Description
City Utilities Advisory Committee Meeting 041422
A

D
Comments:
anybody,
okay,
that's
dispense
with
number
four
item:
five
water
mess
with
family;
fourth,.
E
I
guess,
regarding
the
water
master
plan,
we've
had
some
workshops
at
council.
I
know
some
of
you
may
have
heard
the
presentations
that
were
presented.
F
D
D
E
G
G
H
A
D
A
So
yeah
one
of
the
last
meetings
they
have
the
council
members
having
so
many
questions
but
they're
like
uneducated
questions,
or
I
mean
they
need
to
get
a
bit
more
educated
before
they
they
talk
out
there.
That's
what
that's
what
I
was
getting
frustrated,
I'm
like
some
of
these
things
you
just
yeah.
C
A
A
A
A
I
mean
it
doesn't
look
good
for
any
of
us.
You
know,
because
the
people
who
are
not
educated
or
listening
to
this
show-
and
it's
like
a
show-
it's
not
even
and
there's
nothing
being
done.
I
mean
I
was
already
like.
What
do
we
need
to
do
to
get
this
going
or
where
we're
lacking?
Those
are
the
right
questions,
not
just
throwing
fingers
and
asking
for
past
50
years
ago
that
we
didn't
have
internet
back.
Then
we
didn't
have
pts
back
right.
So,
okay,.
A
B
E
B
I
mean
I
have
a
presentation,
that's
basically
what
I
presented
an
update
to
council
a
couple
weeks
ago
when
we
started
this
project.
It
was
a
three-step
three-step
approach.
B
You
know
you
have
the
immediate
actions,
the
intermediate
actions
in
the
long
term
right
now
we're
wrapping
up
the
intermediate
actions,
which
were
the
supplemental
evaluations
and
studies
and
we're
eventually
going
to
move
into
assisting
the
city
with
doing
project
design
projects
at
the
water
treatment
plants
for
more
stable
disinfection
right
and
that
mainly
chlorine
dioxide
improvements
at
the
at
the
water
implants.
B
As
far
as
I
mean,
I
don't
know,
if
you
guys
are
interested
to
hear
anything,
one
big
thing
with
council
was
the
operational
improvements.
What
have
we
done
right
studies?
You
can
do
all
day
long,
but
what
have
we
done
at
the
plants
and
we've
issued
technical
memorandums
and
what
we
do
with
those
technical
memorandums?
B
Is
we
sit
with
the
plant
operations
and
we
go
through
those
and
we
we
point
out
what
they
need
to
do
at
the
plant
and
then
the
distribution
system
to
make
sure
that
we
have
a
more
stable
disinfectant
and
it's
been
working
out.
Like
I
said
I
can
show
you
guys
the
presentation
that
I
did
for
council,
because
that's
needed
right
now
and
how
it's,
how
those
operational
improvements
are
reflecting
in
the
system,
but.
A
E
On
the
staffing
and
with
what
our
needs
are
during
the
budget
section
and
also
addressing
the
the
pay
rate,
what
we
need
to
do
to
maintain
you
know
the
staff
that
we
have
the
quality
staff
skilled
labor,
that
we
need
we're
going
to
be
addressing
that.
A
B
One
of
the
things
if,
if
I
may
interject
for
the
city
on
terms
of
staffing,
there
really
needs
to
be
something
done,
something
to
promote
people
to
work
for
the
city
I
mean,
I
know
you
guys
experience
it
in
the
private
sector
for
the
city,
it's
even
worse,
right.
There's
an
example
on
the
flushing
crews.
Right
when
we
started
the
water
quality
efforts.
There
was
six
flushing
crews
right
now,
they're
down
to
three,
the
other
three
left
because
of
better
job
opportunities.
Just
it
wasn't,
they
were
overworked
nothing.
D
You
today's
department
needs
to
know
about
the
flushing
crews.
I
drive
359.
Well,
that's
right
all
over,
but
I've
seen
them
way
out.
There
flushing
and
I
was
gonna-
tell
you,
I
guess
phone
rang.
My
brain
went
somewhere
else,
but
I
know
that
the
county
has
water
purchasing
stations
for
the
coronias
and
subdivisions
out
of
town,
and
it
means
that
why
don't
we
have
a
water
meter
or
cell
water
of
the
far
endos.
