On
item
five
item:
a
public
hearing
and
possible
action
to
consider
new
improvements
on
our
block
point
at
200mm
Western
Division
you're,
failing
at
11:02
Santa
Maria
Avenue
in
order
to
provide
in
stone
a
great
type
tithes
solar
house
system
for
the
panel's
historic
district
that
say,
penis
is
gone:
district,
HD,
lb
dance
performed
because
24th
district
8.
We
have
a
motion
to
open
the
public
hearing.
F
For
those
that
are
on
the
honor
board,
you
may
be
able
to
go
through
the
notes
very
quickly,
but
but
especially
for
the
problem
can
be
it's
helpful
to
have
context
and
so
of
commission.
In
presenting
a
very
quick
snap
of
footwear,
we
just
go
through
the
maps
and
where
we
are
and
then
the
description
started.
If.
F
C
As
presented
in
your
packets,
the
property,
the
description
for
a
property
is
old,
a
black
211
o
to
Santa
Maria.
If
this
is
this
properties
within
a
story
district
of
st.
Peter's
and
there
were
voices
for
the
installation
of
some
solar
panels,
this
is
so
you
can
have
you
know,
approximate
location,
but
for
the
1102
Santa
Maria.
C
This
is
the
building.
As
you
can
see,
it's
on
Santa
Maria,
it's
Fran,
Santa
Maria,
but
the
what
they're
proposing
is
they.
They
submitted
two
proposals
and
we
review
the
plans
with
the
applicant
in
order
to
suggest
installation
on
you
know
the
roof.
Where
is
not
visible
from
the
streets
and,
as
you
can
see
on
your
recommendation
or
your
packets,
this
is
the
location
for
the
property.
Those
are
the
maps
within
st.
Peters.
C
As
I
explained,
staff
recommendation
were
supporting
and,
like
I
said,
we
suggested
that
there
be
installed
where
they're
not
visible
from
the
street.
We
attach
for
you
to
the
exhibits,
a
and
B
they're,
not
on
the
presentation.
There's
several
pages
and
the
applicant
will
explain
the
installation
process
and
what
is
it
that
they're
proposing
you're
gonna
see
the
the
cyclin
as
they're
proposing
to
install?
C
It's
on
the
original
building,
it's
several
places
and
everything
it's
gonna
happen
within
the
the
roof,
where
you
cannot
see
it
for
either
of
the
streets.
So
they're
gonna
present
that
installation,
like
I,
said
they
changed
that
installation.
When
we
had
the
meeting
with
them
and
they're,
you
know
willing
to
work
with
with
the
board
any
other
questions.
C
G
K
A
K
M
M
K
Much
just
as
mr.
Medina
had
mentioned,
we
did
go
ahead
and
draw
up
two
proposals
right.
We
obviously
do
consider
the
fact
that
there's
situations
where
sometimes
the
panel's
cannot
be
seen
from
the
street,
or
maybe
we
want
to
get
away
from
that
one
of
the
main
purposes
to
why
we
wanted
to
present
the
panel's
on
the
on
the
street.
As
you
may
see,.
K
It
is
a
key
role
in
installing
solar
panels,
because
we've
got
to
make
sure
and
consider
the
production
that
it's
going
to
have,
because
that's
enough
that
the
overall
cost
at
so
at
that
point
in
time
that
that
man
put
the
knowledge
of
fact
that
sometimes
you
don't
want
to
be
able
to
see
the
times
from
the
outside
is
our
first
option
because
of
its
optimal
position
of
panels
for
the
production
I'm
associated
with
the
cost
of
the
future.
Investment
for
this
was
we're.
Trying
to
raise
awareness,
that's
over
is
a
benefit.
K
K
K
A
K
K
K
L
Yeah,
so
first
one
would
actually
be
this
area
because
it's
not
the
answer,
but
then
we
do
have
the
option
of
this
area
of
the
year.
It's
also
separated
historian
taste.
So
the
only
issue
there
was
just
the
shading
from
the
true
that
it's
going
to
be
a
little
bit
a
loss
of
power
from
the
so
our
first
initially.
