regulatory
services
committee,
as
well
as
the
joint
mcda
operating
committee.
We
have
a
couple
of
joint
items,
we're
going
to
take
up
and
we'll
do
those
first,
so
I'll
start
with
the
mcd
a
consent
item,
which
is
the
conduit
bonds
policy.
Many
of
you
know
even
having
staff
of
been
working
on
this
for
about
five
years,
and
so
I
did
have
an
opportunity
to
get
briefed
and
read.
The
report
I'm
happy
to
see
there's
so
much
agreement.

I'm
going
to
move
item
number
11,
which
is
the
consent
item
for
the
mcd,
a
operating
committee,
all
in

by

is

joint
public
hearing

the
mcd,
a

committee
and
the
CD
committee
on
item
number,
one
which
is
a
public
hearing.

I'm,
the
operations
director
for
the
community
planning
and
economic
development
department
before
you
today
are
some
housekeeping
measures
that
stem
from
the
mcd
a
transformation
into
see
pet
back
in
2003.
What
we're
doing
here
is
cleaning
up
some
things
merely
housekeeping
these
are
not
substantive
their
intended
to
eliminate
redundant
and
obsolete
ordinances
and
administrative
procedures.
What
we're
seeking
to
do
is
to
repeal
Minneapolis
code
of
ordinances
chapters
for
14
for
16
for
18
and
45,
and
the
development
objectives
procedural
document.

Now
these
ordinances
only
pertain
to
the
mcd
a
they're
not
used
and
they're
not
necessary.
The
development
objectives
document
was
developed
prior
to
the
murder
of
the
planning
department,
with
mcda,
creating
see
pet
to
encourage
better
coordination
between
those
functions.
Now
those
functions
are
both
residing
and
see
pad
they're
not
necessary.
Those
functions
are
coordinated
within
see
pet
internally,
we're
also
seeking
to
amend
MCO
chapter
4,
22
and
administrative
procedures
pertaining
to
program
guidelines
and
project
and
financing
plans,
as
well
as
the
mcd
a
bylaws.

Now
the
chapter
4
22
amendments
harmonize
the
mcd,
a
provisions
with
the
rest
of
the
city,
for
example,
we're
recommending
the
elimination
of
the
provision
governing
ethics,
because
the
city's
ethics
ordinance
governs
cpat
employees.
There
is
no
need
for
a
separate,
indifferent
code
of
ethics
for
MCD
mcda
employees.

Likewise,
with
the
personnel
section,
mcda
has
no
staff
and
no
personnel
some
of
the
mcd,
a
functions
that
remain
are
performed
by
see
pet
employees.
So
other
amendments
reflect
the
current
structure
and
functioning
of
the
mcd
a
and
why
are
we
preserving
the
mcd
a
well?
We
continue
to
own
a
small
number
of
developments
in
the
city
under
mcda
and
it
retains
some
flexibility
and
authorities
that
we
have
granted
under
state
law
to
mcd
a
such
as
small
bond
issuance,
the
mcd,
a
bylaws
and
the
administrative
documents.

changes
recognize
the
creation
of
C
pad,
and
the
amendments
are
intended
to
make
those
procedures
consistent
with
current
city
council
procedures,
see
pad
the
finance
department
city
clerk's
office
in
the
City
Attorney's
Office
have
all
worked
on
these
changes
and
all
joining
the
recommendation.

lifting

this
has
been
done

the

Minnesota

of
Regents

traffic
control
surrounding
games
at
the
US
Bank
Stadium.

In
the
report
before
you,
staff
is
requesting
the
approval
of
modifications
to
the
TIF
plans
for
for
existing
TIF
districts.
These
four
tip
districts
were
established
back
in
the
late
90s
and
early
2000s.
In
each
case,
the
modification
involves
an
update
to
the
tax
increment
budget
in
the
TIF
lamp,
which
the
budget
itself
just
simply
shows
the
projected
revenues
and
expenditures
over
life
of
the
tip
district
and,
as
time
is
marched
on,
we
have
better
projections
of
those
revenues
in
those
costs.
These
updates
are
administrative
in
nature.

They
are
required
by
the
tip,
statutes
and
the
office
of
the
state
auditor,
and
they
allow
the
city
to
meet
our
financial
obligations
from
each
of
these
four
tip
districts.
Notification
of
the
modification
was
sent
to
neighborhood
groups
and
other
affected
parties,
and
we
receive
no
comments
or
feedback.
Each
of
the
modifications
is
attached
to
your
report.
It
contains
contains
a
map
if
you're
interested,
showing
where
these
tip
districts
are
there's
also
a
resolution
attached
and
in
two
cases
the
tip
districts
are
within
the
common
project.

were
in
support
of

staff

some

them
to
comply
with
the

to

did
notify

residents

Business
Association.
In
the
King
field,
Neighborhood
Association,
we
received
quite
a
lot

responses

this
notification
process.
We
received
10
responses.
Three
are
in
support
of
the
application
and
in
seven,
are
opposed
because
of
the
proximity
of
this
facility.
Too
many
single-family
homes,
local
residents
are
concerned
about
noise
traffic,
litter,
hangout,
behavior.

negative
response
was

great
in
this
application
we
contacted
the
owner
of
the
station
and
spoke
with
them
and
let
them
know
all
the
negative
responses
and
asked
him
if
he

on
Friday
and
Saturday
to
just
11
p.m.
on
seven
days
a
week
from
10pm
a
week
so
and
he
agreed
to
that
and
amended
as
application.
So
this
application
now
will
be
for
extended
hours
of
operation
from
7am
to

p.m.
seven
days
a
week.

pauperis
by

appellant.
In
this
case.
That's
mr.
Margo
k-pax,
and
he
is
appealing
this
councils,
revocation
of
his
rental,
license
at
fifty
four
twenty.

Forty
fourth
avenue
south
he's
appealing
that
to
the
Minnesota
Court
of
Appeals,
and
there
is
a
filing
fee
attached
with
that
payable
to
the
court
of
appeals.
That
I
believe
is
five
hundred
and
fifty
dollars.
He
has
submitted
an
affidavit
or
proceeding
in
forma
pauperis
to
have
those
fees
waived
based
on
his
lack
of
ability
to
pay
those
fees
on,
and
the
Court
of
Appeals
has
remanded
it
to
this
city.

sketch
out
what
the
staffs
position
is
on
that
and
basically
the
reasons
that
the
staff
is
requesting,

of
