If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
A
C
Mayor
I
I
agree
with
your
assessment
on
that.
Our
fire
company
now
is
in
the
process
of
reviewing
them
and
I
think
the
other
fire
companies
are
also
in
the
process
of
reviewing
them.
So
I'd
like
to
see
him
go
back
to
the
committee
for
further
review
and
then
before
they're
submitted
back
to
us
for
final
approvals.
D
A
A
Standard
identify
yourself,
please
Kathy,.
C
A
All
opposed,
thank
you
all
right.
Moving
on
to
the
matter
from
the
last
meeting
order
to
demolish
and
remove
multiple
unsafe
structures
on
Moody
Park
Lane
I'd
like
to
reconvene
the
hearing
from
March
the
6th
and
invite
our
building
inspector
Lana
Rawson
to
the
podium.
Please.
A
So
the
the
hearing
that
began
on
March,
the
6th
with
was
with
regards
to
your
order
and
notice
of
violation
relative
to
unsafe
structures
located
at
401
Moody
Park
Lane
407
Moody
Park
Lane,
408,
Moody,
Park,
Lane,
413,
Moody,
Park,
Lane,
414,
Moody,
Park,
Lane,
419,
Moody,
Park
Lane,
and
for
20
Moody,
Park,
Lane,
five
of
the
seven
of
which
are
occupied
yeah.
Anything
in
addition
to
add
Landon
relative
to
your
order
and
the
discussion
from
the
last
hearing.
D
A
That's
the
update.
The
property
is
located
in
a
flood
plain
inspection
warrants
were
issued
by
the
Jefferson
County
Superior
Court
found
probable
cause
to
justify
the
inspection
of
the
buildings
that
was
on
February
the
7th
earlier
February.
You
issued
stop
work
orders
after
determining
that
work
was
being
done
in
violation
of
city
or
state
building
requirements,
and
do
you
know
if
the
homes
remain
occupied.
A
Okay,
anything
else
to
add
Atlanta,
no,
sir,
okay,
Mr,
Cunningham
I
think
you're.
Here
is
there
anything
you'd
like
to
add,
sir.
If
you'd
come
to
the
podium.
F
My
name
is
Jim
Cunningham
good
morning
good
morning.
It's
a
pleasure
to
be
here
after
Consulting
with
my
counsel
and
I've
returned
with
some
a
few
bullet
points.
F
Okay,
so
we
are
here
being
asked
to
destroy
most
of
the
homes
on
our
mobile
home
park,
we're
leaving
at
least
seven
families
without
homes.
There
are
specific,
applicable
statutes
which
directly
address
the
situation
as
we
have
here.
We
believe
in
arbitrary
application
of
Law
and
regulations
is
being
made
in
this
situation.
F
F
However,
the
board,
rather
than
allowing
such
repairs
in
rehab
not
just
onto
its
Authority
arising
under
the
designation
of
the
area
in
which
our
Park
sits
in
a
flood
plain
from
a
view
of
the
notices
we
have
received,
it
appears
that
the
restrictions
on
repairs
is
arising
from
the
flood
plain
claim
under
IC
36-7-4
Dash
1019,
that
addresses
non-conforming
structures
that
have
been
damaged
in
the
mobile
home
park
and
doing
so.
F
F
F
One
of
the
simul
similarly
situated
structures
is
the
news
construction
that
was
allowed
across
the
alley
at
sanitary,
Lane,
you'll
notice,
the
large
white
rectangular
structure
on
the
map.
F
F
G
A
That
great
was
just
recently
placed
there
in
the
last
few
days
because
there's
a
hole
in
the
alley,
and
it
was
there
to
provide
protection
while
the
grate
is
being
repaired.
A
H
A
F
Mr
broken
but
broken
by
lawyers,
big
trucks,
basically,
okay,.
I
F
F
F
F
F
36-7-4-10-19
requirements
or
restrictions
must
be
applied
in
the
in
the
same
manner,
do
all
residential
housing
in
the
jurisdiction.
It
is
not
being
done,
but
rather
it
appears,
or
we
are
being
singled
out.
Repairs
and
Renovations
have
been
allowed
at
various
other
addresses
within
the
floodplain
area
in
which
we
are
apparently
situated.
A
Rich
Cunningham
Miss
Cunningham.
What
what
is
what
did
you
just
present
to
us.
F
Appeared
that
they
did
not
have
any
historical
significance
or
and
we're
not
contributing.
E
F
Further,
the
application
of
this
floodplain
concern
has
been
spacious
in
arbitrary
throughout
the
years.
I
am
not
certain
exactly
when
this
area
became
a
designated
as
a
floodplain,
but
there
have
been
other
repairs
and
Renovations
on
homes
in
the
park
over
the
last
15
years
that
were
not
prohibited
by
the
floodplain
concern.
F
Suddenly
now
we
are
not
even
allowed
to
address
habitability
issues
because
of
alleged
floodplain
concerns.
