year
last
year,
as
we
dealt
with
a
lot
of
different
things,
we
talked
about
at
the
last
meeting.
One
thing's
for
sure
is:
I
think
that
we
have
a
good
team
in
place
and
we're
moving
into
2021
with
lots
of
momentum.
So,
let's
get
started
today.
Thank

This
is
the
one
of
my
favorite
parts
of
our
of
our
meetings,
which
I
consider
our
town
hall
portion
of
our
city
council
meeting,
which
happens
twice
a
month.
So
if
there's
anybody
here
in
the
public
who
would
like
to
address
the
mayor's
office
and
city
council-
and
that
will
be
the
time
to
do
so-
we
welcome
you
to
the
portion.

Thank
you.
This
is
also
one
of
my
favorite
parts
is
where
I
can
give
you
an
update
and
there's
lots
to
update
you
on,
but
I
promise
not
to
keep
it
very
long.
First,
let's
talk
about
something.
We've
talked
about
literally
every
meeting
and
we
deal
with
every
single
day
since
march
the
6th,
and
that
is
coronavirus
and
its
impact
on
our
community.
A
A
I
did
get
some
good
news
today
and
that
is
from
jefferson
county
health
department,
announcing
that
the
first
shipment
of
the
moderna
cobia
19
vaccine
will
start
in
jefferson
county
next
monday
january,
the
11th.
So,
as
you
know,
the
indiana
state
department
of
health
has
a
mass
vaccination
program
where
they
have
phased
in
the
vaccination
strategy
across
across
the
state,
and
so
now
our
our
own
health
department
will
be
able
to
receive
those
vaccines
and
distribute
or
vaccinate
according
to
that
plan,
we're
still
waiting
from
the
department
of
health
to
see
what
our
status
is.
A
After
today,
every
wednesday,
as
you,
you
may
know,
the
indiana
state
department
of
health
updates
the
dashboard
with
regards
to
the
color
code.
We
have
been
you
know,
holding
at
orange
for
quite
a
while
now
because
of
a
combination
of
composite
factors,
including
our
seven-day
average
positivity
rate
and
number
of
positive
cases
per
100
000..
A
I
was
hoping
to
know
what
what
our
color
code
would
be
today
to
share
that
with
you,
whether
or
not
we
would
remain
orange
or
whether
or
not
we
would
migrate
to
red,
like
many
of
our
neighboring
counties
have
done.
I
don't
have
that
information,
but
we'll
be
on
the
lookout
for
that,
as
that
website
gets
updated
by
tomorrow.

You
know
the
implication
with
regards
to
red,
has
consequences
to
gathering
sizes
and
sporting
events
in
particular.
Here
the
economy
is,
is
very
much
open
despite
the
color
code,
but
the
precautions
have
to
to
remain,
in
effect
with
regards
to
the
social
distancing,
the
mask
wearing
use
of
sanitizer
hand
washing
and,
frankly,
not
coming
to
work
or
other
public
places
when
you're
feeling
feeling
ill
relative
to
the
city.
A
Madison's
response
we've
done
very
well
with
regards
to
either
those
who
have
been
exposed
and
in
quarantine
or
a
few
cases
of
positive
positive
cases.
We've
done
very
very
well
and
we
continue
to
operate
our
free
testing
site
here
on
on
main
street,
so
more
to
come
on
that,
but
we'll
continue
to
follow
all
the
protocols
and
focus
on
workplace
safety
so
that
we
can
continue
to
leave.

