MPO Meeting 061520

D
Yes,
if
you'll,
let
me
judge
the
context
here.
Are
you
PWD
is
our
work
plan
for
the
year
that
spells
out
what
we're
going
to
do,
and
you
know
it's
it's
broad,
but
it
was
included
in
the
packet
which
you
would
have
had
an
opportunity
to
review
in
more
detail,
but
I'll
just
give
you
the
summary
table,
which
shows
you,
basically,
the
budget
that
were
laying
out
now.
D
If
you
recall
last
year,
we
made
some
changes
from
what
we
were
doing
in
previous
years
and
that
we
added
much
more
to
management
administration
to
allow
us
to
bring
staff
aboard
and
we've
been
making
good
progress
towards
that
we
have
an
an
MPO
division
manager.
We
have
you
know,
staff
that
are
working
full-time
on
internal
projects.
We
just
hired
another
I
can
announce
one
Mindy
Vey.
D
It
was
joining
us
as
a
transportation,
planner
replacement,
that's
his
position
where
she
was
previously
and
so
we're
growing
that
team
or
building
that
team
and
it's
giving
us
capacity
to
do
more
projects
internally,
and
that
will
big
benefit
to
that,
not
only
in
savings
because
it
costs
more
to
go,
do
consulting
outside,
but
also
in
turn,
turnaround
time.
If,
if,
if
commissioners,
council
members,
if
the
committee
members
here
want
us
to
do
something,
we
don't
have
to
go
and
get
it.
D
If
you
want
to
look
into
something
or
you
want
to
do
a
study
on
something
we
can
turn
a
project
around
in
in
a
couple
months
versus
several
months
or
a
year,
because
we
have
to
go
out
and
hire
consultants
to
do
it.
So
that's
what
we're
building
now
I
just
provided
for
context.
So
you
can
see.
Last
year
we
brought
you
an
overall
budget
of
about
1.2
million,
and
that
was
what
that
was.
D
Our
studies
are
able
to
be
carried
out
in
one
year,
they're
often
carried
over
multiple
years,
so
we
budget
for
best
case
scenario,
and
then
we
and
then
we
adjust
now,
if
you
see
on
the
bottom
below
this
table,
the
table
is
what
we
plan
to
spend
this
year
best
case
scenario
table
below.
Let
me
take
you
through
this
at
the
end
of
fiscal
year,
2018
2019
and
that
ended
in
October
of
2019.
We
had
1.5
million
in
reserves
for
our
planning
grant.
D
Now
this
can
only
be
used
as
money
can
just
be
used
to
fund
NPO
staff,
or
you
know
our
overhead
or
hiring
consultants
can't
be
used
on
anything
else.
Just
this
is
for
the
planning
grant
for
our
for
the
planners
here
for
the
that
was
we
had
at
the
end
of
October
2019.
Now
we
we
got
an
additional
five
five
hundred,
seventy
thousand
from
our
planning
grant
that's
what
we
get
every
year,
that
based
on
our
population,
size
and
and
basically
our
size.
D
That's
the
money
that
the
federal
government
gives
the
state
government
to
a
portion
to
the
NPO.
That's
our
share
of
what
we
get
so
that
brought
us
up
to
about
two
million
and
then
what
we
spent.
What
we
think
we're
going
to
spend
in
fiscal
year,
2019
2020,
which
ends
in
October
of
this
year,
based
on
what
we're
spending
now
is
gonna,
be
about
300,000.
So
that's
gonna
leave
us
with
a
carryover
at
the
end
of
this
fiscal
year
in
October
2020
with
1.8
million.
So
it's
from
that
1.8
million.
D
We
get
another
five
hundred,
seventy
thousand
it's
that
amount,
which
will
be
what
2.3
million
that
we're
going
to
then
possibly
spend
this
nine
hundred
sixty
thousand
from
I
know
there
were
some
questions
about
this
last
year,
so
I
wanted
to
take
a
little
time.
Make
that
clear.
We
have
a
big
reserve,
so
I
don't
want
you
to
feel
nervous
that
we're
trying
that
we
want
to
spend
more.
D
The
federal
the
state
government
has
both
encouraged
us
to
use
these
monies
because
the
biggest
risk
we
take
is
just
letting
them
sit
there
and
then
that
money
may
be
going
away,
but
the
planning
grant
itself
has
never
been
decreased
in
the
4050
years
of
of
the
federal
highway
bill.