It
certainly
appears
that
the
board
may
be
in
violation
of
16-41-27-32
if
it
proceeds
with
its
demands
for
demolition.
In
addition
to
these
concerns
that
arise
from
these,
the
application
of
the
regulations
in
the
floodplain
section
being
arbitrary.
The
board
failed
to
follow
its
own
rules
in
issuing
the
inspection
warrants.
As
a
warrants
were
not
properly
served.
F
F
Your
police
chief
gold
went
ahead
and
served
me
before
the
process.
If
you
will
began,
however,
we
got
a
letter
in
the
mail
from
the
Jefferson
County
court
system
that
was
supposed
to
have
been
way
before
this
I
guess
it's
like
a
warning
or
whatever,
but
we
didn't
receive
that
until
two
days
afterwards.
F
F
With
the
closure
of
Park
180
days,
notice
must
be
given
to
the
residents
the
board
is
creating
enforcing
a
violation
of
this
statute.
Statute
provides
a
mobile
home
Community
operator
who
violates
this
section,
commits
a
deceptive
act
that
is
actionable
for
the
Eternal
Attorney
General
or
a
consumer.
It
is
clear
that
a
land
grab
is
what
is
occurring
and
it
is
arbitrary
and
without
precedent,
rather
than
continuing
to
allow
appropriate
renovation
repairs.
Another
remediation
work.
The
board
is
demanding
the
destruction
of
people's
homes.
F
We
ask
that
the
board
refrain
from
the
actions,
as
provided
in
the
notices.
We
asked
to
be
given
60
days
to
make
appropriate
repairs
and
renovations
to
the
home
of
the
park,
but
the
board
does
not
feel
that
it
should
rev
proceed
with
the
actions
in
the
notices
we
want
it.
On
the
record.
We
are
asking
for
selling
to
IC.
F
F
A
Do
have
a
question
and
have
you
attempted
to
find
alternative
housing
for
the
occupants
of
the
units
that
have
been
ordered
to
be
vacated.
A
F
I
A
I
A
We
I
think
we
both
agree
that
they
need
assistance
in
finding
suitable
housing
and
City
Madison
is
going
to
offer
that
assistance
to
them
with
the
organizations
in
the
community
that
have
that
as
part
of
their
part
of
their
missions.
I
A
Mr
Cunningham,
since
the
stop
work,
orders
were
issued
by
the
city
of
Madison
building
inspector
in
early
February.
Have
you
completed
the
work
on
the
mobile
homes
in
question?.
F
Okay
and
there
you
are-
and
we
looked
at
it
as
you
know,
kind
of
a
win-win
where
they
help
us
by
getting
the
units
back
in
shape
and
at
the
same
time
they
get
reduced,
rent
or
no
rent
for
a
period
and
and
they're
no
longer
homeless.
A
I
know
I've
mentioned
this
before
about
what
the
unsafe
building
laws
intended
to
do,
but
I'll
just
like
to
put
this
back
on
the
record
again
too,
and
this
is
this-
is
from
the
Indiana
State
Statute
about
the
you
know
the
public
policy,
that's
behind
enforcing
unsafe
building
laws,
because
I
think
it's
very
relevant
in
in
this
and
many
other
instances
and
here's
what
it
says
in
Indiana,
especially
in
urban
areas.
There
exists
a
large
number
of
unoccupied
structures
that
are
not
maintained
and
that
constitute
a
hazard
of
public
health
safety
and
Welfare.
A
A
The
general
assembly
finds
it
vigorous
and
disciplined
action
should
be
taken
to
ensure
the
proper
maintenance
or
repair
of
vacant
structures
and
encourages
local
government
bodies
to
adopt
maintenance
and
repair
standards
appropriate
for
the
community
and
deal
with
unsafe,
unsafe
buildings
and
unsafe
buildings
are
those
that
are
in
an
impaired
structural
condition
that
are
a
fire
hazard,
a
hazard
of
Public
Health,
a
public
nuisance,
dangerous
to
persons
or
property
because
of
violation
of
the
ordinances
and
the
building
condition
or
maintenance
thereof
vacant
or
blighted,
and
not
maintained
in
a
manner
that
will
allow
human
inhabitation
occupancy
or
use
under
the
requirements
of
Statute
or
or
or
this
ordinance.
A
That's
why
we
have,
you
know,
pursued
this
and
other
unsafe
structures
across
our
community,
so
that
the
standard
of
living
can
be
increased
for
those
who
occupy
those
structures
and
certainly
eliminate.
You
know
a
blighted
or
nuisance
structure
from
the
negative
benefits
that
it
has
in
the
surrounding
by
the
surrounding
homes.
F
I
can
appreciate
the
reasons
put
forth.
However,
we're
probably
going
to
disagree
on
this,
but
this
is
a
legal
point.
It's
my
understanding
that
you've
got
structures
that
encompasses
everything
else,
including
manufactured
structures.
