our

are
a
number
of
items
on
our
consent
agenda,
including
items
5
through
12.

the

We
also
hand

to
make
sure
that
we
got
everyone
notified.

receive
one
response
from
that

was

the

sell
liquor
license

they
have
interior
seating

53,

exterior
seating
for
12
hours
of
operation
will
be
during
the
week,
tuesday
to
friday,
11
to
11
a.m.
to
midnight
and
saturday
and
sunday

a.m.
to
midnight.

security
plan
review
with

fifth
Precinct
Police
Department
and
they
reviewed
all
of
their
security
plans

meet

my
name
is
Miles
Mercer
I'm
in
the
business
development
group
at
sea,
ped
and
I'm
the
city's
project
creator
for
the
Downtown
East
Commons
project.
Today
we
are
asking
you
to
approve
the
concept
design
for
the
commons
and
authorize
the
terms
of
agreement
with
green
Minneapolis
and
Ryan
companies
to
fund
and
build
out
an
initial
phase
of
the
comments.

What
I'd
like
to
do
is
describe
the
concept
design
and
then
describe
our
approach
to
the
build-out
and
funding,
but
first,
what
is
the
goal
of
the
Commons
project?
The
Commons
is
a
unique
opportunity
to
create
a
public
open
space
in
downtown
Minneapolis.
The
goal
of
the
Commons
is
to
be
an
inclusive
memorable
destination
for
all.
It
will
provide
space
for
active
programming
and
a
range
of
events,
as
well
as
a
place
for
respite.
The
Commons
is
for
residents
of
downtown,
and
the
entire
city
will
also
serve
downtown
workers
and
visitors.

commons
must
balance
serving
multiple
purposes.
So,
let's
turn
to
the
design.
But
first
I
want
to
tell
you
briefly
how
we
got
here
earlier
this
year,
the
city
hired
a
landscape,
architect
team
led
by
Hargraves
associates
over
several
months,
hargreaves
in
the
city
team
engaged
the
community
and
project
partners
on
use
and
design
ideas
for
the
space
we
held.
Three
public
meetings
attended
by
hundreds
of
people
we
received
over
two
hundred
twenty-seven
hundred
responses
to
surveys.

Right
there
we
go
ok,
this
is
the
concept
design,
so
I'll
walk
briefly
through
a
few
design
features.
But
I
want
to
note
that
this
design
is
undergoing
refinement.
Has
details
such
as
material
choices
and
system
design
are
still
being
worked
out.
Design
is
also
undergoing
city
regulatory
reviews,
and
we
will
bring
this
refined
design
back
to
your
for
your
approval
later.
But
today
we
want
your
affirmation
for
the
general
direction
that
this
concept
design
gives.

So
a
couple
of
to
get
everybody
oriented
what
we
talked
about
the
Commons
we're
talking
about
the
one
in
two-thirds
blocks
this
one
block
and
two-thirds
blocks.
This
is
park
avenue,
portland
avenue
the
Downtown
East
light
rail
station
is
on
the
far
right
side
on
the
north
up
here
is
where
the
Wells
Fargo
towers
are
being
constructed
as
part
of
the
downtown
ease
project.
This
third
of
the
block
here
is
where
a
residential
building
is
currently
under
construction
and
just
and
then
this
block
is
where
the
star
Shaboom
building
is
currently
coming
down.

So
there's
construction
happening
on
all
these
blocks
right
now.
So
when
you
look
at
the
concept
design,
there's
a
couple
features
that
will
probably
jump
out
at
your
first
right
away.
One
is
the
great
lawn
this
is
on
this
block.
This
is
meant
to
be
the
space
where
crowds
can
gather
or
events
can
be
held
and
and
provide
a
space
for
programming
for
a
variety
of
activities.

The
other
feature
that
may
jump
out-
and
you
is
this-
what
I
call
the
sort
of
Amida
looking
shaped
feature-
is
called
the
water
plaza
or
the
wet
plaza.
What
this
is
a
hard
scaped
flat
plaza
that
will
have
a
skin
of
water
less
than
an
inch
thick
on
it,
that
you
can
turn
it
on
or
off.
So
when
it's
a
nice
warm
day,
you
turn
on
the
water,
people
and
kids.

Kids
of
all
ages
can
take
off
their
shoes
and
spatter
in
the
water,
but
also
likely
be
some
fog,
jets
or
other
water
jets
bubblers
to
the
plan,
but
the
mentioned
that
the
plaza
can
be
turned
off,
certainly
during
the
winter
and
other
colder
weather.
But
also,
if
there's
going
to
be
some
sort
of
event,
then
that
space
can
be
programmed
or
used
for
a
variety
of
uses,
another
feature
to
point
out
our
to
building
structures
that
will
be
on
the
property.

right
here:
this
is
the
called
the
pavilion
the
cafe
this
is
meant
to
ho
hold.
Some
sort
of
eatery
still
be
to
be
worked
out.
The
specifics
of
that,
but
it
be
food
service
as
well
as
public
restroom
in
the
building
within
the
building,
will
feature
a
extended.
This
oval,
extended,
sunshade
or
patrons
and
guests
to
to
sit.

have

them
up
for
temporary
events
could
range
everything
from
a
ping-pong
tournament
to
a
temporary
climbing
structure
to
curling
in
the
winter
likely
would
program
more
active
uses
on
this
end
of
the
block
and
perhaps
more
passive
users
uses
on
this
end
of
the
block
pass
a
some
sort
of
reading
room
in
one
of
these
programs
owns
and
then
finally
want
to
point
out
along
fourth
and
fifth
Street.
We
want
to
create
what
calling
promenade
the
sort
of
biter
sidewalks
with
trees.

in
the
middle
of
the
Western
bloc,
looking
east,
looking
towards
the
stadium
on
this
side.
On
the
left,
you
see
the
wet
plaza
area
where
the
water,
the
mist,
is,
turned
on

some
topography
here

a
rolling
hill
for
kids
to
run
on,
and
we
also
want
this
work
to
work
in
all
seasons.
So
this
is
a
winter
shot.
The
wet
plaza
is
turned
off,
but
the
cafe
is
still
operating.

