this
regular
meeting
of
the
zoning
and
planning
committee
for
Thursday
March
15th.
My
name
is
Jeremy
Schrader
and
I'm.
The
chair
of
this
committee
with
me
at
the
dinosaur
council
president
bender
council,
member
Gordon
and
councilmember
Goodman.
Let
the
record
reflect
that
we
have
a
quorum.
We
have
seven
items
on
today's
agenda
before
going
into
the
public
hearing.
We're
gonna
handle
the
consent
agenda.
A
Number
two
is
the
setting
of
a
public
hearing
to
consider
the
appointment
of
david,
frank
to
the
position
of
Director
of
Community
Planning
and
Economic
Development
for
a
two-year
term,
beginning
January,
1st
2018
I
note
to
my
colleagues
and
the
public
that
this
is
a
public
hearing
and
it
will
take
place
as
a
joint
meeting
with
the
economic
development
and
regulatory
services,
the
Housing
Policy
and
development
and
the
Zoning
planning
committees
to
be
held
on
Tuesday
March
27th
at
1:30
p.m.
number
three.

Number
five
is
the
approval
of
the
application
submitted
by
Metro
Transit
to
vacate
a
utility
easement
retained
as
part
of
a
vacation
of
a
portion
of
North,
sixth
Street
and
7th
Avenue
north
and
subject
to
the
retention
of
easement
rights
by
the
city
and
by
Xcel
Energy.
Also,
let
the
record
reflect
that
we've
been
joined
by
a
council
member
right
number.
Six
is
the
approval
of
the
local
history.
Local
historic
district,
designation
of
the
Church
of
the
incan
Carson
nation
and
number
seven
is
the
approval
of
the
local
historic,
landmark
designation
of
st.

The
interim
use
complies
with
all
regulations
of
our
or
to
high
density
office
residents
district,
which
is
what
this
property
is
zoned
and
the
site
is
also
located
in
the
char
land
overlay
district,
which
has
a
height
limitation
of
35
feet
or
2,
and
a
half
stories,
whichever
is
less
to
increase
height
in
the
shoreland.
One
also
needs
a
conditional
use
permit.
Given
the
temporary
nature
of
the
proposed
telecommunications,
our
Cepeda
is
recommending
that
exception
be
granted
to
allow
the
tower
through
this
interim
use.

Permit
the
City
Council
may
waive
conditions
that
would
apply
to
an
interim
use
permit
upon
finding
that
the
temporary
nature
of
the
interim
use
will
eliminate
those
adverse
effects
that
the
condition
was
intended
to
prevent
cell
towers
are
subject
to
encroachments
and
setbacks,
minimum
distance
from
other
residential
structures,
and
then
screening
and
landscaping
standards.
We
are
suggesting
or
recommending
that
the
City
Council
waive
those
conditions
pertaining
to
telecommunications
towers.
Given
the
temporary
nature
of
this
tower,
and
we
are
recommending
approval
of
this
interim
use,
permit
and
I
will
stand
for
any
questions.

just
wondering
what
we
could
do
to
ensure
that
the
end
date
is
the
actual
end
date.
This
committee
has
seen
cell
phone
tower
fights
where,
unfortunately,
in
councilmember,
Gordon's
ward,
where
we've
had
excuse
after
excuse
after
excuse
as
to
why
they
can't
put
the
cell
phone
tower
somewhere
else
and
I
do
have
a
concern
in
the
end
that
that
could
become
the
predominant
view
once
the
new
building
is
built
and
I
don't
want
to
get
to
come
back
to
us.

will
let
the
applicant
speak
to
that
question
directly,
but
it
is
my
understanding
from
working
with
a
cell
tower
or
cell
company.
Is
that
the
proposed
construction
of
the
building
would
actually
block
cell
service
to
that
southern
portion
of
Lake,
Street
and
Lake
Calhoun.
But
I
will
let
the
applicant
verify
that.

yeah
I
understand
that
there's
also
a

story
building
next
to
it
and
that's
it
does.
It
has
not
seemed
to
block
cell
phone
service
from
the
towers
that
are
on
this
building.
So,
unfortunately,
there
is
a
trust
issue
on
these
cell
phone
towers
and
I
just
want
some
assurance
that
we
have
said
you
can't
leave
it
up.

of
discussion
pay
whatever
you
have
to
pay
to
be
on
top
of
the
building,
because
we're
not
gonna
allow
this
and
I
don't
want
to
come
back
in
2021
with
an
extension
of
a
non-conforming
use
or
an
extension
of
an
interim
use
or
the
staff
have
the
ability
to
extend
it,
and
then
we're
gonna
hear
what
we
heard
in
Council
and
the
Gordon's
word,
which
is
well.
There
won't
be
any
cell
phone
service
and
no
one
can
call
9-1-1
will
be
backed
into
a
corner.

did
a
great

describing
what
we
are
asking
for
I'm
available
to
answer.
Any
questions
that
you
have
councilmember
Goodman
I
understand
your
concern.
We
came
forward
with
a
request
for
three
years
to
be
on
the
temporary
location,
knowing
that
we
could
not
come
back
in
front
of
the
council
to
ask
for
an
extension.

wanted
to
add,
you
know,
think
councilmember
Goodman
for
raising
these
questions
and
making
sure
that
we're
all
clear
that
our
intention
here
is
to
have
a
temporary
use
and
we
would
be
very
unlikely
to
extend
it
into
the
future.
So
just
make
sure
we're
all
planning
here
for
for
truly
temporary
use
on
this
site.