We
would
like
to
actually
install
ears
possible
if
this
was
an
impossibility
option
two
would
be
to
install
the
instance
out
then
of
mr.
O
K
More
than
anything,
the
options
were
served
just
as
a
precaution,
just
taking
a
step
back
and
looking
at
it
from
the
US
point
of
view
as
well.
Ideally,
our
main
I
guess
goal
would
be
to
have
them
on
this
end,
simply
because
I
know
we
want
to
work
with
the
holdings
Institute
to
create
a
garden.
That's
self
sustainable,
pretty
much
it'll
be
powered
by
a
little
water.
L
L
H
K
H
What
Denver
was
nice
was
cold
and
when
the
roof
might
have
been
installed
a
long
time
ago?
That's
what
he's
nasty
because
cold
back
that
wasn't
to
put
fly
well
around
me.
They
had
Hammond,
it
was.
There
was
a
lot
of
gaps
so
and
there's
some
sort
of
knowledge.
My
teacher
counsel,
or
something
like
that.
So
there's!
No!
That's
not.
O
G
K
Yes,
internally,
we
do
conducted
or
selling
property
whistling
service
as
the
actual
place
for
that
it's
that
power
should
be
sustainable.
There's
been
times
where
we
are
required
by
city
by
City
and
for
me
Department
to
full
engineer
reports.
In
this
case
we
can
at
any
point
and
then
we
also
do
Laville
analysis
for
the
property
owner.
That
way
they
will
see
the
way
without
soon
as
effective
drug
be
right.
K
G
G
G
H
K
H
L
But
basically
the
the
orientations
South
is
always
going
to
be
the
best
because
it
receives
sunlight
all
day
long
and
then,
of
course,
the
sun's
gonna
rise
from
the
east
and
set
in
the
West,
so
East
and
West
is
usually
a
secondary
option.
The
only
site
that
you
wouldn't
want
to
use
this
north
and
then
talking
in
terms
of
percentages
there's
a
just
shading
and
then
the
distribution
of
the
panel's
also
when
it
comes
in
a
plate.
So
typically,
what
we
like
to
do
is
have
the
design
ready
and
then
just
show
production
differences.
L
I,
don't
know
if
we
have
it
with
us
just
to
show
the
difference
between
project
one
and
two,
but
typically,
if
you
can
put
it
on
the
south,
then
it's
going
to
produce
quite
a
bit
I.
Think,
judging
by
the
just
where
the
tree
is
positioned
and
then
using
a
bit
of
this
south,
it's
still
good,
but
it
is
going
to
receive
considerable
shade
and
then
the
East
Side
might
might
actually
get
shaded
quite
a
bit
as
well.
Because
of
that
tree
I
mean
I,
think
it's
safe
to
say
really:
20
percent
reduction.
L
L
J
F
F
F
G
L
C
L
We
can
drop
just
the
production
value
again
reason
that
we
would,
we
would
prefer
the
south,
because
it
is
going
to
take
a
hit
on
cost
savings
for
her
holdings,
just
because
production
is
going
to
be
lower,
which
means
having
a
cool
which
in
turn
means
a
team
work
towards
activity
rather
than
capturing
as
much
energy
as
possible
using
the
south.
So
that's
the
only
reason
we
you
aesthetic
issue,
yeah
option.
Two
is.
M
Part
of
the
building-
that's
the
one
that
has
a
plaque
on
it.
1899
the
rest
of
the
building
is
a
little
bit
newer.
Like
I
said,
the
roof
was
actually
done
in
2006
with
with
newer
materials,
different
types
of
materials,
the
original
part
on
the
corner.
The
roof
was
repaired
a
little
bit,
but
it
couldn't
be
done.
M
M
The
majority
of
that
is
electricity
because
of
cooling,
really
not
heating
costs,
but
cooling
costs
is
like
year-round.
We
do
have
on
campus,
we
have
a
nurse,
it's
like
psychiatrists
and
I
see.
