Description
Minneapolis Community Development and Regulatory Services Committee Meeting
A
B
Good
morning
welcome
to
the
regular
meeting
of
the
city's
community
development
and
regulatory
services
committee.
For
today,
it's
bad
november
3rd
I've
been
joined
by
council
members,
quincy
reich
and
fry
we're
waiting
for
council
members,
kano
and
orsami,
but
we
do
have
quorum
so
we'll
move
forward
with
our
agenda.
As
noted,
I'm
going
to
move
the
consent
agenda,
which
is
our
regular
licenses
recommended
for
approval
and
item
number
four
and
item
number
five.
B
This
is
authorizing
hennepin
county
and
the
redevelopment
authority
to
work
with
us
on
the
sale
of
four
properties
that
are
being
operated
as
adult
care
facilities.
Item
number
six
is
an
lcda
pre-development
grant
resolution
items.
Seven
is
a
rental
dwelling
license
condition.
Eight
and
nine
are
rental
device,
rental
dwelling
license
reinstatements
and
item
ten.
Is
the
inspections,
division,
2014
special
assessment
levies?
Are
there
any
questions
on
items?
B
Four
through
ten?
Any
comments
on
items
four
through
ten,
seeing
none
on
the
motion
to
approve
the
consent
agenda,
all
in
favor
signify
by
saying
aye,
aye.
C
B
He
opposed
those
items
are
approved.
We'll
then
move
to
our
three
public
hearings
and
I'll
note
that
the
public
hearing
on
item
number
three
we're
not
going
to
be
able
to
conduct,
as
there's
been
a
miscommunication
with
regard
to
the
notice,
so
that
will
take
place
at
1
30
as
notice
this
afternoon
in
the
health,
energy
and
environment
committee.
Is
there
anyone
here
on
item
number
three?
B
B
Well,
mr
ansari,
I
am
really
sorry
about
this.
According
to
the
clerk's
office,
we
have
to
hold
the
hearing
during
the
officially
publicly
noticed
time,
which
was
1
30..
Our
committee
does
meet
at
1
30,
normally
on
tuesdays,
which
is
tomorrow
election
day.
So
we
had
to
move
the
meeting
till
this
morning.
We've
only
received
so
far
four
letters,
all
in
support
of
your
application,
and
so
we
have
a
regularly
scheduled
meeting
today
at
1
30
anyway.
So
we're
going
to
take
up
the
application
and
and
given
everything
I've
seen
move
it
forward.
B
So
you
do
not
need
to
come
back
at
4
30.
If
you
don't
want
to
I'll
ask
the
clerk
since
he's
here
I
mean
we
have
the
owner,
who
came
all
the
way
down
here.
D
E
Chair,
as
you
noted,
due
to
a
clerical
error,
the
public
hearing
for
your
application
was
noticed
at
1
30
this
afternoon
and
therefore
the
official
public
hearing
must
be
conducted
at
1
30..
The
chair
was
gracious
to
offer
a
public
comment
period
this
morning
for
anyone
who
was
here
to
testify
about
the
application
and
all
of
those
comments
and
would
be
referred
to
the
clerk
to
be
incorporated
into
the
full
record
on
that
application.
B
Did
you
have
anything
you
wanted?
This
would
have
normally
been
the
home
committee
for
your
license
and
we'd
be
really
excited
about
helping
you
get
this
done
after
everything,
you've
been
through
at
the
state,
the
local
level
and
the
way
we've
worked
with
you
and
getting
your
location
located
in
minneapolis.
So
if
there's
anything,
you
wanted
to
say
we'd
be
happy
to
hear
from
you.
D
Yeah,
we're
excited
to
we're
very
close
to
getting
our
building
complete,
hopefully
later
this
month
and
looking
forward
to
being
able
to
have
all
the
folks
stop
on
by
and
see
sort
of
what
our
whole
plan
really
was
about
with
our
outdoor
space
and
and
all
that
we're
trying
to
do
so.
Just
looking
forward
to
moving
things
forward.
We've
had
a
number
of
meetings
with
perry,
the
neighborhood
association
and
they
seem
to
have
been
in
full
support
of
what
we've
been.
D
B
Well,
I
assure
you
that
it
doesn't
normally
happen
that
we
have
two
meetings
on
the
same
day,
so
this
will
not
be
delayed
at
all
in
any
way
as
a
result
of
this-
and
I
did
confer
with
councilmember
frye,
who
also
serves
on
that
committee
and
he'll-
be
there
this
afternoon
to
make
sure
that
it
was
noted
that
you
were
here
this
morning
and
that
we
were
very
excited
about
your
plan
moving
forward
and
hopefully
there'll
be
no
glitches
and
it'll
be
approved
by
1
35.
This
afternoon,.
B
Any
any
comment,
so
why
don't
we
ask
the
clerk
to
note
mr
ansari's
comments
for
the
record
and
invite
him
to
come
back
at
1
30
if
he'd
like,
and
I
guess,
mr
clerk,
I
would
ask
that
we
ask
councilman
gordon
to
put
this
item
as
the
first
one
on
the
agenda
so
that
he
does
not
have
to
wait
through
the
other
meeting
items
today
if
there
are
other
longer
items.
Madam.
A
Madam
chair,
yes,
I
think
if
I
understand
the
process
here
correctly,
it
might
be
proper
for
this
committee
to
formally
refer
this
item
to
the
health,
energy
and
environment
committee.
B
Okay,
I
get.
I
will
move
to
refer
item
number
three:
the
surly
brewing
company
application
for
an
on
sale,
tap
room
class,
a
license
with
enthusiasm
from
our
committee
and
urge
their
committee
to
approve
it
unanimously
at
1
30
this
afternoon.
