original
fight
that
started
at
about
2:15,
that
was
in
the
area
between
the
400
block
and
3rd
Avenue
North
there
on
the
first
three
and
then
fight
kind
of
moved
up
the
street
just
a
little
bit
when
officers
finally
arrived
and
started
to
break
up,
and
so
people
started
some
circle.
Assassin
story
going
for
it
took
place
in
a
400
block
of
1st
Street
north
and
Bobby.
Several
people,
including
the
victim
and
the
suspects
in
the
shooting,
most
like
the
officer,
kept
a
presence
in
the
immediate
downtown
area
and
then
at
2:20
p.m.

Officers
were
then
set
to
the
correct
location,
which
was
the
100
block
of
7th
Avenue
north,
and
they
arrived
there.
39
seconds
later,
the
victim
was
Leon
Bennett
age,
23
of
Atlantic
Beach.
Our
detectives
worked
diligently
for
several
weeks
to
identify
the
suspects
and
information
to
obtain
a
less
warrants
for
both
subjects
involved.

One
was
for
carrying
a
concealed
firearm
and
both
subjects
were
digital
rest
warrants
for
tampering
with
evidence.
A
couple
of
weeks
later
they
were
both
arrested
and
Hawaii
extra
extradited
back
to
Jacksonville
yesterday,
and
they
arrived
here
at
the
first
appear
in
front
of
the
court
yesterday.
At
you
know
the
there
are
additional
charges,
possibly
pending
in
the
future
against
Chief.
Before
you
go
into
the
next
step.

So
we
would
adult
me
for
just
a
couple
minutes
and
I
ain't
going
to
read
them
the
bullet
points,
because
this
is
a
Democrat
for
things
that
occurred
from
2008
downtown
Kate
program
was
assigned
to
officers
on
a
full-time
basis
with
the
initial
Valentine
cake
program.
The
attention
to
program
at
that
time
was
to
enhance
safety.
The
downtown
area
in
2009
the
program
was
extended,
expanded
to
include
two
additional
police
officers.

Was
assigned
to
work
with
downtown
apartment
program,
you
can
find
overnight
basis
in
the
three
downtown
apartment
Lots.
When
those
paid
parking
lots
were
in
effect,
there
were
no
Garber
burglaries
or
incidents
in
those
parking
lots,
so
that
didn't
do
what
it
was
intended
to
do
have
to
pay
parking
in
downtown
downtown.
Cape
officers
began
to
work
with
businesses
in
the
downtown
area
in
crime
prevention
to
start
the
training
and
code
enforcement,
the
officers
patrolled
the
area
on
the
beach
with
ATVs
and
utilized
bicycles
and
segways
throughout
the
downtown
area.

We're
marched
through
the
middle
of
July
5
additional
detectives
from
the
community
response
team
were
redirected
from
all
their
other
efforts
and
only
to
the
downtown
area
to
reduce
the
mandatory
overtime
and
augment
officers
of
the
DEF
CON
cake
program
in
2011,
City
Council
passed
the
extend
an
hour
program
requirement
for
alcohol
establishments
that
chose
to
sell
alcohol
after
midnight.
This
ordinance
place.

The
downtown
gate,
unit
and
agents
from
the
Florida
Department
of
alcoholic
beverage
and
tobacco
work,
numerous
enforcement
details
and
all
of
the
establishments
each
year's
each
year.
They
look
for
underaged
service
over
service
and
ensure

all
the
rules
are
being
followed.
Now
the
downtown
capable
officers
continue
to
work
with
the
businesses
in
the
area,
crime,
prevention
and
utilize.

crime
prevention

considered

evidence

reduce
crime.

Every
business
in
CRA
has
a
specific
officer
assignment
a
mostly
a
sign
and
the
officer
visits
the
Business
Weekly
to
answer
questions
to
try
to
solve
problems
for
the
business
owners.
The
officer
also
advises
the
businessman
of
issues
of
crime
and
trends
of
things
in
their
area.
There
are
at
that
time
in
May
of
2013.
A
corporal
position
was
added
to
the
end.
You
know
the
corporal
was
able
to
provide
supervision
and
direction
for
the
officers
in
the
program
fiscal
year.

2014
three
additional
officers
at
a
sergeant
position
were
created
for
the
downtown
of
Cape
Union,
the
2017,
an
additional
courtroom
and
an
officer
were
added
to
the
program.
This
brought
the
staffing
level
to
the
total
of
eleven
which
allows
for
the
game
to
be
broken
into
two
workgroups,
much
like
patrol
with
an
overall
super
sergeant
supervisor
through
the
charge
of
the
Union
to
2017.
In
an
effort
to
allow
the
businesses
which
have
outdoor
dining
to
enhance
outdoor
dining
experience,
the
low
volume
outdoor
and
amplified
sound,
Department
or
ordinance
was
enacted.