Instead
of
just
open
the
valves
and
let
it
run
down
down
down
the
creek,
I
think
it
went
around.
D
B
Currently,
purchases
water
from
the
city
right,
so
you
do
that
exactly
at
the
other
stations
I
mean:
there's
not
one
out
there.
What's
a
little
dumb
foul
being
just
you
know,
there's
connections
out
there
for
water
and
the
people
are
not
connected.
They
would
not
pay
the
they're
so
used
to
doing
this
going
to
pick
up
the
water
and
then.
B
A
C
E
I'm
enforcing
the
looping
so
that
we
have
fair
war
quality,
but
regarding
the
water
quality
issue,
the
optimization
the
temperature's
rising,
it
is
affecting
the
ammonia
levels
in
our
raw
water
and
then
what's
coming
out
of
the
plant.
So
that's
something
that
currently
instructed
to
the
consultants
to
start
studying,
because
our
temperatures
are
going
to
start
to
rise.
H
B
With
heat
right,
so
we're
making
adjustments
at
the
plant
right
now
operationally
to
counteract
that
right
and
still
be
within
the
total
chlorine
levels.
That
gcp
requires.
B
So
not
where
we're
at
before
and
and
we're
being
proactive
about
it
to
not
go
into
another
nitrification.
C
D
F
E
Know
standards
we
keep
the
same
standards.
The
qualifications
for
the
different
levels
are
still
maintain
the
same.
It's
just
the
matter
is
that
they're
going
for
higher
pay.
Some
of
the
people
that
have
left
have
left
for
higher.
G
A
G
D
H
G
D
A
A
Exercise
about
what
you
know
when
they
were
making
fun.
I
was
like.
Oh,
this
is
all
you
use,
I'm
like!
Oh,
that's
all
we
have
right
now.
You
know
they
just
can't
go
to
home
depot
be
like.
Can
you
give
me
a
three
six?
Five
minutes
all
right.
You
know
this.
This
is
all
we
have
okay,
but
you
know
you're
not.
D
E
A
F
A
D
But
that's
why
we
have
water
quality
right
yeah.
So
let's
just
run
right
into
seven.
I
think
we've
heard
about
floor
equality
and
then
jumped
into
the
session,
but
yeah
maybe
invite
you
know,
like
my
city,
councilman
martinez
your
appointee
and
have
two
or
three
and
have
a
little
review
with
them
and
make
them
understand,
but
they're
better
qualified
to
give
answers.
Like
you
said
it's
very
asking
us
for
the
question,
but
not
that
you
can't
ask
them,
but
you
should
really
know
those
already
yeah.
D
Because
you
need
to
understand,
they
have
a
guillotine
mentality.
That
is,
if
I
can
look
bad
they'll
fire
him
and
they'll
blame
him,
but
he
doesn't
have
the
support
and
if
you
don't
have
support,
you
can't
win
any
scrimmage
without
support,
but
I
think
it's
important
that
we
maybe
educate
them
because
that
they
have
they
have
good
intent.
But
as
the
way
it
comes
out,
it's
not
that
way
through
politicians,
yeah.
F
I
think
it
might
be
a
good
idea
to
take
a
step
back
and
just
review
the
history
of
this
of
this
committee,
and
then
we
can
proceed.
That
would
be
my
suggestion
and
I'm
going
to
go
ahead
and
follow
up
my
suggestion.
When
this
committee
was
originally
formed,
we
had
a
different
label.
We
I
think
we
were
the,
and
so
I
think
this
committee
has
become
something
else.
Well,
no.
D
G
D
F
I
Been
too
long
so
to
tradition,
the
the
region
yeah,
oh
yeah,
so
you
take
the
groundwater.
The
groundwater
night.
D
Why
we're
here
and
I
think
what
remember
I
said-
I'd
like
to
have
some
tea
in
this
thing,
because
really
I
mean
I
take
time
out
of
my
busy
schedule
to
be
here.
I
appreciate
you
all
this
year,
but
if,
if
we
can
support
you,
if
you
need
a
wrench
and
they
won't
pay
for
it,
we
should
go
to
the
city
council
say
if
he
needs
it.
If
not
guess
what
we're
going
to
have
a
water
boil
half
the
time.
