Description
Minneapolis City Council Meeting
A
Good
morning,
everyone
I'm
Lisa
bender
I'm,
the
president
of
the
Minneapolis
City
Council.
Today,
before
we
start
our
official
meeting,
we
have
two
honorary
resolutions
and
we
often
pause
before
our
official
business
to
recognize
important
issues
or
members
of
our
community.
And
so
today,
we'll
start
off
by
recognizing
September
as
hunger
action
month
and
so
I'll
read
the
resolution
and
then
turn
it
over
to
our
guests.
A
But
now,
therefore,
be
it
resolved
that
the
mayor
and
the
city
council
do
hereby
recognize
September
as
hunger
action
month
in
our
city
of
Minneapolis.
So
thank
you
so
much
for
being
here.
I'll
present
this
to
you
and
would
love
to
turn
it
over
to
you.
If
you'd
like
to
talk
a
bit
more
about
the
month
of
September,
well,.
B
Thank
you
so
much
president
bender
into
the
Minneapolis
City
Council
for
passing
this
proclamation
of
September
as
hunger
action
month.
As
president
bender
said,
one
in
11
Minnesotans
experienced
hunger
on
any
given
day,
and
so
you
know
hunger
is
all
across
the
country,
but
it's
right
here
in
our
city
and
this
resolution
in
the
show's
incredible
support
for
the
work
that
Second
Harvest
is
doing
we're
much
better
together
than
we
are
alone,
and
so
we
just
want
to
say
thank
you
so
much
in
September
we
will
be
hosting
events
throughout
the
month.
B
We
have
a
special
volunteer
match
if
you've
ever
volunteered
with
Second
Harvest
thanks
to
Bremer
bank
and,
of
course,
social
media.
We
know
how
influential
that
is
in
spreading
the
word.
So
if
you
are
on
social
media,
just
spread
the
word
about
hunger
action
month
we
have
Twin
Cities
landmarks,
who
will
be
going
orange
on
September
13th,
which
is
hunger
action
days,
you'll
see
the
cities
ablaze
in
orange
and
that's
just
another
point
to
raise
awareness
on
hunger
in
our
community.
So
on
behalf
of
all
of
Second
Harvest.
A
C
So
much
so
I'm
Jeremy
Schrader
councilmember
for
Ward,
11
and
I'm
honored.
Today
to
present
this
resolution
on
the
building
and
code
officials
appreciation
day.
So
I'll
read
the
resolution
and
then
turn
it
over
to
Steve
port
to
say
a
couple
words
as
well.
So,
whereas
the
city
of
Minneapolis
is
committed
to
the
responsible
development
and
in
that
regard,
recognizes
this
duty
to
provide
for
for
and
protect
the
health
safety,
common
welfare
of
all
of
its
residents
through
the
enforcement
of
building
zoning,
environmental
controls
and
similar
codes
and
regulations.
C
C
Architects,
builders,
designers,
tradespeople
in
the
construction
industry
with
the
common
goal
of
ensuring
the
safe
and
responsible
design,
construction
and
operation
of
buildings
in
Minneapolis.
And
whereas
the
building
and
code
enforcement
officials
are
members
of
the
International
Code
Council.
A
us-based
organization
which
unites
local
state
federal
officials
with
the
expertise
in
the
built
environment
to
create
and
implement
the
highest-quality
chose
to
protect
communities
across
the
nation
in
the
building
which,
where
we
live,
learn,
work,
worship
and
play
now.
C
Therefore,
be
it
resolved
that
Friday,
August,
31st
2018
is
hereby
declared
declared
building
and
codes
officials
Appreciation
Day
in
grateful
recognition
of
the
city's
professional
building
and
close
enforcement
officials
who
play
a
critical
role
in
ensuring
for
the
safety
for
the
safety,
the
efficient
and
liveable
quality
of
life.
That
is
essential
to
a
strong,
prosperous,
growing
city
of
Minneapolis
and
I'm
very
excited.
To
present
this
I
think
the
only
thing
I
would
add.
It's
just
been
an
honor
working
with
the
Planning
and
Zoning
staff.
C
They
are
very
much
committed
to
this
important
work
and
what
I
think
it's
set
in
this
but
doesn't
come
out
in
common
words,
is
these?
Are
the
people
that
make
home
possible
that
make
community
possible
to
make
living
and
safe,
affordable
and
make
our
city?
What
it
is
so
I
appreciate
goes
initiation
goes
out,
council.
D
President
bender
councilmember
Schrader
and
the
mayor's
office
thank
very
much
and
also
thanks
to
the
city
clerk
for
giving
us
this
opportunity
at
Council.
Today,
I
just
wanted
to
say
it's
been
a
great
honor
to
work
with
the
City
Council
on
all
the
development
in
the
last
few
years.
As
everybody
knows,
we've
been
on
seven
years
of
dramatic
construction.
D
Last
year
we
did
one
point:
four:
nine
five
billion
dollars
with
the
construction
we
issued
about
38,000
permits
about
11,500
were
building
permits.
We
conducted
about
78,000
inspections
on
those
permits
and
one
of
the
things
that
hallmarks
our
work
is
a
lack
of
catastrophic
failure.
So
it's
kind
of
you
know
it's
hard
to
prove
a
negative
but
I
think
when
you
look
around,
we
don't
see
buildings
collapsing.
We
don't
see
tragic
accidents
at
construction
sites.
It's
extremely
rare
that
we
have
events
at
all
and
I.
D
Think
that
really
is
a
indicative
and
and
the
hallmark
of
the
work
that
the
construction
code
services
people
do
I
want
to
acknowledge.
We
also
work
closely
with
the
fire
inspection
services
on
plan
reviews.
We
work
with
our
partners
and
housing
inspection
around
certificates
of
occupancy,
and
we
do
partner
with
the
state
electrical
people
which
maybe
someday
would
be
a
little
closer
to
home,
but
we
just
are
a
great
honor
to
be
here
and
and
be
acknowledged
for
all
the
work.
I
just
want
to
acknowledge
Pat
Higgins
retired
last
week
he
is
currently
convalescing.
D
D
He
supervised
the
Northside
building
inspectors
for
about
since
2014,
and
he
has
been
on
the
international
code
commission
for
10
years,
so
we
are
represented
at
the
state
level
and
at
the
international
level
on
these
advisory
boards,
and
that's
a
great
honor
we've
had
Pat
Higgins
served
on
the
governor's
board,
actually
as
an
advisory.
Seoul
Minneapolis
is
recognized
as
having
very
competent
staff
and
it's
been
a
great
honor.
Thank
you.
A
Thank
you
and
I
just
know.
You
know:
we've
had
this
huge
uptick
in
in
building
that
we
keep
expecting
to
slow
down
and
it
doesn't
it
keeps
growing
year
by
year
and
I
just
want
to
issue
my
thanks
to
the
staff
who
are
doing
so
much
more
with
not
a
lot
of
extra
capacity.
We
haven't
added
a
lot
of
extra
staff.
Have
we
started
to
see
billion
dollars
worth
of
construction
permits
year
by
year?
A
F
A
Let
the
record
reflect
that
we
have
a
quorum
with
that.
We'll
proceed
to
the
meeting
agenda.
We
have
one
amendment
at
our
desk
this
morning,
which
is
the
addition
of
a
resolution
for
the
depart
fire
departments.
Participation
in
fill
the
boot
campaign
fundraiser
for
the
Muscular
Dystrophy
Association
brought
forward
by
council
member
Johnson.
Are
there
other
further
amendments
to
add
to
the
agenda?
A
A
A
J
Thank
You
president