We
talked
the
last
meeting
about
and
we
did
adopt
a
capital
improvement
plan
for
the
next
three
years.
That
included
studies
for
drainage,
sidewalks
and
being
a
little
more
sophisticated
on
how
we
use
our
dollars
for
street
and
payment
repairs.
That's
ongoing.
We
had
a
good
redevelopment
commission
meeting
today.
A
One
way
to
look
at
that
is:
there's
monies
that
come
in
through
our
general
budget
that
we
use
for
capital
improvements
and
then
there's
also
funds
that
are
raised
through
the
tif
district,
which
are
property
taxes
on
on
commercial
businesses,
commercial
property
and
both
of
those
generate
a
pool
of
funds
for
us
to
utilize,
and
so
we're
going
through
the
same
planning
process.
Now
with
our
redevelopment
commission
and
as
well
as
our
financial
advisor
for
the
redevelopment,
commission
and
tip
zone,
we
are
already
you
know.
A
On
january
the
26th
we
will
have
a
park
board
meeting
and
a
deaf
park
board
meeting,
we'll
also
be
having
a
public
hearing,
and
the
purpose
of
that
public
hearing
is
to
review
and
allow
public
input
on
proposed
rate
changes
across
a
couple
of
our
our
park.
Assets,
specifically
sunrise.
Golf
course
we
are.
We
are
we've
been
working
hard
for
about
the
last
five
months
to
provide
some
recommendations
to
the
park
board
on
how
do
we
eliminate
an
approximate
300
000
annual
deficit
at
sunrise?
Golf
course
we've,
provided.
A
You
know,
probably
about
eight
to
ten
recommendations
for
the
park
board
to
consider,
so
that
will
be
distilled
down
into
a
basically
rates
for
season
number
passes
and
and
per
round
of
golf,
for
example,
as
well
as
I
think
campgrounds
might
be
included
in
that
too.
So
what
we're
trying
to
do
is
eradicate
those
deficits
so
that
we
can
actually
reinvest
back
into
those
park
assets
but,
more
importantly,
more
importantly-
is
have
capital
to
invest
in
deferred
maintenance
across
our
entire
park
system.
A
We
have
playgrounds
that
have
outdated
playground
equipment,
not
ada,
accessible
deteriorating
basketball
courts.
It's
a
it's
a
mixed
bag
of
things
across
our
entire
community
and,
in
my
opinion,
the
reason
why
this
is
so
important
and
I'm
asking
for
the
community's
support
on
this
is
that
we
don't.
We
do
have
a
lot
of
deferred
maintenance
and
one
way
to
attack
that
deferred.
A
Maintenance
is
to
better
manage
the
resources
that
we
do
have,
and-
and
that
is
why
I
think
I
mentioned
in
the
last
meeting-
just
by
making
some
changes
to
the
revenue
and
expense
profile
and
better
managed
sunrise
golf
course
we
can
produce
a
million
and
a
half
dollars
of
additional
capital
to
invest
across
our
entire
park
system,
including
sunrise,
golf
course
over
the
course
of
the
next
five
years.
We
can
do
that
without
raising
a
penny
of
taxes,
so
the
comparable
here
is
one
dollar
profit
at
sunrise
golf
course.

So
we
have
we'll
have
a
public
hearing
on
the
26th
and
there's
still
some
work
to
do
to
get
there
but
council,
if
any
of
you
all
receive
questions
on
what's
going
on
across
the
parks
department,
you
know
feel
free
to
refer
them
to
the
mayor's
office
and
matt
willer.
Who
is
our
parks
director?
We
can
follow
up
with
them
on
any
specific
request,
but
we
have
been
embarking
on
about
a
five
month.
You
know
community
discussion
to
really
prepare
people
for
why
this
is
necessary
and
what
the
implications
are
and
there's
some
good.

That's
come
out
of
this,
which
is
we
know
that
outdoor
recreation
is
something
we
want
to
support,
and
we
know
that
golf
is
a
youth
sport
that
we
want
to
continue
to
encourage,
and
so
not
all
not
all
of
those
classes
of
individuals
are
going
to
see
rate
increases.
In
fact,
our
senior
community
is
going
to
see
quite
a
benefit,
even
though
the
rates
are
going
up
slightly.
A
But
again,
if
anybody
reaches
out
to
you
feel
free
to
direct
them
to
us,
or
you
know,
if
you've
got
any
questions,
we're
happy
to
you
know,
share
with
you
all
of
our
projections
and
how
we,
how
we,
how
we
make
the
investment
that
we
have
more
more
impactful
across
the
entire
community,
I'll
stop
there
and
pause.
I
have
one
more
thing
to
talk
about
with
regards
to
some
follow
up
with
ndot,
but
I'll
stop
and
see
if
the
council
or
anybody
has
any
questions
yesterday,.

