From YouTube: DRUG AND ALCOHOL COMMISSION 030823
Description
DRUG AND ALCOHOL COMMISSION 030823
A
I'm,
the
chair
for
the
drug
and
alcohol,
commission
and
I
can
call
this
meeting
to
order
at
11.
22.
can
I
get
his
ask
patina
to
start
roll
call.
A
Thank
you.
Thank
you
very
much.
We
you
have
a
new
acquainting
from
Dr
David
Mika.
Do
you
want
to
introduce
yourself
so.
A
Buddy
I
didn't
have
anybody
who
are
signed
up
for
public
comments.
Thank
you.
Can
I
copy
approval
minutes
for
November,
9th
December
14th
and
January
11th?
Okay,
so
we're
going
to
go
ahead
and
table
them,
hopefully
we'll
be
able
to
get
those
soon
enough.
Medina
have
recently
been
a
budget
to
his
role,
our
secretary,
so
he's
still
getting
acquainted
with
his
position.
So
please
bear
with
us
that
we
assist
him
in
making
those.
Then
it's
possible
for
the
administrator
report.
A
Erica
Mr
Wilson
here
but
I
know
for
the
last
meeting.
There
was
a
meeting
at
chamber.
Do
you
have
any
updates
or.
D
I
actually
have
the
presentation
of
the
internet
Chambers
and
Michelle
and
Peter
Joseph
brief
oversight.
I
will
be
able
to
answer
all
the
questions,
so
I'll
try
my
best
to
answer
as
much
information
as
we
have
so
we
did
present.
Well,
not
we,
but
we,
the
health
department,
present
at
Chambers
within
this
last
month
of
our
last
meeting.
The
main
goal
was
to
make
which
I
will
get
a
detail,
was
to
make
the
detox
area
its
home.
D
Department
that'll
be
the
city
on
Laredo,
non-health
department,
the
city
of
river
detox
department,
and
it
did
get
approved.
If
you
guys
see
on
our
city
Laredo
jobs
website.
The
detoxification
director
position
is
up
so
we're
slowly
making
progress
we're
slowly
getting
there.
It
seems
real
now,
so
that's
the
the
beauty
of
it.
So
I'll
give
you
some
more
information
as
we
build
on
so
a
little
bit
of
background
on
it.
This
is
the
presentation
that
was
presented
at
Council.
D
The
security
room
was
having
fun
application
regarding
a
detox
facility,
since
2019
West
County
agreed
to
provide
the
facility
located
at
1315,
Chicago
and
renovations
to
be
track
requirements.
The
city
of
Arena
agreed
to
manage
the
operation,
so
that's
pretty
much
information
that
we've
been
sharing
along
the
way.
I
know
Remodeling
and
construction
is
going
away
if
I'm
not
sure
my
back
comes
in
later
on.
Maybe
she
can
give
us
a
little
bit
more
of
an
update
on
that.
D
D
Here
are
some
of
the
goals
for
the
detox.
It
is
to
seek
additional
grant
funding,
2023
support
the
interview
selection
process
of
director
and
g-step
systems,
development
for
data
collection,
connection
with
local
mental
health
authority
and
other
local
Aftercare
resources,
State,
licensure
and
opening
of
the
program.
Tjc
accreditation,
monitoring
operations,
incidents,
clinical
care
Effectiveness
to
ensure
needs
of
the
population
serve
and
our
long-term
goals
at
2024
and
Beyond
is
to
use
the
data
collected
of
and
collaborative
efforts
to
guide,
future
Studio,
Behavioral,
Healthcare
and
researcher
decisions
and
support
licensing
and
accreditations
of
new
treatment
facilities.
D
So
all
of
this
is
will
be
in
talks
already
getting
in
the
works.
I
know.
Dr,
Chamberlain
and
Mr
walls
have
been
in
the
process
of
speaking
to
stakeholders
presenting
more
information
on
the
detox
center
in
order
for
it
to
become
more
of
a
vision,
not
just
necessarily
a
dream
that
has
been
part
of
arena
for
quite
some
years.
D
It
was
very
small
I'll
try
to
email
it
to
Mariah
email
it
to
you
guys
so
for
2019.
