B
Happy
Fourth
of
July
to
begin
with,
and
we
have
a
bit
of
a
brief
Board
of
Public
Works
and
safety
agenda
today.
So
we'll
start
with
our
roll
call.
C
B
Any
discussion
all
in
favor,
please
say:
aye
aye
aye
any
post.
Thank
you
and
we'll
start
off.
No
adjustments,
no
unfinished
business,
new
business,
Brian,
water
pollution
control
facility,
primary
clarifier.
E
Yeah
before
I
get
into
that,
I
was
going
to
go
over
the
indot
and
I've,
been
in
contact
with
indot
about
them.
Closing
State
Road
7
up
between
Wells
Drive
and
Duffy
Avenue
for
a
culvert
replacement.
The
mayor
and
I've
been
going
through
it.
It's
going
to
be
effective.
E
The
official
detour
will
be
in
place
between
September
5th
2023
and
November
30th
2023,
but
they
always
give
us
a
letter
of
understanding
to
know
that
the
the
official
most
people
will
use
the
unofficial
detour,
which
was
designated
in
that
letter
as
Wilson
Avenue
and
if
any
damage
or
stuff
it
occurs
to
Wilson
Avenue.
That
video.
Before
and
after,
and
as
long
as
it's
not
damaged,
then
we're
good
and.
B
E
Correct
now,
when
I
spoke
to
the
area
engineer
last
week,
they
right
now
the
the
hang
the
hill
Hanging
Rock
Hill
is
supposed
to
be
done
at
the
end
of
July.
Now
it's
construction,
so
that's
weather
permitting
and
Supply
permitting
and
as
I
told
you
when
he
spoke
when
I
spoke
with
him,
they
were
having
a
storm
drainage
issue.
E
They
were
trying
to
solve
and
they
hadn't
gotten
a
solution
yet,
but
whether
that's
going
to
extend
the
deadline-
I
don't
know,
but
that
gives
them
basically
August
as
a
buffer
as
long
as
they
finished
before
September,
but
and
and
this
date,
even
though
it
says
September
5th,
with
indot.
That's
always
in
flux
too,
but.
B
You
know
the
thing
always
is
these:
construction
projects
are
overlapping
all
of
our
Festival
season
and
it
changes
the
traffic
patterns
during
some
very
very
busy
times,
but
we
don't
have
control
over
it.
We
just
want
to
manage
around
it
and
make
sure
we
inform
the
community
that
that
is
happening.
E
Yeah,
hopefully,
this
one's
less
impactful
than
Hanging
Rock
Hill,
because
Hanging
Rock
Hill
is
just
our
main
thoroughfare.
But
they've
got
that
information
so
and
and
on
to
the
quotes.
E
B
Particular
the
indot
letter
of
understanding
for
their
Culvert
replacement
on
State
Road
7.
E
E
Then
she
got
the
quotes
and
I
compiled
everything
she
couldn't
be
here
today.
I
was
going
to
have
her
come,
but
she
had
a
kidney
stone.
Last
week,
so
I
told
her
take
a
few
days
off.
E
And
and
I
I'll
kind
of
go
over.
What's
in
the
letter
that
that
are
sent
to
the
mayor
here
recently,
it's
a
the
East
and
West
primary
clarifiers
are
concrete
structures
and
they're
in
poor
condition.
They
date
back
to
1946
and
1949
when
they
were
constructed
and
hydrogen
sulfide
is
the
primary
culprit
in
Wastewater.
It
turns
into
sulfuric
acid
and
it
slowly
eats
away
at
the
concrete
and
as
as
I
put
in
the
letter
due
to
many
years
of
exposure,
the
clarifiers
are
essentially
crumbling.
E
There
have
been
attempts
repairs
in
the
past
which
were
not
successful
due
to
not
being
as
extensive
as
we
now
propose
most
of
the
repairs
in
the
past.