But
what
we
risk
is,
if
it's
just
sitting
there
not
getting
to
use
you
know
that
could
go
away.
So
we
want
to
utilize
this
money.
We
want
to
have
internal
staff,
that's
what
the
majority
of
MPOs
do.
They
have
staff,
they
don't
they're
out.
E
E
D
This
is
meant
to
planning
work,
so
if
it
was,
let's
say,
environmental
project
there's
budget-
for
that,
not
your
categories.
This
is
meant
explicitly
for
long-range
planning
and
and
for
the
short-range
planning,
that's
necessary
as
part
of
a
function
of
the
NPO.
So
the
short
answer
is
no.
We
couldn't
use
it
for
environmental
as
part
of
a
single
project.
F
D
We
have
a
lot
of
it
that
we're
going
to
be
managing
in-house
and
we
maybe
end
up
contracting
that
outside
to
bring
in
that
GIS
work,
we're
looking
to
bring
somebody
with
GIS
expertise,
an
additional
person
on
board
we're
training
staff
to
have
to
use
expertise.
But
basically
we
have
a
lot
of
spatial
data
and
we
want
to
organize
that
better.
We
wanna
capture
more
of
it
and
then,
in
addition,
there's
more
that
we
could.
D
D
D
C
D
We
we
hired
Jason
and
OSA
as
part
of
the
city
of
Laredo,
Planning
Department
for
long-range
planning,
but
we've
been
using
him
over
the
last
six
months
in
the
MPO
and
full-time
that
may
continue
right
now.
It's
gonna
continue
indefinitely,
but
we've
also
been
a
one-man
diva
who
will
be
assigned
he's
being
hired
as
part
of
the
amp
and
and
he's
coming
over
from
the
Housing
Authority
and
he's
got
a
lot
of
good
experience.
Working
with
federal
government.
E
D
D
Thank
you.
So
you
saw
this
last
time,
the
innate
the
federal
government,
the
federal
and
state
government
we're
here
to
talk
about
the
NHS
system.
They
had
some
additions,
they
wanted
to
make
to
the
national
highway
system,
and
some
removals
may
be
reviewed
it
with
us
in
depth
and
we
agreed
with
staff,
agreed
all
the
different
departments,
the
county,
the
city.
Those
of
us
who
are
your
technical
committee
reviewed
this
and
agreed,
and
then
we
brought
it
to
you
last
time
and
they
gave
that
presentation.
It
was
they
spend
about
all
your
questions.
D
They
you
agree
with
them
and
you
made
a
motion
to
bring
a
resolution
to
that
effect,
and
we've
brought
that
resolution
to
you
today.
It's
in
the
packet,
and
here
it
is
as
well.
Basically,
you
see
that
bolded
part
in
the
middle
now,
therefore
be
it
resolved
to
the
Radio
City
Webb
County
area.
Much
broader
planning
organization
policy
committee
supports
the
following
modifications.
These
modifications
are
as
we're
presented
to
you
and
they
are
the
addition
of
three,
the
removal
of
three
and
the
modification
of
of
the
intermodal.
C
C
D
G
D
B
D
D
B
D
Well,
if
we're
speaking
to
the
frontage
road
that
you
were
addressing
before
with
the
concerns
about
funding,
though
that
still
falls
under
text,
Oscar
is
diction.
The
city
doesn't
control
the
standards
on
the
on
the
furnish
roads,
so
that
doesn't
change
essentially,
but
on
some
of
these
others
that
are
removed
and
it
becomes
now
the
project
locally
and
not
text
or
NHS.
Then
we
don't,
we
don't
have
to
go
through
the
same
process.
D
If
we,
if
we
choose
to
make
a
change
to
the
road
in
terms
of
access
management,
or
you
know,
lights
or
I
mean
we
follow
best
practices,
but
you
know
we
may
different
some
categories
and
and
mr.
Salazar,
with
either
the
funding
or
with
this
question
you
as
well
feel
free
from
text
ought
to
speak
from
text
dots
point
of
view.
B
From
the
national
highway
system,
the
intermodal
connector
from
I-35
north
from
Delmar
north
to
Uniroyal,
there
are
national
highway
system
grants
that
are
specific
to
intermodal
or
to
port
connector.
