Description
Minneapolis City Council Meeting
A
Well,
good
will
excuse
me
good
morning
and
welcome
to
this
regularly
scheduled
meeting
of
the
Minneapolis
City
Council.
My
name
is
Barbara
Johnson
I'm,
Minneapolis,
City,
Council
President
and
before
our
meetings
that
we
have
take
time
to
honor
activities,
people
that
are
going
on
in
our
community
and
get
some
excitement
going
about
the
things
that
are
happening,
but
also
recognizing
the
the
great
activities
we
have
going
on
in
our
city.
B
The
ma
I
think
what
many
of
you
know
is
located
in
the
heart
of
the
Whittier
neighborhood
and
is
so
amazing
to
have
this
free,
nationally
renowned
institute
of
art
right
in
the
middle
of
a
diverse
urban
neighborhood,
free
open
to
the
public
every
day,
I'm,
just
one
of
many
families
that
come
I
think
to
enjoy
art
when
our
children
are
very
small
council.
More
Gordon
and
I
were
talking
about
this.
There's
a
coffee
shop,
there's
a
kid's
room,
they're,
so
welcoming
of
people.
B
So
you
know
it's
without
further
ado
that
I'll
read
this
resolution,
but
we're
so
excited
to
have
you
today.
B
Institute
of
art
stay
in
the
city
of
minneapolis.
Thank
you.
So
much
for
joining
us.
A
happy
birthday
if
you
haven't
attended
lately.
This
is
the
best
time
to
go
because
they're
celebrating
all
year,
long
and
I
think
I'll
turn
over
to
director
Feldman
to
just
talk
a
little
bit
about
what's
going
on
at
the
Museum
these
days.
Thank.
C
We
decided
that
a
hundred
years
is
a
major
milestone
and
that
we
would
celebrate
for
an
entire
year
instead
of
just
one
day
and
as
part
of
that
year,
we
also
decided
that
we
wanted
to
celebrate
the
partnership
between
the
m.I.a
and
the
community
of
a
hundred
years,
and
so
the
theme
of
our
year
is
surprised
in
the
idea
that
we
just
want
to
give
gifts
back
to
the
community,
because
the
community
has
given
the
institution
so
much
for
all
of
these
years.
So
we
have
really
big
exhibitions.
C
E
D
E
A
Are
11
members
present?
We
have
a
quorum
present.
Councilmember
Reich
has
work
this
morning
in
the
ward,
so
you
will
join
us
next
item
on
the
agenda.
Is
adoption
of
the
agenda
any
changes
or
additions,
seeing
none
emotion
to
adopt
the
agenda
view
and
order
so
moved
any
discussion.
All
in
approval,
say
aye
aye
aye
opposed
that
carries.
Next.
We
have
acceptance
of
the
minutes
of
the
regular
meeting
of
january
thirtieth
2015,
so
moved.
Second,
any
discussion,
seeing
none
all
in
approval,
say
aye
aye.
G
A
F
A
F
F
It
would
also
increase
our
contract
with
pillsbury
winthrop
shaw,
pittman
for
dedicated
transition,
resource
executing
all
necessary
documents
for
transferring
assets
from
unisys
to
the
city
and
also
passage
of
a
resolution
amending
the
2015
budget
appropriation
for
the
information
technology
department
to
provide
for
30,
33,
full-time
employees
for
service
desk
and
desktop
services
and
the
costs
associated
with
transition
to
a
new
service
provider,
and
I
will
move
both
items.
A
council.
A
H
You,
madam
president,
I,
did
want
to
talk
about
the
remittances
to
Somalia
issue
and
I,
wanted
to
thank
councilmember
where
Selma
and
council
vice-president
glidden
for
bringing
this
forward
and
on
behalf
of
all
the
Somali
constituents,
families
and
community
members
in
my
board.
I
would
like
to
add
my
name
to
that
resolution.
Council.
A
I
You
I
just
wanted
to
express
my
appreciation
to
all
my
colleagues
and
the
staff
that
worked
on
this
I
think
this
was
a
long
time
coming,
I'm
very
impressed
that
we
have
a
shorter
term
contract
that
we've
broken
it
up
somewhat,
and
also
that
we're
bringing
back
in
in-house
some
of
this
work
I
think
we're
gonna
I'm,
very
hopeful
that
we're
going
to
find
out.
We
have
a
more
responsive,
IT
arrangement.
