transportation
study,
the
otherwise
known
as
the
Metropolitan
Planning
Organization
MPO
policy
committee
at
today's
April,
the
19th
2019,
it's
1:30
and
5:00
p.m.
and
we're
meeting
here
at
city
council
chambers
in
Laredo,
Texas

Houston
Street.

say
briefly
that
what
you
see
here
is
a
reflection
of
the
direction
we
want
to
go
where
we
want
to
bring
staff
and
expertise
on
board
and
use
consultants
less
for
the
planning
work
that
we're
doing
for

NPO.
That
will
allow
us
to
be
much
quicker
in
our
responses.
When
we
need
to
study
things
out,
it
will
also
get
a
greater
value
for
our
money.

often
expensive,
to
bring
consultants
down
from
doe,
and
we
want
to
take
greater
ownership
of
the
projects
we
have
and
having
that
data
owning
that
data
creating
it
here
allows
us
to
do
so.
So
that's
the
intent
with
with
putting
more
into
the
regional
planning
and
admin
category.
So
we
can
hire
an
active
transportation
plan
or
a
regional
planner,
a
GIS,
planner
and
and
other
staff
that
it
will
allow
us
to
do
those
things.

the

This
1
million
dollars
is
a
contract
that
we
did
sign
with
the
city
of
Laredo.

is
money
that
comes

textile

MPO

you
just
answer
that
question
and
you've
mentioned
hiring
three
skilled
persons
to
the
task.
But
you
kind
of
answered
that
the
rest
is.

picking
that
up

means

a

we

use
some

people

City
business

their
staff

their

city

it
and

money

spending

on
people
and
just
stop,
it
only
gives
us
what's

of

to
them,
but
we
have

million
that

we'll
have
enough
in
reserves.

money

of

concerned

spending

reserve

hoping

anything

words,
we

been
consistently
overpaying
for
the
work
that
we're
doing
one
because
of
our
geography
and

lack
of
experience

someone

long-range

200
studies
in
over
100
different
cities.

UTP
funding
for

entire
state,

approving
the
tenure
UTP
plan

state.

are
very
fortunate
this
year.
What
happened
is
with
the
good
help
of
the
mayor
here
in
Giordano,
and
a
lot
of
these
council
folks
were
able
to
work
toward
it
and
we
were
able
to
allocate
additional
funds
for
the
winema
of
us
59.

were
able
to
allocate
the
remaining
funding
for
the
loop
20
project
from
international
all
the
way
down
to
u.s.
59.
On
top
of
that,
we
were
able
to
get
additional
funding
for
two
additional
direct
connectors
at
the
shiloh
interchange,
and
on
top
of
that
we
were
able
to
get
the
much
near
funding
for
the
you
know
of
project
on
I-35
and
grand
total
about
two
hundred
and
twenty
million
dollars.

problems

bringing

hit.

hit
hard

pretty

to
get
it

best
we
can
get
in

get
out
and
when

people

projects.

useful
for
the
city
of

radon

the

priority
was
getting
additional

million
dollars

project

money

gonna
be
allocated
for
that
area.

the
MPO

categories

dollars
federal
dollars.
Fortunately,
the
way

are
they
set
up
our
maintenance
dollars
when
it
comes
to
sweeping
mowing
litter
pick
up
whatever
it
is.
It
comes
from
a
different
basket
and
it's
not
a
policy
that
takes
up
put
in
place.
It's
by
legislature.

the
concern
that
mr.
auger
brought
to
the
table.
So
basically
what
happens
is
we
have
approximately
about
fifteen
million
dollars
a
year
there?
This

utilize
for
Madison
wrote
later

I

maintenance

litter,
sweeping
landscaping,
mowing:
okay,
those
fifty
million
dollars.
So
there's
categories
within
the
state
system
classifications
one
through
five
there
we
can
use
federal
dollars.

can
use
MPO
dollars,
there's
classification,
six
roadways,
there
are
FM
roadways
that
are
less
traveled,
that
we
cannot
use
my
spend
on
dollars,
but
so
that
all
comes
with
state
funds,
this
basket
of
fifteen
million
dollars
that
I
have
to
maintain
the
entire
district,
which
encompasses
eight
counties,
includes
roadways
that
are
not
on
the
classification
one
through
five
okay,
para
minor
was
15
million
dollars.
I
have
to
dresser
cuz
I
have
to
address
some
construction
projects.
Then
I
cannot
address
the
federal
dollars
off
that
fifty
million
dollars
I
take
away
nine
million
dollars.

leaves
me
with
six
million
dollars
to
allocate
to
the
eight
counties
that
I
have
to
take
care
of.
Currently
in
fiscal
year.
Nineteen
for
Webb
County
and
the
city
Laredo
were
currently
allocated
1.4
million
dollars.
That
includes
litter,
sweeping
and
mowing
that's
basically
over
ten
percent
or
the
15
million
dollars.
We
do
our
best
to
balance
out
what
we
can
and
can't
do.
There
is
a
current
MMA
in
place
signed
in
1996,
which
allocates
that
takes
that
will
maintain
Interstate
Highways
when
it
comes
to
litter.

Sweeping
mowing
later
pick
up
and
you
break
anything
outside
of
an
interstate
or
not.
Control
axes
is
a
responsibility
of
the
city
and
we
will
discuss
when
we
can.
We
have
been
assisting
with
a
1.4
million
dollars
currently,
but
at
this
point
I
know
the
concern
is
I-35.
Currently
we
do
have
a
contract
where
we
are
sleeping
once
a
week.
I
will
be
happy
to
increase
that
to
twice
a
week
and
necessary,
but
at
the
same
time,
I
would
ask
that
some
of
these
are
the
roadways
that
we're
currently
doing,
such
as
per
400
u.s.

told
by
our
city
staff
is
that
we
remember
the
the
dollar
amount
of
$220,000
being
in
the
mix
there
that
somehow
you
all
had
allocated
that
for

that
you
all

receipt

sweeping
and
mowing,
and
recently
there
was
some
sort
of
discussions
with
text
or
text
out.

were
saying:
look
we've
been
doing
in
the
past,
but
city.

city

know
we're
in
partnership
and
currently
right

is

build

frontage
road

alleviate

congestion

roads
that

include
it

built

way