However,
even
manufacturing
structures
there's
an
exception
to
mobile
homes
and
then
you're
getting
into
Federal
HUD
and
all
that.
So
then
you
got
Federal
HUD
and
it's
intertwining
with
the
with
the
state
laws.
F
You
know
that
go
into
it,
they're,
not,
but
that's
that's
how
that
works
and
I'm
gonna.
Let
the
my
Council
and
the
Indiana
manufactured
housing
Association
addressed
that
okay.
A
C
F
It's
my
understanding
that
Royal
manufacturing
wants
my
land
for
some
expansion
or
whatever,
and
at
any
rate,
my
presentation
was
prepared
by
my
Council
from
Mr
Carl
Becker
from
Indianapolis
he's
also
the
attorney
for
the
in
the
end
of
manufactured
housing,
Association
and
some
of
the
statutes
that
I
referenced.
He
basically
wrote
in
the
in
the
organizations
the
one
that
got
to
put
through
the
general
assembly.
A
And
I'll
I
think
these
points
are
going
and
I'll
make
a
final
Point
here
too,
which
is
we're
not
closing
the
mobile
home
Community.
What
we're
doing
are
dealing
with
the
unsafe
structures
that
are
inside
the
mobile
home
Community,
sir
anything
else,
Mr
Cunningham.
J
It's
E,
Street,
Mr,
Cunningham,
stated
I
think
we
all
can
agree.
Maybe
some
of
the
buildings
that
are
being
worked
on
now
do
not
offer
a
significant
contributing
or
contributing
to
the
historical
significance
of
Madison.
J
We
can
agree
that
that
trailer
park
is
in
the
same
boat,
a
bullet
point
as
far
as
Royer
being
built
on
a
flood
plain
I
can
just
about
promise
or
know
that
they
followed
every
permit
application
that
they
were
that
they
put
in
for
and
that
that
new
addition
was
built
to
the
codes
of
2022
when,
when
that
place
was
built,
unlike
the
the
trailer
park,
if
I'm
correct,
this
is
a
second
flood
that
that
park
has
been
in
since
I've
been
here
over
five
years
ago.
J
J
J
So
if
I'm,
correct
you're
saying
that
unskilled
labor
unlicensed
labor
is
actually
doing
the
work
in
in
these
trailers,
when
they
don't
own
any
part
of
it
and
I
believe
that's
against
the
the
ordinances
I
feel
for
the
for
the
residents.
I
have
empathy
for
them,
but
Mr
Ms,
Cunningham,
knownly
and
willingly
put
these
people
in
that
position.
This
Council
didn't
do
it
and
I
just
asked
that
the
council
follow
the
guidelines
and
the
rules
in
place
and
take
care
of
this
for
once
and
for
all.
Thank
you.
Thank.
A
J
K
My
name
is
Gordon
van
Fleck
as
far
as
the
statement
ages
made
about
the
people,
not
knowing
what
they're
doing
I've
been
in
construction
since
1976.,
I'm
retired
and
as
far
as
knowing
what
I'm
doing
I'm
sure
that
I
know
is
all
about
the
code
and
everything
else
it
doesn't
have
too
much
to
do
with
a
mobile
home
is
pretty
basic.
K
It's
just
a
tin
box
with
a
couple
of
walls
inside
there's,
you
know
the
only
thing.
That's
really
of
any
great
worry
for
a
mobile
home
is
the
wiring.
Usually
I've
had
extensive
education
and
wiring
I've
had
extensive
education
in
lead,
removal
and
mold
abatement,
which
I
see
there
are
a
lot
of
violations
going
on
on
Federal
law
up
and
down
Walnut,
and
nobody
seems
to
care
about
any
of
that.
I
mean
we're
concerned
about
people's
well-being
and
their
health
and
safety.
L
K
A
K
We
go.
Thank
you.
Thank
you.
I
really,
don't
see
how
the
park
is
being
fairly
treated,
I
mean,
if
they're
going
to
treat
them
this
way.
Why
are
we
not
doing
anything
about
all
these
places
on
Walnut
saddle
tree
around
the
corners
where
you
head
up
the
hill
I
just
went
for
a
little
walk
this
morning
alone
and
I
bet
I've
counted
you
at
least
20
or
30
places
that
have
been
worked
on
or
are
being
worked
on
and
don't
have
permits
in
Windows
or
anything
I
I.
K
J
F
Again,
my
name
is
Jim
Cunningham
reapproaching
the
board,
a
lot
of
the
work
and
stuff
I
look
in
on
making
and
direct.
F
As
far
as
my
background
is
concerned,
I've
got
an
associate
degree
in
construction
for
Miami
Tech
I've
got
a
four-year
Carpenter's
apprenticeship
through
the
Carpenters
Union,
including
with
I,
did
have
an
active
welding,
certification
and
I've,
been
doing
maintenance
on
mobile
home
and
residential
structures
for
years
off
and
on
and
for
about
four
or
five
years.
I
was
up
at
Lowe's
and
I
was
the
one
person
in
the
whole
store.
