some
fluctuation

a

grasp

why
that's
happened
and
moving
forward

you
can
expect
so,
specifically
the
ending
2022
cash
balance
versus
the
beginning,
2023
cash
balance.
You
may
have
seen
some
fluctuation
there.
2022
was
closed
out
this
past
month
in
May.

what
it
is
in
this
document,
the
updated
one
that
Tony
gave
you.
That
is
final.
Your
2022
balance
will
not
change
again
unless
the
Auditors
since
you,
since
we
are
being
audited
right
now,
unless
they
tell
us,
okay,

we
need
to
address
something.
So
it
will
not
change
so
you're
at
the
three
million
fifty
six
thousand
dollars
the
balances
were
changing
a
lot
from
January
to
May,
because
we
were
working
on
so
many
adjustments

reconciliation

stayed
the

old
business,
Mr
chairman
on

economic
development
update
front
of
the
Michigan
Road
Shopping
Center
Sunrise
Crossings,
is
well
underway.
You
can
see
I
think
a
couple
meetings
ago,
I
mentioned
that
the
final
two
stores
would
go
up
very
quickly,
which
they
did
thanks
to
Precast
construction
methods.
Those
those
stores
went
up
extremely
fast.
They
are
on
target
again
with
their
dates.

You'll
start
to
see
a
lot
of
site
work
happening
here
just
this
week
and
the
week
of
June
20th
or
roughly
around
June
20th
they'll
start
the
asphalt
pave
both
the
parking
lot
and
the
roadway
our
engineers
and
I
witnessed
the
peripheral
of
the
sunrise
Crossing
Boulevard
the
other
day
and
made
a
few
notes
that
the
developers
are
working
through
to
allow
that
road
to
be
accepted
for
the
city,
but
all
in
all
it
was
a
very
very
good
day
and
we
would
hope
to
be
announcing
some
of
the
store
opening
dates
here
here
in
the
near
future,
but
we
do
think
one
of
them
may
be
opened
a
little
bit
ahead
of
schedule.

we're

happy
for

The
mayor
and
I
continue
to
work
with
the
developers
Sunrise
crossing
the
residences
at
Sunrise.
Crossing
I've
had
a
couple
meetings
with
them
recently
and
I'll
continue
to
work
through
their
financing
here,
the
second
half
of
this
year,
with
a
hope
for
the
sale
of
that
property
and
construction
to
begin
early
in
2024,
which
is
about
on
track
with
what
we
thought,
which
would
follow
the
finishing
of
the
sunrise
crossing
the
shops
at
Sunrise.

Crossing
I
want
to
let
you
know
that
the
Culver's
Restaurant
property
closed
at
the
end
of
May.
They
expect
to
mobilize
the
week
of
June
12th
on
site
to
start
construction
and
and
hope
to
open
the
store
by
October
30th
of
this
year.
So
don't
all
line
up
and
race
for
the
Butter
Burgers
on
October
30th,
but
Halloween
could
be
a
butter
burger
kind
of
night.
So
there
you
go.

would
also
say
that
the
continued
investment
that
the
Redevelopment
commission
makes
and
has
made
has
caught
the
attention
of
the
national
retailer
market,
like
no
other
we've
had
conversations
with
developers
who
attended
the
international
shopping
center
conference
in
Las
Vegas
in
early
May
that
have
contacted
us
and
had
to
find
out
where
Madison
Indiana
was,
with
the
announcements
of
Kohl's
and
Hobby
Lobby
and
TJ
Maxx,
showing
interest
in
the
community
from
others
who
didn't
know
where
we
were
I'm,
also
happy
to
announce
that
Dunkin
Donuts
is
on
our
planned
commission
next
week
for
a
piece
of
property
along
Clifty
Drive,
where
they're
looking
to
locate
here
as
well
so
and
I
know
a
number
of
other
National
retailers
that
are
continuing
to
have
some
negotiations
along
Clifty
drive
in
and
around
our
new
new
development.