Is
that
what
you
all
want,
because.
C
C
You,
you
have
to
have
effluent
programming,
so
there
will
be
a
lot
of
things
you
you
guys
will
be
involved
in
and
we
want
you
guys
to
involve
in
because
at
this
moment
everything
is
paid
by
the
ratepayers
yeah
and
city
is
growing
and
also,
I
firmly
believe
we
we
have
so
much
issues.
C
We
should
stop,
stop
anything
until
we
fix
the
thing,
but
what
we're
doing
we're
providing
services
to
the
new
people?
People
who've
been
there
for
30
years.
We
convert
them
so
those
lines
in
the
heights
and
all
those
areas.
Those
are
50
60
year
old
yeah
and
we
don't
have
money
to
replace
it
because
we
keep
building
a
north,
and
now
we
keep
building
on
south,
which
we
cannot
even
provide
water.
We
keep
building
it.
D
F
D
C
D
We
ought
to
have
an
outline
of
the
issues
put
together.
All
you
know
we
talk
about
it
and
and
then
send
it
to
our
our
representatives
and
on
the
council
and
say
these
are
the
headaches
we
have.
We
need
your
help,
we're
going
to
have
a
little
seminar
an
hour
set
in
our
luncheon
and
whatever
it
is,
after
all,
whatever
you
know
doesn't
matter
and
have
because
we
can't
have
a
quorum
here
with
them,
but
we
can't
have
what
maximum
three
four
four.
B
I
I
Council
before
I
got
to
council,
I
was
on
the
airport
advisory
florida
and
I
would
go
visit
every
saturday
after
my
airport
advisory
board
meeting.
I
would
go
visit
with
mr
ghetto
councilman
joe
gebba
at
his
station,
and
I
would
tell
him
what
went
on
at
my
meeting
and
he
would
ask
well
why
did
you
guys
not
talk
about
this?
I
heard
this
is
happening,
and
so
we
had
a
really
good
exchange,
and
that
gave
me
the
idea
to
create
an
advisory
board
for
the
district,
which
involved
all
the
people
who
I've
appointed
to
award.
I
Dr
martha's
followed
that
same
that
same
process,
and
so
edward
who's
on
that
board
sits
with
him
once
a
month,
and
he
reports
back
what's
happening
at
this
committee
and
he
gets
direction
from
the
council
member.
Can
we
can
we
work
on
this?
What
about
this
idea
so
long
before
the
items
came
to
council?
I
I
What
was
happening
at
that
level
long
before
coming
of
counsel,
hey
we're
working
on
this
we've
been
talking
about
this
and
because
I've
I've
got
so
many
other
meetings
that
I'm
not
ever
able
to
dress
them
all
my
advisors
were
the
ones
who
were
reporting
back
to
me
and
so
to
some
degree,
it's
incumbent
upon
the
appointee
to
say
you
put
me
there.
What
do
you
want
me
to
do?
What
would
you
have
me
do
for
you?
Do
you
just
want
information?
D
D
Level
ahead,
I'm
not
going
to
wait
now
now
we're
kind
of
walking
into
into
the
puzzle.
You
know,
because
of
all
the
issues
that
are
coming
up
and
I've
had
people
who
were
not
you're
on
that
committee
said
yeah,
but
we're
bringing
that
money
as
it
gets
to
the
council.
We
read
them,
and
so
you
get
to
the
point
you
go.
I
Second
part
of
that
was,
it
was
a
great
opportunity
for
staff
to
feed
my
council
member,
the
information
that
they
thought
was
relevant
yeah.
Or
do
you
mean
that
the
discussions
that
were
going
to
happen
in
council-
and
I
you
know
rio-
was
a
storm
line
at
the
time
and
we
crafted
some
really
great
ideas
through
the
committee
with
jeff
giltman
that
eventually
made
it
to
council
and
made
policy
because
they
were
in
that
exchange
and
judge
would
come
back
and
say:
hey,
listen,
he's
thinking
about
doing
this!
I
And
then
we
were
able
to
build
support
for
storm
water
fee
increases
based
on
a
rational
nexus
to
go
to
the
community
and
say
we're
thinking
of
doing
this,
we're
going
to
raise
our
rates
a
little
bit,
but
we
promise
you
to
have
usable
spaces
attached
to
these
detention
funds
and
that's
how
we
were
able
to
build
north
central
park
based
out
of
that.
