City

President
and
before
our
meetings
joined

my
colleague,
councilmember

our
first
event
this
morning,
before
our
council
meeting,
we
take
time
sometimes
to
honor
extraordinary
achievements
in
our
community.
Extraordinary
individuals
and
today
counts.
Murmuring
has
a
put
forward
a
resolution
honoring
the
North
High
basketball
team
for
congratulating
them
on
their
state
championship.
So
I'm
going
to
turn
this
over
to
column.
Every

thank

So
much
today
is
just
a
very
special
day
for
myself,
just
because
North
I
is
located
in
word
five
and
the
struggles
that
North
I
has
gone
through
in
the
last
several
years.
To
get
to
this
point,
it's
just
really
amazing,
and
so
let
me
just
read
the
resolution,
but
I
just
want
to
tell
the
team
dr.
Lewis,
coach,
Mackenzie,
I'm
so
proud
of
this
team
and
so
proud
of
North
High
School
for
the
accomplishments.
So
let
me
start
by
just
saying
that
this
resolution
is
honoring.

2015-2016
Minneapolis
North,
Community,
High,
School,
poehler's
boys,
basketball,
team
I
will
save
the
word
as

will
just
try

read
it

quickly

Can
the
North
Community
High
Polar's
boys
basketball
team
won
the
2016
Minnesota
State
class,
a
championship
on
March
twelfth
defeating
goodhue
high
school

This
is
the
sixth
state
title
in
the
20th
state,
appearance
for
Polar's,
the
Polar's
finished
overall
regular
season
or
the
overall
season,
with
29
and
5
record
we're
also
the
city
champions
in
the
sectional
champions.

Minneapolis
North
Community,
High
School
has
seen
an
academic
and
athletic
resurgence
since
it
was
threatened
with
closure
in
2010.
This
resurgence
is
due
to
the
leadership
of
dr.
Sean
Harris
bury
the
principal
dr.,
Leo
Lewis,
the
third,
the
athletic
director
and
other
great
teachers
administrators
in
coach's,
head
coach,
Larry
Mackenzie
took
over
the
struggling
basketball
program
in
2013
and
since
then
the
Polar's
have
won
the
Minneapolis
City
conference
championship
three
years
in
a
row.

in
2016
includes

Downey
this
year,

Marquis

Jackson,

our
own

the

honor
the
2015-2016
Minneapolis
North
High,
polar
boys,
basketball
team
and
give
recognition
to
their
outstanding
accomplishments.

coming

our
games
and
making
sure
that
you're

competing
for

booster
in

staff

the
excellent
student
athletes
just
want

also
come

them

all
the
hours

practice
and
toils
and
tribulations

all

injuries

they
had
to

paved
through

traveling
and
getting

school

being
able

recuperate

that

one

things

really
commend

young

such

such
a
joy

be

behalf
of
the
entire
school
and
Minneapolis
Public
Schools.

really
really
proud
of
all
of
them,

basketball

also
their
true
student
athletes

hard

just
want

reiterate
what
dr.
Lewis

The

yang

definitely

one

our
biggest
fans.

we

years

closed

I'm
just
proud
that
these
young
men
decided

stay
home.

community

a
difference,

now
they

big
things

morning

appointment

Noah
Shachtman

director
of
the
regulatory
services
department

period

two
years.
In
addition
to
that,
there
are
a
number
of
bond
issuances
liquor,
business
and
gambling
license
applications
as
well
as
settlement
suggestions
for
the
Metro
in
motel
and
a
number
of
other
issues.
I'll
note
item
number
12
is
the
final
design
and
budget
and
schedule
for
the
Target
Center
renovation
project.

I
just
want
to
say
that
I
think
it's
amazing
that
we've
gotten
to
this
point
in
time
and
I
respect
the
folks
who
feel
that
this
is
not
something
that
they
would
want
to
support.
I
respect
the
argument
that
this
is
probably
something
that
they
wouldn't
fund
but
I,
don't
respect
the
argument
that
there's
a
choice
between
this
and
something
else
because
there's
not.