City
is
working
with
Ryan
companies
on
the
build-out
and
with
green
Minneapolis
to
fund
the
improvements
under
existing
agreements.
Ryan
companies
is
already
obligated
to
clear
the
site
and
make
some
basic
site
improvements.
The
city
is
to
acquire
the
improved
property
by
July.
First
2016
under
this
proposed
approach.
Ryan
would
make
further
improvements
to
the
property
as
designed
by
the
Hargreaves
team.
Ryan
has
already
mobilized
on
the
site
and
can
cost-effectively
in
group
incorporate
this
additional
scope.
Ryan
will
also
complete
the
additional
scope
at
no
fee
as
a
donation
to
the
project.

Green
Minneapolis
is
leading
the
philanthropic
effort
to
pay
for
the
capital
coughs
and
a
reserve
for
initial
operating
costs.
Green
Minneapolis
is
a
non-profit
Conservancy
created
by
the
minneapolis
downtown
council
on
August
thirteenth.
The
fundraising
committee
announced
the
first
round
of
commitments
for
the
commons
47
million
dollars.
This
work
will
pay
for
underground
utility
work
that
can
occur.
This
fall
as
Ryan
has
the
site
open
and
excavated.

The
city
is
funding
2
million
dollars
of
this
amount
through
approved
contracts
for
design
and
project
management
costs.
The
fundraising
campaign
will
not
replenish
the
city
for
these
design
costs.
City
Ryan
and
green
Minneapolis
will
enter
into
one
or
more
agreements
and
amend
other
existing
agreements.
The
terms
of
those
agreements
are
outlined
in
the
term
sheet
attached
to
the
materials
in
your
report,
staff
recommends
approval
of
these
items.
I'd
be
happy
to
address
any
questions
and
there's
also
some
other
staff
were
working
in
this
project
in
the
room

little
bit-
it's
not

this

it's

part

the

connection
to
the
transit
area,
so
just
the
downtown
light
rail
station.

connection,
so
we
want
to
make
sure
that
there's
good
pedestrian
connections
to
that
plaza,
but
that
plaza
is
owned
separately
by
the
minnesota
sports
facilities
authority
and
they
are
undergone
during
their
own
design
process.

you
know,
there's
some
parts
of
that
block
that
need
to
be
finished,
and
so
our
design
team
and
their
design
team
have
been
in
some
coordination
in
some
communication.
We
hope
to
continue
that
so
that
there's
hopefully
some
coherence
to
the
design
on
the
two
blocks,
as
well
as
good
connections,
especially
pedestrian
connections
between
the
two
blocks.

clearly,
this
is
a
very
significant
project
that
we
have
all
been
undergoing
here
for
the
last
approximately
year
now
and
so
far
with
great
results.
We've
got
a
world-class
design
engineer,
that's
that
has
been
hired.
That
has
been
making
the
the
depictions
that
you've
seen
on
your
screen,
and
it
really
can
create
what
will
be
the
kitchen
table
for
our
entire
city.

I
was
blown
away
when
I
initially
saw
the
renderings
and
I
continued
to
be
blown
away
with
every
single
additional
week
that,
when
hard
raises
associates,
comes
back,
I
really
appreciate
all
the
work
that
staff
has
done
on
this,
as
well
as
the
partnership
that
we've
had
both
with
the
council,
as
well
as
the
mayor
on
the
city
side,
with
that
with
the
downtown
Council
and
specifically
green
Minneapolis,
which
is
the
Conservancy
that
has
has
been
established
and
is
headed
up
by
winn,
Rockwell
and
I.
Think
this
is
an
excellent
partnership,
because
you
know
this.

This
is
a
new
strategy,
the
in
furtherance
of
downtown
greening
in
public
realm,
and
it's
in
it's
one.
That
is
not
necessarily
in
the
valley
week
of
either
the
city
or
the
park
board.
So
having
this,
this
group
of
specialists,
who
are
devoting
a
hundred
percent
of
their
time
to
the
furtherance
of
the
public
realm
and
specifically
in
this
case
the
commons
I
think,
is
a
wonderful
asset.

the
case
of
the
Commons.
We've
now
got
we're
now:
seven
million
dollars
through
the
20
million
dollar,
fundraising
effort,
so
we're
a
third
of
the
way
there.
That's
that's
significant
and
we
know
that
there
are
many
more
significant
contributions
on
the
way
and
as
far
as
the
contribution
segment
goes,
five
of
that
present
seven
million
dollars
was
provided
by
the
private
sector
and
specifically
wells
fargo
and
ryan
companies.

remaining
two
million
dollars
had
previously
been
allocated
by
a
city
council
action,
but
with
the
expectation
that
it
would
be
replenished
so
to
amend
the
previous
notion.
I've
got
an
amendment
that
should
be
in
front
of
you,
which
adds
a
item

so
I
moved
to
amend
and
here's.
The
motion
I
moved
to
amend
the
RCA
to
add
the
following
language,
to
the
description,
affirming
that
two
million
of
the
design
and
project
management
costs
already
authorized
by
the
city
will
not
be
replenished

campaign.