We
did
do
to
the
exterior
we
didn't
get
inside
the
tank,
and
these
are
mostly
inside
the
tank
we
actually
started.
Looking
at
this
I
was
talking
to
the
board
earlier
back
in
1920
when
Jay
was
still
here,
but.
A
E
But
then
we
got
a
few
quotes
and
then
the
covet
thing
hit,
and
so
everything
got
kind
of
put
to
the
side
until
that
was
done
and
now
that
Rebecca's
here
we're
going
to
try
to
get
it
done
and
it's
best
to
do
it
in
the
summer.
Obviously,
because
there's
less
flows
coming
through
the
plant,
so
it's
easier
to
take
them
offline.
E
When
you
say
that
there's
actually
six
basins,
one
clarifier
is
two
basins
that,
like
the
East
clarifier
is
actually
two
basins
and
the
West
clarify
is
actually
two
basins
the
same
with
the
South.
We
also
have
a
South
Clear
fire
and
it's
two
basins.
So
when
we
take
one
off
you're
really
taking
two
tanks
down,
but
we
call
them
the
East,
the
west
and
the
South,
because.
E
Yes,
our
typical
flows
every
day
are
under
two
million
gallons,
assuming
it's
not
raining,
and
in
the
summer
it's
it's
easy.
It
even
gets
a
little
lower
than
that,
because
it's
so
dry
and
the
ground
soaks
up
so
much
more
because
a
lot
of
our
you
know
not
a
lot
of
it,
but
some
of
our
flow
is
obviously
inflow
and
infiltration,
which
is
people
pumping
into
us
and
the
ground
seeping
in
through
Croc
pipes.
E
E
E
Okay,
yes,
now
the
the
things
we
have
outside
the
plant
are
just
temporary
storage
basins.
The
the
sewage
in
them
when
the
Heavy
Rain
flows
is
always
in
less
than
them
is,
is
contained
within
less
than
48
hours.
That's
for
EPA
regulations,
so
whether
we're
still
having
rain
after
48
Hours.
It
still
has
to
get
pumped
and
we'll
have
overflows
somewhere
else.
But
that's
another
topic.
E
E
You
should
have
an
overview
sheet
yeah
like
this
yeah
and
then
we
had
Gruber
Industries
and
their
quote
came
in
at
82
000.
and
then
IPR
Incorporated
and
their
co-work
came
in
at
99,
950.
and
essentially
they're
all
doing
the
same
thing.
The
low
quote
is
using
they're
not
using
the
belzona
materials,
but
Rebecca
feels
what
they
were
using
is
equivalent
to
the
belzona
materials
and
even
the
other
companies
aren't
using
identical
belzona
materials,
but
most
of
them
use
this
belzona
material.
I.
Don't
have
a
ton
of
information
on
that.
E
Materials,
yes,
yeah
I
met
with
Rebecca
and
she
and
I
discussed
and
she's
actually,
okay
with
the
low
bidder,
because
that
was
one
of
my
questions
because
they
used
a
different
material
and
and
she
met
with
the
contractor,
and
she
thought
he
knew
what
he
was
doing
so
I
replied
rely
on
her
word
there.
So.
D
E
E
But
now
we
do
have
to
end
him
clean
them,
which
is
no
big
deal
we
empty
and
clean
them
every
time
we
take
them
offline.
So
that's,
but
they
just
some
of
them
just
put
that
in
there,
because
they
want
to
make
sure
they
don't
have
to
do
that
so
and
even
if
we
do
have
to
supply
a
dumpster,
it's
not
that
big
of
a.
E
E
It
that
way,
I
can
talk
to
him.
I
can
ask
him.
I
didn't
ask
him
that
when
they
gave
the
quotes,
I
mean
I,
didn't
have
Rebecca
requests
bonding,
but
I'm
sure
all
these
companies.
If
we
ask
them,
can
they
provide
us
a
bond?
