I

our
scheduled
meeting
of
the
intergovernmental
relations
committee.
My
name
is
Elizabeth
glidden
I'm,
the
chair
of
the
committee
I'm
joined
today
by
council
members
were
Sami
fry
and
Andrew
Johnson
and
we
are
a
quorum
of
the
committee.
We
have
three
items
on
our
agenda
for
today,
the
and
so
we'll
just
take
them
in
order,
as
they
are
all
discussion
items.
The
first
item
is
an
amendment
to
the
airport,
consent,
decree
and
I'm,
not
sure
who
is
introducing
the
item.
Okay,
mr.
B
You,
chair
good
and
members
of
the
committee,
as
you
know,
I've
been
working
on
airport
issues
since
1994
in
2005
City
and
three
other
government
entities
sued
the
Metropolitan
airports
Commission
for
noise
mitigation.
After
two
years
of
litigation,
we
reached
a
settlement,
that's
embodied
in
a
consent
decree
that
was
entered
in
2007
in
2013,
we
agreed
to
a
First
Amendment,
which
provided
for
additional
mitigation
for
those
homes
that
had
moved
into
a
higher
contour,
moved
into
either
the
60
or
63
contour.

That
hadn't
been
there
before
as
long
as
those
homes
were
in
the
contour
for
three
years.
Well,
we're
now
coming
to
the
point
where
some
of
those
homes
have
reached
three
years
and
the
program
is
about
to
begin,
but
we
had
have
several
points
of
interpretation
that
we
needed
to
clarify
regarding
moving
between
the
three
programs
that
were
established
in
the
2007
decree.
So
this
amendment
resolve
those
issues,
mostly
in
favor
of
the
homeowners
and
says
that
if
you
turn
down
the
lowest
level
reimbursement
program,
you're,
not
ineligible,
for
higher
programs.

If
you
turn
down
the
middle
program,
you're
not
ineligible
for
the
highest
program,
and
so
we
think
those
are
valuable
amendments.
The
other
thing
that's
happened
is
that
the
statistical
noise
model
that
the
FAA
uses
to
determine
eligibility
for
the
use
of
various
federal
funds
to
fund
the
mitigation
program
and
that
we're
essentially
compelled
to
use
that
has
changed
and
they're
no
longer
going
to
be
updating
the
integrated
noise
model
there.
Instead
using
the
aviation
environmental
design
tool
or
a
EDT
for
2016,
those
lines
are
very
similar
but
they're
not
exactly
the
same.

not
seeing
that
anyone
has
questions
right
now,
so
I'm
going
to
go
ahead
and
move
to
approve
this
item,
which
is
authoring
a
second
amendment
to
the
airport
consent
decree
to
clarify
the
interpretation
of
certain
provisions
related
to
airport
funded
noise
mitigation,
into
account
for
the
changes
in
the
noise
model
used
by
the
Federal
Aviation
ocean
and
calculating
projected
airport
noise
contours,
and
thank
you
very
much
for
looking
out
for
the
residents
in
your
work
on
this.

this
document
in

of

is
been
presented
to
in
several
formats
over
the
last
couple
weeks.
Originally
there
was
a
document
that
basically
edited
put
together
all
the
dot,
both
all
the
edits
and
suggestions
from
city
departments.
It
also
includes
all
the
new
items
that
were
suggested
and
presented
to
you
two
weeks
to
meetings
ago,
so
this
document
is
would
be
our
policies.
The
next
document
would
be
the
agenda,
which
would
be
that
ten
of
all
items
we
would
work
on
during
the
legislative
session.

Some
of
the
new
items
in
here
are
some
changes
in
criminal
justice
issues.
City
attorney
has
talked
about
some
training
and
funding
and
some
changes
in
police
training,
police
procedures.
Many
of
them
tie
right
into
the
21st
century
president's
task
force
report
also
some
items
dealing
with
reimbursement
costs
for
military
leave.
Many
of
those
items
are
here,
there's
nothing
new
at
it.
It's
all
been
presented
in
front
of
you
before
I'll
stay
for
any
questions.

the
new

want
to
say
a
big

I'm
sure
are

and

all

things
that
need

be
done

prepare

the
next
legislative
session.

thank
you
to
Sasha
Bergman,
who
I
know,
took
a
special
leadership
role
this
year
in
moving
these
items
forward,
I'm,
not
seeing
anyone
who
has
questions
so
I'm
going
to
go
ahead
and
move
approval
of
the
new
additions
and
modifications.
Do
the
existing
legislative
policy
position
document
in
anticipation
of
the
upcoming
2017
legislative
session
discussion
on
the
motion,
seeing
none
all
an
approval,
please
say

and
that
item
is
approved.

some
ways
I
suppose
this
item
could
go
on
for
quite
some
time,
but
you
know
mr.
Ranieri.
Maybe
you
could
just
give
us
some
overview
and
I
know
we're
also
anticipating,
essentially
just
learning
more
both
about
how
the
federal
government
continues
to
get
organized
and
who
are
in
positions
of
leadership
as
well
as,
very
importantly,
to
us
who,
how
does
our
state
government
get
organized
at
the
Senate
and
House
level
and
how
will
those
leadership
positions
be
identified
and
filled.

