there

Penman
Road
Community
meeting
Wednesday
August
16th
at

It
will

City

that

a
really
good
meeting.

encourage
this

citizens

see
the
proposed
improvements
to
Penn
road,
so
I
encourage
you
to
come
out
and
you
can
provide
your
input
as
well
and
then
want
to
let
my
fellow
council
members
know
that
I
had
a
call
from
Senator
Yarbrough.

followed
up
with
regard
to
Senate
Bill
718
that
we
talked
about,
and
he
said
that
it
would
indeed
prevent
any
future
changes
to
the
height
limit,
because
the
amendment
to
718
prohibited
any
future
initiative
or
referendums
for
Land
Development
regulations,
and
he
is
following
up
with
Senate
staff
to
because
this
doesn't
just
affect
us.
It
affects
Neptune
Beach.
It
affects
Atlantic
Beach.

affects
other
cities
who
have
similar
situations
so
more
to
come
on
that
and
I
want
to
mention
that
Beach's
watch
is
going
to
have
a
town
hall
on
Wednesday
August,
2nd
with
the
Jacksonville
city
council,
president
Ron
Salem
and
all
the
other
at-large
council
members,
and
that's
going
to
be
at
seven
o'clock
at
the
beaches.

large
council
members
represent
us
too,
because
they
were
elected
to
represent
the
entire
city
of
Jacksonville
or
Duval
County,
and
so
I
encourage
people

consider
coming
out
to
that
meeting,
because

is
an

people
who
will
be
making
decisions
that
impact
our
beaches
and
we
want
them
to
to
have
a
good
relationship
with
us.

city
council
that
over
the
past
several
days,
we've
been
contacted
by
two
different
Representatives
at
the
Florida
Department
of
Transportation.
The
first
one
was
from
an
individual
stadium
that
they
received
the
request
from
our
Police
Department
to
do
a
further
investigation
of
semi-truck
parking
on
A1A
I
received
a
contact
as
well
from
a
specific
contact
with
traffic
operation
studies,
who's,
a
construction
project
manager
with
them
who's
currently
investigating
the
issue
and
may
have
additional
questions
or
request
for
information
through
our
organization.
So
the
dot
has
stored
us.

July
29th,
the
bottom
July
saving
core
your
volunteer
live
course
in
Jacksonville
Beach
will
have
their
annual
Marathon
swim.
It
is
sponsored
by
the
Midnight
Club
of
Jacksonville.
It

way

the
Blackwater

saw

murals

voting

what
is

I
walk
to
the
pier
every
day

my
house
twice,
it's
like

five

day

mural
is
awesome

they
do
it.

I
see
twice
a
week
at
these
people,
stopping
taking
pictures
with
their
children
out
in
front
of
it.

cost
paid
off,

anxious
to
see
what
they
do
with

back
and
the
other
month.

other
thing
is
the
parking
at
the
funeral
as
I
say:
go
to
Pyramid

pure
parking
lot
still
closed,
they've
been
open
for
six
seven
months
now
the
hotel's
been
done
for
four
or
five
and
they
were
able
to
put
all
the
vehicles
in
there
for
the
fireworks
they
had
no
problem
getting
in
and
out
it's
a
little
bit
of
pavers
that
need
to
be
done.

intergovernmental
Affairs
for
the
dega,
Administration

city

Jacksonville,

so
I'm

Deacon
Administration

also

a

into
the
city
clerk
after

long

We
are
excited

collaborate

beach
cities
and
with
the
city
of
Baldwin.

housing,
our
lady

bringing
in
state
and
federal
dollars

do
all
that
benefit
everyone.

recognize

beaches

important
economic
engine
for
Duval
and
we're
excited

do
great
things
together
for

county.

tandem
with

and

for
us
in
Jacksonville.
So

hope
that
you

in

road
meeting

that's
that's

biggest
Jacksonville
project
yeah.
It
is

Workshops
on
Layton
Plaza
at
the
one
meeting,
someone
from
the
I
think
it's
called
the
community
redevelopment
agency
shut
up
and
stated
that
they
hold
many
public
meetings
on
the
proposal
when
no
one
ever
shows
up
at
the
second
meeting.
The
mayor
suggested
that
we,
the
public,
take
a
walk
around
the
present
Plaza
and
Boardwalk
to
see
just
how
out
of
date
it
became
so
I
decided
to
do
both
and
I
had
intended
today
to
speak
about
the
plaza
and
the
boardwalk.