But
it
was
driven
by
the
committee,
it
wasn't
driven
by
me
the
council
member.
It
was
staffed
and
committed
to
working
on
something
wrong.
E
E
And
then
I'll
put
together
and
then
I'll
say
look,
this
is
what
we've
come
up
with
to
identify
the
goals
and
that
we
can
then
focus
because
one
other
thing
that
I
think
this
committee
can
help
me
with
once
the
master
plans
have
come
out.
The
master
plan
is
really
a
living
document,
and
it's
one
that
as
a
committee,
you
can
look
and
study
and
then
we
can
start
to
develop
it
and
you
know
keep
it
alive
because
I
hate
to
see
these
master
plans
just
on
a
show.
H
H
You
know
supply
chain
issues,
we're
all
going
through
that
right
now
with
all
all
different
types
of
industries,
but
making
sure
that
you
all
have
enough
funds
to
purchase
the
material
that
you
can
keep
on
hand
for
the
everyday
repairs
right
and
so
so
that
you
don't
run
into
the
situation
where
you're
having
to
get
a
36
inch
valve
overnight,
and
you
can't
do
it
right
so
so
for
me,
those
are
the
two
things
that
just
pop
into
my
head.
I
mean
that's.
H
H
C
You
know
so
the
issue
with
funding
is
utilities
enterprise
fund.
The
problem
is
because
we
do
so
much.
There
is
not
enough
money
to
do
maintenance,
capital
improvement,
everything
together.
So
so
that's
why
I'm
saying
because
we
keep
annexing
that
means
now
you
have
to
put
more
infrastructure
which
takes
away
money
to
do
the
line,
replacement
and
other,
of
course,
the
plan,
the
booster
palm.
You
have
to
do
it
anyway,
but
if
you
look
at
the
look
at
the
national
average,
every
utilities
should
be
about
five
to
six
percent
and
look
at
this
year.
C
C
E
C
H
C
Have
four
percent
unemployment,
I
always
say?
Look
there
is
five
percent
people
are
lazy,
so
we
already
have
some
lazies
already
you're,
not
gonna
get
the
other
four
other
four
people.
Those
people
will
never
walk,
it
doesn't
matter
yeah,
they
will
never
work
and
we're
going
through
some
pay
scale
we're
going
to
a
study.
Our
pay
scale
was
done,
unfortunately,
almost
30
years
ago,
and
so
we
are,
we
are
almost
25
percent
behind
to
the
other
agency
and
also
the
private
industry.
C
C
C
D
C
G
C
C
G
C
D
Is
there
is
there
a
maintenance
plan
that
exists
that
says
santo
nino
this
year,
we're
going
to
spend
a
million
dollars
in
revitalizing
lines
and
everything
else,
plus
other
columbia,
those
that
are
the
oldest?
Do
we
I'm
sure
we
have
something
that
right.
E
In
the
cip
we've
identified
sections
like
say,
waterline
replacements
we
just
call
in
general,
depending
on
which
issues
are
having
the
most
frequent
breaks.
We
focus
on
those
areas
because
it's
it's
a
matter
of
identifying
the
older
areas.
D
D
D
Yeah
they
came
back
drunk
and
once
that's
what
they
remember
so
I
asked
her
to
come
down
and
when
I
first
place
I
took
him
most
of
the
industrial
area
my
drew
and
immediately
they
gave
me
about
a
15
million
dollar
start
program.
Rebuilding
the
rail
I
brought
in
the
first
fiber
into
town,
the
fiber
loop
redundancy.
What
I'm
talking
about
is
we
have
to
have
a
plant
and
keep
it
in
place
because
it
makes
you
stop
you're
going.
B
To
be
happy,
there's
a
15
year,
sorry
term,
there's
a
15
year,
renewal,
acid
renewal
plan
within
your
integrated
water
master
plan
that
took
into
consideration
work
order,
history,
age
of
pipe
material
pipe
said,
break
the
frequency
of
the
break.
So
that's
going
to
be
built
into
the
water
master
plan
and
I
think
that's
a
start.
It's
at
least
you
know
the
first
step.