How
does
that?
Sound?
B
Okay,
okay,
great
all
in
favor
of
that
motion,
signified
by
saying
any
opposed.
That
item
is
approved.
We'll
then,
move
on
to
item
number
one:
the
illini
health
system
refinancing
mr
curtis,
welcome.
C
Alaina
many
offices
are
at
2925
chicago.
They
have
22
clinics,
four
pharmacies,
two
hospitals
and
one
mother
baby
center
in
minneapolis.
They
currently
have
over
9
300
employees
in
minneapolis
and
almost
2
600
live
in
the
city
of
minneapolis.
The
two
facilities
that
they're
merging
and
acquiring
with
have
an
initial
750
employees.
B
There
any
questions
for
mr
curtis
on
item
number
one
seeing
none.
Thank
you
for
your
report,
we'll
open
up
the
public
hearing
on
item
number,
one
which
is
preliminary
and
final
approval
for
issuance
of
up
to
30
million
dollars
in
bonds
for
allina
healthcare
systems
for
financing
and
refinancing
their
healthcare
facilities
in
fairbow
and
hastings.
Is
there
anyone
here
to
speak
to
this
issue?
B
C
B
G
Purcell
welcome
good
morning,
madam
chair
and
committee
members
before
you
this
morning
are
two
distinct
recommendations
for

phased

have
a
lot
of
representatives
from
a
lot
of
the
partners
that
have
been
working
on
this
project
to
date.
Here
with
us
this
morning
and
I'd
like
to
just
note,
we
do
have
matthew
dornqost,
the
ceo
of
code42
with
us.
B
This
morning,
thank
you
for
your
report.
Are
there
any
questions
for
staff?
On
item
number
two
saying:
none
we'll
open
the
public
hearing
on
item
number
two,
which
is
authorizing
the
application
to
deed
for
the
forgivable
loan
related
to
the
expansion
at
the
current
location,
and
also
giving
local
approval
for
the
deed
grant
for
the
furniture,
fixtures
and
equipment
purchases.
Is
there
anyone
here
to
speak
to
this
issue?
F
Hello,
my
name
is
matthew
darmkwast
and
I,
my
my
business,
is
at
one
main
street
southeast
in
minneapolis
minnesota,
I'm
the
ceo
and
one
of
the
co-founders
of
code
42
that
you
just
heard
spoken
to
a
little
earlier
there.
F
We
we're
actually
currently
over
we're
about
430
people
right
now,
so
it's
things
have
been
growing
pretty
fast.
It's
it's
a
it's
an
extraordinary
place
to
be
it's
an
extraordinary
time
to
be
a
technology
company
with
what's
going
on
in
mobile
and
computing
these
days,
we
when
we
were
founded
in
in
2001.
F
It
took
a
while
to
figure
this
out,
but
we
had
everything
we
needed
in
order
to
succeed
the
day
we
were
founded
and
what
there
were.
There
were
really
two
things
that
we
had.
We,
I
had
a
couple
of
great
partners,
also
fellow
minnesotans,
who
combined
had
several
decades
of
technology
experience,
and
it
was
that
experience
that
has
helped
propel
us
and
scale
us
and
guide
us
through
the
years,
but
underneath
that
experience,
where
did
it
come
from?
How
did
we
get
that?
F
And
I'd
like
to
point
out
that
at
least
from
speaking
for
me
personally,
the
the
I
owe
most
of
my
experience
to
the
earlier
wave
of
technology
companies
here
in
minnesota,
in
particular
control
data
who
made
substantial
investments
in
our
our
welfare
as
a
city
and
with
jobs
and
in
the
schools
with
computers.
F
And
so
we
owe
a
lot
to
to
the
early
leaders
of
technology
in
in
minnesota.
And
I
look
forward
to
attempting
to
reestablish
leadership
and
technology
here
in
minnesota,
with
the
great
folks
that
we
have
here
at
cook.
42..
So.
B
H
H
It's
an
extremely
forward-thinking
business
and
I've
read
through
the
you
know
exactly
what
you
guys
do
about
15
times
and
I
still
can't
totally
figure
it
out.
But
I
know
it's
impressive.
You
know
I've
heard
you
know
code
42
referenced
on
numerous
occasions
as
the
next
google,
so
clearly
you're
making
waves
in
the
I.t
world,
and
I
know
also
that
you
were
lured
and
attracted
by
several
other
cities
in
the
country
and
for
very
good
reason.
H
I
mean
the
the
investment
that
you're
putting
in
the
number
of
jobs
that
you're
creating
and
the
way
you're
able
to
highlight
a
city
simply
through
the
entrepreneurship
in
the
business
that
you've
got
is
is
impressive
and
there's
good
reason
that
other
places
want
you.
You
know
austin
and
silicon
valley
just
to
name
a
few,
but
you
know
you
chose
here.
You
chose
here
where
you
got
started.
H
I
want
to
thank
deed
for
for
working
with
you
guys
as
much
as
possible
and
sure
making
sure
that
you
stick
around,
and
you
know,
while
I
am
the
council
member
for
the
third
warden,
we
are
slightly
sad
to
see
you
move
down
to
the
templar.
Potentially
we
are
thrilled
to
have
your
expansion
over
there
on
main
street.
H
It's
a
it's
a
bit
of
a
weird
building,
but
you
guys
are
an
odd
company
as
well.
So
I
think
it's
a
perfect
match
in
many
respects.
So
I,
with
with
great
enthusiasm,
move
approval
of
of
item
number
two.