We
have
shelter
areas
where
we
shelter
families
right
now,
and
so
it's
it's
always.
It's
always
packed
we're
open
24/7,
so
our
costs
are
pretty
high.
This
particular
project
has
taken
us
over
two
years
to
secure
the
funding,
because
not
there's
a
lot
of
it
was
so
difficult
to
find
someone
to
partner.
M
With
this
to
secure
the
funding,
we
written
many
many
applications
grants
and
we
finally
got
funded
through
actually
the
the
one
that
that
brought
the
store
table.
You
he's
very
surprised,
was
the
n-double-a-cp
they're,
the
ones
that
really
do
spurred
us
forward
and
encouraged
us
and
set
up
meetings
for
us
and
opened
the
doors
for
us
to
private
funders
and
they
put
the
money
together,
the
packet
and
so
they're
the
ones
that
encouraged
us.
M
The
primary
funding
source
is
something
called
core
it,
which
is
the
United
Methodist
Committee
on
relief
and
then
there's
other
partners
that
I've
associated
with
this.
But
our
goal
is
to
be
able
to
reduce
the
costs
and
to
be
able
to
put
that
back
in.
So
if
I'm
telling
you
are
our
annual
utility
cost,
which
is
primarily
receives
about
24
25
K,
our
annual
operating
budget
is
125
K.
So
it's
a
it's
a
big
portion
of
our
annual
budget.
M
We
would
be
able
to
put
that
cost
saving
directly
back
into
the
program.
I
can
tell
you
that
in
the
during
the
course
of
2019
with
the
refugees
that
came
from
Central,
America
and
Africa,
we
served
about
refugees
alone
about
thirteen
five.
Thirteen
thousand
five
hundred
people
walked
through
that
door.
The
coroner
sent
the
money
in
Washington
and
spent
the
night
with
us
in
addition
to
that,
our
local
population,
so
we
serve
an
average
of
80
families
a
week,
local
families
asking
for
food,
and
in
addition
to
that
we
have
counseling
services.
M
We
provide
shelter
space
for
families
and
needed
local
families
that
need
it.
We
only
provide
shelter
space
to
families,
so
it
has
to
be
a
family
unit.
In
addition
to
that,
we
have
people
sleeping
in
our
parking
lot
who
don't
want
to
leave
their
cars
because
that's
what
they
have
so
we
have.
We
have
we
provide
food,
they
provide
three
minutes
a
day.
We
have
showers
with
your
counseling.
We
do
academic
outreach,
literacy,
programs,
hygiene,
we
do
financial
education,
we
do
job
training,
job
placement
and
we
have
about
20
plus
programs.
M
M
There
will
be
a
garden
in
the
in
the
in
the
southwest
corner,
which
is
that
would
be
the
corner
of
Washington
and
we've
already
started
working
on
that
garden,
where
we're
mixing
multi-tier
raised
beds
as
well
as
hydroponics
that
will
be
powered
by
this
solar
project
and
will
allow
kids
anybody
to
come
in
and
get
hands-on
feel
the
the
produce
that
we
grow
goes
directly
to
our
kitchen.
So
it's
it's
not
for
sale.
It's
consumed
by
the
people
that
we
serve.
We
do
our
own
composting.
M
Our
other
goal
is
to
there's
a
little
space
in
there
right
next
to
that
Ron
building
the
gazebo
where,
where
our
goal
is
to
build
a
an
outdoor
community,
laundromat
many
people
in
that
neighborhood
do
not
have
washers
or
dryers,
and
that
will
also
be
powered
by
this
energy
source
as
well,
so
they're
doing
a
lot.
We
appreciate
you
your
time
and
your
effort
on
our
behalf
and
we've
been
here
unofficially
holding
has
been
in
the
community
since
1860
and
who
was
president
in
1860.
D
E
E
M
N
I
N
M
G
N
H
N
H
D
F
And
just
like,
if
they
would
have
presented
their
first
option,
but
you
said
oh
I,
don't
like
that:
it's
visible
from
the
street,
we're!
