from
November
2015
to
June
of
2016.
This
area
is
in
the
Sheridan
neighborhood
in
the
Third
Ward,
the
land
is
zoned
industrial.

zoning
administrator

determined
that,
because
of
a
parking
variance
granted
in
2004
parking
requirements
were
greatly
reduced
from
a
requirement
for
the
building

basis
to

that
2004
variance

for
sit-down
restaurants
without
live
entertainment

reduced
by
ordinance

establishment.

sent

the

neighborhood
association

Beltrami
neighborhood
council.

received
nine
responses
from
that
public
hearing
notification
process.
All
are
opposed
all
believe
that
the
parking
requirements
for
this
intended
use
will
not
suffice
for
the
intended
customer
base.
They're
also
worried
about
additional
security.
This
will
require
for
the
area
and
additional
noise
that
our
establishment
like
this
may
create.

the
zoning
department
does
the
calculation
for
us
on
the
parking
they
because
of
the
opposition
we
were
receiving
from
the
public
hearing
notice.
They
double
check
the
parking
requirements

numbers
were
correct
on
that
and
they
do
have
a
very
low
parking
requirement
because
of
all
restaurants
in
industrial
zoned
areas
have
a
very
low
parking
requirement
unless
they
have
a
night
club
level
license
and
provide
live
entertainment.
This
applicant
is
not
intending
to
do
that
and
so
their
requirement
surface
debt
at

spaces.

great
distance
from

residential
dwellings.

also
protected

Greenbelt

bad

concern
is
that
this
is
going
into

residential
area.
There
is
a
duplex
right
across
the
street
which
I
own
there
eight
units
right
next
door.

are
apartments

and
valvoline

an
additional

of
people
who

throwing
up
in
my
front
yard,
we're
coming

parking
at
10pm

car

out

pizza
myself
or
perhaps
go
and
visit

friend
or
go
to
work,
my
parking,
my
driveway
is
blacked
and
by
the
time

call
the
city

have
to
wait

hour

them
to
come.

missed
my

happens
multiple
times
a
day,
I
walk
into
red,
Savoy,
probably
three
or
four
times
a
week
to
see.
If
there's
somebody
there
who
can
remove
a
vehicle
now,
I'll
tell
you
that
these
employees
have
been
perfectly
courteous
to
me.
There
is
no
issue
with
with
the
business
of
any
case.
My
concern
is
that
already
the
amount
of
trash
that
I
am
picking
up
that
comes
from
a
red
subway
is
enormous.
I
could
go
out
at
eight
in
the
morning
and
pick
up
trash
for
work,
come
back
at
noon
and
there'd
be
more
again.

for
food
they're,
not
capable
of
driving
they're,
going
to
take
up
an
uber
back
to
my
house,
or
one
of
the
houses
right
nearby
me
and
they're,
going
to
get
in
their
vehicles
where

police
are
not

they're

to
drive
home
and
there's
going
to
be
accidents.
In
the
last
few
weeks,
I've
had
people
run
into
all
of
the
vegetation
in
front
of
my
house.
Moving
bricks,
I
have
people
who
are
running
into
the
fence
on

side.

put
together
a
business
plan
which
was
approved
by
the
police
department,
and
in
that
it
contains
several
provisions
relating
to
management
of
the
outdoor
area,
specifically
relating
to

sidewalk
cafe,
plan
I
moreso
touches
on
noise
management,
nothing
specific
to
the
picking
up
of
garbage.
That
is
something
I
could
be
added
as
an
addendum
to
the
business
plan
to
put
that
in
there
and
under
the
new
management
new
ownership,
that's
something
that
they
would
address
and
take
care
of,
just
being
the
new
buyers
of
this
business.

it's
my
understanding
that
they're
open,
currently
until
the
3am
time
or
they
have
been
open
till
3am
without
the
license
and
their
husband,
we
haven't,
received
any
specific
notification
of
complaints
regarding
to
that,
it's
my
understanding
that
they
were
doing
so
without
the
proper
license
here
and
that's
why
we're
having
this
hearing
here
today,
but
there
wasn't
any
major
issues
with
that
that
were
addressed
or
brought
up
to
me
prior
to
this
hearing.

that,
so

a
property
owner
right
across
I

really
appreciate
a
new
person
coming
in
and
saying
they'll
do
better,
so
I'm
happy
to
hear
that
my
concern
is,
you
can
pick
up
trash
but
who's
going
to
pick
up
the
puke.
That's
on
my
front
yard
right!
That's
a
huge
disgusting
issue
as
far
as
being
open
later
right
now,
the
patio
does
close.

