A
The
Redevelopment
commission
meeting
of
July
11th
first
order
of
a
business
on
the
agenda,
is
a
public
hearing,
so
we'll
pause.
The
meeting
of
the
Redevelopment
commission
and
open
up
for
any
public
comments
on
resolutions
2023-3r
and
2023-4r.
B
A
commission
members
we
do
have
ready
Financial
here
today
that
can
answer
any
questions
you
may
have.
This
is
the
final
step
in
both
the
document
process
of
removing
Parcels
that
have
negative
valuations
in
the
in
the
Tiff
district
and
also
creating
of
the
riverfront
allocation
area,
as
we
have
discussed
before
these
both
have
been
approved
by
the
plan
commission
and
the
city
councils
back
to
you
for
final
okay.
A
So
there'd
be
no
no
public
comments.
We
will
close
the
can
I
get
a
motion
to
close
the
public
comment
period,
all
in
favor
aye,
so
moved.
B
A
C
A
In
favor,
aye
so
moved
second
order
are
claims.
Claims
have
been
circulated
prior
to
the
meeting.
We
have
several
claims
in
front
of
us:
totaling
282,
133
dollars
and
twelve
cents
Plus,
four
Bond
requests
for
Crystal
Beach
Michigan
road,
several
projects
that
are
ongoing
and-
and
this
is
in
the
normal
process
of
the
payments,
any
questions
or
comments
on
the
payments.
D
Group,
the
financial
plan
is
going
to
include
a
new
page
that
you'll
see
on
page
8,
along
with
the
plan
that
you're
used
to
seeing
with
the
claims
and
monthly
balance
and
fund
balances.
On
page
eight
you'll
see
an
RDC
commitments
and
contracts
page
that
we've
added
in
this
will
show
project
budget
amounts.
Total
commitment
amounts.
D
B
We're
going
to
be
adding
the
original
budget
as
well
versus
the
bid
amounts
I've
been
in
terms
of
transparency.
You
want
to
make
sure
you
guys
understand
where
we
are.
As
you
see
the
claims
as
a
percentage
of
the
project
that
we're
approving
and
we'll
let
you
know
where
we
are
so
we've
been
keeping
that
just
as
a
as
an
administrative
thing,
but
I
think
it's
important
for
you
guys
to
see
where
we
are
in
those
in
those
projects.
B
B
B
The
sewer
project
is,
is
there
and
is
functional
and
operational
for
those
tenants,
we
are
still
expecting
the
control
panel
for
the
pump
station.
It's
a
temporary
system
right
now,
but
the
pump
station
control
panel
is
due
in
here
in
August.
So
as
soon
as
that's
in
then
that
project
will
be
complete.
B
The
roadway
system
is
being
striped
today
and
the
foundations
for
the
traffic
light
and
the
poles
are
here,
got
those
in
so
hopefully
in
the
next
this
week,
they're
supposed
to
set
the
polls
for
the
traffic
light,
and
hopefully
here
by
August
1st,
we'll,
have
an
active
traffic
light
at
the
intersection
of
Michigan
Road
and
Crestwood
Drive
and
Sunrise
Boulevard
Sunrise
Crossing
Boulevard
Oak
Hill.
We
had
a
great
ribbon
cutting
for
that
project
a
couple
weeks
ago
in
June.
That
project
is
fairly
complete.
B
A
couple
minor
items
are
still
being
installed
in
the
dog
park
and
a
couple
columns
being
finished,
but
your
participation
in
that
has
transformed
that
neighborhood
there's
a
basketball
court
now
that
can
be
played
on
and
some
great
playground
equipment,
so
I'd
encourage
you
all
to
drive
back
in
there
and
see
what
transformation
that's
had
for
that
neighborhood.
If
you
have
not
now
Culver's
is
Broken,
Ground
and
well
underway.
B
We've
also
issued
a
notice
proceed
to
the
contractor
for
the
widening
of
the
road
and
the
new
intersection
there
at
Frank's,
drive
and
Clifty
drive
that
that
intersection
project
will
be
complete
by
the
end
of
October
and
Culver's
is
expecting
to
open
about
the
end
of
October.
So
all
that's
working
out
out.
Well,
yes,.
C
B
Yes,
and
and
that
that
was
discussed-
and
we
talked
through
that
with
the
playing
commission
and
that
there
was
some
additional
stormwater
actions
taken
by
the
developer.
B
Crystal
Beach
is
well
underway.
They
hope
to
have
the
basement
enclosed
here.
Maybe
yet
this
week
the
rebar
and
all
the
forms
are
made
so
it'll.
The
concrete
will
happen
pretty
quickly
here
over
the
next
couple,
three
weeks
and
all
the
playground
equipment.
If
you
want
to
call
it
that
slides
all
the
fun
stuff
has
been
ordered,
colors
have
been
picked
and
all
that's
just
in
the
supply
chain.
