meeting

our
zoning
and
planning
committee
today
is
februari
5th
2015
I'm
Lisa
bander,
chair
of
the
committee
and
I'm
joined
by
council
members,
Reich
Goodman,
Johnson
and
we're
Sami
were
a
quorum
of
the
committee.
We
have
seven
items
on
today's
agenda.
I
will
start
with
the
consent
agenda,
which
is
items
3
through
7
item
number.
Three
is
at
300
second
street
south
and
333
first
street
south.
It's
approving
an
application
for
an
ally.
A
Vacation
item
number
four
is
a
commemorative
Street
renaming
in
Ward
6
brought
forward
by
councilmember
war,
Sami
assigning
some
commemorative
names
to
three
streets
there
item
number
five:
is
appointments,
are
setting
the
public
hearing
for
our
appointments
to
the
Zoning
Board
of
Adjustment
for
februari
19th
and
those
are
three
appointments,
algebra
sure,
Matt,
Perry
and
Jacob
South
fleet
and
then
item
number
six
is
referring
to
staff
ordinances.
Amending
title
20
of
the
Code
of
Ordinances,
real
art
relating
to
off
street
parking
item.

City
Planning
Commission,
mayoral
reappointments

three
people.
These
are
each
two-year
terms.
The
first
I
don't
see

them
here,
and
so
the
first
person
is
Alyssa
lipke
peer
from
Ward
5.
Her
appointment
will
run
through
2017.

second
is
Matthew
brown
who's
in
Ward
1,
whose
term
will
go
through
6
2016
and
the
third
person
is
John
slack,
also
in
Ward
1,
who,
whose
appointment
will
also
go
through
2016.
These
are
all
mayoral
appointments
and
they
are
each
currently
serving
on
the
Planning.
Commission
I
have
the
honor
of
serving
with
them
there,
and
each
of
these
folks
is
an
excellent
planning,
commissioner,
and
spends
a
ton
of
time
volunteering
for
the
city,
so
we
thank
them
for
their
service.

will

interim
use
permit
to
allow
a
temporary
operation
of
a
high
school
there,
and
we
have
mailing

my

is

Anderson
and
I'm.
Here
to
present
on
behalf
of
seabed
staff,
you
plus
B
architecture,
has
submitted
an
interim
use.
Permit
application
to
allow
a
high
school
to
operate
in
a
new
building
at
1611
East
forty-sixth
Street
the
site
is
located
in
the
r3,
multiple
family
zoning
district
and
the
airport
overlay
district.

The
site
is
occupy,
it
occupies
an
entire
city
block
and
is
bounded
by
East
46
street
and
east
47
street
to
the
north
and
south
and
sixteenth
and
seventeenth
I've
to
the
to
the
west
and
east.
The
entire
site
is
approximately
3.5
six
acres
in
size,
so
there's
currently
an
existing
two-story
school.
That's
on
the
northwest
corner
of
the
site,
and
this
was
recently
renovated
for
an
elementary
school
and
there
is
a
15,000
square
foot
addition
completed
in
fall
of
2014.

The
Apple
can
expects
to
complete
the
new
building
during
the
2015-2016
school
year
and
the
applicant
is
requesting
to
use
the
new
building
for
school,
with
students
in
grades
9
through
11
for
a
total
of
three
years.
So
this
is
the
interim
use
permit
application.
After
that
and
beginning
with
the
2018
2019
school
year,
the
school,
the
high
school
students
would
transfer
to
a
new
facility
on
a
different
site
and
the
middle
school
use
would
would
move
into
the
new
building
on
a
permanent
basis.

Due
to
the
interim
nature
of
the
proposed
use,
the
City
Council
consider
alternatives
to
compliance
with
the
minimum
parking
requirement,
and,
just
you
know,
a
travel
demand.
Management
plan
may
be
required
upon
approval
of
the
interim
use.
Permit
staff
is
recommending
approval
for
the
interim
use
permit,
with
a
condition
that
the
use
would
expire
no
later
than
September
5018,
and
no
fewer
than
38
off
street
parking
spaces
would
be
maintained
on
the
site,
as
shown
on
the
plans
approved
by
the
Planning
Commission
last
month
and
I'm
here.

council
members
didn't

there
are
no

Before
too
I
don't
see
any
other
neighbors
here
that
I
recognized
but
I
have
spoken
with
some
were
very,
very
concerned
about
the
interim
high
school
use
it
had
been
in
elementary
school.
We
were
all
fine
with
the
idea
of
middle
school
and
the
idea
of
high
school
is
a
kind
of
new
one
that
some
of
us
only
just
about
and
I
think
it
will
change
the
neighbors
feeling
about
the
neighborhood
and
their
sense
of
security
and
comfort,
not
to
mention
the
parking
of
I.

