go
to
the
meeting

didn't
realize
it
was

stayed

concern
is
the
public
announcements
and
all
that
just
didn't
settle
with
people
to
understand
why
it
took
so
long,
and
maybe
I
missed.
If
I'd

gone

gotten

way

what
was
happening.

it

it

same
hole
in
the
same
piece
of
pipe
that
was
being

it
made
it
look
like
the
city
was
inept
in
trying
to
get

water

folks.

the
problem
was
just
in
one
location

did
we
keep
getting
breaks
when
they
put
the
pressure
back

or
what

going
on,
because
I've
been
getting
some
calls,
and
I
didn't
really.

on
february
18th,
when
we
got
a
call
of
the
water
leak.
That's
when
the
crews
were
sent
out,
they
inspected

area
and
there's
a
photograph
that
shows
the
water
that
was
coming
out
of
the
ground
and
crews
went
out
to
isolate
the
area
and
attempting
to
isolate
the
area.
You
know
some
of
the
valves
were
moving,
but
they
couldn't
tell
if
they
were
closed
or
not
or
they
stayed
open.

continue
working
once
they
had
a
chance
to
excavate
they
excavated
the
area
and
identified
a
leak
and
as
they
moved
in
you
know,
they
were
at
the
same
time
pumping
water
out
of
the
out
of
the
excavation
and
as
they
moved
in
some
more
they
found
out.
There
was
a
second
leak
so
once
they
were
able
to
control
the
excavation
identify
what
was
going
on
by
that
time,
we
had
lost
water
in
our
elevated
storage
tanks.

was
required
by
rule
to
issue
that
notice
and
then
I
notified
gceq
that
happened
that
night
on
the
18th
and
while
we
were
issuing
the
notice
crews
continued,
we
placed
the
clamps
around
the
leaks,
but
as
we
were
working
and
escalating
more
of
the
area
more
another
leak
appeared
and
we
we
had
two
clamps
that
were
sized
for
that
size
pipe.
The
other
one
were
two
18s
that
we
put
together
to
turn
it
into
a
36..

So
what
we
did
is
we
had
a
specialty
contractor
that
was
available
to
install
a
what's
called
a
hydrostop,
a
valve
to
put
an
in-place
valve
while
the
line
had
water
in
it
to
contain
the
water,
all
the
water,
and
we
were
able
to
install
another
butterfly
valve
to
control
the
area.

At
the
same
time,
we
got
rain
for
rent
to
build
us
a
bypass
so
that
we
could
recharge
the
line.
You
know
isolate
that
brake
and
able
to
keep
the
line
running,
but
by
the
time
we
were
able
to
cut
into
the
section.
We
had
enough
pipe
60
feet
of
pipe
to
be
able
to
install
that
broken
section,
because
what
we
turned
when
we
removed
the
pipe
the
pipe
was
pitted
underneath
on
the
bottom.

I
know
sometimes
that
what
they'll
do
is
they
will
wrap
only
areas
where
there's
current
running
in
the
ground,
where
there's
these
stray
currents
that
run
because
those
could
cause
corrosion
of
metal
and
because
of
that
exposed
pipe
in
the
ground
over
time.
I
think
current
developed
any
nicks
or
anything
curl
was
running
out
and
developed
pitting
and
that
caused
the
pipe
to
have
these
different
holes.
That
you'll
see
there's
a
picture
of
that.

Well,
once
we
were
able
to
cut
the
pipe
at
the
section,
we
also
were
still
being
able
to
run
water
through
the
system,
but
we
weren't
able
to
fill
our
storage
tanks.
So
that's
why
we
were
fluctuating
in
service.
Different
areas
would
have
service
others
would
not.
We
continued
working,
the
crews
continued
working.
We
had
to
get
a
contract
to
come
in
because
our
crews
were
tired
because
they
had
been
working
out
through
the
night
once
the
line
was
fully
constructed
and
in
place
backfilled
slowly.
We
begin
to
fill
that
line.

We
couldn't
run
too
fast
because
we
had
to
also
bleed
the
air
out
of
the
line
and
we
continued
doing
that
because
the
line
work
was
completed
on
on
february,
the
25th,
and
once
we
bled
out
all
the
air
able
to
restore
the
volume
of
water
into
the
tanks
and
help
out,
we
were
able
to
then
start
getting
back
to
normal
operations.
Slowly
but
surely,
but
still
some
areas
were
lingering
with
some
air
in
the
system
you
get
this
milky
color
in
some
of
the
water.

Lion
then
feeds
the
rest
of
the
tanks,
so
once
lion
fell,
the
others
weren't
able
to
get
any
storage
in
them.
Because
of
that
problem
we
had
another
line.
That
was
we
were
trying
to
bypass,
but
we
could
not
tell
if
it
was
completely
open
or
completely
shut
and
right
now
we're
working
on
those.
We
have
the
specialty
contractor
that's
available
to
help
us
isolate
areas,
we're
making
small
bypasses
and
then
the
other
project
that
I'm
looking
at
is
a
24
inch
feed
line.