B
Now,
as
we
speak
so
that
that
project's
moving
along
fine,
we
do
at
the
next
meeting
hope
to
have
an
offer
for
our
grocery
store
site.
B
That
advertisement
went
out
and
it's
due
back
on
August
1st,
and
so
we
hope
to
have
that
for
Action
at
the
next
at
the
next
meeting,
we'll
also
be
issuing
some
streetscape
enhancements
and
parking
lot
improvements
along
with
that
project
here
in
the
next
30
days
as
well,
and
hope
to
have
those
back
at
the
September
meeting
for
for
bit
openings
and
then
finally,
just
something
that
we're
working
on
as
well.
That
I
think
is
interesting
is
our
designated
outdoor
refreshment
area.
B
We've
are
in
a
process
of
determining
that
map
and
we'll
be
working
through
the
city
council
process
on
an
ordinance
to
Implement
the
designated
outdoor
refreshment
area
for
some
of
downtown
there'll,
be
a
big
relief
for
a
lot
of
our
festivals.
It'll
eliminate
some
of
those
rules,
and
it
also
create
a
interesting
atmosphere
for
some
of
the
some
of
the
area
in
downtown,
where
you'll
be
able
to
leave
a
bar
with
a
with
a
drink
and
enter
another
one.
A
No,
but
just
to
back
to
your
comment:
I
was
up
at
sunrise
Crossing
with
Tony
earlier
today,
and
it
is
unbelievable
how
much
that's
transformed
and
you
don't
really
feel
like
you're
in
Madison,
when
you're
sitting
there
with
this
brand
new
beautiful
parking,
either
parking,
lot's
beautiful
as
well,
but
just
the
retail
spaces.
So
you
guys
have
done
a
great
job
in
organizing
it
and
and
I
think
guiding
them
to
give
us
something
that
everybody
gonna
be
super
proud
of.
I.
A
B
C
John
I'll
just
mention
that
you
know
a
couple
years
ago,
we
were
you
know,
having
the
conversations
about
the
plans
for
Sunrise
Crossing,
and
how
do
we
take
the
largest?
You
know
undeveloped,
commercial,
attractive
property
in
the
city
that
had
become
blighted
because
of
the
the
the
former
shopping
center.
That
was
there
and
then
the
the
parking
lot
that
was
been
occupied
by
you
know
a
lot
of
transient
activity
up
there
and
and
what
I
keep
encouraging
people
across
the
community
is
we're.
C
Bringing
new
things
is
to
reflect
on
what
it
was
like
a
very
short
time
ago
and
Sunrise.
You
know
that
that
former
teaching
parking
lot
really
difficult
area
in
order
to
bring
in
a
Redevelopment
plan,
because
it
was
a
very,
very
large
site.
It
was
very
expensive
and
it's
very
expensive
to
develop
it,
and
so
this
development
really
is
bringing
a
lot
of
fantastic
retail
options
to
the
community.
But
beyond
that,
we're
already
also
working
with
winterwood,
which
is
the
other
phase
of
this
plan.
Now
that
in.
C
Groundbreaking
ceremony,
the
sunrise
Crossing
new,
to
start
the
work
on
the
retail,
and-
and
here
it
is
so
you're
a
year
later
it
looks
absolutely
fantastic
and
all
of
the
infrastructure
that
is
being
built.
It's
not
just
for
the
retail.
It's
really
for
the
entire
Community
because
of
the
storm
water
detention,
the
additional
sewer,
sewer
capacity,
the
traffic
management.
That's
there,
that's
all,
no
pun
intended
Paving
the
way
right
for
the
residents
at
Sunrise
Crossing,
which
is
going
to
be
190
unit,
Housing
Development.
C
That
application
is
already
that
been
submitted
to
ihcda
from
by
the
developer
or
working
with
our
delegation.
Our
state
rep,
as
well
as
our
state
senator
for
support
letters
we'll
also
be
meeting
with
ihcda
to
you,
know,
Advocate
strongly
for
financial
support
for
that
development,
because
we
need
housing,
you
extremely
extremely
badly.
So
I'm
really
proud
of
the
way
Sunrise
Crossing
and
the
residents
of
Sunrise
Crossing
is
shaping
up.
A
Sure
next
order,
no
other
business
there
on
Old
business.
Next
order
is
new
business
yeah.
B
So
you
have
you
have
before
you
two
resolutions
that
need
a
motion
and
and
action
today,
resolution
20
23-3r
resolution
of
the
city
of
Madison
Redevelopment
commission,
confirming
certain
amendments
to
the
declaratory
resolution.
The
economic
development
plan
for
the
North
Madison
Economic,
Development
Area,
and
that's
for
the
creation
of
a
Riverfront
allocation
area.