They
trusted
me
with
a
position
of
being
the
electrical
Pro
and
the
plumbing
probe
when
anyone
in
the
store
had
any
issues.
F
I'm
the
one
that
came
to
my
customers
had
issues
and
needed
advice
on
how
to
wire
a
house
how
to
plumb
a
house
whatever
I'm
the
one
that
came
to
and
works
wire
sizes,
breaker
or
whatever
you
know
and
I
know.
The
coach
between
Indiana
and
Kentucky
differed
someone
I
know
it
was
brought
up
last
meeting
that
I
wasn't
a
licensed
electrician.
F
Well,
to
my
knowledge,
unless
it's
changed
in
the
end,
it
does
not
have
a
license
for
electricians.
It's
got
it
for
plumbers.
You
know,
Kentucky
is
the
opposite:
I
mean
they
license.
Plumbers,
I
mean
the
license
electricians,
but
not
plumbers.
So
over
there
you
can
drown
them,
but
you
can't
electrocute
them
over
here.
It's
reversed.
H
There
anymore,
a
lot
of
the
electrical
is
sticking
out
of
the
walls,
which
is
a
danger.
It
shows
one
right
beside
A
Pet's
water
bottle.
I
looked
at
the
pictures.
We
had
last
remembering
the
pictures
we
had
last
month
and
and
with
the
pet
being
there.
That
tells
me
that
there
are
people
living
in
there
and
this
is
unsafe
and
it's
dangerous
and
it's
a
fire
hazard
I,
don't
want
anybody
to
burn
up
because
I
didn't
stop
these
conditions.
It
bothers
me
a
lot.
No,
that
people
in
there
could
die.
F
That
is
correct
in
in
response
to
that.
The
codes
on
mobile
homes
back
in
the
late
60s,
70s
and
80s
were
quite
a
bit
different
I
believe
the
current
code
is,
if
you're
within
six
feet
of
a
water
source,
which
means
bathrooms
and
kitchens
you
have
to
have
a
ground
fault.
F
F
My
bathroom
has
a
ground
fault
there
by
the
sink.
The
kitchen
does
not.
F
I
don't
think
there's
any
and
in
addition
to
that,
I
think
40,
one
I
don't
believe
it
has
any
either
and
it's
a
1971
vintage.
A
Let
let
me
just
pause
the
conversation
on
this
we're
not
here.
You
know
questioning
about
the
qualifications
or
certifications
or
licensing
of
people
doing
work
on
the
trailers.
A
What
we're
here
is
talking
about
doing
work
on
the
trailers
without
the
required
building
permit
and
the
continued
unsafe
nature
and
inhabitability
of
the
structures
so
I
know
there
are
a
lot
of
the
conversations
lately
have
been
surrounding
who's
qualified
to
do
the
work
inside
there
relative
to
the
orders
by
the
building
inspector
staff
work,
orders
that
were
issued
early
February
that
were
disregarded,
and
then
that
resulted
then,
in
the
inspection
warrants
in
middle
of
February.
A
A
You
know
discussion
on
the
notice
of
the
violation
of
public
hearing
to
vacate
five
of
the
seven
unsafe
structures
or
seven
unsafe
structures.
Here
that's
been
determined
by
our
building
inspector
and
you've
not
complied
with
the
order
to
vacate
the
units,
and
we
are
taking
action,
affirming
the
order
to
vacate
the
units
and
as
well
as
ratifying
essentially
certifications
of
the
building
inspector.
With
regard
to
the
unsafe
nature
of
the
structures,
you'll
have
you'll
have
opportunity
to
argue
that
the
legal
points
of
these
sir
okay,
thank
you.
F
A
Sir,
thank
you
with
that
said
the
we'll
close
the
hearing
on
that
and
move
into
the
into
the
back
into
the
regular
meeting
and
take
into
consideration
the
order
of
the
City
Madison
Board
of
Public
Works
and
safety
regarding
the
trailers
that
we
had
mentioned
at
401,
407,
408,
413,
414,
419
and
420..
A
Okay
on
Monday
March,
the
20th
2023,
the
city
of
Madison,
Board
of
Public,
Works
and
safety,
heard
evidence
regarding
a
demolition
removal
order
issued
by
the
city
of
Madison
building
inspector.
It
said
hearing
the
board
adopted
the
order
for
Demolition
and
States
as
follows,
and
I'll
make
a
motion
to
adopt
this.
In
just
a
minute.
A
It
said
hearing
the
property
owner
James
Cunningham
was
President
without
Council
and
presented
evidence
at
the
hearing
on
March.
The
6th
Mr
Cunningham
requested
additional
time
to
consult
with
his
attorney
During
the
period
from
March,
the
6th
2023
to
March,
the
22
2023,
no
City,
official
or
City
attorney
was
contacted
by
a
legal
representative,
Mr
Cunningham,
the
Board
of
Public
Works
and
safety
fines.
