Description
Minneapolis Committee of the Whole Meeting
A
Good
afternoon
I'm
going
to
call
this
meeting
of
the
Committee
of
the
Whole
for
Wednesday
August
15th.
To
order
my
name
is
Andrea
Jenkins
I
am
the
chair
of
this
committee
and
with
me
at
the
dais,
are
council
members,
Johnson,
Goodman,
Ellison,
Schrader,
council,
member
of
Reich
Fletcher
and
Cunningham,
and
let
the
record
reflect
that
we
do
have
a
quorum.
A
Colleagues.
The
only
business
we
have
before
us
today
is
the
receipt
of
reports
from
the
standing
committees
on
matters
to
be
considered
by
the
full
City
Council
meeting
at
our
regular
meeting
this
coming
Friday
and
we
have
just
been
joined
by
councilmember
Palmisano
and
will
begin
when
turns
into
by
hearing
from
the
economic
development
and
regulatory
services
committee
chair
by
councilmember
Goodman.
Thank.
B
You,
madam
chair
etrs,
is
bringing
forward
13
items
for
approval
on
Friday
item.
1
is
a
liquor
license
at
Nighthawks
an
item.
2
is
a
permanent
expansion
of
premise
at
comprehend.
Cakery
item
3
is
a
on
sale.
Lima,
strong
beer
and
sidewalk
cafe
license
at
mezra
Ethiopian
restaurant.
If
you
get
a
chance
to
go
over
there,
I
would
just
urge
you
to
do
it.
B
We,
this
woman
in
committee,
was
just
lovely
and
it
was
really
I
thought
very,
very
heartwarming,
and
we
also
had
our
staff
go
out
of
their
way
to
translate
for
her
and
I.
Think
members
of
the
committee
will
tell
you
it
was
just
a
really
positive
experience.
So
if
you
get
a
chance
I'm
just
putting
in
a
pitch
for
this
Ethiopian
restaurant
on
many
have
anew
in
the
12th
Lord
item,
4
is
a
license.
Application
for
colita
in
the
13th
ward
item.
B
5
is
the
liquor
license
approvals
and
6
is
the
renewals
was
6
and
7
5
6
&
7
our
liquor
license
renewals
and
approvals
8
our
business
license
approvals
and
9.
Our
gambling
10
is
business
license
operating
conditions.
That's
been
deleted
from
the
agenda,
so
I'm
not
sure
how
it's
going
to
here
at
the
council
meeting
it
might
I,
don't
know
that
if
it's
going
to
just
be
deleted
or
we're
gonna
make
the
motion
to
delete
11
our
business
license
operating
conditions.
B
A
The
point
to
the
state-
and
we
can
have
a
more
in-house
conversation
around
this
issue,
its
2018
and
in
those
laws,
were
written
at
a
very
different
time
in
our
society
and
so
I
think
it's
important
for
our
residents
to
have
a
say
and
how
that
is
going
forward.
So
our
next
community
report
is
the
Enterprise
Committee
and
I
do
want
to
just
acknowledge
that
we've
been
joined
by
councilmember
or
Sami
and
Connell,
and
our
next
report
is
the
enterprise
community
for
chair
by
councilmember
Palmisano.
Thank.
C
You,
madam
vice
president,
there
are
six
things
on
Friday's
agenda
for
the
from
the
enterprise
committee
item
number
one:
is
the
internal
auditor
ordinance
update?
We
had
a
public
hearing
at
Enterprise
Committee.
The
next
four
items
are
all
IT
contracts
at
the
first
for
maintenance
and
item
number
two
is
maintenance
in
support
of
our
GIS
software
item.
Number
three
is
a
non-disclosure
to
help
develop
a
program
that
we
use
with
a
software
company
with
IBM
item
number.
Four
is
an
agreement
to
work
with
st.
C
Paul
to
share
some
of
our
Microsoft
Dynamics
CRM
framework
item
number.
Five
is
a
contract
for
software
support
and
services
used
by
these
assessor's
office
as
they
get
their
new
program
up
and
running
this
will
we
will
need
to
maintain
their
existing
methods
and
some
of
the
appraisal,
software
that
we
use.
So
this
is
for
that
item
number
six
is
really
interesting.
We
had
a
brief
update
at
the
Enterprise
Committee.
It
is
about
our
master
contract
and
embarking
finally
on
a
master
contract
at
the
University
of
Minnesota
for
research,
consulting
and
technical
assistance
services.
C
A
D
You
very
much
president
Jenkins,
the
housing
policy
and
Development
Committee
will
be
bringing
six
items
forward
on
Friday.
The
first
five
are
land
sales.
These
are
a
series.
In
fact,
a
series
of
them
are
all
land
sales
to
ppl,
Homes
LLC,
and
some
of
them
have
to
do
with
the
Greenbelt
project
and
green
homes
north
and
the
sixth
item
is
our
2018
housing
opportunities
for
persons
with
AIDS
contract
recommendations
stand
for
any
questions.
A
E
The
first
is
authorizing
the
submittal
of
an
application
to
bloom,
Bloomberg
philanthropies
American
cities,
climate
challenge,
selected
cities
will
be
accepted
into
a
two-year
acceleration
program
to
support
meeting
near-term
carbon
reduction
goals,
and
the
second
is
accepting
a
grant
from
the
Minnesota
Justice
foundation
in
the
amount
of
$4,500
for
participation
in
the
Minnesota
justice
foundation,
summer
law
clerk
program
and
and
this
work
will
live
in
the
Civil
Rights
Department
I
also
want
to
share
that.
We
had
a
very
informative
presentation
on
Minneapolis
City
Academy
for
youth,
which
an
urban
scholar
named
Katie
warming.
E
Bazar
a
warming
ring.
She
will
she
created
that
this
year
and
presented
honest,
so
I
recommend
folks
to
check
it
out.
It's
a
really
great
program
for
young
people
to
better
understand
how
the
city
works.
There's
all
there
was
also
two
additional
presentations,
one
on
the
healthy,
healthy
living
initiatives
and
the
second
with
Environmental
Services
I
recommend
my
colleagues
take
some
time
to
be
able
to
watch
those
presentations,
they're
very
informative.
About
the
work
that
is
happening
in
the
health
department,
I
am
happy
to
answer
any
questions.
A
F

