when

and
the
county

the
entrance

officials
and

them

had

coming

nothing

the

wanted

like

parking,

suggest
is
staying

lines

accountability
for

four

an
alliance

entities

connect

city,

benefit

they
think
they're
doing

they're
willfully
ignoring
it

understand
that
they're
not

imagining

they're
willfully
keeping
funding

addressing
that
need.

the
county
just
doesn't
know,

the
city
doesn't
know
who
to
put
in
charge

state

we
have
a

presence

federal
officers
in
that
area
and
the

lack
of
an
alliance
to

work
together
to
create
something
that
we

proud
to
show

a

served

as
close
as
we
have
kind

outcome
to

that.

something
that
we
can
continue
to
request
so

we
get
some
attention
at
least
from
the
city
Side

haven't

really
requested
any
assistance
from
the
county
on
that
issue,
but

think
it's

out

order

us
to

try
to
deal
with
that

bring
folks
together
on
it.

if

see
something
on
the
agenda

we

we
put
some
teeth
behind
getting
folks

work

at

and
convent,

the
best
way
to
get
ideas
is
to
go
sit
on
Convent

just
you

look
at
what's
happening
there

the

the
traffic.

tens
of
thousands
of

bridge,

our

City's

love

see

funded

tax
dollars

with

expertise.

he
lives
out
of
town,

that
a
lot
of
the
stakeholders
are
still
unaware
of.

how
you

no
one's
intending
not

something

work

silos
and

different

timing.

we
could
all
get
a

think

achieve
much
more

experience

sport

think
it's

helpful.

comments
about
the
water
issues
downtown
those
need

resolved

bringing

department
heads
together,
maybe

been
a
little
trying
that
the
Consultants
haven't
said
that
I'm
saying

item

I

the
agenda
is
is
for
that
purpose.
But
if
we
have

designee,
then
that
person
can
round
them
up
and

make
it
easier
for
them

for
everybody

these
are
kind

housekeeping
items

think
we
need

try

sorted

the
clarity

need

projects,

management

administration.

often
times

we
serve

public

liaisoning
that
occurs,

case
here
with
the
city
Department
with
and
which
is
you
guys,
have
been
great
Your
Community
Development
has
been
nothing
but
good
to
us
in
terms
of
setting
up
our
minutes,
providing
copies
doing
all
of
that.

So
I
think
we
need
to
clarify
that
and
make
sure
that
whatever
we
expect
the
city
to
do,
we
have
a
good
understanding
where
it
ends
and
where
the
consultant
administrative
job
begins,
so
that
because
we
ask
there's
going
to
be
a
status
right
and-
and
there
may
be
no
movement
which
is
fine,
we'll
start
we'll
we'll
take
care
of
it.
It'll
move
but
it'll
be
important
for
this
board
to
be
clear
about
who's
who's
really
administering
for
this
board.

something
that
the
city,

city
department,
is
doing
so
there's
a
five
percent
admin
fee,
that's
charged.

like

thousand
dollars,

not
enough
to
say

we've
got
a
full-time
position

we
did
when
we
hired

city

we
wanted
them
to
do

project
management

clear

doing

have

coming

downtown

cutting

tree
down.

been
dead

years,

identifying
that
people
cannot
walk
down
a
sidewalk,
because
there
is
a
tree
right
in

middle
of

small
sidewalk

charge
of

people

pushing
their
babies
and
pulling
their
suitcases.
Those
are
not
the
people
that
are
in
charge
of
that.
So
is
it

been
asking
this
question
since
2017.,
who
is

charge
and

do
they
know
if
that
they're

charge?

the
answer
clearly
is
that
nobody's
in
charge?

knows
that
somebody
else

missing
component
is

addresses

missing

saying
it's
all
the
city
right,

we

those
other

leaders
right,

clarity

other
administrators,

guess
I
should
say
for
clarity

your
word.

same
thing
will
happen
once
we
build
these
2.5
million
once
we
spend
these
monies
on
improvements
nobody's
in
charge
and
that
in
other
cities
around
not
the
nation
around
the
world,
the
business
district
is
is
in
charge
of
of
maintaining
that

our
lack
of
a
business.
We
have
a
business
district,
but
it's
not
well.
It's
it's
trying
to
work,
but
it's
not.

not
sure

we

recommend
something

I
think
we
have
had

representative
of
the
business
district
here
before
not
today,

put
that
on

agenda

include

the
other
administrators
for
this
area
and
figure
out
who?
What
where
when

maybe
we
could
encourage
them
to
get
their
business
district
up
and
running,
funded

staffed.

these
questions

easier

plan

it's
an
eligible
expenditure
to
help
maintain

not

looking
for

to
do

board

There
needs
to
be
a
third
party
or
the
city
that
accepts
that
responsibility.

agreement,

mentioned

that
up

the

the

gives
the
city

responsibility
by
virtue
of
the
relationship
between
the
city
and
the
Terps,

agree

make
this
suggestion
before.
If
we
need
to
be

guess,
provide
more
leadership
with
it
is
to
assemble
those
parties
and
host
a
round
table
to
start
building
some
sort
of
a
prototype
for
what
this
District
could
look
like,
and
then
you
begin
to
have
conversations
about.

fund
it

to
fund
it

who's

lead?

think
the
people
with
capacity
should
lead
it.

doesn't
have

groups
and

interest