These
structures
are
unsafe
and
pose
a
danger
in
enabling
properties
in
the
citizens
of
Madison
Indiana
Board
of
Public,
Works
and
safety.
A
Further
finds
that
the
property
owner
has
been
given
ample
opportunity
to
come
before
the
board
to
present
evidence
as
to
why
this
action
should
not
take
place
and
has
failed
to
do
so.
The
Demolition
and
removal
have
said
structures
shall
take
place
by
April.
The
23rd
2023
I
moved.
This
board
approve
the
order
subject
to
council.
Do
you
have
any
remarks
on
the
order.
M
Before
yes,
just
before
you
make
the
motion
to
approve
those
findings,
I
would
add
just
to
comply
with
the
statute,
a
new
paragraph,
one
that
states
this
order
is
issued
to
James
Cunningham
426
Moody,
Park,
Lane,
Madison,
Indiana
I
also
added
the
time
and
location
of
the
meeting,
which
would
be
the
new
paragraph,
two
okay
and
then
I
included
a
final
paragraph
outlining
the
possibilities
of
outcomes.
If
the
order
is
not
followed
and
those
are
outlined
in
Indiana
code,
36-7-9,
s-7.5
and
I
just
included
it
in
its
entirety.
A
Calcium
mine,
adding
or
reciting
for
the
record
that
provision
absolutely.
M
So
failure
to
comply
with
this
order
could
result
in
the
following
pursuant
to
Indiana
code.
A
this
section
applies
to
an
order
issued
under
section
5a5
of
this
chapter,
for
which
a
hearing
was
not
requested,
as
provided
in
section
7
and
B.
If
the
person
to
whom
the
order
was
issued,
fails
or
refuses
to
comply
with
the
order
within
60
days
or
the
time
specified
in
the
order,
the
enforcement
Authority
May
impose
a
civil
penalty
not
to
exceed
two
thousand
five
hundred
dollars.
M
The
enforcement
Authority
shall
give
notice
of
the
Civil
penalty
to
all
persons
with
a
known
or
recorded
substantial
property
interest
in
the
unsafe
premises
and
C
after
a
civil
penalty
is
imposed
under
subsection
B.
The
enforcement
Authority
May
impose
an
additional
civil
penalty
and
an
amount
not
to
exceed
one
thousand
dollars
every
90
days.
M
If
the
person
to
whom
the
order
was
issued
continues
to
fail
or
refuse
to
comply
with
this
order
and
D
if
a
civil
penalty
under
this
chapter
or
excuse
me
under
this
section,
is
unpaid
for
more
than
15
days
after
payment
of
the
Civil
penalty
is
due,
the
Civil
penalty
may
be
collected
in
the
same
manner
as
costs
under
Section,
13
or
13.5
of
this
chapter.
The
amount
of
the
Civil
penalty
that
is
collected
shall
be
deposited
in
the
unsafe
building
fund.
M
A
You
Council
I,
move
that
we
amend
the
order,
as
described
by
Council.
A
H
A
E
A
A
All
right
moving
on,
we
have
Water
Project,
srf
disbursement,
request,
number
15.
sure
if
Brian
is
here,
but
if
not
I'll
take
this
under.
So
we
have
a
typical
srf
disbursement
request
form
as
we've
done
in
all
the
other
prior
draws,
and
this
is
in
the
amount
of
what.
A
Dollars,
oh
6,
900,
srf
disbursement
request,
number
15.
C
Mayor
after
reviewing
the
document,
srf
distribution
request,
number
15.
Everything
appears
to
be
in
order.
I'll
make
a
motion
that
we
approve
the
request
for
sixty
nine
hundred
dollars.
A
E
A
A
Maybe
describe
what
this
is.
Apparently
it's
for
our
Fourth
of
July
weekend
City
of
Madison
fireworks
extravaganza.
A
H
A
O
P
Million
2.160,
which
is
coming
from
the
Indiana
Department
of
Natural
Resources,
we're
asking
the
Board
of
Public
Works
to
approve
the
grant
agreement
and
the
city's
match
of
440
000
from
ready
dollars
which
the
regional
Development
Authority
approved,
ready
dollars
on
Friday.
And
then
a
hundred
thousand
is
coming
from
the
County
Commissioners.
And
we
want
to
thank
them
for
their
contribution.
A
Thank
you
and
you're
right.
The
formal
awarding
of
the
440
000
ready
grants
dollars
to
the
city
of
Madison
happened
last
Friday,
and
this
is
actually
a
transfer
of
the
grant
that
was
received
by
Heritage
Trails
in
partnership
with
Hanover
college
and
we're
entering
into
an
agreement
with
the
two
of
them
to
be
the
lead
on
on
this
ready
on
this
ready
project.
Now,
so
we're
happy
to
happy
to
be
there.
I
know
if
you're
prepared
to
talk
a
little
bit
about
this
phase,
maybe
described
to
the
board.
A
The
trail
and
Kathy
is
here
as
well.
