I
will
call
to
order
this
regularly
scheduled
meeting
of
the
executive
committee
for
the
city
of
Minneapolis
for
februari
12
2014
I
am
mayor,
Betsy
Hodges,
chair
of
the
committee
joined
this
morning
by
council
members,
Gordon
glidden,
Council,
President,
Johnson
and
councilmember
Reich.
We
are
a
quorum
of
a
committee,
we
are
a
full
committee
and
we
can
conduct
the
city's
business.
We
have
four
items
on
our
agenda
today,
three
of
them
on
discussion.
The
fourth
item.
We
will
adjourn
to
315
for
the
potential
closed
meeting
for
discussion
of
labor
negotiations.

the
executive
committee,
I'm
here
today
to
recommend
and
request
action
on
two
new
proposed
positions
just
before
I
got
in
here,
I
was
asked
why
these
were
called
new
positions
and
just
take
a
moment
to
explain
that
whenever
we
have
positions
appearing
before
the
executive
committee,
whether
they
be
positions
covering
work,
that's
currently
being
done
by
a
position
or
some
job.
That
would
be
rather
a
new
job
or
new
work
organized
for
the
city.
We
refer
to
them
as
new
positions
and
we're
asking
for
your
approval
of
this
position.

Actually
both
of
these
positions,
where
currently
they're
being
performed
by
jobs
already
described.
These
would
be
upgrades
to
those
existing
jobs
to
be
another
way
of
saying
that,
but
technically
we
call
them
new
positions.
So
with
this,
then
these
two
positions-
the
first
is
deputy
director,
Public
Works
and
the
other
one
that
we're
going
to
be
talking
about
is
director
assessments
for
both
of
these
positions.
We
are
going
to
request
that
you
find
that
these
positions
meet
the
criteria
in
Section
20.10
10
council
to
establish
appointed
positions
that
you
approve.

These
positions
with
the
points
and
salary
ranges
as
I
described,
the
salary
ranges
that
we
propose
will
be
in
accordance
with
the
adopted
appointed
pay
plan,
and
with
that
then,
and
then
we
would
last
request
that
you
would
then
forward
your
recommendation
to
ways
and
means
the
first
position.
Deputy
director,
Public
Works,
currently
exists
and
is
currently.
There
is
an
incumbent
in
the
position.

The
position
as
it
stands
now
is
rated
at
793
points
as
a
grade
17
this
position
as
we're
now
recommending
it
would
actually
have
eight
hundred
and
twenty
points
and
would
be
a
grade.
18.
The
Director
of
Public
Works
Steve
khaki,
submitted
the
deputy
director
Public
Works
position
for
review
because
it
has
evolved
and
additional
responsibilities
have
been
added.

This
increase
in
work
and
responsibilities
has
increased
the
value
of
the
position
to
the
city
and
the
salary
recommendation
now
is
127
thousand
eight
hundred
and
twelve
dollars
to
140
1266
dollars.
This
represents
an
increase
of
about
five
thousand
dollars.
If
you
have
any
questions
about
how
this
job
will
function
or
assist
the
department
in
meeting
its
goals
and
mission,
the
director
CPAC,
he
is
here
to
answer
those
questions.

Next
position
is
director
assessments.
It
is
currently
a
vacant
position.
It
is
evaluated
currently
at
600
598
points
and
is
a
grade
13.
The
recommendation
today
would
take
it
to
grade
14
and
it
would
have
650
points.
The
request
is
to
replace
the
existing
director
assessments
position
with
the
new
position
that
will
function
as
an
assistant
department
head
for
the
department.
The
director
was
last
reviewed
in
2008
and
since
that
time
there
has
been
new
legislation
and
changes
in
the
industry
best
practices
which
affect
the
position.

Along
with
these
changes,
the
duties
and
responsibilities
have
evolved,
and
this
job
will
now
actually
be
second-in-command
in
the
assessor's
office
and
will
be
involved
in
all
aspects
of
it
is
the
executive
management
for
the
department.
Previously
the
position
function,
war
as
a
manager.
So
it's
it's
kind
of
a
function
level.
Change
that
we're
looking
at
here.
The
position
salary
schedule
would
now
be
the
range
one
hundred
thousand
eight
hundred
ninety

of
health,
director
of
Department,
of
Health,
for
referral
to
the
health
environment
and
community
engagement
committee
and
Steve
Kot
key
to
the
appointed
position
of
city,
engineer,
Director
of
Public
Works
for
referral
to
the
transportation
and
Public
Works
Committee
for
a
public
hearing.
This
is
a
group
of
folks
who
have
been
giving
great
leadership
to
the
city
of
Minneapolis
for
quite
some
time.

tentative
agreement
with
Minneapolis
Building
and
Construction
Trades
Council
trades
inspectors
unit
for
the
period
january,
1
2014
through
december
31st,
2015
that,
since
that
item
has
to
do
with
labor
negotiations,
we
will
adjourn
to

consideration
of
a
closed
session
for
those
items.