The
downtown
gate
unit
works
with
bar
owners
and
establishments
to
create
responsible
service
training
for
any
alcohol
establishment
that
wishes
to
participate.
The
2017
funding
was
a
group
to
purchase
an
extensive
food
camera
system
for
the
downtown
area.
The
cameras
became
operational
in
July
of
2018
regarding
the
code
enforcement
of
downtown
cake
officers,
work
with
businesses
to
correct
code
violations
in
an
effort
to
prevent
violations
violators
from
appearing
before
the
magistrate.
However,
in
some
cases,
learners
have
not
taken
required
corrective
action
and
violations
were
issued
and
referred
to.

The
magistrate
both
downtown
cape
and
the
Carver
Center
program
work
closely
with
the
Mission
House
provide
services
to
the
homeless
population,
medical
care
and
assistance
in
finding
housing.
But
the
downtown
cake
of
the
Carver
center
cake
program
also
work
with
being
the
beaches,
assist
emergency
assistance
ministry
to
obtain
assistance
for
residents
and
a
variety
of
different
services,
so
that
kind
of
gives
a
little
bit
of
an
overview
of
how
the
downtown
cake
program
started.

those
responsibilities
of
those
officers
has
been
and
I
think
how
far
we've
actually
with
the
program
question
always
comes
up
to
us
is:
are
there
enough
police
officers
down
there?
My
opinion
right
now?
This
is
that
we
have
a
good
number
down
there
and
there
is
a
fine
line
between
how
many
are
needed
to
maintain
the
cross
and
yet
not
creating
an
environment
that
looks
like
we
have
a
policeman
over
ten
feet.

But
you'll
see
from
our
video
that
I'm
about

that
the
requirement
that
we
have
of
the
officers
in
the
downtown
area-
and
then
there
was
closing
times
from
usually
about
one
o'clock,
1:15
felt
just
after
two
o'clock,

so
we

get
that
here

close
out
some
of
the
pedestrians
cleared
out
of
there.
We
take
almost
all
of
the
resources
that
are
available
throughout
the
rest
of
the
city
and
bring
those
into
the
downtown
areas.

order

crowd

this

that
sometimes
necessary.

operators

doing

bad
operators.

bad
operators

Jacksonville,
Beach
right
now,

that's

say
that
you
know
we're
not
all.

same

mean
we
have

problem
with
that
too.
We
don't.
We
don't
want
that.
That
video
showed
a
little
bit
of
a
clip
that
ocean
Grill.
Those
were
people
within
a
lot
of
hand,
not
people
that

just
waiting
in
line.
Those
are
people
that
we
we
don't
want.
The
birthright.
Neither

mean
this
is
what
it
is,
and
it
seems
to
me
that
we
have

it's
clear.

problem.

have
to
identify
the
problem.

problem
is
during
the
peak
hours.

it
gets
overwhelming.

only
public
beach

they

go

it

you

have
to
think

take

license

all
willing
to
chip

good
operators
out

saying

misconception

there

sides

residents

Clearly
he
understands
that
there's
an
issue
in
Jacksonville
Beach.
Any
reasonable
person
would
agree
that
something
needs
to
be
done
to
address
the
issues
that
were
shown
on
the
videos
and
that
no
one
that's
reasonable
would
agree
that
things
should
stay
the
way
they
are.

very
much
appreciates
the
relationship
that
he
has
with
the
Jacksonville
Beach
Police
Department.
His
restaurants
been
here
for
quite
some
time
and
he
feels
like
he
has
a
great
working
relationship
with
the
police
department
on
boys
issues
whenever
they
need
help.
The
police
are
always
there
to
work
with
them,
but
he
also
believes
that
going
to
an
extreme
example
of
just
closing
restaurants
or
limiting
their
ability
to
serve
a
full
complement
of
services
is
a
pretty
extreme
issue.
Obviously
we
don't
have
a
specific
piece
of
legislation
in
front
of
us
to
talk
about.

is
different
than
a
bar
liquor,
drinker,
which
is
different
than
a
packaged
Florida
liquor
drinker,
so
that
when
you
close
one
type
of
business,
it's
justified
that
you're
allowing
a
different
business
to
stay
open.

to
distinguish,
because
you
saw
in
the
video
some
of
those
fights
were
outside
of
bars.

mentioned

chief
was
to
a
bar
not
to
a
restaurant,
and
so
you
know
it's
icy
when
you
start
drawing
lines
on
which
businesses
can
stay
open,
which
ones
can
be
closed,
and
so

very
thoughtful
about
that.

think

would

that
again
recognizing

there's

problem.