Ok,
that
you
do
this,
but
you
move
it
to
the
other
side.
So
you
can
also
all
you
know.
Your
motion
can
give
them
direction
that
they
they
can
follow
and
we
have
staff
to
make
sure
they
follow
when
they
apply.
It's.
I
H
M
Benefit
aside
from
the
cost
savings,
in
my
opinion,
there
is
an
added
benefit
to
have
it
visible.
The
added
benefit
is
for
the
community
to
see
a
historical
structure
such
as
ours
that
is
taking
the
leap
forward
in
technology
provided
to
the
community,
so
people
so
many
people
drive
by
to
celebrate
or
college
campus
every
day
and
they
bill
I'm,
hoping
that
it
piques
their
curiosity
and
they
step
into
our
building.
M
Then
they
can
see
our
gardens,
they
can
see
that
and
kids
can
pace,
that's
it's
real
and
and
what
you
get
from
the
Sun
produces.
This
produces
look
at
that
tomato
or
you
know
we
have
a
lot
of
things,
we're
growing.
You
know
you
can
eat
that,
and
it
came
because
of
this.
So
it's
just
just
a
thought:
I
guess.
I
Whoever
states
the
motion
once
we
go
in
close
the
public
hearing,
we
should
put
maybe
consider
some
wording
so
that
this
doesn't
set
president
for
really
historic
buildings
and
historic
neighborhoods
like
oh,
you.
Let
them
put
it
on
the
street.
Why
can't
I
put
it
on
the
street
I
just
think
we
have
to
report,
be.
I
I
G
F
Just
provide
a
little
more
information,
so
that'll
help
you
feel
safe
with
making
this
decision
and
being
comfortable.
What
you're
writing
in
the
future?
What
comes
from
the
Secretary
of
Interior
is
guidelines,
so
they're,
not
standards
but
they're
guidelines
and
the
guideline
that
it
that
it
provides
is
that
installing
mechanical
or
service
equipment
on
the
roof,
such
as
heating
and
air,
conditioning
or
elevator
or
solar
panels,
when
required,
so
that
they
are
inconspicuous
on
the
site
and
from
the
public
right-of-way
and
do
not
damage
or
obscure
the
character
defining
historic
features.
F
That's
the
recommend
of
what's
not
recommended
is
installing
rooftop
mechanic
or
service
equipment
such
as
the
solar
panels,
so
that
it
damages
or
obscures
character,
defining
roof
features.
So
it's
not
even
that
if
it
what
even
if
this
was
a
historic
structure,
you
would
given
guidance
a
standard
for
guidance
that
you
know
you
don't
want
to
obscure
that
the
part
of
the
loop
or
loop
that
is
calculated
by,
for
instance,
if
this
was
a
beautiful
tile
room
that
should
be
seen
differently
than
if
this
was
a
new
roof
installed
a
metal
roof
install
in
2006.
A
B
N
K
O
H
A
G
Q
Congressman
Henry
Cuellar
in
December
of
this
past
year
wrote
in
legislation
that
exempts
historic
cemeteries
as
it
relates
to
wall
construction
and,
as
you
know,
things
are
moving
very
quickly
for
web
and
sapota.
So
the
request
of
the
board
is
to
see
if
we
can
officially
designate
these
cemeteries
as
historic
and
also
find
out
if
there
might
be
any
other,
potentially
historic,
cemeteries
that
are
not
listed
here
or
on
an
official
map
that
could
get
designated.
F
G
B
Q
Know
mainly
mainly
along
the
river
along
I
guess,
what
would
be
you
know
there
would
have
to
be
a
designation
because
of
the
floodplain
but
say
anywhere
sort
of
the
designations.
A
thrown
out
is
150
feet,
but
sometimes
the
floodplain
extends
beyond
that.
So
you
know
I
I,
don't
know
how
far
out
from
the
river
but
say
you
know
500
feet
or
so,
but
those
that
are
along
the
river,
not
not
inside
the
city
outside
of
that
area.
Q
In
December
there
was
legislation
that
Congress
passed
and
one
of
those
and
the
language
was
left
very
broad.