If
you
will,
and
and
and
to
say
that
I
think
is
overlooking
the
fact
that
there
is
specific
month
there
are
specific
monies
available
from
the
national
highway
system
for
these
sections
and
so
I'm
concerned
about
losing
that
and
as
far
as.
H
E
Time
you
know
you
have
Google
Maps,
you
have
all
these
things
on
link.
It
was
the
designation
of
how
you
were
the
direct
routes
to
these
trucking
and
you
know,
and
the
destinations.
So
if
you're
on
the
furniture,
oh
you're
gonna
go
straight
to
the
to
the
you
know,
if
you're
on
the
they're
north
of
the
loop
on
the
frontage
road,
the
only
way
you
can
go
is
north
to
the
port
of
Laredo.
Thank
you,
for
there
didn't
used
to
be
the
exit
directly
to
the
portal
array,
no
used
to
be
to
you
neural.
E
So
that's
why
that
frontage
road
was
designated
to
the
portal
array.
Now
that
we
have
the
exit
they'd.
Rather,
you
take
35
and
get
off
if
you're
on
the
front
of
drugs.
You
just
go
on
the
frontage
road.
I,
don't
think,
there's
anything
that
we're
gonna
need
on
the
frontage
road
anytime
soon
you
know
I,
don't
see
any
I
mean
there's
no
other
passes
overpasses
or
anything
to
deal
with
there.
So
you're,
alright,
like
I,
say
it's
not
gonna.
It's
not
gonna
affect
the
funding.
G
D
G
C
An
authorized,
the
execution
of
contract
amendment
number
two-
we
see
D
Smith
or
the
2020
that
is
2045
Metropolitan,
Transportation,
Plan,
Update
and
faster
for
blacks
project
that
were
to
amend
so
what
services
to
generally
travel
the
math
model,
training
for
M
POS
to
have
an
increased
the
fee
by
7,500
from
360
4390
and
fifty
cents
give
371,000
another
98
cents.
You
got
to.
I
C
C
J
A
mr.
Chang
mr.
chairman,
good
morning,
good
afternoon,
I'm
sorry
I
just
wanted
to
give
a
brief
update.
We
have
received
the
under
%
schematic
from
our
our
consultant,
and
we
also
have
received
the
final
environmental
assessment
draft
that
I'm
going
to
submit
to
text
dot
this
week.
That
should
be
getting
closer
to
completion.
So
that's
really
the
only
update
that
we
have
as
far
as
web
County
is
concerned,.
J
Commissioner,
as
far
as
the
environmental
yeah,
once
we
submitted
to
tax
dot
and
if
tech
starts,
okay
with
what
we're
submitting
they're
gonna,
do
an
environmental
assessment
document
ready
for
distribution,
so
it
would
send
it
to
Austin
for
review.
I
think
that
whole
process
will
take
a
couple
of
months,
maybe
towards
the
end
of
fall.
Once
they
approve
it,
then
we
can
start
getting
ready
to
receive
the
Fonzi
for
it
and
that
should
complete
the
whole
environmental
process.
K
That
his
complete
text
on
he's
already
working
with
aredo,
to
put
together
the
documents
that
will
be
required
to
procure
the
plans,
specifications,
an
estimate
packet.
So
we
can
move
into
the
design
portion
of
this
contract
of
this
project
so
that
that
will
be
the
next
phase
we
currently
had
for
in
August
of
2022
letting
to
go
to
construction,
but
will
first
require
the
plans
to
be
prepared
and
finalized
by
this.
K
E
K
Correct,
that's
the
schematic,
so
that's
to
develop
the
environmental
clearance,
but
now
we
need
to
move
into
development.
The
actual
plans
themselves,
the.
E
L
L
Working
with
separate
entities
working
with
the
county,
of
course,
limpio
and
our
district
I
think
we're
starting
at
the
point
where,
when
we
board
on
it,
but
it
has
been
a
long
process,
I
I
want
to
be
with
you
and
what
you
do
is
look
forward
to
the
future
and
hopefully,
with
this
product
together
and
get
it
constructed.
The
next
place
again
is
going
to
be
the
final
things
before
construction,
so
I'm.
Looking
forward
to
that
I
mean
I
mean
they
do
to
expedite
that
process.
Very.
C
L
M
All
right,
thank
you.