Now
that
we're
going
to
be
able
to
meet
the
needs
that
we
have
and
I'm
very
impressed
is
going
to
save
us
money.
I
I
know
it
was
difficult
getting
there.
I
also
know
that
it's
going
to
be
difficult
this
year,
making
that
transition
and
that's
gonna,
look
expensive,
but
I'm
delighted
to
see
this
moving
forward
in
this
way
and
very
grateful
for
the
work,
that's
been
done
any.
A

Hi
Gordon
right,
no
bender,
I,
glidden,
I,
yang
hi,
President,
Johnson
right.
There
are
12
eyes
and
no
neighs.
A
We
now
have
an
item
called
the
introduction
and
referral
calendar,
and
so,
under
this
order
of
business
or
ordinances,
are
introduced,
given
their
first
reading
and
referred
to
the
committee,
it's
all
read
each
agenda
item
and
call
for
voice
vote
on
all
items.
Unless
there's
an
objection.
Well,
I'm,
sorry,
okay,
oh,
we
have
councilmember
Warsaw
me
councilmember,
worse
on
me,.
A
F
A
Discussion,
seeing
none
all
in
approval,
say:
aye
aye
opposed
that
Curie's.
So,
under
this
introduction
referral
calendar
today,
we
have
pursuant
to
notice
councilmember
glinting,
a
cold
related
to
licenses
and
business
regulations
for
first
reading
and
referral
to
the
community,
develop
and
regulatory
services
committee,
amending
provisions
related
to
exceptions
in
definitions
and
on
the
second
ordinance
introduction.
Councilmember
Palmisano
moves
to
introduce
the
subject
matter
of
an
ordinance
amending
the
code
relating
to
the
zoning
code
for
first
reading
and
referral,
seeing
none
all
in
abril,
say:
aye
aye
opposed
their
carries
under
new
business.
L
Thank
you.
Madam
president.
I
just
wanted
to
alert
people
make
an
announcement
not
about
an
activity
but
about
something
that
we
briefly
discussed
at
the
Ways
and
Means
Committee
that
wasn't
an
action
item,
but
I
wanted
to
announce.
Of
course,
the
city
of
Minneapolis
financial
transparency
platform
has
been
introduced.
Learning
tool
allows
public
staff
and
visitors
to
really
explore
the
financial
data
online
goes
back
to
2008.
Historical
data
includes
2015
budget.
B
Remember
bender,
thank
you,
madam
president.
So
today
is
winter
bike
to
work
day
and
I
had
a
great
ride
in
this
morning
on
this
kind
of
balmy
winter
day.
But
it's
a
great
day.
Many
of
you
may
have
seen
yesterday's
announcement
that
we
will
be
the
host
of
next
year's
winter
cycling
congress,
and
this
is
an
international
congress.
We
are
the
first
city
in
the
united
states
to
have
the
honor
of
hosting
this
event.
All
worked
to
support
that
application.
We're
really
excited
to
see
that
we've
been
selected
for
this
honor
thanks.
We.
H
H
at
in
the
heart
of
the
beast
puppet
master,
and
so
the
idea
is
that
neighborhoods
throughout
the
city,
in
partnership
with
heart
of
the
beast,
will
make
these
beautiful
lanterns
and
will
then
bring
them
down
to
the
downtown
winter
festival
to
celebrate
and
continue
to
build
that
beautiful,
iconic
image
that
so
many
people
know
about
heart
of
the
beast.
So
please
check
it
out.
Councilmember.
M
This
week
is
the
veteran's
administrations
national
salute
to
veteran
patients
week
and
I
just
wanted
to
express
my
appreciation
for
veterans
out
there,
and
especially
the
great
work
of
the
medical
staff
and
the
whole
team
at
our
veterans,
administration
facilities,
which
happen
to
be
in
ward
12,
we're
extremely
grateful
for
all
that
they
do
for
our
veterans.
Thank
you.
Cons.
N
You,
madam
president,
for
those
of
you
that
may
be
aware:
we
have
a
group
right
now
in
Minnesota
called
Team
USA
Minnesota,
which
is
a
group
of
budding
Olympic
athletes
predominantly
track
and
field
and
longer
road
races,
and
they
are
several
of
them-
are
competing
this
weekend
at
the
millrose
games
in
New
York
City,
and
they
will
also
be
competing.
The
remainder
of
the
indoor
season,
so
just
giving
a
shout
out
to
them
and
also
tomorrow
morning,
is
the
annual
presidents
day
walk
over
in
Northeast.
