on

handling
of
this
complaint

the
City
attorney

the
ITI
Council

the
legal
sufficiency
prior
to
an
evidentiary
hearing.

this
was
not
done
on

hearing
without
notifying
me
of
such
setting,
no
proper
notice
or

acceptance

rejection
was
unlawfully
submitted
to
the
commission
by
the
outside

constituting
a
violation
of
the
ethics

the
legal
authority
to
recommend
the
exception.

when

that
it
was

evidential
hearing

incorrect.

was
never
intended
to
be
such
and
no
evidential
hearing
took
place
and
she
was
given
a
proper
notification
of
the
agenda.

to
the
fact
that
I
cannot
recommend
acceptance
or
rejection.
As
a
matter
of
fact,
I
can

review
the
legal
sufficiency
and
under

my

claimed
was
being

to
have
her
terminated
from

employment,

reviewed

no
other
private
interests
that
were
listed

the
one
that
she
felt
was

the
City
of
Laredo
and
the