We
can
start
with
the
new
city
trip
north.
We
have
a
couple
of
projects.
There
have
been
ongoing
for
some
time
now,
usually
three
from
the
Mid
County
line,
mouths
which
44
we
are
doing.
The
rehabilitation
of
that
section
of
the
road
or
contractor
is
Andersen.
Columbia
were
investing
49
million
dollars
on
that
project.
Right
now,
we're
in
the
second
phase,
with
just
an
order
checkpoint
working
around
a
siege,
44
intersection.
M
We
already
did
concrete
payment
there
and
we
have
a
termination
termination
date
on
December,
20,
22
adjacent
to
that
project
gets
out
of
it.
We
have
the
another
project
on
during
that
points.
Out
of
the
checkpoint,
all
the
way
to
I-35.
We
started
that
a
couple
of
months
ago
we
have
sixteen
eight
point.
Five
million
dollars
invested
there
very
percent
completion.
We
anticipated
to
completed
on
December
20
24
right
now,
we're
working
on
the
intersection
of
I-35
and
in
33,
we'll
be
doing
some
concrete
pipe
in
there.
M
M
M
We
plan
to
start
sometime
before
the
end
of
the
year,
hopefully,
and
the
termination
day
will
be
summer.
The
2024
also
we
have
another
project
that
was
led
this
month,
we're
going
to
be
doing
a
concrete
barrier.
Extension
on
business
59
on
youth
59
from
from
Sounders
somewhere
Airport
we're
going
to
be
concrete
barrier
there,
a
median
separator!
That's
again,
that's
not
been
a
water
yet,
but
we
have
a
rotation,
low
bidder
and
that's
gonna
start
sometime
again
before
the
end
of
the
year
and
be
completed
by
summer
of
next
year.
L
260
million
dollars
that
are
under
construction
winter,
the
city
Laredo
I,
want
to
thank
the
NPO,
the
the
county,
the
our
mace
working
together
on
these
projects.
The
commitment
to
these
thoroughfares
coming
out
of
world
trade
and
mines,
road,
especially
will
at
the
end
of
Road
up
in
1338,
that's
going
to
help
alleviate
that
the
u.s.
83
portion
of
the
project
when
we
see
a
lot
of
the
trucking
that's
happening
wrong.
L
35
I
am
most
definitely
the
shadow
project
in
total,
once
again,
260
million
dollars
worth
of
construction
dollars
to
and
within
the
city
of
Laredo.
The
last
project
that
mr.
said
that
I
mentioned
out
there
was
a
concrete
barrier
that
is
some
Highway
Safety
Improvement
I
have
some
dollars
that
we
were
able
to
capture
to
help
us
this
with
the
accidents
were
having
within
the
city
to
kind
of
trying
to
curtail
and
get
some
of
those
incidents
not
to
happen
along
with
a
curb
meeting.
That's
coming
up.
L
E
L
K
Some
text
is
what
David
said.
You
know
those
are
the
one
reconstruction,
but
we
have
an
extra
an
additional
about
250
million
of
projects
that
will
be
coming
in
the
next.
You
know
three,
four
years
five
years
here
in
the
MPO
or
so
we've
got
to
keep
working
together
and
coordinating
through
this
MPO
to
make
sure
we
get
those
accomplished.
So
we
look
forward
to
continue
to
work
with
you.
C
F
Yes,
sir,
thank
you
judge
for
the
record
unplayable
idiots
we're
presenting
the
web
counties
in
Laredo.
We
do
build
Authority
hope
everyone's
having
a
good
day
today,
and
and
thank
you
David
as
well,
just
to
tack
on
the
comment
that
you
made
it's
a
good,
it's
a
great
working
relationship
that
we're
we're
looking
forward
a
lot
of
years,
living
working
with
with
the
district
and
the
county
and
the
city
of
this.
So
our
update
will
be
brief.
F
F
We
are
on
track
or
letting
in
August,
like
I
stated
for
that
projects
going
forward.
We're
still
looking
at
girl
started.
Construction
in
November
next
project
is
that
the
RV's
is
still
pushing
is
a
lotta
theaters
vehicle
to
Concord.
Hills
project
is
for
ninety
four
five
percent
designs,
the
middle
to
the
RMA
and
to
the
city
Laredo
this
month.
F
F
That
project
is
still
ongoing.