I
think
you're
on
the
board.
Aren't
you
Kathy
so
feel
free
to
if
you'd
like
to
share
any
additional
information
to
Kathy
you're.
Welcome
to.
O
This
phase,
one
of
the
Madison
Hanover
connector
Trail,
will
go
along
Crooked
Creek
to
the
west
and
connect
to
the
entrance
at
Clifty
fall
State
Park
on
their
South
entrance.
Again.
This
is
phase
one
of
what
we
believe
is
three
to
four
phases
of
the
trail
to
get
to
Hanover
college
and,
ultimately,
to
salute
of
bottoms
over
the
next
few
years.
We
will
be
proceeding
over
the
next,
a
quarter
with
selection
of
design
and
Engineering
for
this
project
with
hopes
for
that
to
be
I.
Can
foreign.
A
Okay,
fantastic
Trails,
certainly
add
to
the
quality
of
life,
health
and
wellness
for
the
community,
we're
very
pleased
to
be
a
part
of
it
and
work
through
the
southern
Indian
RDA
to
execute
this,
as
well
as
the
other,
the
other
projects
within
the
destination
Madison
plan
Emily.
Anything
else,
you'd
like
to
add.
C
B
Hi
Kathy
Hale
I'm,
chairman
of
the
Heritage
Trail
committee,
I,
just
wanted
to
thank
the
city
for
their
willingness
to
manage
the
project
as
we're
at
all.
Volunteer
organization
and
Bob
Green
stays
pretty
busy
and
would
like
for
Bob
to
be
able
to
confer
with
with
people
as
it
goes
along.
As
we
know
his
passion
for
the
trail
and
our
main
thing
is
we
just
like
to
be
part
of
the
design
consultant
using,
but
other
than
that
you
know.
We
appreciate
everything
you're
doing.
A
Kathy,
you
guys
are
going
to
be
an
integral
part,
and
thank
you
for
getting
us
to
this
point.
There's
still
a
lot
of
work
ahead
and
it's
a
collaboration
between
a
lot
of
entity
entities,
the
city
of
Madison,
Hanover,
College,
Heritage,
Trails,
the
the
city
of
Madison,
Port,
Authority,
clippy,
Falls,
State,
Park
indot.
There
are
so
many
people
that
want
to
make
this
happen,
and
certainly,
of
course,
Governor
Holcomb
and
the
next
level
Trails
grant
for
the
two
point.
A
A
A
He
was
with
us
last
Friday
when
the
award
was
presented
to
us
by
the
Southern
Indiana
Regional
Development
Authority.
B
P
H
A
M
A
A
It's
I
think
it's
perfectly
fine
and
it's
if
you've
not
been
able
to
participate
in
one
of
the
Outdoor
Services
for
Trinity.
You
should
do
that,
particularly
on
a
really
nice
day.
It's
very
nice.
Q
Just
to
slow
them
down
and
call
the
half
close
Okay,
so
people
can
park
our
people.
Other
people
can
park
with
no
issues
in
no
issues,
no
issues.
H
Well,
with
that
I'm
making
a
motion
where
you
we
approve
resolution,
number
9b-2023.
A
M
There's
been
a
request
filed
by
I'm,
not
going
to
say
this
last
name
correctly,
I'm
just
going
to
say
Josh
on
behalf
of
the
Madison
Riverfront
Development
Committee
for
a
street
Closing
Connection
with
its
Weinstein
and
Barrel
event
to
be
held
on
Saturday
June,
17
2023,
be
it
resolved
by
the
Board
of
Public,
Works
and
safety
that
Vaughn
Drive
between
West
Street
and
Broadway
Street
shall
be
closed
on
Saturday
June
17th
from
2
P.M
to
10
p.m.
M
L
L
H
Do
you
you
get
bigger
every
year?
Don't
you
with
this
event.
C
All
I
would
ask,
is
you
notify
the
restaurant
on
the
river.
L
A
It's
a
great
event
and
it's
for
a
fantastic
purpose.
The
last
30
years,
you
all
have
made
a
remarkable
investment
in
Transforming
Our
Riverfront
from
industrial
Riverfront
to
one
that
really
Prides
itself
on
being
fantastic
for
outdoor
recreation
is
literally
the
Envy
of
the
state.
So
thank
you
for
all
that
work.
Josh
all
right,
I'll
move
that
we
approve
resolution
10b-2023
all.
B
E
M
R
R
Yeah
right
so
we've
been
we've
really,
you
know
one
thing,
I'm
really
proud
of
was,
of
course
there
were
over
900
people
that
came
in
2005
and
it
was
more
like
a
prayer
vigil.
R
In
and
then
prior
to
that,
Tim
Hoffman
and
Company,
they
had
a
great
up
on
state
park.