They
will
I
mean
it's
just
not
something
we
asked
and
for
these
I
mean
I,
say
small
amount.
I
mean
it
doesn't
seem
like
small
amount,
but
in
the
big
scope
of
things,
that's
a
pretty
small
amount.
E
E
B
You
know
doing
work
on
your
plan.
True,
it's
a
little
bit
different,
let's,
let's,
let's
follow
up
on
that
and
to
to
see
if
we
need
to
to
do
that,
I,
don't
know
what
the
the
quote!
The
request
for
the
quote
did
it
include
any
bonding.
E
B
So
I
have
that
question
and
then
so
we're
still
using
equipment
that
dates
back
to
the
40s.
Yes
and
then
the
third
one
is
the
70s
and
so
in
2000
was
it
2017
when
the
Wastewater
upgrades
were
made
correct,
but.
E
E
E
Our
bad
bypasses
that
we're
not
supposed
to
have,
and
so
that's
what
the
secondary
clarifier
was
to
address,
because
we
overflow
at
the
plant
also
that
we
were
using
and
then
the
phosphorus
the
EPA
passed
that
we
had
to
get
so
below
a
certain
percentage
and
we
had
to
meet
that.
So
we
monitor
that
as
it
comes
in
and
as
it
goes
out
now,
it's
a
monthly
average.
E
So
we
take
a
daily
reading
for
the
phosphorus
and
then,
if
it's
we
try
to
keep
it
below
one
and
if
it
gets
above
one,
then
we
just
add
more
treatment,
because
if
you
get
it
down
to
like
0.8
or
0.7
your
monthly
average,
as
long
as
it's
below
one
you're,
okay,
but
generally
it
runs
around
0.8
or
0.9.
You
get
some
natural
elimination
of
phosphorus
and
it,
but
I
won't
get
into
that.
But.
B
You
say
that
the
third
clarifier
dates
to
the
70s.
Yes,.
C
B
E
Yeah
we
take
them
down
and
inspect
him
all
the
time,
probably
every
three
months,
because
we
have
to
do
maintenance
to
them,
but
but
that
one
is
in
much
better
condition
now
whether
they
did
different
concrete
I,
don't
know,
but
but
the
other
ones
are
77
years
old
and
they're
getting
they're
getting
worse
and
worse,
really
for
their
age,
they're,
actually
in
in
pretty
good
condition,
but
replacing
them
that's
a
whole
nother
project
of
several
million
dollars.
E
That's
why
seventy
five
thousand
dollars
to
buy
us
five
or
ten
years
is
a
is
a
seven.
You
know
several
million
dollars,
because
it's
not
just
the
concrete
when
you
take
when
you
replace
them.
You've
got
all
the
piping
feeding
it
in
most
from
multiple
locations.
We
we
pump
up
initially,
but
then
we
gravity
flow
and
all
the
pipes
flow
in
and
out
of
there
there's
channels.
A
bunch
of
things
goes
on.
E
Really
but
I
will
it's
the
primary
clarifiers,
the
the
Wastewater
comes
in,
and
it
basically
has
a
rotating
belt
and
the
the
light.
What
we
call
floatables
Float
to
the
top
and
they're
skimmed
off
and
the
heavier
solids
in
the
Wastewater
sink
to
the
bottom
and
they're
scraped
in
to
what
a
basin
that
we
ship
to
ship
off
eventually.
But
then
and
that's
basically,
what
you're
doing
through
the
plant
you
they
go
through
the
primary
carefully
you
get
rid
of
the
the
the
floatables
and
the
heavy
stuff.
Then
they
go
through
the
aerobic.
B
River:
what's
the
condition
of
the
secondary
clarifiers?
Well,.
E
One
of
them
is
brand
new
and
the
other
two
are
in
fine
shape,
but
we
take
them
off
and
we
we
hose
them
down.
