conversations
scheduled

Jacksonville
mayor
Deegan
for
Tuesday
August
16th,
and
it
will
be

to
8
p.m.
At
the
beaches,
Branch
Library
good
opportunity
for
everyone
to
go
out
and
talk
to
the
mayor
about
issues
that
are
important
to
our
beaches.
Community
then
also
on
Wednesday
August
16th,
at
from
5
30
to
7,
we'll
have
a
Penman,
Road
Community
meeting
here
in
City
Hall.

will
be
an
opportunity
for
citizens
to
see
the
proposed
safety
improvements
to
Penman
Road
and
provide
your
comments
so
I
encourage
you
to
come
out
for
that
as
well.
I
also
want
to
remind
everybody
that
the
Jax
Beach
Police
Department
is
accepting
applications
for
our
next
citizens.
Police
Academy.
The
deadline
to
submit
your
application
is
August
17th
and
the
citizens.
Police
academy
starts
August
24th,
and
if
you
haven't
done
it,
you
really
must
do
it.

great
class,
a
great
way
to
really
really
learn
about
what
our
Police
Department
deals
with
on
a
regular
basis.

there

workshop

I
just
have
a
couple
of
subjects:
I
want
to
touch
on.
First
last
year,
I
noticed
we
had
a
lot
of
fewer
lifeguards
and
I
spoke
to
somebody
here
at
the
city
and
I
was
told
it
was
a
combination
of
a
nationwide
lifeguard
shortage
and
how
long
business
of
the
volunteer
lifeguards
that
was
going
on
then
and
I
hope
the
situation
would
improve
this
summer,
but
it
actually
has
gotten
worse.
I
I
I
That
section
of
the
beach
has
a
significant
number
of
high-rises
and
is
usually
pre-crowded
and
I
know
lifeguards,
do
a
wonderful
job
on
our
beaches,
but
I
think
that
they're
stretched
really
thin
this
year
and
I
think
we
need
more
lifeguards
and
I
would
ask
that
next
summer
the
city
budget
and
hire
more
guards
I
think
it
would
probably
be
a
good
idea
to
have
them
every
five
or
six
blocks
and
then
another
item
I
have
is
everybody
knows:
Adventure
Landing
is
going
to
be
closing
permanently,
and
that
means
the
only
public
outdoor
pool
will
be
the
one
at
Fletcher
high
school.
I
I
Have
some
sort
of
swimming
outdoor
pool
for
kids
and
then
I
would
like
to
ask
that
when
you
consider
next
year's
budget,
if
you
could
possibly
find
money
to
place
bicycle
racks
in
the
end
zones,
it's
getting
almost
impossible
to
find
parking
there
anymore.
I
And
if
we
had
some
bicycle
racks,
more
people
might
be
willing
to
ride
their
bikes
now
and
they
have
some
place
to
walk
them
up
and,
along
with
that,
I'd
like
to
know
if
it's
possible
to
put
in
rinsing
stations
in
the
end
zones,
I'm
tired
of
watching
people,
use
bottles
to
rinse
off
their
feet.
And
then
they
just
throw
the
plastic
bottles
in
the
parking
lot
and
leave
them
there.
And
that's
all
I
had.

settlements

behalf

consent
agenda.
There
was
one
item
where
you
approved
a
settlement.
This
could
have
been
handled
administratively,
but
there
was
nothing
in.

shows
that
the
city
council
has
ever
invested
in
the
city
manager
with
the
authority
to
approve
terms
of
a
contract,
including
Labor's
own
rights
and
releases
of
claim.
And
what
we're
asking
in
this
instance
is
that
you
delegate
the
authority
to
him
for
amounts
under
fifty
thousand
dollars.
It
would
be
exercised
on
a
case-by-case
basis
in
consultation
with
the
city
attorney
and.

beverages

ordinance

real
briefly
with

One
of
the
requests
that
Council
had
made
when
we
discussed
this
several
months
ago,
was
that
there
was
the
desire
to
not
allow
smaller
restaurants
to
be
eligible
for
extended
hours
of
operation.
So
what
was
approved
by
the
state
was
for
restaurants
to
get
a
full
service
license.
So
that's
beer,
Wine
and
Liquor
in
our
downtown
incentive
Zone.

Instead
of
150
seats,
it's
50
and
instead
of
2500
square
feet,
it's
1200!
So
again,
that
will
only
apply
in
our
downtown
area.
So
what
what
we're
proposing
on
chapter
four
is
to
basically
put
that
in
writing
here.
It
would
be
on
page
three
of
nine
of
the
ordinance
putting
in
there
that
make
sure
I
didn't
miss
one.

are
under
the
state's
requirement
for
seating,
a
square
footage
which
has
changed
and
I'll
get

that
that
next
those
establishments
but
not
qualify
for
extended
hours.
The
other
change
that
you'll
see
in
there
is

000
square
feet

were
changes
that
were
made
by
the
state
of
Florida
Statewide
under
house
bill
639.
So
any
restaurant
in
the
State
of
Florida
that
would
like
to
have
a
four
zop
special
restaurant
license
can
be
a
little
bit
smaller
than
it
has
in
the
past.

applies.

our
code
consistent
with
that
as
well,
and
then,
if
you
turn

page
five,
this
is
where
we've
accepted
those
establishments
in
the
downtown
instead
of
incentive
Zone
from
the
state
requirements
to
plug
in

there

you'll
see
at
the
bottom,
under
B1
and
2

square
feet
and
the
50
seeds
to
coordinate
with
that
house,
bill

and
I
believe
those
are
all
the
changes

ordinance.

changes

recommend
some
changes
again.

ordinance,

you'll
see
at
the
very
bottom
under
item,
one
that
we're
proposing
or
recommending
that
we
basically
exempt
those
smaller
establishments
that
are
still
restaurants
in
the
downtown
incentive.

proximity
from
churches
and
schools,
because
again
they
are
a
restaurant,

non-alcoholic
beverage.
Sales
will
be
required
as
part
of
their

license