starting
with
the
state
level,
both
offer
caucuses
in
it
last
week
and
appointed
and
elected
their
leaders
in
the
Senate
Majority,
the
Republicans
elected
senator
paul
gazelka
from
Brainerd
senator
gazelka
has
served
on
the
Tax
Committee,
Commerce,
Committee
and
I.
Think
professionally
is
a
insurance
agent
in
the
house.
The
Republican
caucus
this
against
the
one
majority.
There's
been
no
change
their
representative,
daudt
least
those
will
be
speaker
or
suggested
to
be
speaker
and
the
majority
leader
choice.

Pepin
has
also
been
reelected
in
the
house
republic,
rata
caucus
representative
Melissa
Portman
from
Brooklyn
Park,
has
been
chosen
as
Nora
tea
leader.
She
is
an
attorney
former
chair
of
the
Energy
Committee
and
also
has
been
in
leadership
positions
in
that
caucus
for
several
years
in
the
Senate
represented
senator
Bach
has
been
returned
as
elected
as
minority
leader
and
no
minority
assistant
Minority
does
any
of
it
yet
hasn't
been
chosen.
The
next
step
would
be
for
the
leaders
to
appoint
committees.

Traditionally,
the
house
appoints
their
committees
around
their
committee
chairs
around
Thanksgiving
and
we've
been
told,
that's
to
be
on
schedule,
they're
trying
to
do
a
thanksgiving
or
soon
after
the
Senate,
we're
not
sure
because
of
the
newness
of
the
leadership
leadership
in
this
in
the
Senate.
The
next
big
date
is
December.
Second,
that
is
the
date
of
the
revenue
forecast
for
the
state.

As
you
are
aware,
the
revenue
coming
into
the
state
for
the
first
quarter
of
this
fiscal
year
is
down
two
percent
or
47
million
dollars,
so
people
aren't
sure
what
the
forecast
will
be
if
it's
positive,
that's
good
for
all
of
us,
if
there's
a
decline
or
suggest
that
the
client
that
really
will
change
a
lot
of
issues
in
terms
of
issues.
Of
course,
there
are
some
things
not
done
from
last
year,
for
example
capital
bonding,
and
we
have
no
idea.

We
know
the
governor's
I
think
we
won't
access
to
do
something
we'd
like
to
do
something
on
bonding
the
tax
bill
is
still
there
and
there's
a
several
other
issues
to
be
decided
during
this
session.
The
committee
structure
should
be
announced
soon
and
we
will
know
then
get
all
that
information
to
you.
As
information
becomes
available.
We
will
email
it
to
you
or
bring
it
up.
A
committee
meetings
manage
ethics,
then
stop
there
and
take
they
at
the
federal
level.
It's
a
little
bit
murkier
the
in
that
in
this
house
was
elected
speaker
again.

The
House
Democrats
have
decided
to
wait
and
reassess
what
they
want
to
do
so
there
is
there's
been
no
election
for
a
leader
and
the
norther
leader
in
the
house
yet
and
the
Senate
there
seems
to
be
no
change
other
than
the
Senate
Democrats.
They
will
be
electing
a
new
leader
too,
because
I
think
mr.
C
senator
from
Nevada
is
I,
think
retiring
in
terms
of
where
the
first
hundred
days
is
theirs.
The
confusion
lots
of
concern
the
major
issues
to
the
for
right
now
for
cities
is
the
immigration
issue,
the
sanctuary
city
issue,
some
of
the
tax
issues
and,
of
course,
infrastructure
that
mr.
Trump
is
suggesting
a
lot
big
spending
and
infrastructure.
The
question
is:
how
is
it
going
to
do
that?
We
are
trying
to
get
all
information
together,
get
it
to
you.

We've
asked
our
Washington
lobbyists
that
come
in
early
January
to
brief
the
committee
on
what
they
know
and
what's
happening
in
terms
of
the
administration
and
who
is
going
to
be
appointed.
The
transition
team
is
in
the
process
of
appointing
cabinet
members
and,
as
you
can
read
in
the
newspapers,
that's
going
a
little
slower
than
anticipated,
but
hopefully
they'll
have
their
cabinet
and
the
relationships
with
the
Senate
House,
some
hopefully
together
by
january
twentieth.

know
as
well
just
kind
of

colleagues,
here
that
we
are
fortunate
to
have
some
respected
contract
lobbyists
who
work
in
Washington
DC,
who
are
right
now
doing
you
know
I,
think
they're
earning
their
their
contract
in
terms
of
analyzing.
What
is
happening
and
helping
respond
to
questions
as
they
come
up
so
appreciation
to
mr.
Neary
for
the
work
of
his
team
and
in
working
with
those
contract
lobbyists
to
make
sure
just
we
have
good
information
as
we
move
forward.