Yeah,
we
actually
can
announce
here,
hopefully
soon
the
a
couple
of
the
location,
a
couple
of
the
shops
that
will
be
going
into
the
front
the
front
building.
If
you
remember
that
was
phase
two,
they
have
two
of

three
slots.

finalized
leases
are
being
signed
currently
and
be
able
to
be
announced
shortly.
That
building
is
expected
to
start
construction
in
and
around
the
Fourth
of
July
and
try
to
be
open
at
the
same
time
as
the
rest
of
them.

much
smaller
space,
so
it
should
be
done
the
out
part
or
the
parcel
behind
AutoZone.
They
continue
to
work
on
restaurant
attraction
and
unfortunately,
we
just
haven't
had
any
announcements
on
that
front
yet,
but
we
are
still
working
really
hard
still.

the
projects

older
couple
enjoying
the
benches
eating
ice
cream.
The
American
Queen
tourists
using
the
maps
Bob's
witnessed
some
folks
using
the
bicycle
repair
station.

again,
a
lot
of
Madison's
first
in
in
sort
of
the
best
practices
on
parking
lot
design,
a
very
inclusive
design
for
all
sorts
of
modes
of
transportation,
so
that
project
is
open
on
time.
The
Comfort
station
and
the
Gateway
project
are
in
sort
of
the
different
stages,
the
Comfort
station.
We
expect
that
to
be
done
in
the
next
week
with
striping
in
that
lot
should
be
open
and
then
the
Gateway
Lots
shortly
thereafter,
but
we
expect
both
projects
to
be
completely
done
by
the
end
of
June.

Development

our
region

down

connector
Trail,
which

grant
agreement

signed
last

request
for
qualifications
will

out

in

selection
process
because
it
is
the
feds
are
being
for
Consultants
are
being
paid
for
out
of
that
those
federal

dollars
and
then
finally,

third

HMI
Bicentennial
parking
lot,
so
that
project
is
currently
under
design
by
JTL,
and
we
hope
to
bid
that
here
in
August
time
frame
with
the
beginning
of
that
project.

working
with
the
festivals
to
the
best
of
our
ability.
That's
a
very
busy
and
congested
part
of
our
Riverfront
during
Festival
season.
So
we're
going
to
work,
working
really
hard
trying
to
navigate
the
festivals
and
having
not
that
whole
lot,
not
the
whole
area
tore
up
during
the
whole
time.

Certainly,
we
hope
the
majority
of
the
work
to
be
done
by
Regatta
next
year,
but
much
like
the
super
Overlook
project.
You
know
there
may
have
to
be
certain
phases
and
some
pauses
to
some
of
that
construction,
but
we're
working
really
hard.
We've
met
numerous
times
with
Chautauqua
and
also
met
with
a
couple
of
the
other
festivals
to
ensure
that
we're
trying
to
accommodate
their
needs.

best
of
our
ability.

really

position
us
for
growth

whole

purchase

matters
to
a
developer,
Rafferty
Development
LLC
for
the
property
known
as
the
ruler
property
at
the
corner
of
second
and
mulberry,
for
the
use
as
a
downtown
grocery
store.
So
at
this
time,
I'd
like
to
entertain
and
introduce
Kurt
Rafferty
with
Rafferty
Development
LLC
to
talk
through
his
proposal
for
that
site
and
hopefully
for
your
support
of
that
proposal.

that

and

this
development
to
Madison
for
many
many
years
and
with
the
help
of
Mayor,
Bob

Tony,

been
very
instrumental
and
I

hard
work
both
of
them
have
done
not
just
on
this
project.
But
you
could
tell,

I've

here
coming
through
Madison
on
the
old,
the
current
Dollar
General.

steps

promote
not
only
downtown

it
above

hill

know

you
all
call
they
pay

say
below
the
hill
up
the
hill,

I

people

it's
just
amazing
the
progress
you
all
have
done
and,
like
I
said,
I've,
been
doing
this
for
20
years,

on
the
back
side

my
Development

I've
developed
in
Florida

different
prototypes
that
Dollar
General
has
so
it's
9,

square
foot
I'd
call
that
the
traditional
DG,
plus
it's
10,
640
square
feet,
and
then
the
market
store,
which
kind
of
explains
what
it
is.
It's

market,
a
a
lot
more
groceries,
a
lot
more
fresh
produce,
a
lot
more
grocery
items.
We
call
them
cooler
doors.
This
one
could
have
up
to
50
cooler
doors
where
a
standard
prototypical

square
foot
might
only
have
20

or

So
the
concept
with
their
Market
store
is
to
bring
groceries
to
an
underserved
area
and
that's
where
they
have
zeroed
in
on
health
care
products.
They've
devoted
a
special
section
in
their
store
for
Health
Care,
fresh
produce,
as
I
explained,
is,
is
local
so
that
that
can
happen
here.
They're
really
pushing
that
as
they
have
fresh
distribution.
Centers.
One
recently
built
my
hometown
in
Bowling
Green
to
ride
the
fresh
products
to
meet
the
health
concerns
of
the
public,
such
as
a
grocery
store,
would
so
they're
really
concentrating
on
hitting
that
market.