E
R
Good
good
reasons,
and
but
they
all
got
tired
and
they
were
ready
to
quit,
and
so
I
heard
about
that
and
I
talked
to
the
girls
Inc
and
said:
we've
all
ought
to
jump
in
and
take
that
and
they
did
it
for
six
years
and
then
but
they
were,
they
were
not
going
to
do
it
anymore
and
on
2005
they
were
not
going
to
do
it
anymore,
so
2006.
R
and
so
I
called
celestra
datillo
and
said:
are
you
all
going
to
have
another
Molly
Run
and
they
said
no,
but
it
was
just
too
much
and
so
and
we
we
put
together,
Runners
and
I
mean
the
coaches
from
Madison
and
Shaw
and
put
together.
You
know,
committee
and
save
two
races.
Actually,
you
know
kept
Tim
Hoffman's
whole
design
of
having
Young
Folks
run
and,
of
course,
Molly
ran.
She
won
the
mile
race
as
a
second
grader
running
against.
First,
you
know
up
to
fifth.
A
Well,
I.
R
A
Molly
and
and
her
family
and
brothers
and
sisters
and
something
very
good,
has
come
out
of
a
horrible
tragedy
and
I'm
glad
that
this
race
continues
and
it's
fantastic
for
a
preserving
her
memory,
but
also
for
the
Youth
in
our
community.
R
The
what
was
I
going
to
say.
R
R
The
datillos
wanted
to
have
some
scholarships,
so
in
Southwestern,
a
senior
from
Southwestern
or
senior
from
Madison
a
senior
from
Shaw
get
a
thousand
dollar.
If
we
can
come
up,
if
it's
all
productive,
we
we
run
year
by
year.
You
know
so,
but
so
far
we've
been
able
to
keep
that
going
and
and
then
Shaw
gets
they
get
a
percentage
and
it's
basically
30
percent.
For
the.
R
It's
30
percent
for
the
scholarships
30
for
the
the
I
forget
how
that
breaks
down.
Never.
R
R
C
Just
got
a
question
about
item
number:
one
Vaughn
drive
from
160
feet,
east
of
Ferry
Street.
Should
that
be
west
of
Ferry
Street?
We
usually,
we
usually
leave
the.
A
A
C
H
A
All
right,
I'd
like
to
invite
Nicole
shell
to
talk
about
this
quarter's
Pace
Awards
and
acceptance.
E
S
I
have
an
extension
request
by
Brian
Marshall
for
his
project
at
411
dial
Street
for
an
extension
of
two
months.
This
project
was
awarded
a
25
000,
dilapidated
structures,
Grant
he's
received
half
of
that
and
is
asking
for
his
new
deadline,
be
May,
21st
2023.
The
reason
for
the
extension
is
the
windows
were
delayed
in
shipping,
causing
a
delay
in
the
construction.
H
A
Toured
this
property
and
it's
almost
a
brand
new
home-
it's
really
happy
for
and
grateful
for
his
investment.
A
S
And
then
I
have
one
final
report
for
you:
Marcus
gray
completed
a
seven
thousand
five
hundred
dollar
Grant
on
215
Ferry
Street
work
included,
tuck,
pointing
additional
masonry
work
as
well
as
a
sharing
of
the
structural
staircase
that
is
on
the
south
of
the
building.
S
A
The
Grays
have
made
an
enormous
investment
in
the
East
End,
really
grateful
for
all
that,
and
that's
just
one
of
the
several
structures
they
have
brought
back
to
life.
So
any
discussion,
any
comments
or
questions
unfair,
please
say:
aye.
E
S
Next,
getting
into
the
second
round
of
pace
grants
for
2023,
the
first
grant
is
a
Stewart
and
Kimberly
hinsey
at
768
West
3rd
Street.
Their
work
includes
windows
and
installing
new
siding
on
this
property.
Their
Pace
Grant
was
awarded
by
the
committee
for
seven
thousand
five.
S
Second,
application
is
for
Red
Bicycle
Hall
125
East
Main
Street
for
an
award
of
seven
thousand
five
hundred
dollars.
This
work
includes
windows
and
gutters,
looks
like
a
little
bit
of
more
to
work
around
the
windows.
S
A
E
S
S
S
S
Next
application
is
for
111
East,
4th,
Street
or
legally
referred
to
as
601
Mulberry
Street,
Bob,
Quorum
and
Link
Ludington.
The
grant
award
would
be
for
the
25
000.
This
dilapidated
structure
would
receive
a
selective
demolition
masonry
exterior
wall
repairs,
including
siding
doors,
windows
and
side
porch
Construction.
S
And
the
final
application
is
Madison
Christian
health
and
development
services
for
705
Walnut
Street
for
an
award
of
twenty
five
thousand
dollars.
This
project
would
help
with
a
clean
out
removal
of
the
fire
damage,
Foundation
repairs
and
US
shearing
up
the
building
she's,
combining
this
grant
with
several
others
to
enclose
the
building
and
bring
it
up
to
a
safe.
A
A
So
may
I
summarize,
because
I
think
this
whole
conversation
we
had
earlier
and
frequently
in
Board
of
Public,
Works
and
safety,
it's
very
relevant
here
earlier.
