project

this
is
associated
with
the
environmental
assessment
work
that
we're
doing
on
the
project.
As
we
do
more
work,
the
the
scope
of
the
work
is
better
defined,
I
think
as
time
goes
by
and
that
we
needed
some
additional
work.
So
that's
what
this
is
about:
I
think
from
a
general
timeframe
and
I'm
gonna,
let
Nathan
jump

here

can
confirm
that
I
have
these
numbers.

it
relates
to
the
contract
amendment
for
the
nicollet
streetcar
project,
where
we
are
currently
with
the
environmental
assessment.
We
needed
the
amendment
to
go
forward
after
we
had
identified
all
the
historical
and
architectural
properties
that
will
be
impacted.
We
are
nearing
the
completion
of
that
work,
excuse
me
and
we
will
be
submitting
a
document
and,
as
part
of
this
work,
typically
it's
very
difficult
to
anticipate
which
properties
would
be
impacted
and
the
amount
of
those.
In
this
instance,
we
have
nearly
50
properties
and
prior
to
scoping.

project
is
very
difficult
to
anticipate
those.
So
this
is
why
we
had
wait
until
this
point
to
scope.
This
work
I
would
imagine
going
forward
that
we
anticipate
to
have
the
EA
published
sometime
in
the
fall
time
frame
and
we
will
be
working
to
start
setting.
All
public
are
setting
up
public
outreach
and
engagement
meetings
in
the
sprint
our
summer
to
fall
time
frame.

is
that
the

Met
Council
would
adopt
the

loop
referral
alternative,

of
the

street
resurfacing
project
approval
and
assessment.

Mr.

director
of
Transportation
maintenance
repair
for
Public
Works
here
today,
we're
here
for
the
public
hearing
for
the
diamond
lake
project
in
franklin
avenue
southeast
resurfacing
projects
on
january
15,
2016,
the
city
council
designated
the
location
streets
and
improvements
for
the
20
2016
street
resurfacing
program
of
with
which
both
Diamond
Lake,
residential
and
Franklin
Avenue
were
part
of
that
designation.

The
resurfacing
program,
total
cost
estimate,
is
about
7.8
million
dollars.
The
cost
isn't
for
these.
Two
projects
is
about
1.3
million
dollars
of
which
to
about
280
thousand
dollars
comes
from
net
debt
bonds
and
municipal
state
aid
funding,
and
about
a
million
of
it
comes
through
assessment.
Special
assessments,
the
proposed
street
resurfacing.
Special
assessments
were
determined
by
applying
the
2016
uniform
assessment
rates
of
63
cents
per
square
foot
for
non-residential
and
21
cents
per
square
foot
for
residential
properties.
Community
meetings
of
pre
public
hearing
community
meetings
were
held
for
both
of
these
projects.

today
our
recommendation
is
passage
of
a
resolution
ordering
the
work
to
proceed
and
adopting
special
assessments
in
the
amount
of
900

dollars:

cents
for
diamond
lake
in
109,000,
177,
dot,
26
cents
for
Franklin,
Avenue
passage
of
a
resolution
requesting
the
board
of
estimate
and
Taxation
to
authorize
the
city's
issuance
and
sale
of
assessment
bonds
in
the
combined
amount
of
1
million

thousand

hundred
thirty
dollars
for
these
two
projects.

parish
council
of

francis
cabrini
catholic
church.
Thank
you
for
the
opportunity
to
provide
written
and
verbal
comments
regarding
the
upcoming
resurfacing
project
of
franklin
avenue.
Saint
francis
cabrini
is
a
vibrant,
inclusive,
21st
century
catholic
church.
Our
community
includes
over
425
families,
the
majority
of
whom
attend
regular
weekly
services
heard
me
on
Saturday
evenings
at
5pm
and
sunday
mornings,
as
well
as
special
events,
including
funerals,
were
pleased
that
the
city
is
undertaking
the
resurfacing
of
Franklin
Avenue
in
designated
areas.

We
also
have
appreciated
the
opportunity
to
discuss
the
project
with
Public,
Works
and
council
staff
will
welcome
the
addition
of
a
designated
bike
lane
as
a
community
that
supports
wise
stewardship
of
our
beautiful
planet
and
efforts
to
mitigate
climate
change.
That
said,
we
support
access.
Pardon
me,
a
cold
is
settling
in
that
said,
we
support
access
for
both
the
able-bodied
and
people
experiencing
disabilities,
while
many
in
our
community
are
able-bodied
and
enjoy
biking
to
church.
Greater
numbers
in
our
faith
community
are
aging
reflecting
the
broader
demographic
trends
of
our
country.

As
such,
we
have
increasing
needs
for
accessible
parking,
sometimes
referred
to
as
handicapped
parking
prior
to
the
rollout
of
the
2016
resurfacing
project.
Understanding
is
that
Cabrini
had
successfully
obtained
permits
for
more
accessible
parking
on
Franklin
Avenue,
with
curb
cuts
which
lost
her
much
greater
ease
getting
in
and
out
of
vehicles.

However,
immediately
preceding
that
work,
those
permits
were
rescinded
and
we've
been
in
a
holding
pattern
until
the
details
of
the
resurfacing
project
were
worked
out
for
the
record
we'd
like
to
both
confirm
our
understanding
of
the
current
configuration
of
the
resurfacing
project
and
make
requests
for
future
adjustments.
Our
understanding
is
that
Cabrini
won't
lose
any
on
street
parking
on
the
south
or
east
bound
lane
of
Franklin
Avenue
with
the
resurfacing
project
based
on
the
informational
meeting
held
March,
8
2016,
and
discussions
with
councilmember
Gordon's
policy,
aide,
Robin
garwood.