believe
it's
be
there
at
ten
or
eleven
pm,
and
I
can
tell
you
that,
because
every
night
I
hear
a
loud
jayden
that
connects
all
of
the
chairs
and
all
the
things
that
they
need
to
protect
so
right
now
that
exterior
space
is
not
open
during
that
time.
So,
if
we're
making
a
change
to
that
again,
I
have
concern
about
people
who
are
out
there.

biggest
concern
one
I
want
to
be
the
park
in
my
driveway
to
when
I
drove
over
here
today
there
were
two
people
arguing
completely
intoxicated
and
are
sitting
at
red
supply
and
out
there,
probably
and
I,
where
I
almost
called
the
police.
The
reason
I'm
not
calling
and
complaints
to
you
is
because
I
think
this
is
a
police
issue.
So
I
call
911
and
if
you
look
at
some
of
those
records,
you'll
see
that
there
are
numerous
calls
about
trying
to
get
cars
removed,
they're
all
in
red
Savoy.

is
it's
just
where
it's
coming
from,
so
my
big
concern
would
be
making
sure
I
can
still
get
into
my
driveway.

there

signage
option,
something
that
can
say
hey?
This
is
a
private
space
and
then
again
just
the
gross.

that's

be
happening.

want

know
what
the
police
in
the
management
is
going
to
be
as
we're
inviting
people

consume
beverages
in
the
neighborhood
in
a
residential
area.

them
to
pick
up
all
litter
and
debris
within

feet
of
their
premises,
an

we
could
use
to
condition.

is
that
we
have
them
police
litter
within
1
200
feet
with
in
all
areas
of
their
premises
within
one
hour
of
clothes.

evening,
seven
days
a
week.

warm
weather
season

review
it,
then,
if
not
I'd,
be
happy
to
hold
this
item
over
and
review
the
security
plan
for
late
night
with
them

bring
this
back

another
cycle.

similar

ward

one
of
the
conditions
we
were
able

put
on
and
I'm
sure
it's
something
hopefully
amenable

both
positions
would

provide

specific
complaints
to
the
property
owners
within
the
300
feet
of
the
area
that
they
would
be
able
to
contact
that
person
directly
for
complaints.

like

as
before,
a

the
approval

the
license
with
conditions
I'd
like
to
add
that
condition
that
did

contact

So
things
like
security
concerns,
garbage
and
related
issues,

well

it

noise,
patio
hours
can
be
addressed
directly
with
the
property
management
and
the
residents

also
separate

concerns

only
served
a
fine
dining
so
with
a
beer
and
liquor
license,
there's
little
chance

any
altercations
in
the
neighborhood
and
it
formerly
occupied
by
a
coffee
shop
which
closed
at
nine
on
the
weekday
on
ten
on
weekdays
and
nine
on
weekends.

an
all
residential
area,
aside
from
a
commune
store,
kitty-corner
used
to
be
all
free,
on-street
parking
and
now
they've
installed
parking
meters
just
on
the
Block.

restaurant
Alma
I
can
now
see
into
restaurant
Alma
and
I
see
the
dead
in
the
space.
It's
occupied
with
a
very
large
bar
with
no
apparent
room
in
that
area.

just
concerned
that,
with
the
move
to
full
liquor,
license,
there's
more
possibility
for
people
going
there
to
drink
as
opposed
to
it
with
a
fine,
dining
restaurant
where
the
ones
or
the
bureau
is
just
a
highlight
of
the
meal
and
not
the
main
focus.

Recently,
there's
been
new
management
of
saunas.
The
convenient
store
key
corner
to
allow
for
hookah
smoking
and
I've
noticed
an
increase
in
disturbances
and
noise
after
ten
as
people
come
and
go
from
this
establishment,
I'm
just
concerned
that
we
could
have
further
difficulties
with
a
change
of
liquor
license
at
restaurant.

customers

anything
like

over

entire

keep

same
record
moving
forward
in
terms

our
bar

down,
full-service,
dining
and
by
the
windows,
or
you
know,
people
were
traveling
to
catching
the
bus.
If
you
grab
a
cup
of
coffee

grab
a
snack
or
something
that
we
have
another

seats
by
the
entryway
as
well
the
injury,
the
barrier
will
also
serve
as
a
waiting
area
for
the
restaurant
as
well.

a
block
and
a
half
away
from

them

provided
to
the
community
on
behalf
of
institutions
like

and
alma,
have
been

been
really
extraordinary.