sales

call

measures,

it's
unfortunate
that
we're

having
this
meeting

addressing
the
public
safety
risks
that
we
have
in
our
bits
right

thing
should
be
made
clear,
though
this
is
not
going
to
fix
everything
we'll
just
simply
start
regretting
what
we
want
to
become

to

on
Saturday
July,
the
21st,
my
wife
and

last
night
took
a
drive
down.
First
thing
we
saw
was
someone
big
handcuffed
in
the
sneakers
parking
lot.
We
continued
north
on
First
Street
and
it
looked
like
it
goes
down
from
Sydney's
the
ocean
grill,
no
lines.

you
have
to
ask
yourself:
what's
the
difference?
The
difference
is
we
lack
true
restaurants.
So
if
the
restaurants
want
to
help
the
first
thing
they
can
give
us,
we
press
cons,
okay,
and
so
we
say
you

by
obligation
they're
supposed
to
sell
51%
of
the
gross
revenues
food.
So
let's
do
that
sniffed
em
to
some
of
the
restaurants
with
restaurants
on
First
Avenue
first
rate

be

ocean
grill,
pier
Cantina,
Sydney

them
out
my

but
they've
already

out

at

doesn't

small
business
like

community

driving

on

to

businesses
can
make
money.

big
problem

alcohol,
a
little
progress

maturity,

the
other
solution

just
don't
let
anybody
survive
in
the
Jacksonville
Beach.

guys
really

what's
going
on,

it's
also
a
Jacksonville
issue.
When
the
people
from
in
town,
the
violence
in
town
is
spreading
to
Jackson
or
each
already
spread
to
town
center
with
us
for
three
individuals
were
shot.
That
rigid
originated
the
year
and
a
half
ago
from
that
incident
when
they
shot
up
a
whole
party
given
14
year
old
skill.
That
being
said,
what
would
happen
to
those
four
individuals
would
have
come
to
the
beaches?
You
would
have
had
three
people
shot,
one
in
the
hospital.

Now,
of
course,
you
know
some
bad
actors,
they're,
not
really
following
the
rules
and
slacking
off.
We
have
this
bar
restaurants.
Have
a
CDL,
regular
restaurants
have
regular
drivers
license,
while
I
have
explained
some
people
like
well,
if
you
have
a
CDL,
you
have
to
protect
that
license.
You
can't
get
a
speeding
ticket.
You
can
get
a
deal
while
you
lose
that
license.
So
for
us,
it's
important
to
protect
our
business
by
any
means
necessary.
We
have
to
be
straight
up
doors.

it's
outside
certain
bars
the
certain
restaurants,
some
of
those
people
to
live
here
which
people
are
going
to
visit
Jackson
beaches
matter.

But
it's
unfortunate
the
violence
in
downtown
I
mean
in
Jacksonville,
it's
quitted
Jackson
elite.
This
Jacksonville
Beach
does
not
go
for
any
buttons,
maybe
theft,
jumping
disorderly
I
mean
how
often
do
we
get
murders
here
once
you
hear
everybody
shoot
at
me
like
that,
because
here
in
Jacksonville
Beach
the
residents
are
with
people
there's
no
people
everywhere.

look

number
of
licenses
right
now,
they're
the
40s
for
COPD
SRX,
there's
about
thirty
five
level.
Out
of
this
thirty-five,
there
are
I
think
four
that
close
at
2:00
a.m.
every
day
of

week
and
the
rest
of
them
close
two
o'clock
on
Thursday
as
of
Friday
or
Fridays
and
Saturdays,
and
that's
the
based
on
their
own
websites.
That's
what
I'm
getting
that
information
from.

saw
one
incident
of
a
restaurant
on
the
last
sections
of
video
when
asked
for
a
menu
said
we
stopped
serving
food,
ok,
I'll
have
that
same
person
or
that
same
restaurant
will
come
up
and
say
that's
my
best
two
hours,

from
midnight.
It's
up
two
o'clock.
You
can't
take
this
two
hours
away
from
me,
so
you're
telling
me
that
your
food
sales
are
greater
from
midnight
to
2:00
o'clock
in
the
line.
You
know,
that's
not
the
case.

no
doubt
in
my
mind
that
the
first
positive
step
that
we
take
is
the
council.
This
is
safeguard
the
safety
of
our
citizens.
We
have
not
just
an
obligation
to
do.
We
have
a
moral
obligation,
as
elected
officials,
to
provide
safest,
possible
possible
environment
for
citizens,
so
I
feel
very
strongly
that
we
move
forward
with
this
process
of
the
restaurant
that
we
make
a
modification
to
the
existing
alcohol
ordinance.