It
was
just
to
exempt
historic
cemeteries
that
would
avoid
the
path
of
the
wall
of
wall
construction
right
now.
The
plans
for
the
wall
is
to
do
at
least
a
hundred
and
feet
on
either
side
that
they
want
to
clear
out
and
then
have
the
structure
in
the
middle.
You
know
as
well,
as
you
know,
large
scale
lights,
and
things
like
that.
I
Does
that
mean
that
they
are
already
locally
designated,
because
my
understanding
is
that
this
new
legislation
will
allow
for
even
a
local
designation,
yes
to
to
be
protected.
So
if
I
guess,
what
we
need
to
do
as
a
board
is
at
least
the
ones
that
we
do
have
jurisdiction
over
to
at
least
see
if
they
are
locally
designated,
because
we
might
not,
they
might
already
be,
and
we
from
what
I
understand
we
need
to
find
out
if
the
importance
was
passed
because
of
this
publication,
which
I
assume
it
may
have
or
may
have
not
been.
I
There
is
a
statement
on
here
that,
if
it
is
on
public
land,
it's
automatically
designated
through
the
Texas
and
tickety's
code,
and
you
know
that
that's
part
of
messy
sleek
to
us,
because
the
max
Mandel
golf
courses
on
there,
so
it's
a
matter
of
just
seeing
which
ones
are
actually
designated
and
if
they
do
fall
in
our
jurisdiction
as
a
board.
It's
been
a
long
time
since
we've
locally
designated
anything
yeah.
So
it
might
be
time
to
not
only
include
cemeteries
but
maybe
branches
buildings.
B
F
B
B
Q
Well
well,
right
now,
they're
trying
to
get
the
right
of
entry
to
do
all
the
site,
assessments
and
surveys
and
soil
samples.
So
that's
happening
like
right
right
now.
I
know
that
the
City
Council
at
their
last
meeting
in
in
January
they
did
deny
right
of
entry
on
to
city
property,
but
I
I,
don't
know
if
that
was
just
specific
to
downtown
a
section
within
downtown
I.
Don't
know
if
the
city
has
authorized
right
of
entry
on
their
other
other
other
properties
along
the
river
and
I.
Don't
know
just
yet
like.
R
I
We
need
to
do
the
research,
because
city
doesn't
have
the
archives
that
backs
up
you
whether
this
was
passed
into
ordinance
or
not
so
I
know
the
Heritage
Foundation
has
archives,
but
it's
a
matter
of
going
in
and
we
clean
up
arrow
and
a
week
might
not
be
enough.
That's
my
concern
because
if
something
does
go
through,
I
would
hate
for
a
special
meeting
to
be
called,
and
then
we
don't
have.
We
don't
have
the
resources.
P
B
Because
they're
requiring
some
extensive
research
and
for
the
record,
my
late
father,
he's
more
so
than
I
was
so
I
need
to
look
at
the
cash
that
he
left
behind
as
far
as
his
personal
papers,
because
he
had
the
real
point
he
hasn't
appointed
to
the
newly
constituted
cemetery
board.
So
I
have
to
also
dig
through
his
archives.
So.
I
F
F
B
A
F
Just
very
quickly,
as
always,
thank
you
all
very
much
for
your
service
appreciate
very
much.
We
reached
out
to
the
THC
to
the
to
the
state
to
get
someone
to
come
down
and
provide
training
for
all
the
board,
all
those
that
can
attend
and
they
can
come
down
for
the
April,
9th
meeting.
The
regular
schedule.
B
F
F
I
J
F
Will
put
on
now,
if
we
don't
make
quorum,
it's
okay,
because
we
can
still
present
you
just
wanna
be
able
making
decisions,
but
of
course
we
want
to
do
this,
what
most
people
can
attend.
So
this
is
not
a
good
date.
Let
us
know
we'll
figure
out
another
date
that
we
can
schedule
a
training
on
and
combine
it
with
historic
training
and
it
also
kind
of
procedural
training
as
well.
Yeah.