4th,
when
the
state
agreed
when
we
took
all
the
samples
in
the
back
tees,
but
that
line
like
I
said
is-

over
50
years
old,
there
are
sections
that
are
wrapped
in
plastic,
but
I
cannot

and
we
need
to
make
an
assessment
on
the
condition
and
eventually
replace
that
36
inch
line.

plans
showed
it

inch
line
or

not

need
in

like

happens

that
rain

built
that
bypass.
It's
a
triple
bypass,
12
inch
pipes
that
we

we've
been
able
to
have
mechanical
joints,
so
we
can
disconnect
and
connect
and
whatever
we
need
to
do
to
bypass
it
and
reconnect
it
all
right.

ways

doing

in
a
sleeve
inside
it
to
use
the
the
existing
pipe
or
replace
it
completely.
But
it's

We
need
the
engineers
to
help
us
in
designing
that
and
prepare
the
plans,
because

state

approve
those
plans
and
then
the
24
inch
pipe.
That
work
is
currently
ongoing,
because
I
want
to
have
a
different
source
to
the
area,
because
that
would
have
helped
it's
something
that
we
we
found
that
could
help
us.

also
correct
fixed,

12-inch
line
that
goes
under
casablanca,
casablanca
under
the
berm
across
loop

was
helping
the

small
line,

it

little
bit
helps

we're

small
modifications

we

isolations
and
feeding
of
the
the
lines
there
in
the
lion

the
tanks
went
empty.
So
I
got
a
couple

three

four
calls
from
people.
That
was
very
irate
that
why
didn't
we
have
a
veil
on
the
tanks
to
stop

water

flowing
out,
and
I
think
I
can't
answer
that
because
I
don't
know
if
if
they
can
do
that
or
at
the
point
where
they're
at
the
people
still
getting
water,
so
I'm
kind
of
curious.
That
was
a
silly
question,
but
it
really
merits
an
answer.

tanks
were
feeding
the
demand
at
the
time.
So
it's

matter

water

being
used
to
feed

demand

we
weren't

to
get

the
system
with
the
high
service
pump
that
we
had,
but
only
it
would

take
us

keep
up

demand

asked

people
to
conserve
water
and
as
people
conserve
water,
we
edged
a
little
bit
on

tanks.

helped

bring

and
be
able
to
spread
that
water
that
we
had
in
our
system
out
further.
So
it
did
help
some
customers,
but
they
it's.
They
would
have
water
from
say
in
the
morning,
but
in
the
late
afternoon
they
wouldn't
have
water.

that's

depending
on
the
demand.

people

eats
it

operators

we
can
give
them

goal
like,
for
example,
you're
looking
at
a
jefferson
street
water
treatment
plant,
and
here
right
here,
we're
looking
at
the
total
chlorine
residual
leaving
the
plant,
the
gold
that
we
have
set
for
the
operators.
There
is
4.25
leaving
the
plant,
and
here
you
can
see
the
average
is
dark.

Blue
is
the
average,
so
they've
kept
right
up
right
on
the
goal
and
in
march
2022
they
went
a
little
bit
of
above.
We
increased
their
target
due
to
the
low
pressure.
So
so
all
that
made
sense,
so
the

operators
have
been
doing
a
good
job
of
meeting
the
goals
that
we
have
set
at
jefferson.

helped
the
operators
we
trained
them,
assisted
the
city
of
laredo,
and

see

el
pico.
They
had
a
significant
improvement
in
in
their
coramination
at
the
plant
and
they've
been
leaving
with
with
a
residual
of
about
4.25.

Out
of
the
plant,
then,
once
it
leaves
the
plant,
we
also
monitor
the
the
distribution
system
and
there's
different
points
at
the
city.
We
use
33
points
on
the
distribution
system
to
monitor
the
residuals,
not
only
total
chlorine,
but
we
also
monitor
free
ammonia,
nitrites
pressure
ph
so
on
and
so
forth.

this
is
it's
not
real

We
are
one
day
we're
working
on
making
it
real
time,
but
here
with
this
tour

operators
and
the
water
treatment
plants
and
the
distribution
crews
are
able
to
pinpoint
what
areas
we
have

meeting
our
target
goals
for
for
total
chlorine
or
free
ammonia.
So
here
you

that

we
had
a
red
flag
in
windham
terrace.

to
improve

area
where

can
track
how
we've
progressed
in
individual
sites
with
residuals
one

our

of
our
hot
spots

one

worst

work,
we've
been
able
to
have
a
more
stable
chloramine
out
into
the
extremities
of
of
our
system.

trending
up,

created
best
baselines
and
we've

the
good
thing
is
that
we're
trending
up
correct
so
have
a
more
stable
chloramine