B
The
next
resolution,
a
commission
is
resolution,
number
2023-4r
resolution
of
the
city
of
Madison
Redevelopment
commission,
confirming
certain
amendments
to
the
declaratory
resolution
and
the
economic
development
plan
for
the
North
Madison
Economic
Development
Area.
This
resolution
is
a
removal
of
parcels
with
decrement
to
that.
C
Yeah
Tony
covered
several
things
that
I
was
going
to
mention,
but
June
was
a
very
productive
month
and
I
and
I
want
to
thank
the
Redevelopment
Commission,
because
you're
all's
leadership
and
investing
in
the
destination
Madison
plan
or
a
Workforce
plan,
or
the
things
that
we
have
been
working
on
together
for
the
last
three
and
three
and
a
half
years
has
honestly
been
monumental.
C
Just
in
June
alone,
we
had
the
Culver's
as
Tony
was
mentioning.
We
also
had
the
ribbon
cutting
for
Oak
Hill.
We
had
the
groundbreaking
for
Crystal
Beach
Aquatic
Park.
We
had
the
dedication
for
the
Mulberry
Street
Art
Plaza,
the
mural
Plaza
there
and
then
also
the
ribbon
cutting
for
phase
one
of
the
Overlook,
which
I
think
worked
beautifully
for
Regatta
and
also
is
turning
out
to
be
what
we
envisioned
right,
which
was
just
a
transformational
investment
in
Madison's
Riverfront.
C
C
Twenty
thousand
people
for
our
fireworks
show
and
almost
ten
thousand
people
for
the
city
of
Madison
Hometown
USA
parade,
so
June
was
really
really
busy
the
rest
of
this.
You
know
the
next
quarter,
the
next
six
months
as
Tony
Mitchell
will
be
working
on
the
disposition
plans
for
the
development
of
the
grocery
store
on
2nd
Street.
C
B
B
C
A
lot
of
investment
happening
there
city,
the
city
Council,
just
recently
passed
an
ordinance
that
we
had
put
in
front
of
them
that
addressed
some
procedural
issues
with
regards
to
street
excavations
that
have
been
occurring
over
the
course
of
the
last
couple
of
decades.
That
you
know
has
caused
a
lot
of
damage
to
our
roads.
If
you'll
drive
down,
you
know
any
Street,
particularly
downtown,
it
is
utility
cut
after
another.
Many
of
them
are
failing
and
creating
bad
potholes
West
Street's
a
great
example
of
that
too.
C
We
had
just
implemented
a
permitting
procedure,
so
any
contractor
doing
work
at
a
city,
Street
or
right
away
now
needs
a
permit.
That
excavation
will
be
inspected
and
it'll
have
to
follow
the
defined
procedures
and
design
specs
for
the
surface
restoration.
We
think
that
that
will
save
us
tremendous
amount
of
money
going
forward
on.
You
know:
Road
repairs,
that's
that
was
a
big
piece
of
legislation
that
was
approved
also
in
June,
in
addition
to
starting
to
deal
with
deficit
situations
at
our
transfer
station
operations.
C
C
They
did
finish
the
work
they
were
doing
down
on
Ferry
Street
and
Park
Avenue
to
Highway
56
that
turned
out
nice,
but
a
tremendous
amount
happening.
One
other
thing
I
want
to
preview
with
you
to
kind
of
just
put
on
your
radar
is
our
PACE
program.
Our
PACE
program
has
been
extremely
successful
over
the
course
of
the
last
several
years
driving
investment
in
our
neighborhoods.
C
The
leveraging
I
just
got
a
report
today.
We're
now
leveraging
the
city
of
Madison,
the
Redevelopment
commission
and
the
appropriate
budget
through
the
council
we're
leveraging
those
dollars
almost
five
and
a
half
to
one.
C
So
the
return
back
on
that
investment
with
the
just
the
cost
of
the
match,
that's
being
funded
through
the
private
investment,
some
of
the
best
money
that
we
it's
been
so
robust
that,
after
tonight's
Pace
meeting
we're
going
to
be
out
of
out
of
funds,
and
so
far
this
year
we
have
allocated,
allocate
440,
sorry,
490,
000
and
then
tonight
I
think
they'll
they'll
be
allocating
the
final
final
amount
of
funds
for
Pace-
that's
all
Prelude
up
to
at
the
next
meeting,
I'd
like
to
maybe,
as
we
go
through
the
budget
and
look
look
forward.
C
Ask
Redevelopment
commission
to
consider
supporting
an
additional
appropriation
this
year
for
some
additional
Pace
Investments
across
the
city.
If
our
budget
budget
can
warrant
it,
we
have
a.
We
have
a
good
budget.
We
have
a
lot
of
projects
going
on.