I
mean
they're,
they're
well
maintained,
that's
not
the
others
aren't
well
maintained,
but
I
don't
know
the
age
of
them.
If
that's,
what
you're
asking
I'd
have
to
check
on
that?
Because
initially
the
plant
started
with
just
primary
clarifiers
and
as
EPA
regulations
changed,
we
had
to
keep
adding
more
treatment,
I
mean.
Yet
when
the
plants
started,
it
was
just
the
east
planar
function.
E
B
C
C
E
E
E
B
B
E
Of
the
quote,
as
Dave
and
I
discussed
before
the
meeting,
one
of
the
quotes
is
for
the
East
clarifier,
because
they
can
only
look
at
them
when
they're
empty.
But
then,
when
the
other
people
came
back,
they
had
to
look
at
the
West
clarifier,
because
the
East
was
being
used
but
they're,
both
in
the
same
shape.
Those
pictures
that
I
sent
you
so.
E
Right
but
first
we're
going
to
see
how
they
do
on
one
and
we're
either
going
to
be
happy
with
how
they
did
and
use
them
for
another
and
get
quotes
again.
But
if
we're
not
happy,
then
we
can
always
re-quote
it
and
use
somebody
different
I
mean
we
have
the
it's
our
prerogative
who
we
use.
We
don't
have
to
use
the
lowest
quote,
but
but
the
prices
will
obviously
change
when
we
do
the
next
one,
because
we
may
not
be
able
to
do
it
till
next
summer,
depending
upon
when
they
can
do
this.
B
I
understand
and
what
the
source
of
capital
to
pay.
E
A
E
And-
and
we
like
how
they're
doing
then,
if
they're
willing
to
do
the
West
for
the
same
price,
I'm
hoping
we
don't
have
to
be
it
I,
just
bring
it
back
forward,
here's
the
work.
We
did.
We
liked
it,
here's
they
can
do
the
second
one
for
the
same
price
as
the
the
East
one
and
if
Rebecca's
happy,
then
you
still
have
to
go
through
the
same
process.
You
just.
E
E
That's
why
it
could
be
out
three
weeks.
It
could
be
out
four
weeks.
It
could
be
out
a
week
if
they
come
in
and
again
depends
on
what
they
get
into
and
how
bad
the
concrete
is
once
they
get
inside
of
it,
because
there's
pipes
in
there
too
they're
going
to
have
to
line
also
because,
like
I
said,
there's
pipes
in
there,
but
they'll
also
line
those
with
these
Coatings
to
help
protect
them.
E
No
they're
in
pretty
good
shape
and
the
the
funny
thing
is
everything
that's
below
water
level
is
in
pretty
good
shape.
It's
just
the
stuff,
that's
exposed
and
outside
of
the
water
level.
It's
because
of
like
she
said
the
hydrogen
sulfide
and
the
sulfuric
acid
evaporates
and
gets
in
gets
on
that
concrete
and
the
the
stuff
in
the
water
stays
pretty
much
protected.
Yeah.
If
you
went
in
the
tank,
you
would
never
guess
it
was
70
years
old.
E
Working
on
it,
they're
still
they're
mostly
finished
in
Hillcrest
they're
working
in
Sunrise.
Still,
they
obviously
they
didn't
work,
Friday
and
they're
not
working
today
because
of
the
holiday
but
then
and
they've
started
on
Frank's
Drive.
They
still
haven't
started
on
Flint
Street.
Yet,
but
right
now
on
their
calendar,
that's
one
of
the
last
things.
They're
going
to
be
doing.
I,
don't
know
if
they've
got
the
boring
started
yet
because
I
know
they
have
three
places
they
have
to
bore
and
I
think
they
ran
into
some
issues
with
their
equipment.
E
So
they
were
going
to
bore
a
week
or
two
ago
and
they
haven't
been
able
to
start
the
boring
and
that's,
but
they
did
say
they
think
the
boring
person
thinks
they
may
be
able
to
set
up
on
one
side
of
the
golf
course
and
assuming
they
don't
hit
Rock,
really
bad
Bedrock
type
Rock.
