and

was

case

size

scale

the

questions
about

Planning
Commission
took
a
really
careful
look
at
it,
and
then
we
work
together
with
our
staff
and
housing,
to
make
sure
that
we
were
approving
a
project
that
could
be
constructed
and
provide
these
really
needed,
affordable
housing
units
in
a
part
of
town
that
is
rapidly
increasing
in
rent,
and
so
it
was
one
of
these
cases
where
it
was
like
a
lot
of
pros
and
cons
and
the
details
really
mattered
and
I.

affecting
off
street
parking
and
loading

downtown

ordinance

housing
code,
to

regulations,

affirm
protections
for
tenants
related
to
emergency
services
associated
with
domestic
violence
and

which
essentially
supports
the
committee
recommendations,
approves
the
rezoning
and
denies
both
of
the
appeals,
but
adds
some
additional
conditions,
there's
five
conditions,

they
having
the
extra
two
weeks
gave
us
some
time
to
clarify
and
figure
these
out.
I'll
read
through
them,
so
they're
in
the
record
and
people
can
hear
and
see
them.
The
first
is
per
their
voluntary
agreement.
The
applicant
will
provide
off
street
parking
spaces
to
the
neighboring
residents
who
live
on
prospect.

The
applicant
shall
work
with
Public
Works
a
for
neighbors
to
explore,
making
all
parking
on
Prospect
areas
permit
parking.
Only
24
hours
of
the
day
and
seven
days
of
the
week

The

seabed

detailed
design
of
properly
engineered
retaining
walls
in
compliance
with
the
Minnesota
Building
Code
constructed
to
provide

drainage