The
activities
that
are
having
completed

of

begins,
October,
2020,

procedures
and
planned,
and
all
of
the
required
operational
documents
have
been
developed.
D
October

Source,

plan
developed
at
the
City
of
Reno
health
department
and
simplifyance,
with
estimated
opening
date
of
August
1st
2023..
This
is
assuming
of
the
completion
of
construction
is
done
so
August
already
in
short
range,
so
the
operations
of
the
detox
center
would
be
involuntary
and
voluntary
admission
18
to
70
years
of
age
all
genders.
D
Thank
you.
So
some
of
the
operations
and
services
offered
managing
physical
can
we
draw
symptoms
and
monitoring.
The
programs
will
provide
monitoring
to
manage
each
client's
physical
withdrawal.
Symptoms
monitoring
shall
be
conducted
under
frequency,
consisting
of
the
degree
of
severity
of
the
client's
withdrawal
symptoms.
Then
drugs
from
which
the
client
is
when
drawing
and
or
the
level
of
intoxication
of
the
client,
they
will
be
providing
counseling
services
that
will
assess
the
client's
Readiness
for
change,
offer.
D
General
and
individualized
information
on
substance,
abuse
and
dependency
enhance
client
motivation,
engage
the
client
in
treatment
and
include
a
detoxification
plan
that
contains
the
goals
of
successful
and
safe
detox,
as
well
as
transfer
to
another
intensity
of
treatment.
So
they
will
also
go
ahead
and
cover
the
post-discharge
of
the
detox
or
they
would
recommend
and
follow
up
with
the
client
be
referred
to
in
Outpatient
Treatment
service.
D
It
will
have
quite
the
stabilization
Services
clients
who
are
not
in
withdrawal
but
meet
the
diagnostic
and
statistical
Manual
of
mental
disorders
and
DSM
criteria
for
substance
dependency
may
be
admitted
to
detox
services
for
72
hours
for
crisis.
Stabilization
stabilization
is
appropriate
for
clients
who
have
diagnosed
conditions
that
result
in
current
emotional
or
cognitive
impairment
in
clients
such
that
they
would
not
be
able
to
participate
in
a
structured
and
rigorous
schedule
of
formal
chemical
dependency
treatment
like
I
mentioned
Aftercare
planning
and
connection
to
aftercare
resources.
D
So
here's
just
a
little
run
through
of
how
the
process
would
work.
The
client
is
screened
and
admitted
into
the
detox
facility.
Client
receives
Detox
Services,
medical
substance
and
mental
health
after
detox
treatment,
completion,
fine
is
discharged
from
facility
and
provided
linkage
to
outpatient
care
and
then
follow-up
and
continuity
of
care
is
provided,
but
for
the
good
stuff
here
is
a
blueprint
of
the
detox.
D
It
includes
the
entering
the
residential
area,
the
nursing
stage
stations
also
the
little
meeting
rooms
where
they
can
go
ahead
and
interact
the
kitchen
areas.
I
know
it's
very
small,
but
there's
detail
in
it
as
that's
pretty
much
the
blueprint
that
we're
planning
on.
Hopefully,
if
everything
goes
well
with
construction
going
through
it
does
anyone
know
the
size
of.
B
And
and
it's
sufficient
for
what
we
want
to
do
all
right,
I
have
a
comment
and
I
know
that
you
can
correct
me
if
I'm
wrong
on
Staffing,
where
you
all
mentioned
an
lcdc
I,
think
our
recommendation
was
to
have
an
LPC.
That's
an
lcdc
because
we're
going
to
deal
with
people
with
code
crimes
I
get
it
substitute
story,
we're
going
to
be
these
little
quadrant
four
clients,
and
if
we're
going
to
get
a
good
assessment
so
that
we
can
make
good
referrals,
we
can't
just
have
an
lcdc.
B
Well,
I
just
noticed
that
so
there's
nothing
wrong
with
lcdc,
but
we
need
to
have.
We
need
to
have
an
LPC
in
there
to
make
us
a
really
good
and
I
love.
You
see
this
in
lcdc,
it
could
be
blind
is
to
have
a
conference
assessment.