You
know
that
brought
a
lot
of
people
to
our
community.
The
businesses
that
I
spoke
with
about
their
holiday
season
was
all
really
favorable,
and-
and
so
I
you
know
what
what
I'm
most
excited
about,
that
was
the
ideas
and
creativity
and
energy.
You
know
that
that
came
from
our
community
relations
director
hannah
and
then
shared
and
executed
by
our
street
department
and
the
entire
staff
and
your
all
support,
because
from
a
budgeting
perspective
you
know
we
had
to
find
the
money
to
pay
for
that,
but
relative
to
the
economic
impact
on
the
community.

That
is
different
than
than
the
approaches
we've
taken
in
the
past,
and
so
we
want
to
do
more
of
the
things
that
have
worked
well
and
made
an
impact
and
less
of
the
things
that
you
know.
Frankly,
you
can't
measure
very
well
and
just
continue
to
strive
to
do
better
across
communities.

do
have
issues
on
some
of
our
roads,
particularly
speeding
and
crosswalk
safety,
and
still
some
lingering
truck
traffic
up
and
down
hang
around
kill
that's
on
a
state
highway,
so
it
always
prompts
conversations
within
don
on
how
we
can
you
know:
improve
traffic
safety
and
crosswalk
safety
and
also
control
traffic.
A
little
bit
better,
but
relative
to
the
east
end.
A

Those
more
visible
and
there's
definitely
more
directional
signage,
that's
being
placed
councilman,
seven,
all
you,
I'm
sure
you
received
some
calls
with
some
traffic.
You
know
still
traversing
down
second
street
heading
west,
so
there's
more
directional
signing
signage,
going
on
both
all
across
the
community.
Frankly,
hilltop
downtown
on
both
ends
to
deal
with
our
truck
traffic
and
directional
traffic,
so
that
the
trucks
know
what
the
what
the
truck
route
is.

across

then
also
working
hard
to
create
visibility
at
our
crosswalks.
There's
a
lot
of
traffic
down
there
now,
but
there's
still
a
lot
of
pedestrian
activity
and
it's
very
difficult
to
get
across
the
street
unless
you
walk
all
the
way
down
to
a
stop
light,
so
that's
happening
literally
all
across
all
across
the
community.
We
have
you
know
a
lot
of
things
planned
that
we're
working
on
as
soon
as
spring
spring
hits
we'll
we'll
be
attacking
some
more
paving
projects
with
the
second
round
of
community
crossing
grant
proceeds.

But
right
now
everything
is
kind
of
idled
on
the
east
end
ridge
approach
project
because
of
winter
and
when,
when
spring
hits
they'll
come
in.
Do
the
final
milling
and
paving
and
then
button
up
that
that
project,
hopefully
by
then
all
the
signage
and
crosswalk
improvements
will
be
done
and
we'll
also
be
well
along.
Our
way
with
regards
to
you
know
the
interim
work
we're
going
to
be
doing
on
main
street
and
up
to
the
top
of
the
annual
hill.

We
have
already
talked
about
how
to
improve
traffic
safety
and
deploy
more
resources
and
that's
what
we
tend
to
do,
because
we
are
expanding
madison
police
department
this
year
and
public
safety
is
priority
number
one,
and
that
includes
a
lot
of
different
approaches.
Not
just
you
know,
fighting
crime,
but
also
just
improving.
You
know
the
pedestrian
and
the
different,
the
multiple
modes
of
transportation
we
have
across
our
community
now,
which
makes
madison
you
know
fantastic
place
to
live.
A
So
there's
a
there's
a
lot
going
on
and
I'm
happy
that
you
know
we
have
an
engaged
community
like
the
east
end
and
then
we
have
several
neighborhood
watch
groups
across
the
city
that
really
put
some
fantastic
eyes
and
ears
on
what's
going
on
in
their
neighborhoods.
And
that's
what
you
know.
