
response
teams,
as
they
see
fit,
based
on
what's
happening
on
the
beach
at
any
given
moment
in
time.
So,
while
the
objective
is
that
the
j-board
vehicle
is
the
First
Response,
if
the
lse
gets
to
a
point
of
having
a
secondary
response
vehicle
that
is
supplemental
to
what
we
would
normally
provide,
that
would
be
the
second

though
I
did
not

born

article
recently

city

Jacksonville
actually

75

the
300
required
for
lifeguards
that
they
need
to
cover
to
see
pools
this
summer.

Voluntary
Life
state

corps
is
going
to
be
back
on
the
beach
I
think
the
chance
for
them
to
augment
the
services
that
are
out
there
and
provide
care
for
the
people
that
not
only
live
in
Jacksonville
Beach
but
visit

beaches
is
amazing,
is
a
long
history
of
instilling
a.

Service
to
the
community
and
I've
been
serving
this
community
for
the
last
36
years
and
will
continue
to
serve
the
community
in
one
capacity
or
the
other
and
I'm
thankful
for
all
the
the
things
that
the
volunteer
I
say.
The
court
has
done
in
the
last

12
years.
That
organization
has
produced
leaders
in
the
community
in
the
business
Arena
we
have
doctors,
lawyers,
nurses,
paramedics,
members
of
the
military,
Special
Forces.
We
actually
have
one
of
our
former
members,
who
is
a
retired
Admiral
partner.

I'm
thankful
for
the
members
who
you
know
ocean
rescue
that
are
here.
They
were
also
members
of
the
volunteer
life
saving,
Corps
and
passed,
and
I
think
the
fact
that
we
get
a
chance
to
get
back
out
and
serve

excited
thankful
for
all
the
efforts.

city
staff

members
of
the
community
and
the
members
of
blsc
and
now

got

go
check

see
if
my

going

eyes,
indefinitely

hopefully

part

it
for
the
whole

this
diocese

was
ever
anti-vlse
or
against

like

my
heart
that
we
want
to
find
a
way
to
get

a
agreement
that
is
legal,
something

everybody
could
agree
with

process
was
highly
complex.

organizations

been
really
intertwined,
you
didn't
always
know
where
one
ended
and
the
other
began
and
pull
them
apart
and
then
figure
out
how
to
put
them
back
together
and
really
until
we
got
to

mediation

ready
to
do
that
for
a
long
time,
but
we
the
themes
of
the
history
and
the
tradition
of
the
core,
with
the
other
themes
of
the
legal
ramifications,
liability
and

the
realities
of
local
government.

now

relationships
back
together,
figure
out

work
together
as
distinctly
separate
organizations.

that
we
can

going

take
leadership.

the
lifeguard
station
again
to
Echo
Mr
Nichols
comments,
there
is
no
plan
to
do
anything
with
the
lifeguard
station.
Despite
what
you
might
have
read
on
social
media.
I
know
that's
always
true,
but
that
those
rumors
are
false.

will
continue
to
be
the
Hub
of
life-saving
operations
for
both
j4,
as
well
as
the
dlsc.
Pending
this
agreement,
we
will
be
having
a
council
discussion,
those
of
you
who
may
be
dismayed
that
the
American
Red
Cross
logos
were
taken
down.

was
a
requirement
of
the
donation
of
the
building
to
the
city
of
Jacksonville
Beach.

complying
with
what

Cross
asked
us
to
do,
but
we
will
be
having
a
council
discussion
on
what
to

back
up
on
the
building
and
I
will
go
ahead
and
say
now
on
the
record
that
my
position
will

Advocate

call
the
building.

get