the
economic
development
and

its
facilities
at

It

but

last
minute
pay
their

Item

Is

I
know
number

is
general

item

and

will
move
to

A
G
A
F
You,
council
president
vender,
the
housing
policy
and
Development
Committee
is
bringing
forward
six
items
for
consideration.
The
first
is
our
2017
report
to
the
federal
government
HUD
on
our
consolidated
annual
performance
evaluation
said
this
has
to
do
with
our
Community
Development
Block
Grants,
home
investment
partnerships,
emergency
solutions
and
our
housing
opportunities
for
person
with
AIDS.
Second
item
is
proving
contract
with
neighbor
works,
home
partners
and
build
wealth
Minnesota
to
provide
lending
administration
services
for
our
homeownership
opportunity.
Minneapolis
program
third
item
is
establishment
of
a
new
Minneapolis
small
and
medium
multifamily
loan
program.
F
Fourth
item
is
approving
revisions
to
our
program
guidelines
for
the
minneapolis
noah
preservation
fund.
The
fifth
item
is
approving
modifications
to
our
minneapolis
homes
program
and
the
final
item.
We
received
a
report
from
our
consultants
on
inclusionary
housing
and
there
are
three
staff
directions
that
will
tee
up
work
for
us
in
the
future.
I
will
move
the
full
report
forward.
A
Councilmember
Gordon
has
moved
the
HPD
report.
Is
there
any
discussion?
I
will
add
myself.
I
just
wanted
to
comment
briefly
on
the
inclusionary
zoning
presentation.
I've
been
working
on
this
ordinance
for
a
few
years.
I
just
wanted
to
offer
an
update
to
those
who
are
not
on
the
committee
that
this
was
a
report
from
consultants
who
did
an
economic
analysis
of
our
housing
market
and
made
some
policy
recommendations
for
us
to
consider
about
how
we
would
incorporate
inclusionary
or
mixed
income
housing
requirements
into
new
market
rate
developments
in
the
city.
A
Their
final
report
will
be
due
will
be
completed,
a
written
report
in
a
couple
of
weeks
and
after
that
myself
and
staff
and
the
other
council
members
who've
been
working
on.
This
would
be
happy
to
meet
with
folks
who
have
questions
or
want
to
get
more
involved
before
we
have
staff,
bring
us
a
final
policy
to
consider
in
November.
One
piece
of
that
would
be
a
temporary
solution
that
would
come
after.
A
We
would
adopt
our
comprehensive
plan
at
the
end
of
this
year
and
then
they'll
also
bring
recommendations
for
a
longer-term
policy
that
would
likely
include
some
city
funding
that
won't
be
ready
to
go
at
the
beginning
of
next
year,
so
short
way
to
say
that
is
happy
to
talk
with
anyone
more
about
this,
and
this
action
was
just
an
update
from
step
there.
Any
further
discussion
seeing
none
clerk,
please
call
the
roll
council.