This
was
a
item
funded
through
the
Vikings
deal,
which
I'll
note
I
was
against,
which
let
excess
sales
tax
only
and
specifically
for
the
use
of
target
center
in
the
waterfall,
followed
by
other
economic
development
activity.
So
it's
not
like
we
could
use
this
money
for
parks
or
roads
or
anything
else.
This
is
money
that,
and
although
this,
what
we're
voting
on
now
actually
has
nothing
to
do
with
the
money.

I
would
know
if
this
is
the
gross
maximum
pry,
the
guaranteed
maximum
price,
the
actual
design
and
a
number
of
other
items
to
make
sure
that
we
can
move
forward
with
the
project.
That's
going
to
happen
yet
this
year,
I
will
note
that
the
and
I'm
sure,
actually
others
who
care
about
urban
design
would
agree
that
this
renovation
makes
a
major
change
in
the
exterior
of
the
building.
In
addition
to
that,
it
makes
a
major
change
in
the
way
pedestrians
access
the
building,
as
well
as
cross
seventh
Street
and
a
safer
way.

This
project
and
this
design
allow
us
to
have
a
loading
dock
that
will
facilitate
concerts,
quite
frankly,
like
Sir
Paul
McCartney,
which
just
announced
is
going
to
be
in
the
arena
yet
this
year,
who
played
a
much
larger
arena
right
around
the
corner
last
summer.
We
need
to
have
the
building
be
successful
for
concerts,
the
Minnesota
Lynx,
the
winningest
team
of
all
the
sports
teams,
quite
frankly,
professional
sports
teams
in
Minnesota.
So
this
design
is
better.

This
money
can't
be
used
for
anything
else,
like
the
kinds
of
things
that
have
been
suggested
and
ultimately
it's
our
building
were
sponsible
I
can't
imagine
what
the
alternative
would
be.
Buyout
the
contract
with
the
wolves
and
links
have
them.
Move
over
to
st.
Paul
spend
10
million
to
demo
the
building
and
hope
that
we
would
have
someone
to
come
in
and
pay
more
than
that
for
the
building
in
that
location.
I,
just
don't
see
it,
and,
quite
frankly,
we
have
a
lot
on
our
plate
as
it
is.
This
is
our
building.

are
under
a
contract
to
maintain
it
to
a
class
a
standard.
By
doing
so,
we
improve
the
look
of
the
building
the
way
it
fits
into
the
historic
district,
the
way
pedestrians
access
it
the
way
roads
move
around
it
the
way
the
loading
dock
functions
within
it.
It
is
a
complete
win-win
on
a
deal
that
was
done.
That
I
voted
against
many
many
years
ago.
We
have
a
responsibility
to
follow
forward
with
it
now,
and
we
should
do
that
today.

safety
and
violence

our
2016

relates

a
federal
housing
policy
relating
to
sale
of
non-performing
loans.
This
would

approving

resolution
requesting
the
federal
housing
finance
agency
to
provide
the
city
of
Minneapolis
with
information
about
delinquent
mortgages
in
the
city
and
requesting
an
expansion
of
its
sales
to
public
agencies,
nonprofits
and
small
investors,
and
also
requesting
that
federal
agencies
hold
off
on
further
sales
to
investors.

our
federal

an
MoU
with
the

of
M
police
for
the
MPD
to
make
available
technical
response,
equipment,
personnel
and
other
resources

emergency
operations.

for
us

look

it
within

context

times
now,

it
within
the
context
of
whether
its
constitutional
and
so
I
would
urge
my
colleagues
to
support
this

I

I
wanted
to
just
take
an
opportunity
to
read
a
very
brief
letter
just
because
we
did
not
have
this
at
the
time
that
the
item
was
considered
in
the
Public
Safety
Committee,
and
this
letter
was
submitted
joint
letter
signed
by
our
police
chief
and
our
city,
attorney
where
they
said
we're
submitting
the
statement
of
support
for
repeal
of
the
minneapolis
city
ordinance
relating
to
three
or
more
congregating
that
obstructs
the
sidewalk.
The
repeal
of
this
ordinance
will
not
pose
any
risk
to
public
safety
and
has
been
used
only
rarely
in
recent
years.