The
first
item
on
the
posted
agenda
was
the
lakes
and
Plaza
update.
My
husband
and
I
arrived
a
few
minutes.
Early
I
did
notice
that
the
sign
next
to
the
door
said
the
CRA
special
meeting
at
3,
P.M
and
I
thought.
Well,
that's
strange,
but
whatever
and
we
went
in
and
of
course
it
did
turn
out
that
there
was
a
special
meeting
near
as
I
could
tell
called
to
allocate
13
million
dollars
to
a
project
that
was
supposed
to
cost
16
million
dollars,
plus
a
10
contingency
fund.

Apparently
the
bid
up
for
the
project
had
come
in
13
million
over
the
projected
estimates
about
25
minutes
into
the
discussion
of
the
funding.
I
went
to
a
lady
at
the
city
council
desk
to
inquire
as
to
whether
or
not
come
to
the
wrong
meeting,
and
she
assured
me
that
the
public
meeting
would
start
right
after
the
special
meeting.

I
used
to
work
for
HP,
that's
Sheila
Packard
in
the
finance
department.
If
one
of
our
facility
proposals
had
come
in
13
million
dollars
over
projection,
the
special
meeting
being
called
would
not
be
about
more
money.
It
would
have
been
called
by
management
to
find
out
how
they
got
it
so
wrong
in
the
first
place,
and
more
than
likely
staff
changes
would
be
involved,
but
that's
another
story
to
get
back.

Around

45,
the
special
meeting
ended
knowing
I
could
only
stay
till
four
I
had
other
obligations.
I
thought,
oh
good
I'll
get
to
hear
at
least
15
minutes
of
the
update
on
Lason
Plaza,
but
no
suddenly
pictures
of
pavers
appeared
all
over
the
projection
screen
on
the
overhead
and
a
lengthy
discussion
followed
at
405
we
had
to
leave.
They
were
still
discussing
the
papers,
an
item
that
was
not
on
either
agenda.
The
public
meeting
should
have
been
at
3
pm
is
posted
and
advertised.
The
special
meeting
should
have
been
either
before
or
after.

No
wonder
the
public
is
reluctant
to
take
time
out
of
their
lives
to
attend
these
meetings.
It
was
a
complete
waste
of
our
afternoon
and
I
believe
the
people
running
the
meeting
need
a
refresher
course
in
public
relations.
What
I
saw
was
contempt
and
disrespect
to
the
public
and
I
won't
be
going
to
any
more
of
those
meetings.

issues

that

was
talking

awarded

new
contract

what

call
projects

entire
area

fourth
and
12th,
between
Third
Avenue,
Third,
Street
and
actual
Beach
proper

Redevelopment
there's
three
parts
to
this.
The
first
part,
obviously,
is
the
Construction
contract.

much

three
years

Hell
honestly
part

witnessed
everything
that
we
went
through

garbage,

debris,
the
nails,

dirt,

noise,

lack

safety,

exposure
to

residents,

playing

foot
deep
trenches

marked

lack

gates
privacy.

residents

smaller
area

pushed
by
the
wayside.

lack
of
communication
from
Petticoat

insane

challenge
you
guys
to
table
this

reach
out
and
connect
just

due
diligence
talk

the
Past
Council
talk
to
the
former
mayor.

to
the
interim
city
manager
that
was
on
board
talked
to.

Grace

this
whole
thing

we
went

He
honestly

spoke

him,

times
a
week
in

cell
phone

complain
about
something

was
fixing

us

deserves

award
for
this

the
city

what
he
went

project

changes

our
CDI
Services
requirement.
There
is
a
fairly
large
investment
by
gai
to
continue
a
forward-facing
website
for
people
to
be
able
to
visit,
to
see
what's
going
on
on
the
street
or
what's
going
on
at
their
house
as
the
whole
entire
project
goes.
We
are
working,
of
course,
too,
to
enhance
our
Communications
throughout
the
people.
We
do
understand
that
this
project
area
is
twice
the
size
of
the
last
project
area.
This
project
is
a
900
Day
project,
so
it's
already
expected
to
take
two
and
a
half
years.

