financial

the
purpose

it

loans

business
owners
that
are

able

get
funding
through
normal
channels.

I

like

thank
the
EDC
Committee
in
the
city
for
allowing
us
the
partnership
within
two
programs
that
were
very,
very
successful
and
I'm
going
to
overview
the
information,
the
the
performance
of
both
of
them
at
a
very
high
level,
but
I
I
thought
it
was
important
and
I
appreciate
the
experience
and
giving
me
the
opportunity
to
do
so.

I'm
gonna
go
ahead
and
start
with
the
first
slide,
and
what
you
see
here
is
that
we
funded
1.8
million,
and
this
was
among
184
recipients,
and
we
had
272
applications
that
were
submitted,
and
this
was
the
purpose
of
this
grant
was
to
give
Capital
to
business
owners
to
to
be
able
to
go
through
the
pandemic
and
some
of
them,
of
course,
you
know,
had
to
close
their
doors,
some
of
them
struggle.

this
this
grant
allowed
them
to
survive,
to
keep
going,
and
you
might
ask
yourself
how
come
you
there
were

there
were
requirements
that
each
business
had
to
had
to
comply
and
that's
one
of
the
reasons
why
it

we
depleted
the
money
that
was
requested

granted
to
us.

that
that
how
many
the
geographic

go

the
industry

funded

diversity

one

top
industry

requested
funding,

was

retail
accommodation
and
food
services.

to
point
out
is
that,
yes,
there
is
a
high
demand
right
for
our
transportation
services,
but
there's
also
the
other
one.

real
estate-
and
you

technology
we

school

requested
funding
and
they
were
granted
so
I
think
it's
the
same
important
for
you
to
know
as
an
NBC
in
in
one
of
the
things
that
I
can

like

add
is
that
the
small
business
owners
that
received
that
in
the
the
funding
there
were
very
I'm
grateful
on
how
the
city
and
the
EDC
responded
very
very
rapidly
to
the
need
the
next

The
next
thing
that
I
would
like
to
point
out
from
here
is
that
the
majority
that
received
the
fund
had
two
to
five
employees
and
and
also
there
were
20

just
to
round
up
that
were
self-employed.

we
had
also
a
variety
of
businesses
that
requested
it
was
not
just
solely
just
for
one
and,
as
you
can
see,
also
sober
partnership
was
the
number
one
requesting
the
funding.
Then
it
went
to
llc's
and
corporations
and
a
general
partnership,
so
if
so
with,
this
I
would
like
to
to
open
it
up.
If
you
have
any
questions
in
terms
of
the
grant
before
I
go
into
the
buy
down
program-
and
it
was
very,
very
successful
in
by
many
once
again.

on
the
next
slide,
what
you
will
see
is
a
program
that
the
City
of
Laredo
granted
once
again
through
the
participation,
the
active
participation
of
the
EDC.
There
were
instrumentals.
There
were
the
ones
you
were
the
ones.
Actually.
Yesterday
you,
you
were
the
ones
that
backed
it
up.
It's
a
it's,
a
program
that
it's
been
utilizing
in
other
cities
in
San,
Antonio,
Corpus,
Christi
bar
McAllen
Edinburgh,
and
it's
very
it's
been
very
successful.
So
what
I
have
to
say
about
this
program
is
that
same
thing.

It
was
a
success
since
it
was
approved
once
it
was
announced
by
the
city
in
EDC
that
it
was
approved,
business
owners
starting
to
apply
and
and
how
this
works
is.
Business
owners
go
to
LIT
fund
and
we
had
a
special
portal
for
them.
They
go
to
Lifan
and
they
apply
for
a
loan.
They
comply
with
the
criteria.
It
goes
to
underwriting
like
any
other
loan,
and
once
they
get
approved,
the
CD
allocated
two
hundred
and
seventeen
thousand
dollars
to
pay
the
interest.

So
all
these
individuals
were
getting
loans
to
add
a
zero
percent
which
translates
into
then
keeping
the
money
that
money
that
we're
going
to
pay
on
interest
that
were
able
to
put
it
back
into
their
business
to
an
injection.
That's
what
what
happened!
In
this
case,
there
were
34
loans
that
were
were
done
through
this
program.

The
Dell
Foundation
allocated
a
million
to
be
used,
whatever
amount
needed
to
be
used
for
this
for
this
particular
program
and
one
of
the
things
that
I
think
that
you
would
be
interested
is
that
the
total
of
jobs
created
were
107
out
of
the
34
loans
and
the
impact
the
jobs
retained.

2372
were
retained
thanks
to
you,
granting
approving
that
amount
to
be
used
for
to
buy
down
the
the
interest.
Another
thing
is
that
low
to
moderate
income
borrowers
were
at
62
percent.

We
had
startups,
we
had
I
believe
we
had
one
that
was
better
on
eight
women
applied
also
and
got
the
funding.
So
there
was
a
it
was
a
diverse
group
and,
like
I
mentioned
just
to
give
your
perspective,
how
successful
it
was
when
it
was
launched
when
it
was
approved
back
in
October,
right
I,
don't
know,
I
believe
by
March
the
majority
of
the
funding,
except
for
ten
thousand
dollars
there
were.
It
was
depleted.
There
was
such
a.

