ordinances,
so
councilmember
glidden
and
I
introduced
a
number
of
ordinances
that
are
in
response
to
the
passage
this
last
year.

language
charter,

gave
us
a
presentation
in
committee
about
these
changes,
and
these
are
the
result
of
very,
very
careful
comparison
of
the
charter.

those
items
are
before
you
and
then
a
direction
from
staff
from
the
finance
department,
city,
attorney's
office,
community
planning
and
economic
development
to
review
and
study
the
prohibition
of
awarding
to
contracts
to
persons
or
entities
in
default
and
report
back
on
the
implications
of
expanding
the
definition
of
persons
or
entities
who
are
in
default
with
in
contracts
with
the
city,
so
that
work
will
be
coming
back
to
the
committee.

health
environment
and
community
engagement
committee
is
bringing
four
items
forward
for
approval.
The
first
is
a
passage
of
an
ordinance
amending
title,
11
of
the
code
of
ordinances
relating
to
health
and
sanitation,
indoor
smoking,
adopting
the
minnesota,
clean
indoor,
air
act
and
broadening
the
regulation
of
electronic
cigarettes
and
electronic
delivery
devices.

The
third
item
is
another
staff
direction,
directing
neighborhood
and
community
relations
staff
to
work
with
the
neighborhood
and
community
engagement
commission
to
develop
recommendations
for
future
expenditures
of
the
consolidated
tif
fund
for
neighborhood
revitalization
purposes,
and
the
fourth
item
is
authorizing
negotiation
and
execution
of
a
contract
with
wilder
research
to
develop
and
conduct
the
2015
and
2017
minneapolis
resident
surveys.
I
will
move
all
four
items
and
would
like
to
speak
briefly
on
item
one.

Councilmember
gordon
has
moved
the
report,
all
four
items
on
the
health
environment
community
engagement
report.
Why
don't
you

I'm

This
is
an
issue
that
was
brought
forward
to
the
committee
in
a
report
from
our
youth
congress.
The
youth
congress
came
forward
with
some
recommendations
about
what
we
could
do
to
help
prevent
tech
tobacco
use
with
with
young,
and
this
is
one
of
the
recommendations
and
it
was
very
interesting
and
to
see
it
come
together
with
so
many
others,
because
this
is
certainly
something
the
health
department
supported.

But
we
also
heard
from
physicians
and
doctors
and
other
health
experts
about
the
possible
risks
of
this,
and-
and
they
were
supporting
this,
but
not
only
that
we
heard
from
the
representative,
the
director
of
the
business
owners
and
or
the
building
owners
and
management
association
who
came
in
and
was
supporting
this
and
wanted
to
kind
of
have
the
city
take
a
leadership
role
in
this
just
to
make
it
simpler
and
easier.
And
we
also
heard
somebody
from
the
restaurant
association
saying
that
they
they
supported
this.

They
had
some
tweaks
to
the
ordinance
before
it
passed,
but
it
was
a.
It
was
a
great
coalition
that
was
supporting
and
backing
it
up.
We
did
hear
one
kind
of
narrow
concern
and
major
theme
from
the
the
retailers
of
these
electronic
devices
and
they
were
concerned
that
they
would
be
prohibited
from
testing
devices
with
customers
in
their
shops
and
allowing
sampling,
and
I
made
a
commitment
that
I
would
lead
the
effort
to
make
sure
it
was
clear.
That's
not
our
intention.

We
right
now
allow
sampling
in
tobacco
shops,
so
people
can
sample
cigars
in
the
shops,
but-
and
we
weren't
prohibiting
it
in
this
ordinance,
but
it
looked
like
our
business.
Licensing,
ordinances
and
codes
may
have
a
provision
that
would
make
it
more
difficult
to
do
this
kind
of
sampling.
So
at
our
next
council
meeting
I'll
come
in
with
a
subject
introduction
just
to
help
amend
that
piece
of
the
code
and
clean
that
up
on
that.

But
I
I
think
this
is
a
a
good
move
and
it
had
some
controversy,
but
it
also
had
some
consensus
around
it.

bender,
thank

Councilmember
gordon
made
most
of
the
points
that
I
wanted
to
speak
to,
but
just
wanted
to
echo
the
work
of
the
youth
coordinating
board
on
this.
Their
mission
is
no
decision
about
us
without
us,
and
this
was
one
of
their
highest
priorities.
It
was
very
compelling
to
hear
the
youth
of
our
city
come
and
tell
us
that
this
was
a
policy
change.
They
wanted
to
see.

Thank

you
know,
can
I
just
get
a
clarification
from
councilmember,
gordon
or
councilmember
bender
as
to
I
guess,
at
least
in
my
office,
we've
been
receiving
a
lot
of
emails
from
folks
with
regards
to
this
proposed
band.
If
you
will-
and
I
mean,
does
this
not
allow
sample
rooms
to
be
sample
rooms
anymore,
or
is
there
an
exemption
for
that.

There's
concern
that
it
might,
and
then
I
tried
to
talk
about
this.
A
little
bit
early
have
inadvertently
made
it
more
made
it
prohibitive
to
sample
in
the
shops
the
electronic
devices,
but
we
actually
didn't
touch
that
ordinance
at
all.
If,
if
it,
if
it
is,
if
there
is
a
problem,
it
existed
before
this
amendment
ever
existed
and
it
happened
when
we
were
tweaking
our
tobacco
shop
ordinance
to
make
sure
that
it
couldn't
they
couldn't
become
hookah
lounges.

So
we
talked
about
having
devices
used
and
these
other
things
in
the
samplings,
and
we
made
it
really
clear
that
you
could
sample
cigars
in
the
tobacco
shops.
But
you
couldn't
do
some
of
these
other
things.
Our
business
licensing
staff
and
our
city
attorney
said.
They
also
always
recognized
that
the
vaping
use
was
was
allowed
and
nobody
had
been
enforcing
it
up
to
this
point.