carries
and
those
items
have
been
referred
to
the
committee.
The
next
order
of
business
is
our
notice
of
ordinance
introductions.
We
have
one
notice
for
today's
meeting
I
noticed
by
myself
to
introduce,
at
the
next
regular
meeting
the
subject
matter
of
an
ordinance
to
amend
the
housing
code
by
amending
licensing
standards
to
include
compliance
with
inclusionary
housing
requirements.
Any
questions
there
are
none
that
notice
is
given
and
no
further
action
is
required
at
this
time.
The
next
order
of
business
is
order
of
motions,
and
we
have
two
motions
to
present.
A
First,
we
have
a
motion
by
councilmember
Cunningham
to
discharge
from
the
housing
policy
and
Development
Committee,
the
subject
matter
of
an
ordinance
to
amend
the
housing
code,
to
amend
provisions
related
to
conduct
on
licensed
premises
and
to
consolidate
that
subject
matter
with
the
subject
matter
previously
noticed,
which
relates
to
tenant
protections
for
calls
for
emergency
services
and
to
refer
the
consolidated
file
on
these
two
subjects
to
the
Economic
Development
regulatory
Services,
Committee
and
the
next
cycle.
Are
there
any
questions
on
the
motion.
A
All
an
approval
piece
say:
aye
aye,
any
opposed
that
carries
and
the
motion
is
adopted
and
the
consolidated
files
refer
to
the
economic
development
and
regulatory
Services
Committee.
The
second
motion
we
have
is
by
councilmember
Cano,
to
authorize
the
Community
Planning
and
economic
development
department
to
conduct
a
study
to
evaluate
the
impact
of
tobacco
product
shops
and
to
propose
potential
amendments
to
the
city,
official
controls
and
other
regulatory
devices
that
the
themed
necessary
and
advisable
are
there.
Any
questions
on
that
motion.
A
Seeing
none
all
in
approval,
please
say:
aye
aye,
any
opposed
that
carries
and
the
motion
is
adopted.
Next
is
the
introduction
in
referral
calendar
and
we
have
five
items
on
our
calendar
today.
First,
pursuant
to
notice,
we
have
a
motion
by
councilmember
Cano
to
introduce
gift
first
reading
to
and
refer
to
the
zoning
and
planning
committee,
the
subject
matter
of
an
ordinance
to
provide
for
a
moratorium
on
the
establishment
of
new
tobacco
product
shops
and
issuance
of
new
tobacco
licenses.
A
Second,
pursuant
to
notice,
we
have
a
motion
by
councilmember
Gordon
to
introduce,
skip
first
reading
to
and
refer
to
the
public
health
environment,
civil
rights
and
engagement
committee,
the
subject
matter
of
an
ordinance
to
amend
the
food
code
related
to
staple
foods.
Third,
pursuant
to
notice
a
motion
by
councilmember
Gordon
to
introduce,
give
first
reading
to
and
refer
to,
the
housing
policy
and
Development
Committee
the
subject
matter
of
an
ordinance
to
amend
provisions
related
to
the
establishment
and
duties
of
the
public
housing
authority.
A
Finally,
the
fifth
introduction
is
a
related
matter,
pursuant
to
notice
previously
given
by
councilmember
Reich,
to
introduce,
give
first
reading
to
and
refer
to,
the
transportation
and
Public
Works
Committee
the
subject
matter
of
an
ordinance
to
the
administrative
enforcement
process
for
sewage
disposal
and
a
consolidation
of
sanitary
sewer
requirements,
as
well
as
a
proposed
repeal
of
regulations
for
rain
leader
disconnect
and
time
extension
permit
language.
Are
there
any
questions
on
any
of
those
introductions?
A
I,
don't
see
any
all
those
in
approval,
please
say:
aye
aye,
any
opposed,
say
no,
that
care
all
of
those
introductions
have
been