However,
we
also
understand
we
will
lose
parking
on
the
north
westbound
side
of
Franklin
to
accommodate
the
bike
lanes.
Cabrini
will
maintain
parking
spots
on
eastbound
Franklin
Avenue
during
masses
Saturday
evening
Sunday
mornings
and
at
special
events,
for
example,
funerals.
Apart
from
special
events,
we
will
not
have
on
street
parking
during
the
week,
as
is
the
current
situation
as
suggested
by
the
city.
We
would
like
to
explore
additional
parking
spaces
on
the
eastbound
side
of
the
bridge
deck
over
highway.

Cabrini
may
request,

Franklin
Avenue
parking
spot

accessible
stroke
handicapped
following
the
resurfacing.

The
current
handicapped
transfer
zone
is
inadequate
to
meet
our
growing
need,
although
saint
francis
cabrini
ideally
prefers
the
installation
of
curb
cuts.
Concurrent
with
the
franklin
avenue
resurfacing,
we
understand
the
Department
of
Public
Works
has
ruled
against
this
option.
Therefore,
we
are
requesting
the
possibility
of
installing
additional
curb
cuts
following
the
resurfacing
project
in
order
to
meet
the
needs
of
our
population,
enable
full
accessible
parking
and
grant
access
to
our
building
for
people
of
all
abilities.

also
note
that
our
building
is
an
active
site
for
other
community
meetings,
including
AAA
and
others
we'd
like
to
request
the
option
of
potentially
installing
a
parking
bay
on
the
south
side
of
Franklin
Avenue.
We
understand
installing
this
feature
would
be
at
st.
Francis
Cabrini's
cost.
Lastly,
we
request
the
to
explore
further
parking
on
the
east
side
of
river
terrace
on
the
north-south
section
during
mass
times,
saturday
evenings
and
sunday
mornings.

issues

mitigate
and
accommodate

might
be
aware,
since
we
last
updated
our
bicycle
master
plan
in
2011,
Public
Works
has
actively
tried
to
coordinate
the
implementation
of
the
bike.
Pastor
plan
with
our
street
minion
schedule.
Franklin
avenue
southeast
is
identified
on
the
bicycle
master
plan
and
we're
looking
to
install
bike
lanes
in
coordination
with
the
resurfacing
and
2016.

With
each
of
these
projects.
We
often
walk
into
existing
conversations
that
have
been
going
on
in
the
neighborhood
regarding
access
safety
of
other
issues,
and
we
know
that
on
st.
francis
cabrini
church
has
been
interested
for
some
time
in
improving
accessibility
options
for
parking
along
Franklin
southeast.
We
also
tried
to
work
through
a
design
that
it
really
works
for
the
bikeway
design
itself,
but
also
is
cognizant
of
the
high
parking
demand
not
just
for
people
with
disabilities,
but
the
general
attendees
at
the
church
for
the
blackfaces
adjacent
to
st.
francis
cabrini.

So
we
believed
we
arrived
at
a
solution
that
that
works,
at
least
for
now
for
those
two
black
faces
in
front
of
the
church,
where
there
is
very
high
parking
demand
during
services,
but
much
lower
demand
during
off-peak
times
so
I
I
know
I,
owe
mr.
Ola
response
back
on
to
provide
for
their
direction
for
conversations
with
our
traffic
division
as
they
reviewed.
The
original
request
for
more
accessible
parking
spots
along
Franklin,
southeast
and
our
traffic
and
parking
division
would
be.
The
home
of
that
conversation
would
occur.

it's
all
on
the
table
at
the
moment
and
there's
already
been
significant
engagement
of
the
issues.
It's
just
a
matter
of
working
through
some
of
these
design
considerations
and
maybe
even
collateral
issues
that
might
be
addressed
slightly
outside
of
the
scope
but
part
and
parcel
from
the
perspective
of
the
concision.

Staff
have
met
multiple
times
with
with
st.
Francis
community
to
to
educate
ourselves
about
the
existing
issues
at
this
at
the
church,
try
and
find
a
workable
solution
within
the
scope
of
the
2016
project,
but
unfortunately,
were
able
to
solve
all
the
issues
with
the
bike
lane.

discussion

The
action
before
us
actually
is
approving
the
assessment,
so
it
isn't
approving
the
design
of
the
bike
lane
or

of
these
other
things.

wasn't
particularly
curious,
though,
about
the
possible
of
parking
construction
of
a
parking
bay,
and
it
occurred
to
me
that
there
might
be
times
when
that
makes
more
sense
to
coordinate
it
with
a
resurfacing
project,
or
maybe
it's
just
irrelevant
when
it
happens.
I
was
curious
about
that
seems
like
from
my
perspective.

need
to
be
further
conversations
with
our
pigging
staff
to
see
if
we
could
coordinate
that
on.
My
understanding
is
that
this
project
is
later
in
the
season,
so
there
may
be
some
time,
but
I
don't
think
I

promise

timeline
would
work.
Certainly,
there
are
efficiencies
with
coordinating
such
an
effort.

it

there's
still
discussions.

engaged
in
this

had
several
meetings

site

make
it
work

that
we

undue
hardship
