opportunity

recognize
outstanding
individuals
in
our
community
or
outstanding
events,
and
we've
got
a
couple
things
this
morning.

I'll
read
this
really
quickly.
This
is
a
resolution
of
the
city
of
Minneapolis,
honoring,
Taniya
Riley,
the
fastest
girl
in
Minneapolis.

riley

a
proud
Minneapolis,
North
High
School
student
athlete
athlete
who
played
an
integral
part
in
the
success
of
the
2016
bullard
track
team.
As
a
sophomore
coached
by
head
coaches
were
head
coach,
Charles,
Walker
and
assistant
coaches,
Cecilia
Clemens,
Beulah,
Verdell,
Steve,
Ellis
and
advantech
Copelan
Taniya
is
the
2016
minnesota
state
Class
A
champion
in
the
100
and
200
meter
dash
tanea
set
the
class
a
record
in
the
100
meter
dash
during
the
preliminaries
with
a
blistering
time
of
11.95
seconds,
breaking
a
twenty-year-old
class.

just
want
to
thank
everybody
for
showing
up,
I,
wouldn't
think
all
my
coaches,
my
parents,
family
and
everybody
else-
is
there
for
me.

That's
real
quick
I
met
her
when
or
I
knew
about
her
from
a
young
lady,
because
she
was
with
a
summer
program
track
Minnesota.
So
when
I
found
out
that
she
was
coming
to
Minneapolis,
North
I
said
to
someone
why,
but
it
was
such
a
great
blessing
in
it.
The
reason
I
said
that
she
had
the
opportunity
to
go
anywhere
and
I'm
so
thankful
and
so
grateful
that
she's
using
her
talents
at
North.

is
so
good,
well,
I,
think
North
High
is
used
to
be
in
here
a
lot.
This
year,
we've
had
some
high
achievers
from
our
high
school
and
we're
always
welcome
to
to
exploit
the
fact
that
they
are
achieving
in
multi-dimensional
levels
and
in
the
classroom,
as
well
as
on
the
track
in
this
case.
So
we
thank
the
City
Council
as
well
as
councilman
yang
for
inviting
us
and
certainly
to
highlight
one
of
our
high
achievers
to
Nia.

West
Broadway?
There
Bishop
Howell,

third
generation
of
his
family
to
lead
their
flock
at
Shiloh,
following
in
the
footsteps
of
his
parents
and
grandparents,
Bishop
Howell
has
been
the
pastor
and
overseer
at
Shiloh.

over
20
years,
Bishop
Powell
has
been
active
with
Minneapolis
Police
Department,
the
Hennepin
County
Sheriff's
Community
Advisory
Board,
the
Rotary
Club,
the
Minneapolis
Urban
League,
and
the
his
works
United
stair-step
foundation
as
a
leader.
A
pastor
in
a
community
representative,
Bishop
Powell,
is
the
can't
even
pronounce
it
dyess
diocese
and
over
the
seventh
Episcopal
district
of
the
pentecostal
assemblies
of
the
world,
which
includes
Minnesota,
Wisconsin,
North,
Dakota
and
South
Dakota

is
a
graduate
of

market
program
ordinance
and,

that,
there's
a
separate
motion

I'm
not
sure

I

there
are
amendments
to
the
workplace,
regulations
ordinance
and
third,
there
is
a
staff
direction
to
convene
a
work
group
regarding
the
home
sharing
industry
workgroup
for
item
number
one.
My
motion
will
also
include
moving
an
additional
piece
which
I
will
read
and
it
has
to
do
with
the
fact
that
there
are
a
lot
of
chapters
that
are
impacted
by
the
target
market
ordinance
and
we
needed
to
do
a
couple
additional
introductions
to
complete
all
the
things
incorporated
in
the
ordinance-
and
this
is
authored
by
councilmember,
Quincy
and
myself,
as
well
as
councillor
Sami.

We're
moving
that
unanimous
consent
be
granted
to
introduce
the
following
ordinances
and
many
in
the
Minneapolis
code
of
ordinances,
amending
provisions
relating
to
the
target
market
program,
and
that
said,
ordinances
be
given
their
first
reading,
and
this
is
Jeb
title
to
chapter
17
and
18
relating
to
administration,
finance,
department
and
administration,
purchasing
title
7,
chapter
1,
39
relating
to
civil
rights
in
general,
and
also
title
16,
chapter
4,
23
relating
to
planning
and
development,
small
and
underutilized
business
enterprise
program.
So
I
would
like
to
move
the
full
agenda.