get
that

it
may
have
taken
longer,
as
I
told
Tony
today
sometimes
taking
longer

better
and
in
this
instance,
I
feel.
The
passage
of
time
has
helped
this
location

hated
for
the
downtown
district.

choose
from,
but

now
is
the
time

I
like
where
this
is
going
with
corporate.

neighborhood,

shopping

water
tanks,
our
sidewalks
historic
buildings,
our
Riverfront,
it
seems
like
It's
all
under
construction
right
now
and

I
want
to
thank
the
community,
because
you
know
when
you
do
a
lot
of
construction
at
the
same
time,

just
us
but
in
Dothan
County
are
also
doing
quite
a
bit.

creates
disruption
and
and
but
that's
temporary
and
the
effect
of
that
investment
is
going
to
be
felt
for
a
very
very
long
time.

things

mention,
but
the
this
the
RDC
has
had
a
significant
involvement
in
that,
and
that
is
our
groundbreaking
for
Crystal
Beach.
The
construction
of
the
new
Aquatic
Park
will
be
on
June
the
13th.
We
have
a
couple
of
other
celebrations.
We
have
the
ribbon
cutting
for
a
brand
new
park
in
the
Oak
Hill
subdivision
on
June
the
20th,
and
then
we
have
another
groundbreaking
for
now.
I'm
losing
my

had
three
in
the
month
of
June
one
is
the
we
have
Crystal
Beach.

and
the
mural
a
lot
without
the
dedication
for
it
on
June,
the
23rd
I
want
to
thank
Kurt
for
being
here

sticking

the
city
to
help
us
realize
our
vision
for
a
downtown
Neighborhood
Market.
We
think
it's
extremely
important
and
vital
to
the
fabric
of
our
community
and
it's
important
for

entire
city.
So
I'd
like

statement

that
the
moment
isn't
lost.
We
still
have
a
lot
of
work
to
do
this
is
you
know:
we've
spent
several
years
to
get
close
to
the
starting
line.

with
anything,
especially
in
sport.
You
spend
years
and
years
and
years
training
just
to
get
an
opportunity
to
get
to
the
starting
line,
and
then,
when
the
gun
goes
off,
you
certainly
want
to
lean
into
it
and

bring
this
particular
project
home

that's
where
we're
going
to
continue
to
work
hard
to
do
so.

a
statement
just

the
the
importance
of
today,

that
is
our
top
Economic
Development
priority
for
downtown
Madison
is
one
major
step
closer
today
with
the
partnership
with
Rafferty
Development
LLC.
Over
the
past
several
years,
we've
worked
tirelessly
to
bring
a
neighborhood
market
to
the
former
ruler
grocery
store
building.
We
believe
so
much
in
the
importance
of
this
effort
that
the
city
Redevelopment
commission,
acquired
the
property
to
maintain
site
control
and
invest
in
the
fabric
of
our
historic
district.

This
entire
Corridor
is
important
to
the
city
and
is
seeing
tremendous
growth
in
investment
by
partnering
with
Rafferty
development.
Their
team
will
bring
tremendous
retail
development
experience
to
the
table
and
will
work
with
the
city
to
develop
Market
at
this
location,
while
there
are
still
important
steps
to
pursue
with
regard
to
the
formal
disposition
process
and
approval
by
Dollar
General
to
locate
a
DG
Market
here,
we'll
do
our
best
to
see
this
to
fruition
and
are
grateful
for
Rafferty's
investment
in
the
community.

brings
name
brand
goods
and
grocery
options
to
our
community
and
has
a
distribution
network
of
over
17
000
locations.

believe
this

a
great
fit
for
downtown

we're
excited
about
moving