We
took
action
on
an
order
to
demolish
and
remove
unsafe
structures
that
were
not
being
voluntarily
abated
effectively
through
a
properly
and
legal
permitting
process.
A
This
is
why
our
PACE
program
has
been
successful
and
it
is
the
approach
that
we
work
on
with
all
Property
Owners
across
the
city,
which
is
to
help
us
develop
a
plan
to
Abate,
unsafe,
dilapidated
nuisance
properties
and
preserve
those
historic
Italy
contributing
properties
in
our
historic
district.
It's
a
it's
a
successful
program
with
the
successful
outcome
and
it's
got
that
outcome,
because
we
are
working
with
property
owners
to
form
a
plan
and
we'll
continue
to
invest
in
Madison
and
ask
Property
Owners
to
do
the
same.
A
But
in
instances
where
that
disinvestment
is
occurring,
we
have
no
choice
but
to
address
it.
So
I'm
really
pleased
to
see
these
Property
Owners
of
these
five
dilapidated
to
four
five
dilapidated
structures
that
if,
if
this
continued,
would
no
doubt
result
in
their
eventual
demolition
because
of
the
unsafe
nature
of
these
structures.
So
I'm
really
happy
that
city
of
Madison
has
taken
a
lead
on
abating
the
dozens
of
unsafe
structures
that
we
have,
but
doing
it
in
partnership
with
private
property
owners.
C
C
And
you
look
at
the
you
know:
one
project,
it's
three
percent,
the
other
Project's
four
percent,
twenty
percent
of
the
of
the
total
cost
of
the
of
the
project.
So
and
we
got
a
couple
structures
here
that
I
mean
if
something
wasn't
done
soon.
We
may
be
possibly
looking
at
a
hole
in
our
downtown
right
down
the
street
here.
So
so
it's.
A
Tremendous
tremendous
and
two
of
these
projects
are
in
our
targeted
revitalization
area,
which
is
Walnut
Street,
which
is
long
suffered,
probably
a
disproportionate
amount
of
dilapidated
unsafe
structures
that
is
finally
rebounding.
Yes,
I'm
really
proud
of
that
fact.
We'll
continue
to
work
on
that.
A
E
A
I
really,
as
far
as
mayor
comments
on
the
agenda,
nothing
else
to
add
other
than
to
just
re-emphasize
that
clean,
safe,
decent
housing
is
critically
important
to
a
vibrant
neighborhood.
We're
going
to
continue
to
work
with
property
owners
and
code
enforcement
to
get
the
outcome
that
that
has
long
been
missing
in
this
community
and
I
also
want
to
congratulate
again
Fire
Company
number
four
for
a
fantastic
150th
celebration
on
Saturday
Carl
I'm
glad
you
guys
were
able
to
do
that.
Thank
you.
A
A
If
you
haven't
had
a
chance
to
see
the
firefighter
museum
on
North
Walnut
Street
that
Charlotte
and
and
Frank
Taft
curate
privately,
it's
a
phenomenal
piece
of
Madison
history
right
there
on
North,
Walnut
Street,
that
everybody's
invited
to
see
and
then
also
I,
was
going
to
say,
and
also
the
book
that
David
Taylor
wrote
about
Madison's
being
the
oldest
volunteer
fire
department
in
the
state
and
also
with
one
of
the
longest
serving
fire
companies
in
the
state
fantastic
book
and
that's
the
first
chapter
in
his
writing
of
the
history
of
Madison
fire
to
volunteer
fire
department
and
I,
and
he
had
described
to
me
that
there's
another
another
book
coming
out
for
a
more
recent
history.
A
H
H
A
There
all
day
and
read
fantastic:
it
is
a
great
book
board
anything
else
to
add
for
a
move
to
follow
the
comment
now
we'll
open
up
to
public
comment.
Anybody
here
would
like
to
address
the
Board
of
Public,
Works
and
safety.
Please
do
so
by
coming
to
the
podium.
T
T
We
ramp
it
on
there.
Nonetheless,
we
kind
of
put
the
word
out
found
out
who
are
perpetrators?
Were
they
pretty
much
simultaneously
had
came
forward
as
well
and
was
apologetic
and
took
ownership
of
it
so
all
juveniles,
but
at
least
of
charges,
they've
agreed
they're
spending,
part
of
their
spring
break
cleaning
it
up
now,
and
it
looks
good.
The
parents
very
supportive,
I,
think
there's
some
negative
comments
unfairly.
So
about
some
parents,
these
parents.
These
juveniles
have
been
outstanding
and.
T
Good
lesson
learned-
and
you
know
quite
often
anymore-
we
we
are
negative.
You
know
about
our
kids
and
and
and
parenting,
but
in
this
particular
like
refreshing
that
they
came
forward,
took
ownership
and
are
making
their
rights.
So
you
read
about
that
I
hear
about
that.
It's
being
taken
care
of
so
good
Chief.