I
think
it
could
be
built
upon
that,
but
so.
B
That's
our
body
and
and
like
the
viva
laredo
comprehensive
plan,
it's.
C
C
But
the
issue
is
yes,
we
can
we
replace
some
lines,
but
if
you
don't
have
people
to
start
leaving,
if
you
don't
have
businesses
are
closed,
I
mean
all
those
three-story
buildings
should
be
converted
to
apartment
complex.
We
we
always
talks
about.
We
don't
have
affordable
housing,
yes,
but
we
keep
building
housing,
which
is
like
300
000.
Nobody
could
afford
it.
I
don't
know
who
buys
those
houses.
C
They're
selling
their
crazy
four
or
five
yeah,
and
so
so,
if
we
need
those
kind
of
project,
because
if
we
know
the
downtown
all
of
a
sudden,
some
investors
come
in
and
say
we're
going
to
convert
this.
This
building
300
apartment
contracts.
We
can
immediately
go
and
put
money
because
now,
whatever
we
invested
in
last
10
years,
I
believe
we
invested
close
to
15
million
dollar
in
downtown.
We
are
flushing
because
nobody
is
using
the
water.
Those
are
brand
new
line,
but
if
you
don't
use
it
go
scale.
D
What
you're
saying
is
what
I
saw
back
in
in
the
day
that
laredo
has
the
majority
of
insulation
on
the
telephone
lines
on
the
main
trunk
was
lead,
lead,
not
plastic,
nothing
else
insulated
with
paper,
so
we
had
to
keep
air
pressure
and
that's
where
I
started
replacing
things
with
modern
stuff
and
digital
and
electronics
and
everything
else,
and
it's
the
same
same
thing.
What
you're
saying
is
there
has
to
be
something,
but,
for
example,
if
we
try
to
attract
to
go,
take
a
building,
downtown
and
re
refurbish
it.
I.
D
The
city
got
my
way
to
sell
the
hilt
and
howard
johnson,
where
it
is
today
because
of
craft.
They
wanted,
you
know,
and
I
wouldn't
do
it
so
they
helped
me.
I
had
the
hospital
soap,
they
wouldn't.
Let
me
they
would
help
me.
Even
the
owner
got
screwed
up
on
it.
D
D
C
Yeah,
just
because
nobody
is
focused,
as
I
said,
we
very
few
communities
we
have
close
to
2000
agent
works
in
downtown
customs
border
petrol
usda,
you
name
it
and
these
guys
don't
get
paid.
Pennies
and
half
of
them
are
bachelor.
They
want
to
leave
some
place
where
they
can
leave,
have
bars
all
kinds
of
things
and
we
missing
nobody.
D
C
A
C
D
C
C
C
A
C
B
A
D
I
guess
we
have
a
collective
concern
right
now,
we'll
have
to
hear
about
the
watermelon
having
something
like
that
in
it,
that
we
could
support
and
push
with
our
districts
and
and
try
and
get
funding
for
it
and
get
it
done,
and
I
know
that's
the
only
way
it
fixed
for
rail,
but
it's
gotten
back
the
way
it
was
because
you
don't
have
anybody
there
leading
the
group
anymore,
and
I
stayed
in
that
position
from
83
to
2005.
A
Go
just
the
goals
and
then
just
just
like
he
said,
sit
down
talk
to
your
counselor,
any
questions
because
we're
going
to
show
up
to
our
meeting
so
we
could
talk
about.
I
can
get
back
to
you,
so
you
have
any
concerns.
Maybe.
A
G
F
E
No
I'm
just
going
to
what
I'll
do
is
communicate
the
information
regarding
the
the
master
plan
and.
G
A
F
E
D
If
of
that
discussion
there,
if
any
of
y'all
on
board
would
have
liked
to
have
a
item,
please
give
them
at
least
about
a
week
prior
to
put.
D
F
E
F
And
you
know
it's
kind
of
involved
and,
and
it's
very
important,
I'm
glad
that
we
have
discussions
and
myself
we're
more
focused
on
you
know.
We've
talked
about
a
lot
of
different
things:
the
secondary
water
source.
We
had
some
discussion
about
that
secondary
water
source
being
a
series
of
wealth
to
the
north
of
laredo.