You
don't
want
to
have
the
client
having
to
go
and
do
the
same
assessment
over
again.
We
want
to
get
a
good
assessment
and
get
out
so
the
services
aren't
having
to
be
repeated.
That.
C
B
Back
out
of
Industry
right
and
then
we're
hopefully
going
to
move
into
phase
two
which
we've
talked
about
before
in
our
committee,
which
is
to
go
ahead
and
start
looking
at
how
we
can
get
a
residential
piece.
Intense
resident
I
mean
you
know,
scan
is
always
full,
they
have
a
piece,
but
we
need
to
have
our
own
pieces.
I
mean
if
you
just
look
at
the
clients
that
come
in
through
the
drug
court
alone,
you
know
we're
having
to
send
them
out
of
town,
and
we
don't.
B
We
don't
have
the
capacity
here
in
Moreno,
so
so
those
are
just
two
things
that
I
notice.
Thank
you.
D
That's
a
sample
of
what
the
words
would
be
looking
like.
B
D
So
now,
when
it
comes
to
revenue
sources,
so
1.5
million
would
come
from
the
city
of
Laredo
Municipal
Court
allocated
please.
This
is
something
that
was
approved
back
a
couple
years
ago
by
city
council
that
the
Municipal
Court
would
be
charging
a
small
fee
that
will
be
going
into
the
detoxification
center.
So
as
of
now
it
is
approximately
1.5
million
dollars
that
would
come
from
that
to
the
the
detox
two
million
would
be
from
the
Samsung,
we're
also
counting
on
federal
state,
Awards,
self-pay,
insurance
and
Medicaid
and
public-private
Partnerships.
D
We
will
be
entreprene
at
work
for
anyone
holding
a
commercial
policy
seeking
admission
selfie
clients
will
be
welcome
to
admit
for
a
fair,
fair
market
cost
that
is
purpose,
to
welcome
those
ready
to
seek
help
and
see
a
message
of
Medicare
and
Medicaid
reimbursement
opportunities
are
being
investigated
by
simplifiers
Advisory
Board
government.
D
So
here
are
the
total
achievement
program
as
Revenue
I'm
not
going
to
break
it
down
because
it
covers
off
all
five
years
and
it's
pretty
intensive.
It
does
cover
the
top
area
of
the
Municipal
Court
fee
that
we
should
be
getting
census,
self-paying
Insurance
estimate.
Then
it
breaks
down
to
all
the
operating
costs,
salary,
expense
facility,
medical
equipment,
operating
Supply
to
Furniture
advertising
and
marketing.
It
includes
liability,
insurance,
I.T,
Consulting,
medication
costs,
repairs,
maintenance,
professional
fees,
telephone
rent,
food
entering
software,
EMR
utilities
and
miscellaneous
so
break
it
down
per
year.
D
Again
this
is
just
an
estimate
cost.
Maybe
more
costs
may
may
be
a
little
bit
less
more
than
likely.
They
will
be
a
little
bit
more,
but
this
is
just
the
estimate
that
we
do
have
for
for
the
five
years.
More
likely
will
be
more,
but
more
than
likely
is.
B
There
a
way
that
you
need
permission
to
at
least
set
this
slide
to
the
the
commission
members
that
would
help.
C
C
C
D
D
Opportunity,
the
medication
assisted
treatment,
prescription,
drug
and
opiate
addiction,
Grant
Matt,
if
they
will
be
available
funding,
is
18
million
200
anticipated
number
of
awards
24
up
to
750
per
year.
This
was
submitted
already.
We
went
ahead
and
did
the
submission
for
this.
The
purpose
of
this
program
is
to
provide
resources
to
help
expand
and
enhance
opioid
use.
Disorder
program
will
increase
access
for
individuals
with
opiate
use,
disorder
and
decrease.
Illicit
opiate
needs.
B
B
You
know
I,
don't
know
how
what
it
is,
if
you
all
wrote,
if
you're
using
your
morphine
or
whatever
the
idea
that
we
had
in
our
committee
was
let's
go
ahead
and
detox
them
and
get
them
on
injectable
malfrexone,
because
that
is
non-indictive.