The
150-day
incentive
seems
like
a
joke,
but
when
you
start
talking
a
900-day
construction
project
to
complete
early
for
150
days
at
that
cost,
that
also
happens
to
be
the
same
cost.
That's
in
there
for
liquidated
damages
for
the
project
overrun,
so
the
same
6
500
per
day
that
they're
awarded
for
finishing
early
they're,
also
penalized
for
finishing
late
outside
of
any
approved
change,
orders
or
additional
time
that's
granted,
based
on
on
work.
That
was
done
completely
engineering
firm.
So.

still
expected
to
be
our
point
of
contact
again.
He
knows.
What's
going
on,
he
still
works
throughout
the
city
on
five
well
right
now,
five
various
projects
going

throughout
the
city,
most

those

done

next

or
three
months,
so
that
leaves
them
open
to
be
able
to
travel
down
and
take
care
of
this
project
as
well.

questions

on

there

four

five
different
contractors
that
were
asking
questions,
but
ultimately,
on
the
day

bids

only

two
submittal
packages,
so
we.

looking
at
it,
we
had
other
people
asking
questions
and
looking
this
project
as
a
whole,
but
at
the
end
of
the
day
we
only
received
two
bids.
One
of
those

was
Petticoat
Schmidt.
The
second
bid
was
from
United
Brothers
United
Brothers
is
currently
doing
the
10th
Street
project,
which
they
have
been.

You
know
they're
ahead
of
schedule
and
working
through
that
really
well,
unfortunately,
due
to
the
statutes
that
we
have,
we
can't
really
discount
Petticoat
Schmidt
and
because
they
did
follow
the
procedure
and
policy
to
be
able
to
get
through
them,
and
they
haven't
really
done
anything
that
would
cause
us
to
expel
them
from
being
able
to
do
any
work
in
the
city.
They
also,
as
we
did
several
of
the
projects
recently
as
well,
although
they
were
not
the
lowest
bidder
on
those
problems.

and
I
think
you
know
in
the
discussions
we've
had
by
putting
gai
and
the
CEI
over
the
full
aspect
of
the
project,
and
they
have
a
level
of
requirement
of
scope
of
services
that
they
have
to
reach.
They
have
to
meet
and
will
hold
them
accountable
as
well.
So
I
do
I
I
looked
in
this
a
lot.
As
you
know,
we
talked
about
it
and
modified
the
con,
the
city's
contract
to
really
try
to
come
up
with
a
couple
of
ways
to
make
sure
the
problem
is
the
last
one.

it

happen
and
I
feel
that
you
know
we've
done
a
you
know
modified
the
contract
enough
to
where
we
do
have
more,
that
we
can.
We
can
hold
more
ways
to
hold
the
contractor,
accountable,
I
believe,
there's
multiple
phases
of
this
that
this
contract's
broken
up
into
so
there'll,
be
a
smaller
section
that
they
can
work
on
at
one
time.
They
can't
work
on
the
whole
area
at
one
time.

you
know
we
have

the
city

really

the
issues
of
the
previous
projects

not
just
the

the

talking
about,
but
over

last
you

been

really
help

process

think
the
incentive

not
sure

original
Engineers
estimate
was
made,
but
construction

whole

increased
the
price
that's
gone
up
astronomically
over
the
last
couple
years,
so
it
doesn't
surprise
me
that
you
know
the
price
was
substantially
higher
than
the
estimate
was.

estimate
was
actually
arrived
at
January
of
last
year
prior
to
the
budget
for
last
year,
so
the
16
million
dollars-
that
was
the
latest
the
greatest,
but
we
were
only
at
about
60
or
75
percent
through
plan.
So
as
we
got
that
tuned
up,
the
the
budget.

project
was
going
on
and

understand
the

problems

boots

the

full-time
resident
engineering
observation

be
able
to

entire
project
as

can't
tell
you

exactly
I

The
intention
is
for
us
to
update
the
website
and
keep
that
to
be
the
current
latest
and
greatest.