In
simple
terms,
the
target
market
ordinance
is
a
change
that
will
allow
qualified
small
businesses
to
consensually
compete
against
each
other.
Similarly,
sized
businesses
for
contracts
up
to
a
hundred
thousand
dollars.
This
is
a
program
that
has
been
utilized
in
many
other
jurisdictions.
I
think
the
state
also
has
a
version
of
this
program
and
it's
a
race-neutral
program.

So
there
is
a
it
is
open
to
everyone,
but
we
know,
because
we
have
looked
at
demographics
of
businesses
as
this
will
benefit
local
businesses,
as
well
as
women-owned
businesses
and
businesses
owned
by
people
of
color.
And
so
it
is
part
of
a
larger
strategy
around
supplier
diversity
and
just
a
huge
amount
of
work
that
has
been
done
on
that
I
have.

The
different
pieces
of
the
city
that
have
touched
this
work
include
our
finance
department
and
purchasing
most
specifically
see
ped,
which
more
generally
does
a
lot
of
business
outreach.
So
they
play
a
very
significant
role
as
well
as
civil
rights
which
works
on
contracts,
contract
compliance
issues
and
sort
of
has
an
overlay,
even
though
they
won't
have
direct
responsibility
for
what
happens
with
oversight
of
this
ordinance
and
then
I
I
want
to
say
thank
you
to
a
special
just
personal.

heard

many
people

this
very
large
staff
team

without
her

about

I
wanted
to
note
an
event
that
just
happened,
which
is
yesterday.
The
city,
along
with
many
other
partners,
hosted
its
third
annual
trans
equity
summit.
It
was,
and
I
was
excited
about
the
location.
It
was
at
mia,
the
minneapolis
institute
of
arts,
and
I
think
it's
been
a
while,
since
we've
had
a
partnership
event
with
the
city
and
our
flagship
museum,
one
of
our
flagship
museums,
it
was
a
great
event.

as
many
of
you
know
today
is
the
very
first
day
of
early
voting.
Early
voting
will
be
taking
place
from
now
until
election
day
in
early
November.
In
addition
to
the
regular
early
voting
system,
we
will
have
for
satellite
precincts
that
will
we
be
open.
Usually
you
got
to
come
all
the
way
down
to
City
Hall
and
now
you
can
either
go
to
the
water
bar
and
northeast
the
Urban
League
in
North
Minneapolis,
the
roof
depot
in
south
Minneapolis
or,
of
course,
the
early
voting
centres,
just
a
block
away
from
City
Hall.

Additionally,
national
voter
registration
day
is
on
September
27,
so
if
you
aren't
registered
now
make
sure
to
get
registered,
if
you
recently
moved,
you
should
have
a
voter
registration
form
that
is
presented
to
you
upon
your
arrival
at
your
new
apartment
and
finally,
kids
voting
in
Minneapolis.
You
can
go

volunteer.
We
need
volunteers
to
enable
the
kids
to
participate
in
their
own
election
day
this

I
seeing
an
I
do
want

point
out
that
we'd
have
a
resolution
that
we
passed
earlier
honoring
our
former
mayor,
al
hofstede,
who
actually
was
mayor
Minneapolis
two
separate
terms,
but
he
also
was
a
city
council
member.
He
recently
passed
away
and
we
a
number
of
us,
were
able
to
attend
memorial
service
for
him
it
was
lovely,
but
he
was
a
Nora,
a
man
from
northeast
minneapolis,
very
proud
of
that.

He
had
a
special
interest
in
lower-income
people,
people
who
needed,
affordable
housing,
elderly
people
and
so
a
number
of
the
accomplishments
that
he
had
while
he
was
in
office
attended
to
those
needs,
and
he
was
also
the
chairman
of
the
Metropolitan
Council.
So
he
served
this
community
in
a
lot
of
different
ways
and
so
I'm
just
going
to
ask
for
a
moment
of