You
know
it's
a
it's
an
opiate
receptor
block
of
dopamine
receptor
blocker
and
we
don't
want
them.
You
know
you're
going
to
get
them
on
buprenorphine
or
even
methanol.
B
So
those
those
medications
are
addictive
and
we
want
to
go
ahead
and
and
clear
neurotyplist
addiction,
so
they
won't
go
back
and
yeah
definitely
don't
work
so
and
maybe
Northland
works,
but
eventually
they
want
to
get
off.
You
have
to
still
wean
them
off
once
they're
detoxed,
okay,
we
get
them
on
on
Vivitrol
and
that's
what
we
had
discussed
and
I
think
we
had
improved
in
the
medicine
that
was
going
to
be
the
medication
of
choice
that
the
doctor
approved
it.
B
B
That
was
that
that
was
our
our
take
on
it
yeah
right
and
we
have
presentations
on
this
back
in
2019
before
the
pandemic,
and
we
wrote
it
on
so
I'm
hoping
that
they,
when
they
wrote
The
Grand
page.
B
They'll
award,
they
will
award
this
probably
around
August,
there's
another
agency
that
I
work
with
that
applied
for
this
with
the
idea
and
the
reason
why
I
did
in
that
particular
Grant.
We
did
injectable
Naltrexone
for
200
and
participants
and
because
we
thought
injectable
amount,
tracksome
is
more
efficacious.
B
You
know
we,
you
know,
you
know.
The
idea
is
that
we
have
a
lot
of
a
lot
of
opioid
addicts
sitting
in
jail
and
they
detox
in
jail
support
the
way
to
detox
that
you
know
they're
already
there
for
14
days.
We
may
as
well
start
them
on
injectable
valtrexone
right
there
in
jail
and
then
get
them
out
and
they
started
some
Services.
B
B
and
the
first
three
year
cycle,
we've
saved
our
community
over
five
hundred
thousand
dollars
over
500,
000,
hospitalization
and
relapse,
and
all
this-
and
so
you
know
the
statistics-
bear
it
out,
there's
less
cravings,
and
you
know
you
know
when
you're
working
with
supernors-
and
you
know
it's
a
controlled
substance
and
so
there's
you
know
this
is
not
a
controlled
substance
that
you
can
have
a
nurse
administer
it,
and
you
know
it's.
You
know
you.
B
You
know
the
idea
between
injectable
and
altrexone
and
regular
malfrexone
I
mean
because
if
somebody
a
lot
of
doctors
give
maltrexone
time,
but
it's
an
appeal
that
doesn't
cost
much,
but
you
can
plan
your
your
relapses
by
not
taking
the
build
but
injectable
Naltrexone.
Once
you
have
the
shot
you
can
see
there
for
30
minutes.
B
Right
and
and
I
have
had
many
clients
over
the
years
in
35
years
that
have
advanced
that
I've
been
on
Metro
loans,
I've
been
on
something
I've
been
lines
on
a
double
work:
Zone
and
the
ones
that
I've
seen
more
successful
is
how
hard
and
it
doesn't
fall.
So
that
was
a
suggestion
that
that
I
had
I
I,
wouldn't
I,
don't
mind
that
this
is
written
and
I
hope
the
city
gets
it,
but
I
would
have
only
hope
that
they
will
look
back
in
our
minute
minutes
and
think
into
consideration
will
be
talked
about.
B
D
D
B
D
That's
a
huge
part
of
of
detox
an
estimated
456
250
per
year
per
bet
is
the
estimate.
Public
private
Partnerships
is
something
we're
going
to
look
into
those
World
revenue
cycle
management,
Administration
and
in-network
Status
designation.
D
So
the
facility
has
an
opportunity
to
generate
Revenue.
They
will
build
out
of
Networks
private
Public
Partnerships
with
hospitals
and
are
gathering
drg
data
to
use
for
negotiation,
reasonable
agreement
and
self-paid
clients.
Welcome
for
admission.
D
So
this
is
the
two-year
action
plan.
Hopefully,
if
everything
goes
unscheduled,
this
is
what
it's
looking
like
on
board
of
medical
and
program,
your
record
for
April
2023.
So,
hopefully
we're
going
in
the
right
steps.