made
and
are
referred
to
the
committees
in
the
next
regular
cycle.
As
indicated,
the
next
order
of
business
is
resolutions,
and
we
have
three
today.
First,
we
have
the
honor
a
resolution
designating
August
31st
as
the
2018
building
codes
and
officials
building
and
codes
officials
appreciation
day.
A
Second,
we
have
the
resolution
designating
September
as
hunger
action
month
and
third,
we
have
the
added
resolution
for
the
fire
department's
participation
in
this
year's
fill
the
boot
fundraising
campaign
for
the
Muscular
Dystrophy
Association.
Are
there
any
questions
or
comments
on
any
of
those
resolutions,
seeing
none
all
in
approval?
Please
say:
aye
aye
any
opposed
that
carries
and
those
resolutions
have
been
adopted.
A
Next,
under
the
order
of
unfinished
business,
we
have
a
proposal
to
amend
the
city
Charter,
which
would
increase
the
limits
on
the
city's
debt
for
capital
expenditures
by
permitting
the
combination
of
bowring
authority
granted
under
the
state
law
and
city
charter.
This
proposed
amendment
is
presented
pursuant
to
the
provisions
of
Minnesota
statute,
section
4,
10.12
subdivision
7,
as
an
amendment
by
ordinance
initiated
by
the
City
Council
passage
of
this
ordinance
requires
the
unanimous
affirmative
vote
of
the
entire
membership,
which
is
why
the
matter
was
postponed
to
today,
so
I'll
recognize
council.
A
H
You,
madam
president,
today
we
bring
forward
this
item,
which
was
supposed
pwned
at
our
last
meeting.
I'll
go
ahead
and
move
the
item
out.
I
will
note
that
the
language
that
the
committee
selected,
the
substitute
language,
was
the
language
offered
by
the
Charter
Commission
I'll
stand
for
any
questions.
Councilmember.
A
F
Thank
you
very
much.
I
don't
have
a
question,
but
I
just
didn't
want
to
let
this
moment
pass
without
acknowledging
Scott
Benson,
who
was
a
former
council
member,
and
this
is
one
of
the
first
problems
he
identified
after
I
was
elected
in
2006.
There
was
making
it
very
difficult
for
the
city
to
be
able
to
manage
and
purchase
and
invest
in
our
property.
G
A
A
Don't
see,
any
I
will
take
a
minute
just
to
thank
everyone
again
for
taking
the
time
to
meet
earlier
this
week,
and
many
of
you
sent
staff
as
well
for
the
first
kind
of
big
meeting
with
us
for
our
new
strategic
plan.
This
time
we
are
incorporating
race,
equity
from
the
beginning
and
our
strategic
plan
and
coordinating
it
along
with
the
race
equity
plan.
A
So
I
want
to
thank
the
council
vice
president
for
all
of
her
leadership
as
chair
of
our
race
equity
subcommittee,
and
that
important
work
will
carry
forward
through
that
committee,
as
well
as
mayor
Frye,
for
his
partnership
and
support
of
taking
this
new
approach
to
centering
race
equity
in
our
city's
overall
strategic
plan
and
there's
much
more
to
come
on
that.
I
also
just
want
to
thank
all
the
staff
and
community
members
who
came
in
and
did
all
the
work
to
plan
for
the
day
and
to
participate.
I
thought
it
was
really
helpful,
sir.
H
A
You
I
have
a
thought:
we
have
concluded
our
business,
we
have
a
closed
session,
but
before
that
we
will
adjourn
this.
So
we
will
adjourn
our
council
meeting
to
the
closed
session
and
then
we
also
today
have
a
meeting
of
our
Minneapolis
Community
Development
Agency.
We
are
all
commissioners
of
that
agency
and
council
member
Goodman
is
the
chair,
so
we
will
move
to
adjourn
this
meeting
to
our
closed
session
and
then
reconvene
as
the
MCD
a
is
there
a
motion
so.
A

right,