From
the
study
side,
the
RMA
is
completed.
Some
survey
work
on
the
actual
corridor
itself.
You
know
how
much
control
the
actual
survey
line
as
well
and
utility
come
utilities
have
been
identified
as
well
and
we're
working
with
the
Laredo
district
to
try
to
get
some
more
traffic
data
on
I-35
for
the
work
that
they've
done,
or
they
are
doing
currently
on
the
schematic
435
from
mile
marker,
seven
416,
that's
so
that's
bed
items
if
we
still
going
on
last,
but
definitely
not
least,
we
are
looking
on
that.
F
Yes,
sir,
with
her
okay
last
item,
the
RMA
is
as
a
as
a
tentative
board
meeting
scheduled
for
July,
which
case
we'll
definitely
advancing
a
bias
here.
Road
for
the
next
phase
have
to
do
a
possibly
extend
the
timeframe
of
the
current
work
they
were
doing
on
it
number
one
and
also
we're
going
to
be
looking
at
reprioritizing
our
projects
as
an
agency
for
the
next
couple
years
as
well.
Is
there
a
question.
B
F
Hear
you
loud
and
clear,
I
know
the
chairman
is
discuss
with
you
a
couple
of
times
on
the
priorities
as
well,
and
yet
you
know
the
arm
is
very
excited
on
future
partnership
opportunities
with
the
city
of
Laredo
as
well
with
met
County
good.
That's
all
the
the
mobility
parties
that
we
have
within
our
communities
absolutely.
E
E
That's
an
egress
and
we're
about
to
spend
a
whole
bunch
of
money.
There
are
nuts
I
would
still
like
somebody
to
be
able
to
address
that
and
see.
If
there's
a
better
way
to
get,
you
know,
get
the
traffic
in
and
out
of
there
and
I
don't
know.
Let
me
do
it
with
cooperation
of
the
RMA
or
Kerby
under
that
special
project,
or
something
that
you
had
listed
there.
D
Yeah
I
think
that
would
be
a
better
fit
for
the
RMA
or
maybe
partnering
with
the
city
with
the
traffic
department
in
the
city,
the
the
planning
grant
is
meant
to
provide
bigger
picture,
larger,
longer
range
planning
and
then
the
shorter
range
planning.
That's
for
compliance
from
the
rules
that
we
have
so
we
can
use
to
have,
or
we
can
use
consultants
to
do
that.
One
for
something
specific.
D
Let
me
what
we're
hoping
to
do.
While
we
can't
use
that
those
funds
we
have
more
staff
homes,
which
is
what
we're
working
towards
yeah.
We
could
assign
a
staff
or
two
to
help
with
that
project
and
that's
what
we're
building
towards
being
able
to
ride
that
kind
of
assistance
to
other
departments.
Another
solutions
for
different
challenges
so
well
we're
working
towards
that
for
sure.
Okay,.
B
C
Talking
about
with
the
new
paragraphs
project
or
what
counts
right
now,
we're
taking
is
so
the
egress
in
the
in
the
ingress
and
egress
of
the
mobile
web
County
Fairgrounds.
So
we
are
going
beyond
the
flattening
of
the
interest,
but
there's
a
little.
The
other
goes
up
on
top
like
kind
of
falling
out.
C
E
Yeah
more
about
because
you
know
I
have
suggested
to
the
people
way
back
is
maybe
we
move
that
entrance
farther,
not
allowing
for
some
queuing
and
then
maybe
even
put
in
a
separate
exit.
I,
don't
know
if
that's
a
Henry,
Clay
Boulevard
or
what's
the
one
that
goes
to
the
boys
club,
the
Boy
Scouts,
you
know
and
bring
them
out
traffic
light,
so
they
could
turn
right
or
left.
And
you
know
this
may
be
making
the
exits
separate.
But
we
need
some
sort
of
somebody
that
knows
traffic
to
be
able
to
analyze
that,
because
there's.
B
Completely
mr.
Schneider,
can
you
make
a
record
of
that
and
so
that
we
can
kind
of
clarify
I,
don't
know
how
far
that?
How
is
that
inside
the
city
outside
the
city
like
how
far
does
it
go
out
the
limits
just
so
see?
If
there's,
there
is
some
way
that
we
can
help
as
well,
but
if
just
let's
talk
about
it
soon,.