The
position
was
supposed
to
last
this
week
for
the
program
director,
August
2023
estimated
opening
date,
October
2023
gathered
feedback
for
February
2024,
it's
a
six
month:
evaluation,
July
2024,

use
and
Staff
All
Aboard
it
and
December
2024
the

Evaluation.
D
Thank
you!
So
the
Nevada
Webb
County
Detox
Center
City
odorado
Department
recommendation.
The
recommendation
is
the
City
of
Laredo.
The
health
department
and
simplifiers
have
been
working
diligently
to
initiate
operations
of
a
detox
center
in
the
Laredo
Community.
It
is
a
recommendation
to
approve
the
creation
of
a
new
City
Department
task
to
oversee
day-to-day
operations
and
maintenance
of
the
Laredo
webcrowd

said.
D
Generator
Webb
County,
Detox
Center
and
if
it
still
is
a
part
of
the
City
of
Laredo
Department,
it
has
the
ability
to
harness
the
resources
of
the
City
of
Laredo,
including
the
health
department,
Human
Resource
support,
employee
health
and
wellness
finance
department,
support
to
the
purchasing
department,
Information
Services
and
telling
communication
Department
supports
budget
Department,
support
and
city
attorney's
office
support.
They
have
approved
by
tml
to
create
an
appointment
currently
researching
liability,
insurance
requirements
and
rwl
group.
So
these
are
some
of
the
benefits
of
having
the
detox
centers
started.
I.
B
B
I
think
you'll
have
a
better
chance,
even
though
I'd
like
to
go
but
I
think
you
have
a
better
chance,
because
last
year
the
ones
that
were
funded
in
this
region
in
San
Antonio
from
one
of
them
was
a
the
detox
program
and
it
wasn't
the
different
methadone
program
in
San
Antonio
and
the
other
one
was
UTI
Health
Science
Center.
So
they
already
had
everything
in
place.
So
I
actually
think
that
you
all
have
a
very
good
chance.
B
Whether
it's
the
grant
that
you
all
wrote
at
the
grant
that
that
I
wrote
this
other
agency,
what
I
was
writing
it.
It
was
based
on
this
particular
program
in
mind.
I
mean
we
had
we
actually
Rose
by
the
library
I
wrote
for
this.
For
this
particular
drug
and
alcohol
commission
back
in
2019,
I
wrote
an
M80
program
that
was
funded,
but
then
what
happened
was
the
it
was
funded.
B
We
were
giving
them
money
but
then
covet
hit
and
we
had
a
lot
of
problems
initiated
and
even
though
we
wanted
to
start
it,
we
had
the
staff
and
everything,
and
you
know
we
had
to
give
back
the
money,
but
we
we
got
fun
for
an
fmat
program
and
that
one
was
something
that
we
decided
here.
B
I
wrote
it
pro
bono,
we
got
the
funding
and
I
use
the
same
format
for
this,
but
you
know:
I,
think
that
you
all
have
a
lot
of
the
city
has
a
lot
of
pluses
that
maybe
the
other
agency
didn't
have.
D
Anything
so
the
title
proposed
for
the
detoxification
center,
which
was
approved,
is
Bruce
Recovery
Center,
that
is
our
logo.
That
is
the
name
of
the
detox
center
in
Laredo.
You.
B
Know
it's
interesting
because
many
many
years
ago
I
ran
a
a
dirty
bed,
adolescent
resident
facility
and
a
12-bit
details.
All
the
line
42
bits
and
the
name
of
it
was
dioces
recovering,
adolescence.
Integrating
changes
and.
D
Yeah,
we've
brainstormed
with
a
couple
of
names
to
see
what
big
best
I
know
we
had
El
Camino
and
just
for
the
Journey
of
the
road
to
it,
but
ultimately
they
did
this
side
on
roots.
D
Like
you
mentioned
Ruth,
the
recommendation
will
be
took
bodies
and
body
sensitivity
and
reduced
stigma
associated
with
the
process
of
detoxification.