madam
vice

and
then
the
final
two
items
are
accepting
low
bids
for
activities
of
the
department.
I
will
answer
questions
there.
A
G
Thank
you,
madam
chair.
The
Ways
and
Means
Committee
brings
a
number
of
items.
14
items
all
together
for
the
full
counselor's
attention.
Adam
newborn
is
a
contract
amendment
with
Bremer

for
the
addition

a

G
Our

the

and
maintain
this
facility's
project
item
eight
is

don't
know
man
Islands

grace
in
the
City
Church
for
the
Minneapolis
Police
Department
endless
outreach
program.
Our
number
ten
is
a
target
market
program
staff
direction.
I
had
item
number
11
is
a
contract
with
various
vendors
for
Target
Center
in
Minneapolis,
Convention
Center
consult
in
Aisle
number
twelve
is
a
contract
amendment
with
people's
electronic
company.
G
G
We
will
be
discussing
I
believe
item
number
ten,
the
target
market
program
which
we
brought
forward
to
the
the
CAO
committee,
so
I
think
there
was
some
discussion
about
that
and
this
was
basically
resend
in
a
staff
direction
that
we
made
at
the
ways
and
means,
and
this
staff
Direction
was
made
by
councilmember
Cunningham
and
we
referred
it
without
any
direction
to
the
council.
I
think
this
discussion
is
there
and
I'd
be
happy
to
answer
any
questions.
Thank.
A
You
for
that
report,
customer
force,
Tommy
I,
believe
we
have
some
comments
from
customer
coming
in.
Thank.
E
You,
madam
vice
president,
I,
wanted
to
speak
to
item
number
ten
for
some
clarification.
While
we
were
having
a
presentation
this
for
my
colleagues
to
have
a
better
understanding,
while
we
were
having
the
presentation
of
the
target
market
program,
that
was
when
we
learned
that
it
was
race
and
gender
neutral,
and
so
we,
as
a
body,
came
forward
with
a
staff
direction
asking
for
the
target
market
program
to
come
back
with
goals
specific
to
race
and
gender
equity,
as
well
as
Geographic
equity.
E
What
has
when
I
began
to
do
the
work
with
the
with
the
necessary
departments?
I
began
to
realize
that
we
have
a
systemic
issue
with
supplier
diversity,
so
it
began
to
think
much
bigger
than
just
specifically
goals
and
in
order
to
maintain
the
integrity
of
staff
directions.
I'm
resending
this
one.
Now
that
I
have
learned
that
it
is
not
a
good
use
of
staff's
time,
because
now
we're
thinking
much
larger
and
I
will
be.
E
A
H
You,
madam
chair
zoning
and
planning,
has
eight
items
that
we'll
be
bringing
forward
on
Friday.
The
first
is
the
granting
of
appeal
for
1
5
&
4
117
Taylor,
Avenue
Northeast.
The
second
is
granting
in
park
and
denying
in
part
a
development
at
410
and
414

The
number

is
the
Rio

the

of
a
rezoning
at
the
same
property
address.
The
fourth
is
the
rezoning
for
3421
West
Lake

H
A
Thank
You
councilmember
straight.
Are
there
any
questions
seeing
none?
We
will
now
have
the
executive
community
port
given
by
council
president
and
vice
chair
ender.
Thank.
I
You,
madam
chair,
we
have
four
items
from
the
executive
committee
this
cycle.
The
first
is
referring
to
the
enterprise
committee
update
to
our
paid
parental
leave
policy.
The
second
item
is
an
appointed
position
in
the
city
coordinators
office.
Creating
actually
two
items.
Two
and
three
are
two
new
positions
in
the
city
coordinators
office
that
are
using
existing
funds
to
create
these
two
new
positions
and
then
the
fourth
item
is
approving
a
collective
bargaining
agreement
with
the
stagehands
unit
for
the
years
2018
and
2019.