are
both
committed
to
appropriate
reforms
to
help
plaster
positive
police,
community
relationships,
trust
transparency
and
accountability
in
law
enforcement
and
the
criminal
justice
process
and
I
just
wanted
to
thank
them
for
being
willing
to
state
publicly
why
they
support
the
repeal
of
this
ordinance.
You
know
when
I
read
the
language
of
the
ordinance
I
kind
of
had
heard
about
it
before,
but
I
hadn't.
You
know
you
don't
often
sit
down
and
read
the
language
of
some
of
these
ordinances
when
they
read
the
language.

to
say
I
kind
of
put
it
in
the
category
of
I
can't
believe
this
is
on
the
books,
probably
because
it
appears
that
I
am
violating
this
ordinance
multiple
times
a
day,
and
particularly
when
I
wait
for
the
bus
or
maybe
stand
with
a
group
of
my
council
colleagues
are
waiting
to
get
into
the
room
here.
So
I
think
that,
especially
in
a
time
when
we
are
investing
in
every
police
officer,
honor
department
being
able
to
have
the
benefit
of
training
about
implicit
bias
and
what
that
means
to
policing.

their
work
on
this
I
just
wanted
to
make
a
couple
things
clear
and
I
will
be
supporting
this.
This
ordinance
deletion
I
think
it's
the
right
move
and
I
very
seriously
in
that,
while
congregation
in
and
of
its
there's,
nothing
at
all
wrong
with
congregation
on
the
sidewalk,
and
we
should
very
publicly
recognize
it,
especially
given
the
disparate
impact
that
it
has
on
people
of
color.

I
I
did
some
research
and
there
are
several
other
ordinances
that
that
do
allow
police
to
move
people
aside
so
that
they're
not
blocking
the
sidewalk.
So
if
there's
the
concern
that
somehow,
by
deleting
this
ordinance
police
will
no
longer
have
the
authority
to
move
people
to
prevent
people
from
totally
blocking
the
sidewalk
intentionally.

stable,
who
passed
away
this
last
week
and
I'm
sure
this
is
one
of
many
many
resolutions
that
will
be
passed,
that
levels
of
government
across
this
state
and
in
Congress
I'm
sure.
Actually,
we
lost
a
great
figure
in
our
congressman.
A
He
always
watched
out
for
us
in
particular
city
of
Minneapolis,
and
what
I
always
thought
was
so
remarkable
about
him
as
as
powerful
as
he
was.
You
know
being
budget
committee
chair
all
that
sort
of
thing.
It
is
still
thought
of
him
in
your
head
as
Martin.
You
know,
and
he
answered
your
phone
calls.
I
mean
if
he
was
just
such
an
amazing
man,
and
but
you
know,
when
you
read
things
that
you
didn't
know
about,
that
he
did
after
retiring,
even
just
it's
a
great
loss
for
our
community.

So
we
have
an
honorary
resolution
that
we
will
send
to
Martin's.
Family
and
services
are
tomorrow
for
Martin
hola
stable.
Any
discussion

that
resolution,
seeing
none
all
in

our
great
friend
in

about
their
recommendations.

employees

others

unique
employment
arrangements.
Issues
articulated
in
the
Kramer
dissenting
opinion
in
those
issues
collected
through
community
listening
sessions
and
proposed
strategies
to
mitigate
minimize
or
resolve
such
concerns
with
the
policy
or
administration
of
an
imino
specifically
program
to
the
extent
practical
and
not
in
conflict
with
the
overall
intent
of
the
workplace.

under
new
business
council
member
Goodman
equipment
and
myself
give
notice
of
intent
to
introduce
at
the
next
regular
meeting
of
the
City
Council
the
subject
matter
of
an
ordinance
amending
chapter
title
to
chapter
16
of
the
Minneapolis
code
of
ordinances
relating
to
administration
finance,
adding
a
new
article,
14
entitled
20-year
neighborhood
park
plan.
That
notice
is
given
any
announcements.