Just
can't
imagine,
but
at
least
one
neighbor
I
know
was
kind
of
upset
about
it
and
I
wanted
to
make
a
point
of
coming,
because
you
know
the
neighborhood
has
felt
noise
safe
and
secure,
and
the
idea
of
200
high
school
students,
even
over
three
years
scares
me.
You
know
we
have
usually
got
a
few
unoccupied
houses
on
the
block.
It's
you
know.
Generally,
a
pretty
safe
neighborhood
has
been
around
the
year.
2000
I
was
a
block
leader
on
that
neighborhood,
and
there
were
a
lot
of.
We
had
a
lot
of
trouble
of
unsupervised.

Kids
and
not
even
you
know
the
elementary
school
kids,
those
people
coming
in
the
neighborhood
and
I
would
say
I
would
guess.
I
would
like
to
know
what
neighbors
can
do
with
this
point,
to
challenge
the
idea
of
interim
high
school
use.
I
don't
think
it's
going
to
make
people
very
happy
or
feel
very
safe.
I,
don't
drive
a
car,
so
the
car
issue
isn't
a
big
deal
to
me,
but
I
think
a
lot
of
ppl
park
on
the
street
and
it
will
be
an
issue
I
also.

there
any
way
of
knowing
work
and
neighbors
find
out
where
the
students
would
be
coming
from
to
go
into
our
neighborhood?
It's
just
a
grounds
for
concern
and
my
own
granddaughter
it
might
even
be
of
the
age
where
she
could
go
to
that
school
and
they
hate,
but
that
doesn't
it
it's
not
good
enough.
I
would
like
it
to
stay.
We
knew
about
the
construction,
we're
not
excited
about
listening
to
construction
for
another
whole
year,
but
it
that's
not
as
bad
as
the
idea
of
there
being
two
hundred.

I'm
with
Hiawatha
academies
and
wanted
to
provide
a
little
bit
of
background
and
how
we
got
here
as
well.
Today,
the
long
term
intended
use
of
our
property
has
always
been
and
continues
to
be
for
an
elementary
in
a
middle
school
site.
We
engaged
the
neighborhood
in
the
community
beginning
in
August
last
year
and
had
a
neighborhood
community
meeting
in
November
and
continued
to
engage
community
members
as
they've
brought
concerns
to
us
to
inform
them
about
the
the
nature
of
our
high
school
program.

want
to
make
myself
available
in
my

for

daughter
and
for
yourself
and
and
any
other
community
members
yeah
and
and
so
we
will
continue
to
attend
neighborhood
committee
meetings
as
we've
done
to
to
work
through
those
issues.
As
a
as
a
community
partner
front,
any
questions
that
I
can
are.

I'm,
going
to
move
approval
of
the
interim
use.
Permit
I've
had
multiple
conversations
with
multiple
people
about
this,
as
the
city's
been
using
its
financing
authority
to
help
finance
the
construction
of
the
school,
so
we've
seen
it
in
CD
no
less
than
two
times
so
we're
fairly
familiar.
Those
of
us
that
serve
on
CD.

The
truth
of
the
matter
is:
there's
no
permanent
plan
for
this
to
be
a
high
school,
because
they're
building
a
high
school
campus
and
I
would
just
challenge
and
encourage
the
neighbors
to
talk
to
the
people
who
run
the
school.
This
is
a
very
highly
regarded
school,
with
fairly
strict
discipline
and
character,
building
activities
and
I,
don't
think
200
students
in
the
neighborhood
is
going
to
be
anything
other
than
positive.
I.
Think
the
school
is
really
challenged
and
will
rise
to
the
challenge
of
making
sure
that
their
scholars
in
the
neighborhood
are
a
positive
addition.

The
track
record
of
the
school
has
been
very,
very
highly
positive
in
this
regard,
so
I
and
with
regard
to
the
parking.
Perhaps
the
school
will
have
a
rule
about
who
can
and
can't
drive
that's
the
situation
at
the
high
school
in
my
word,
Northrop,
which
is
Blake,
and
they
they
have
very
strict
regulations
about
who
can
and
cannot
drive
and
I
would
assume
that
this
institution
will
do
the
same
kind
of
thing.