far
as
the
horseman
goes,

encounter
someone
who
walks
out
the
door
with
a
drink
or
something
like
that.
Obviously
those
are
easy
catches
for
us.
If
we're
going
to
go
into
the
restaurants
and
monitor

at

the

bars

establishments
permit
suspended

organization
would
grant

encouraged

as
far
as
the

Redevelopment
Agency
is
concerned,

think
we

lot
of
opportunity
here
and
we've
been
really
scared,
scared
or
timid
or
whatever,
to
really
reach
out
and
utilize
that
opportunity.

example,

have
four
major
properties
for
sale
in
the
downtown
business
district
right
now:
the
property
ocean
thrill
building
that
we
water
or
water
any
locals
or
sorry
city
bar
and
local
sedan,
the
coral
reef
and

empty
lot
behind
James
Johnson
gallery.
So
there's
four
huge
pieces
of
property
that
if
we
play
our
cards
right,
we
really
change
the
face
of
downtown
really
quickly.

again,
if
we
do
it
the
right
way
and
we
work
hand
in
hand
with
the
new
business
owners
could
really
be
a
positive
thing
for
downtown
and
I
went
and
did
some
research
on
the
Florida
redevelopment
Association
site
they

can't
see
this
Jacksonville
Beach
and
from
this
perspective
the
only
thing
different
in
this
before
and
after
is
the
pavers
on
1st
Street
and
that's
a
very,
very
isolated
picture.

that,
like
time

start

the
Redevelopment
Agency,
the
way
that
we
can
and
should,
and
that
is
to
work
on
the
economic
development
and
prosperity
of
our
downtown.

if
you
look
at
job
postings
on

floor
redevelopment
Association
website,

of
the
most
common
ones
is
an
economic
development
coordinator.

someone
like
that
whose
job
is
to
know
these
business
owners
to
know
that
people
that
are
looking
at
opening
a
business
in
Jacksonville
Beach
to
work
with
them
to
come
up
with
enticements
or
abductions,
to
break

businesses

we
want
in
Jacksonville
Beach
here
and
show
that
we're
extending
our
hand
out
to
the
businesses
instead
of
grabbing
a
hammer
on
them,
which
we
need
to
do
it
when
we
need
to
do
it.

rather

that
full
longview
approach
to
Jacksonville
Beach,
and
that
does
anybody
else.

honesty

suit

as
we're

discussions

these

watching
that
video
that
one
mark
that
kept

over

over
again
was
Chicago.

waiting
on
their
own
for
things
to
change
and
they're,
not
changing
for
the
better
they're
changing
from

worst.

here
cannot
do
that.

can't
do
that
in
our
beautiful
coastal
community.

can't
just
wait

things

frankly,
we've
done
that
for
the
last
five
years,
and
you
know
we've
added
a
couple
police
officers
and

changed
a
couple
of
policies,
and
here
we
are
right
back
to
where
we
were
this
all
began.
So
I
feel
very
strongly
that
it's
time
for
us
to
take
some
action.

police
several

130
rolls

everybody
comes
downtown
to
escort
people

every

away
from

homes
in
your
neighborhood
and
they're
downtown,
taking
all
these
people
and
pushing
them
through
the
system
to
get
them
out
of
our
area,

that's
something
that
you
should
consider
as

restaurants

I
just
have
to
say
one
last
thing:
I've
seen
it
with
my
own
eyes,
dozens
and
dozens
of
time.
You
can
stand
here
till
the
Sun
Goes
Around
a
hundred
times,
but
I'm
telling
you
a
lot
of
these
bad
actors
was
create.
The
majority
of
these
problems
in
our
downtown
become
bars
around
and
in.
Why
that's
problem?

it
intensifies
the
number
of
people
that
come
into
our
community?
That's
our
do-over
stress
from
the
people
that
are
at
the
legitimate
bars
and
it
creates
that
much
more
core
problem
for
our
police
officers
downtown,
so
I
felt
very
strongly
that
we
continue
to
move
forward.

know
we
are
most
of
us
who
are
elected
together
for
five
and
a
half
six
years
ago.
We
all
set
as
Chrissa
at
the
same
thing.

and
over
again
downtown
we've
got
to
get
it
under
control,
gotta

our
downtown
under
control,
whistles
not
going
to
do
it.
We
need
to
take
some
positive
action
to
make
this
start
to
get
better.

need

include
restaurants

we

it

parking
is
a
problem.
They
really
got
a
big

since
2004,
and
this
has
just
gotten
worse
and
worse,

it

mention
these
high-rises
that
are
about
to
come
in
here
and
they're.

gonna

tremendous
asset,

community,

difference
to
me
of
Atlantic
and
Neptune
in
Jax,
beach
and
I
do
go
to
both
and
tonight.

went
to
a
restaurant
here,
the
closes

know

they're
quite
successful,
but
when
you
go
to
a
blank
or
Neptune
Beach
and
temporary
or
well

don't
eat
a

there,
it's

the
handling
freely
and

would
challenge

make
this
city
more
family-friendly.