Some
of
the
costs
are
still
fluid
through
and
really
really
we're
a
grocery
store
development
is
at
and
and
sunrise
to
get
a
little
bit
further
down
to
solidify
their
costs
and
I
think
we
may
be
making
another
recommendation
support
Pace,
if
you
guys
are
amenable
to
it.
C
B
C
Is
community-wide
but
we're
targeted?
We
had
created
revitalization
areas
in
the
new
guidelines
that
we
published
in
22,
and
then
the
hilltop
also
we're
focusing
on
what
is
now
becoming
some
areas
where
there
are
dilapidated
or
dangerous
structures
on
the
hilltop
that
needs
additional
investment.
The
investment
the
Redevelopment
commission
is
making
with
the
in
the
partnership
with
Habitat
for
Humanity.
That
area
has
a
probably
a
disproportionate
Wells
Drive
area
that
green
road.
C
That
Corridor
has
a
bit
of
a
disproportionate
inventory
of
some
dilapidated
structures
that
we're
now
starting
to
see
investment
in,
and
we
want
to
continue
to
push
capital
Corridor.
We
also
launched
a
bit
of
a
curb
appeal
program:
it's
a
smaller
grant.
That
is
really
to
just
help.
Some
of
the
hilltop
homeowners
spruce
up
the
exterior
of
their
houses.
It's
not
as
significant
as
a
preservation
grant
that
we
would
have
here,
but
it
is
it's
basically
a
curb
appeal
program
that
will
provide
some
matching
monies
for
their
investment
in
improving
the
exterior
of
the
home.
C
C
So
they're
now
starting
to
release
some
guidelines
for
ready,
2.0
was
another
half
a
billion
dollar
commitment
that
was
made
in
this
next
budget.
So
250
million
dollars
will
be
appropriated
for
that
purpose.
For
the
the
2024
fiscal
year,
which
just
began
July
1st
250
million
for
the
2025
fiscal
year
that
overlap
I
should
say,
should
not
have
any
impact
on
ready
projects.
Just
because
of
you.
C
Funded
they've
started
to
release
some
guidelines.
We
did
a
plan
they
liked
the
plans
they're
encouraging
communities
to
do.
Plans
also
have
a
lot
of
focus
on
on
housing
and
infrastructure,
and
so
we'll
we'll
continue
to
get
more
information.
We
are
in
the
disbursement
phase
of
the
first
three
did
and
we
have
three
more
still
to
close
three:
more
ready
projects
on
ready,
1.0
to
close
yeah.
B
So
quick
update
on
the
ready
projects,
you'll
notice,
that
the
mural
Plaza
is,
is
98
complete.
We
still
have
a
couple
small
punch
list
items
on
that
project
in
its
final
disbursement
here
in
the
next
60
days.
The
Gateway
project
is
about
80
percent,
85
percent
complete.
If
you
go
down
there
today,
all
the
Landscaping
is
being
installed
this
week
and
irrigation
is
being
installed.
We
did
receive
art
submissions
for
the
three-dimensional
art
sculpture
that
will
go
in
as
a
part
of
that
project.
Those
folks
will
be
visiting
Madison,
Emily,
yeah,
August,
1st
or
2nd.
B
We'll
have
three
of
the
top.
Three
artists
will
be
visiting
Madison
to
get
a
sense
of
us
before
they
come
back
with
their
with
their
designs
later
in
the
fall,
and
then
the
Comfort
station
project
is
about
95
complete
as
well.
If
you
walk
down
there,
you'll
see
the
parking
lot,
15
new
parking
spaces
and
some
other
amenities
for
pets,
bicycles
and
some
other
benches
have
been
added
to
that
property
and
then,
finally,
the
ones
that
were
in
the
process
of
working
on
the
Ohio
Theater.
B
They
are
currently
working
with
their
design
Architects
to
deal
with
some
structural
deficiencies
that
were
found
as
a
part
of
the
design
process
on
the
Marquee
as
soon
as
those
are
wrapped
up.
They
were
here
last
week
and
as
soon
as
those
are
wrapped
up
we'll
be
able
to
go
out
to
bid
for
that
project.
So
it's
taking
a
little
longer
than
we
anticipated
the
the
HMI
lot.
B
We
hope
to
bid
that
project,
as
I
said
earlier
here
later
this
later
in
August,
and
then
the
yeah
Heritage
Trail
Emily's,
leading
that
project
with
Hanover
College
connecting
the
mass
and
Hanover
connector
and
that
project
we
currently
are
receiving
a
design
consultant,
rfqs
and
they'll
be
making
that
decision
here
in
the
next
next
month.
C
Ready
2.0
our
goal
there,
a
strategy,
I
should
say,
is
to
continue
executing
the
destination
Madison
plan,
which
a
lot
of
that
is.
You
know,
quality
of
life
and
tourism
related
Regional
tourism
impact
and
and
housing.
