the
February
20th
meeting
of
the
Minneapolis
City
Planning
Commission.
My
name
is
Matt
Brown
I
serve
as
president
of
the
Commission.
We
have
one
new
commissioner
joining
us
today.
Tim
Allison
is
our
new
school
board
representative.
So
we
welcome
her
also
here
today.
Our
commissioners
McGrane
o
slack
and
Rockwell.

Our
first
item
business,
is
to
approve
the
actions
from
the
February
5th
meeting.
Commissioners
may
have
a
motion
to
approve
those
actions,
a
motion
and
a
second
all
in
favor,
and
that
motion
carries
our
next
item.
Business
is
to
sort
through
the
agenda.
You
can
find
hard
copies
of
the
agenda
and
the
hallway
will
determine
which
items
will
be
considered
on
consent
and
which
will
be
discussed
so
starting
at
the
top
item.

is
the
fresh
thyme
liquor
store

southeast,
that
is
a
conditional
use
permit
for
a
liquor
store
at
that
location.

heard
three
items.
The
first
was
a
series
of
line
sales,
3450,
Humboldt,
Avenue,
North,
26:40,
Russell,
Avenue,
north
and
2018
Sheridan,
Avenue
North.
The
second
was
another
series
of
land
sales
at
twenty
four
twelve,
seventeen
to
add
new
south
and
11:30
James
Avenue
north
and
the
last
one
is
Alliance
l,
1126,
sixth
Street
northeast.
The
recommended
motion
was
to
approve
staff
recommendation
that
each
of
those
was
consistent
with
the
Minneapolis
plan
for
sustainable
growth.

before
you
is
proposal
to
rezone
the
site
at
1715
and
1717
Lake
Street
east.
These
are
two
properties
being
proposed
to
be
rezone
together,
the
existing
zoning
for
the
site
is
c1.
Neighborhood
commercial
district
and
on
the
site
presently
are
three
storefront
buildings,
each
containing
a
retail
space.

So
the
applicant
has
proposed
to
rezone
the
property
primarily
to
allow
a
new
tobacco
license
in
the
building
at
1715
like
Street
East
Minneapolis
business
licensing
does
not
issue
new
tobacco
licenses
to
businesses
located
in
c1
zoning,
and
so
the
proposal
for
the
site
is
to
have
a
grocery
store
with
tobacco
sales.
Behind
the
counter.
This
is
not
a
standalone
tobacco
shop,
as
we've
seen
several
of
recently,
so
that
applicant
has
cited
flexibility
for
the
adjoining
property.

co-owned
by
the
same
party
at
1717
like
Street,
and
flexibility
and
continuity
for
those
properties
as
a
proposal
for
why
both
are
being
proposed
to
be
reasoned.
As
you
can
see
on
the
zoning
map,
the
property
is
at
the
corner
of
that.
It's
at
a
corner
that
shares
street
frontage
with
a
large
c2
zoning
district.

So
the
site
is
identified,
doesn't
mix
use
on
the
future
land
use
map
in
Lake.
Street
is
a
commercial
corridor
in
this
area
and
has
a
trend
of
having
c1
and
c2
districts
intermittently.
So
the
in
the
subject
site
being
on
the
corner
next,
to
c2
district
to
the
north
and
to
the
east
staff
finds
that
the
proposal
to
rezone
the
properties
is
consistent
with
the
plan.
So
staff
does
recommend
approving
the
proposal
to
rezone
from
c1
to
c2
and
I
will
stand
for
questions
all.

Lake
Street,
the
owners
of
the
building
so
I
think
Lindsay.
You
did
a
pretty
good
job
describing
what
we're
trying
to
do
basically
grocery
store
with
small
tobacco
sales.
It's
basically
because,
as
a
grocery
store,
the
tenant
isms
having
enough
business
traffic.
Adding
tobacco
is
the
way
they
could
keep
their
store.

I'm

paths
and
I
live
in
East
Phillips.
This
is
right
across
the
street,
from
each
Phillips.
The
East
Phillips
neighborhood
of
South
Minneapolis
had
a
very
unfortunate
situation
at
25th
and
Bloomington,
where
the
SA
gas
station
wanted
to
sell
and
were
permitted
to
sell
cigarettes.
Well,
it
ended
up
being
drug
paraphernalia,
they
sold
very
few
cigarettes,
but
they
did
so
all
of
the
other
stuff
that
goes
drugs.

We
are
absolutely
positive
about
the
sale
of
groceries
and
I
understand
that
can
be
done
under
the
current
zoning
and
I.
Just
don't
think
that
our
neighborhood
needs
more
drug
dealers
standing
in
line
to
service
the
people
who
are
buying
drug
paraphernalia
at
that
address
and
I
would
encourage
you
strongly
to
stick
with
the
c1
zoning,
which
allows
groceries
and
many
other
positive
things.

add
I,
think
at
this
location
and

I
know,
we
considered
a
similar
rezoning
very
close
to
here.
Not
too
long
ago.
We've
generally
found
that
c2
Zoning,
especially
where
it's
adjacent
to
other
c2
zoning,
is
appropriate
on
a
commercial
corridor
like
Lake,
Street
and
I
certainly
understand
some
frustration
about
how
recent
changes
to
the
tobacco
ordinance
have
may
be
affected,
rezoning
requests
and
changes
to
where
tobacco
sales
are
occurring.

Add
to
you
know,
I
think
this
is
sort
of
a
tough
issue
in
what
we,
what
the
intended
uses
are
and
what
we
look
at
the
rezoning,
which
is
why
I'm
struggling
with
it.
But
you
know
what
we
look
at.
What
the
rezoning
is
really,
though
rezoning
as
a
policy
for
the
area
and
not
for
a
specific
use
for
a
zoning
lives
beyond
the
uses
and
I
do
think
that
a
c2
zoning
at
this
corner
is
appropriate.

understand
and
hear
the
concerns.