They
may
be
able
to
bore
all
the
way
across
to
get
almost
to
the
other
side
and
not
set
up
in
the
middle.
Well,
that's
that's!
That's
wishful
thinking!
That's
a
long
distance,
but
worst
case
scenario.
E
They'll
have
a
spot
in
the
middle.
At
the
creek
and
one
at
each
side,
but
the
the
borer
seemed
to
think
he
might
be
able
to
go
the
whole
way
without
setting
up
in
the
middle
of
the
course,
which
would
be
great
was
except
for
how
Dave
plays
he'd,
probably
hit
him,
who
am
I
where
they
are
I.
Guess
his
money's.
B
B
I
didn't
bring
it,
but
I
know
we
had
a
call
with
them
on
June.
The
7th
I
think
it
was
it's
probably
time
to
have
another
another
check
in
I
mean
I
would
just
love
to
see
more
work
done
in
Sunrise
the
the
road
situation
there.
The
grading
there's
work
that
they
could
be
doing,
and
it
seems
like
it's
dragging
on
too
long
again.
B
B
It
doesn't
mean
we
can't
manage
it
with
them.
Either.
I'm
not
gonna,
wait
I'm,
just
not
gonna
wait
until
the
370th
day
to.
E
E
B
And
anyway,
so
I
again,
we've
got
to
manage.
We've
got
to
manage
everybody's
expectations
and
then
and
then
you
know,
help
keep
them
focused
in
the
areas
that
are
important
to
us.
So
let's
get
that
online
in
your
Rob's
calendars:
okay,
okay,
all
right
anything
else
for
Brian!
F
I
have
an
extension,
a
midpoint
and
a
final
for
you.
The
first
I'm
gonna
go
over
is
the
extension.
Springdale
Cemetery
has
requested
a
start
date
extension.
They
received
their
Grant.
They
were
supposed
to
start
in
may.
They
had
some
delays
with
their
contractors,
trying
to
pull
out
the
windows
and
get
those
stained
glass
windows
refinished.
They
are
on
track
to
start
that
here,
probably
the
next
couple
weeks,
but
I
wanted
to
give
them
an
extra
little
bit
of
time.
F
In
case
there
was
some
delays,
so
they're
asking
for
a
four
month
start
date
period
extension
that
would
put
their
start
date
by
August
4th.
F
The
midpoint
I
have
for
you
is
12
East
Main,
Street,
Carey
Kemper
is
more
or
less
complete
with
this
project.
Her
work
includes
redoing
the
wood
sighting
on
her
rear
building
towards
the
back
and
include
some
tuck
pointing
plaster
work
on
the
main
building
she's
completed
more
than
half
of
the
project,
according
to
her
Pace
Grant
agreement
and
is
asking
for
the
half
disbursement
of
three
thousand
seven
hundred
fifty
dollars.
C
F
B
Looks
great
and
if
you
drive
down
that
street
look
at
the
whole
street
now
it's
transformed
new
sidewalks
I.
Think
almost
every
structure
down
there
now
and
that
whole
block
from
Poplar
to
Central
has
had
a
lot
of
restoration
done
on
it.
It's
beautiful,
so
I
appreciate
everybody's
made
an
investment
down
there.
B
Or
questions
well,
Fair,
please
say:
aye
aye
hi.
Can
you
post?
Thank
you
I
think
it
takes
care
of
our
official
business.
I
just
have
a
few
comments.
I
just
want
to
again
welcome
or
thank
everybody,
who's
involved
in
a
very
successful
2023
Regatta
week
and
all
the
events
that
happened
every
day.
Literally
for
about
seven
or
eight
days,
hundreds
of
people
involved,
the
city
shine
bright,
the
city
staff,
all
the
team
that
was
involved
in
you
know
beautifying
the
community,
keeping
it
clean,
keeping
it
safe,
keeping
all
the
services
running
all
the
business
owners.