It
was
such
a
demand
for
those
funding,
the
business
owners
really
truly.
They
just
couldn't
believe
that
that
was
happening
and,
like
I,
said
how
promptly
the
ADC
responded.
So
this
is
a
high
level.
I
wanted
to
come
in
and
tell
you
how
the
the
two
programs
worked.
They
were
very
successful,
we're
hoping
and
to
continue
the
partnership.
There
is
the
need.

are
very,
very
vocal
about
needing
the
this
type
of
programs
and
they
truly
truly
appreciate
what
you've
done
for
them,
because
there's
a
study
that
was
done
in
in
California
and
I,
don't
have
the
information
and
I'll

glad

it

was
at
a
university
in
California,
and
it's
in
that
per
every
dollar
that
Lakefront
lends
it
translates
into
fourteen
dollars
back
into
the
community.

is

understanding
that
at
one
point,
the
economic
development
advisory
committee
puts
together
in
presented

proposal
for
our
inner
city
housing
incentive
plan.
Our
department
has
been
given
instructions
by
city
manager
to
follow
up
on
this
I
know
that
we
don't
have
most
of
the
committee
members
present,
but
we
just
wanted
to
report
and
let
you
know
there
is
an
item
that
we
are
looking
into.

understand
that
there
are
some
the
idea
behind
reviewing
this
program,
we're
going
to
be
meeting
with
the
Departments
and
with
city
managers
office
to
see
how
we
can
I
guess
evaluate
the
other
incentive
programs
that
are
already
in
place,
such
as

NEC
and
I
know.
This
particular
program
also
makes
reference
as
to
additional
incentives
and
fee
waivers
to
promote
and
enhance
inner
city
housing.
So
we
just
wanted
to
to
give
a
brief
update
that
the
department
has
been
tasked
with
following
up
on
this.

ever
reach
out
to
the
Laredo
Housing
Authority,
because
you
know
they
hired
I,
think
they're
called
the
HR
and
a
which
was
the
same
firm
that
was
hired
by
the
city
of
San
Antonio
to
put
together
their
inner
city,
housing
policy
and
incentive
policy
and
I
I
know
they.
They
spent
quite
a
bit
of
money
on
essentially
that
entire,
not
just
roadmap,
but
the
framework
that
we
would
essentially
need.
It's
already
all
been
paid
for
and
put
together.

solid
recommendation
forward
and
how
we
could
implement
it
to
answer
your
question.
I
have
had
very
informal
conversations
with
Jose
cevallos
regarding
this
on
and
other
items,
but
it
is

intention
to
reach
out
to
them
again

evaluate
this
this
proposal
and
see
how
we
can
get
it
aligned
with
the
study
that
was
done,
and
we
have
talked
about
this

the

with
the
downtown
church

out
to
any

stakeholders
that
are

to
be
crucial

collaboration
for
this

loans
and
these

grants

charging
the
city,

individuals

both

are
developers
that
are
interested
in
investing
in
downtown
and

our
city,
but
just
like
the
NEC
program,
it's

we
see

both

homeowners

developers
take
advantage
of
it,
and
it
is

intention
to
come
back
to
the
committee

the
recommendations
that
the
city

this

whole

That
is

goal

policy
is
not
centered
in

downtown

entire
Summit
was
focused
on
essentially
what

people
typically
call
the
inner
city
grid
system,
so
it
included
multiple
districts

would
fit
into
the
policy.

lot
of
big
projects
as
far

required

housing
units
that
it's
more
targeted
towards
developers,
but
again
it's
a

something
that
we're
gonna
be
evaluating.

mentioned,
the
city

recommendations
as
well,
because
we
also
feel
that
homeowners
should
take
advantage
of
any
and
all
type
of
programs
at
the
city
is
able
to
offer

downtown

very
thankful
to
have

locations

city

doctor
area

place
every

one

three
months
and
they're,
replacing
it
every
two
weeks,
so
the
motive

think
would
be
to

investigate
and
figure
out
what
exactly
is
going
wrong
and
what

we
can
possibly
recommend
can.

kind

get

we're
on
a
deadline
to
spend
these
funds
because
they
are
federal
monies,
so
our
attempt
was
to
allocate
them
areas
that
could
the
money
could
go
out.

again,
we
wanted

partner
with
lift
fund
and
do
the
same
program
that
you
heard
about
earlier.
We're
planning
to
do
a
part
three
of
those,
so
there
would
be
two
programs
again.

grant
program

other
one
would
be
the
buy
down
program
and
we
have
enough
to
cover
both
of
those
and
then
we'd
like

do
another
part,
three,
with
Laredo
college

Workforce
Development
skills

retraining
program

we've
done
two
times
before
and
I
think
that
would
be
a
good
opportunity
since
we're
doing
these.

get

idea