But
when
we
introduced
this
new
ordinance,
people
were
worried
and
it
raised
some
concerns
that
it
would
be
enforced
because
we
were
saying
that
in
places
of
employment
you
couldn't
be
vaping
indoors
and
of
course
this
is
a
place
of
employment
and
it's
a
workplace
and
they
were
vaping
indoors.
Even
though
we
classify
it
as
a
tobacco
shop
in
their
minds,
they
are
not.
They
are
vaping
shops,
I'm
not
quite
sure
the
correct
term,
but
so
we
created
what
looked
like.

This
is
an
ordinance
that
I'm
very
supportive
of,
but
I
wanted
to
echo
some
of
council
member
yang's
thoughts
that
that
was
a
concern
of
mine
as
well,
because
if
we're
gonna
allow
the
vaping
shops
to
exist,
you
might
as
well
allow
the
sampling
within
the
concern
was
that
the
the
present
ordinance
doesn't
apply
to
vaping.
It
applies
to
tobacco
and,
since
we've
created
a
new
ordinance,
the
old
impacts
of
the
tobacco
ordinance
will
not
apply
to
the
new
one.

program

of

dollars
for
training
conducted
between
july
1st,
2014
and
june
30th

item
is
the
authorized
execution
of
a
three-year
contract
with
lifetime
fitness
for
an
annual
cost
of
three
hundred
and
eighty
nine

for
health
membership,
fitness
services
and
facility
use
for
774,
police
officers
and
firefighters,
and
that,
I
believe,
includes
park
police
officers
as
well,
and
the
fourth
item
is
to
authorize
acceptance
of
grant
award
in
the
amount
of
990
000
for
the
minnesota
department
of
public
safety,
urban
area
initiative
grant
for
the
department
of
emergency
management,
and
the
fifth
item
is
to
authorize
acceptance
of
a
grant
award
in
the
amount
of
thirty
two
thousand
five

management,
and
with
that
I
will
move

Thank

the
zoning
and
planning
committee
has
one
item
to
forward
regarding
allowing
accessory
dwelling
union
units
in
the
city
of
minneapolis,
and
I
would
speak
to
that
item.

After
all
of
that
feedback,
they
put
forward
a
proposal
which
I
think
addressed
a
lot
of
the
concerns
that
they
had
heard,
particularly
requiring
that
people
live
in
the
homes
where
accessory
dwelling
units
are
allowed
and
but
really
out
of
the
hundreds
of
people
that
attended
the
open
houses
overwhelmingly.
The
feedback
was
very
positive
and
I
think
that's
because
this
really
allows
more
flexibility
for
people
to
use
their
homes
as
their
needs
change
over
time.
It
will
allow
extended
families
to
live
together,
but
provide
a
little
bit
of
privacy
and
separation.

know
form
of
these
how
far
they
have
to
be
from
the
buildings
which
I
think
will
limit
the
number
that
we
will
see.
But
I
think
that's
a
good
start
and
again
thank
everyone
for
all
of
their
time
and
effort
on
this
issue.

to
also
thank
staff
and
also
council
member
bender

the

effort
and
care
that
she
took
bringing
this
forward.

have
to
admit
that
when
I
first
heard
about
this
introduction,
I
wasn't
quite
sure
if
I'd
be
there
in
the
end,
and
part
of
that
was
due
to
pressure
that
I
feel
from
my
constituents
and
concerns
that
they
have
about
density
in
some
of
the
long-term
residential
areas,
and
so
I
was
also
paying
careful
attention
to
see
what
kind
of
feedback
I
got
from
the
community
and
it
was
pretty
telling
at
a
recent
board
meeting.

I
was
at
the
prospect
park
and
those
of
you
who
have
been
around
a
long
time
probably
know
the
reputation
of
the
prospect
park,
neighborhood
board
meeting,
and
somebody
came
forward
with
a
resolution
suggesting
that
the
organization
should
oppose
the
accessory
drawing
unit
ordinance
as
written,
and
there
were
some
people
who
had
strong
feelings
about
it
and
thought
it
would
lead
to
the
demise
of
their
neighborhood,
but
slowly
more
and
more
voices
started.
Speaking
up
after
some
opposition
was
stated,
a
woman
soft-spoken
said
you
know.

I
think
this
might
actually
be
something
that
I'd
like
to
do
in
my
yard,
and
then
somebody
else
said
yes,
this
could
really
work
for
me
and
my
family
and
and
somebody
said,
I
think,
the
restrictions
and
the
limits
on
this
could
really
make
this
work
for
our
community,
and
I
don't
think
it's
so
bad
and
when
they
took
the
vote
on
the
question,
it
was
overwhelmingly
supporting
the
ordinance
and
only
minority
opposed
it.
So
that
told
me
that
enough
care
was
taken.

There
was
enough
enough
put
into
this,
that
it
had
broad-based
support
throughout
the
city
and
I'm
also
supporting
it,
as
always
with
these
kinds
of
things,
when
we
compromise
so
much
and
when
we're
so
careful
and
when
we
try
to
try
to
to
limit
it,
sometimes
I'm
worried
we
might
not
actually
see
anybody.
Try
this.
I
mean
it's
pretty
expensive.
It's
a
pretty
big
project
for
folks,
but
it'll
be
interesting
to
see.

we,
if
we
do,
have
some
accessory
dwelling
units
a
year
from
now
and
then
how
it's
going
and
then
we
can
always
come
back
and
look
at
it
again
and
and
make
improvements.
But
I'm
going
to
support
this
now

large

engagement
and
the
work
that
was
put
into
it.