We
propose
a
following
title
for
the
facility:
runes
Recovery
Center,
whose
Recovery
Center
will
be
the
origin
of
a
person's
task,
a
substance
use
recovery
so
for
roots
it'll,
be
the
r
recovering
our
opportunity
through
strength,
radians,
imagining
or
as
of
inventing
line
combination
of
good
health
and
happiness
optimism.
D
The
feeling
that
all
is
going
to
turn
out
well
opportunity
and
occasion
or
situation
that
makes
it
possible
to
distribute
something
that
you
want
to
do
or
have
to
do
with
the
possibility
of
doing
something.
Trust
believe
that
someone
is
good
and
honest
and
will
not
harm
you
or
that
something
is
safe
and
reliable,
the
strong,
the
property
of
being
physically
or
mentally
powerful.
D
Thank
you
and
thank
you.
This
presentation
was
created
and
presented
by
Dr
Chamberlain
he's
the
director
of
the
City
of
Laredo
Health
Department
admission
walls
wanted
me
to
go
ahead
and
present
it
to
to
the
committee
today,
so
the
startup
team
or
the
detox
would
be
Dr
chamber.
Then
he's
our
health
director
carrying
the
interim
Roots
director
Mr
guy,
the
assistant
Health
director
of
programs
and
services,
which
you
all
are
familiar
with.
D
Parker
Smith
he's
a
simplifies
chief
executive
officer
and
Braden
cementi,
the
simple
science
executive
VP
that
would
be
the
startup
team
of
both
Parker
and
Brad.
Brayden
have
been
really
good
about
helping
us
with
just
the
logistics
of
it
of
coming
up
together
for
either
the
ground
or
just
any
questions
that
they
have
they've
been
very
support
system
for
Mr
Watson,
Dr
Kimberlin,
and
that
is
it
so
that's
it.
I
can.
D
D
A
And
I
do
want
to
say
and
I
hope
that
you
know
making
decisions
in
the
future.
Individuals
like
the
detox
subcommittee
are
included.
I
know
that
when
the
information
is
presented
to
the
city
council
was
a
little
bit
last
minute
or
that
it
might
have
been
on
the
agenda,
but
we
weren't
made
aware
of
it
so
I
know
we
did
have
somebody
representing
the
details.
A
Facility
I,
didn't
watch
it
online
I
couldn't
make
it,
but
I
encourage
everybody
to
get
involved
with
City
Council
meetings
so
that
you
all
know
what's
going
on.
The
impact
of
this
group
has
made
the
detox
facility
happen.
A
very
large
thank
you
to
Jessica
and
anybody
else.
Who's
been
part
of
the
planning
of
the
detox
facility
mosquito,
who
also
was
very
critical
of
having
to
go
to
the
city
Chambers
to
talk
to
them,
and
you
know,
encourage
them
to
do
this.
A
I
do
think
it's
a
wonderful
idea
to
have
it
as
a
part
of
its
own
Department,
considering
that
maybe
decisions
are
going
to
have
to
be
made
fairly
quickly
and
instantaneously
as
as
opposed
to
going
through.
You
know,
even
though
it
does
have
a
same
people
as
of
right
now
for
the
startup
team.
A
It
still
has
to
have
some
form
of
presidents
and
making
those
decisions
happen
so
that
we
can
assist
the
community
and
again
we're
looking
forward
to
phase
two
and
what
comes
from
the
detox
facility
and
the
Aftercare
and
whatnot.
So
again,
thank
you
very
much
for
presenting
and
thank
you
to
everybody
who's
here
and
who
has
been
able
to
make
it
happen.
I
appreciate.
B
It
and
I
want
to
kind
of
point
out
I
appreciate
the
comments,
but-
and
thank
you
very
much,
but
in
2013
when
we
first
started
this
journey
and
it
fell
apart,
it
was
because
it
was
a
top-down
model.
The
reason
this
is
successful
is
because
we
did
a
Grassroots.
We
have
people
like
marine
and
it's
only
people
from
the
community
and
and
this
effort
was
so
much
different
than
the
one
that
fell
completely
part,
that
in
back
in
2013.
B
and
so
I
appreciate
everybody
that
comes
in
every
single
time,
whether
they're
appointed
or
not
appointed.
You
all
have
made
this
dream
happen.
I
mean
we.