B
I
mean
it
was
a
phenomenal
week,
despite
the
weather
in
a
couple
of
instances,
couldn't
be
more
prouder
of
Madison
and
as
of
course,
all
the
teams
that
brought
race
boats
here
and,
and
definitely
the
Madison
Regatta
committee
that
put
on
one
of
the
most
complicated
but
most
festive
festivals.
B
B
Indot
did
a
tremendous
amount
of
lifting
for
the
city
to
reopen
Hanging
Rock
Hill
for
the
Madison
area,
run
clubs,
10K
I'm,
probably
the
only
person
in
the
room
with
first-hand
knowledge
of
what
the
hill
condition
was
because
I
ran
the
10K
I'm
still
sore
today
did
not
win,
but
I
really
enjoyed
it
as
well
as
hundreds
of
other
people.
Despite
the
rain,
we
still
all
toughed
it
out
and
had
a
good
10K,
but
the
court
the
course
was
fabulous.
B
Hanging
Rock
Hill
was
very
well
prepared
and
I'm
I'm
gonna
give
our
Deputy
Commissioner
a
personal
phone
call
to
thank
him
because
they
did.
They
did
a
lot
for
us
to
keep
that
part
of
the
Regatta
week
going
and
then
I'll
just
mention
too
that
in
a
couple
days
we'll
go
live
with
the
Crystal
Beach
webcam.
That
is
going
to
be
really
cool,
I've
been
watching
it
for
a
couple
of
days,
not
much
happening
since
last
Last
Friday,
but
middle
of
the
week.
B
Last
week
you
can
see
everybody
down
there
working
and
it's
going
to
be
cool
to
watch
the
progress
or
the
balance
of
this
year
on
that
and
then
lastly,
I'll
mention
that
we
are
now
starting
to
digest
information
that
was
prepared
through
our
contract,
with
the
Army
Corps
of
Engineers
and
so
we'll
be
making
some
announcements
on
that
soon
as
we
digest.
B
What
is
a
very
complicated,
very
data,
oriented
analysis
of
the
Crooked
Creek
Watershed
to
bring
some
solutions
to
the
community,
for
you
know
the
century
and
a
half
time
of
flooding
down
in
that
Corridor
some
more
to
come.
There
I'll
pause
board.
You
have
anything
to
add.
D
B
B
C
Want
to
give
a
shout
out
again
to
the
city
employees,
for
the
tremendous
job
that
they
did
over
the
weekend
with
the
uncooperative
weather
made
it
that
much
rougher,
but
we've
got
one
of
the
best
city
Crews.
You
can
imagine
so
kudos
to
them.
Well,.
B
B
It's
true
is
all
the
work
by
so
many
people
to
make
it
make
it
make
it
so
all
right.
Moving
on
with
the
agenda.
We
anybody
here
want
to
make
a
public
comment
to
the
Board
of
Public
Works
you're
welcome
to
come
up
to
the
podium
now
make
a
statement
and
America's
Chief
John,
I
Wallace
comes
up.
How
you
doing
sir.
G
Good
afternoon
board,
just
to
let
you
know
our
weekend
was
went
very
well
for
the
police
department.
We
had
I
think
six
arrests,
only
six
arrests
from
Friday
through
Sunday
compared
to
the
hundreds
we
used
to
have
back
in
the
70s
and
80s
the
things
that
really
turned
around
and
it's
a
just
a
great
crowd
well-behaved,
and
we
certainly
appreciate
that
for
the
police
department,
standpoint
I
think
we
had
a
total
of
13
arrests,
the
entire
Regatta.
G
G
It's
proud
to
be
a
part
of
it.
Thank
you,
I
think
the
mayor
had
these
hey
dudes
with
that
shirt,
look.
