Setback
to
four
feet
would
directly
decrease
the
value
of
the
adjoining
property.

nearly
twice
the
maximum

requested
variance
would
negatively
impact
the
home
owners
on
the
adjoining
property,

the
view
out
of
that
north
facing
window
would
now
be
obstructed

not
the
city

It
is

square
foot
site
that
it
consists
of
three
parcels.
One
of

parcels
is
split,
sounds
and
then
of
the
two
remaining
parcels.
They
also
have
a
different
zoning
between
them,
so
when
this
came
through
previously
it
had
the
split
zoning
overlay
applied.

The
site
has
a
previously
approved
site
plan
for
a
mixed-use
building
with
123
dwelling
units,
62
parking
spaces
and
29
square
2900
square
feet
of
commercial
space.
The
applicant
has
come
back
to
request
an
amendment
to
site
planner
view,
and
they
can
speak
more
to
this,
but
they
indicated
that
they
were
interested
in
having
a
larger
number
of
smaller
units,
so
they
have
proposed
to
increase
the
number
of
units
from
123
spaces
to
129
spaces
and
then
to
increase
the
number
of
parking
spaces
from
62
to
64
to
meet
the
parking
requirements.

the
proposed
changes
are
just
come
out
of
internal
reconfiguration.

are
no
changes
to
the
elevations
or
footprint

the
proposed
building

one

conditions

approval,

this

a
condition
that
was
applied

last
site
plan
review
application
in
january
of
2019.

this
project
initially
came
through,
there
were
a
lot
of
concerns
for
metro
transit,
because
the
proposed
location
of
the
curb
cut
and
driveway
to
access
the
parking
garage
is
at
proposed
to
be
at
the
exact
location
where
their
bus
stop
is
now
this
bus
stop
serves
the
high
frequency
around
17
and
18,
both
of
which
can
use
articulated
buses,
so
they
needed
a
certain
length
of
accessible
area
for
the
buses
to
queue.

In
addition,
metro
transit
had
concerns
about
moving
the
bus,
stop
away
from
a
signalized
intersection,
as
it
may
increase
crossing
outside
of
the
intersection
that
sort
of
thing.
So
there
were
a
number
of
conversations
with
metro
transit
back
when
this
first
came
through
and
eventually
just
due
to
some
of
the
concerns
that
they
had.
Staff
worked
with
metro
transit
to
come
up
with
some
conditions
that
include
this
one.

In
addition,
there
were
there
were
other
relevant
conditions
in
including
rebuilding
the
relocating
and
rebuilding
the
bus,
stop
as
it
was
with
the
appropriate
ada
pad
and
also
providing
a
high-speed
garage
door
that
would
decrease
the
likelihood
that
cars
will
block
the
sidewalk
and
block
the
route
for
pedestrians
and
bus
users.

So
that's
where
this
condition
came
from.
It
was
applied
to
the
previous
application,
and
so
staff
had
applied
it
to
this
one,
as
well
as
an
amendment
to
site
plan
review.
So
I'll
move
on
to
the
next
slide,
and
you

kind
of
see
what
we're
looking
at
here.
So
this
is
the
survey
and
you'll
see.

where
the
bus
stop
is
now
and

the

for

find
an
issue
with
the
heat

want
to
be
available
to
work
through
ensure
that
there
is
adequate
safety
and
community
safe

enhanced
from
now
on,
but
can
support
measures
that
encourage
use
by
individuals
that
have
no
intention
of
ever
getting
on
a
bus.

our
neighborhood
development

Personally,
I

living

stephen
square
because
of
its
density,
diversity,
close-knit
community
and
the
ease
of
living
in
our
neighborhood
without
a
car.
So
steven
square
community
organization
supports
this
project
and
is
excited
to
welcome
new
homes
and
new
neighbors
into
our
neighborhood.

particularly
excited

work
with
yellowtree
on
the
community
garden
that
will
benefit
not
only
building
residents
but
our
entire
neighborhood.
The
ssco
board
of
directors
would
also
like
to
express
our
particular
support
for
the
city
requiring
yellowtree
to
provide
an
electrical
connection
for
a
heated
bus.
Stop
outside
this
development
on
nicolette
ave,
forty-five
percent
of
stephen
square
lowering
heights
residents
do
not
have
a
car
and
twenty
percent
use
transit
to
get
to
their
jobs.

A
heated
bus
stop
would
make
it
easier
and
more
comfortable
for
people
to
get
around
using
transit,
supporting
the
city's
climate
goals
to
reduce
carbon
emissions
from
transportation,
the
largest
and
fastest
growing
source
of
carbon
emissions.
In
our
city,
I
understand
that
there
is
some
concern
about
people
seeking
shelter
in
the
bus
shelter
as
a
resident
of
the
neighborhood
and
someone
who's
working
from
home
here
spending
all
day
every
day
in
the
neighborhood
I'm
intimately
familiar
with
the
safety
concerns
we're
experiencing.

Personally,
I
frequently
take
transit
all
year
round
in
the
summer
and
in
the
winter,
to
go
to
work,
get
groceries
and
visit
family
and
friends.
I've
regularly
taken
transit
in
the
twin
cities
for
10
years,
and
I
have
not
ever
experienced
an
unsafe
situation
caused
by
someone
seeking
shelter
or
warmth
in
a
bus
shelter.

also
anticipate
and
hope
that
many
of
the
residents
of
nico
2's,
more
than
120
homes,
will
also
use
transit
and
we're
excited
to
welcome
so
many
new
transit
users
to
our
neighborhood
we'd,
really
love
to
be
able
for
them
to
use
a
heated
bus,
stop
to
make
their
transit
use
more
sustainable
all
year
round.

there's
a
lot
of
reasons
for
the
problems
that
the
city
is
experiencing
with
crime
in
particular
locations
and
I'm
not
suggesting
at
all
that
particular
areas
aren't
more
hard
hit
or
affected
than
others.
I
think
that
that's
absolutely
true
and
and
pretty
common
knowledge,
but
I
can't
I
can't
link
to
that.
You
know
that
making
sure
that
a
bus,
shelter
stays
cold
when
it
can
be
heated
for
people
who
want
to
ride
the
bus
is
the
way
around
the
crime
problem.

also
not
willing
to
join
in
anything
that
suggests
that

metro,
transit
police
department
is
somehow
deficient
or
that
they've
created
the
problem.

pretty
common
all
over
the
city
for
neighborhoods,
have

help
out
with
bus
shelters
and
keeping
them
clean,
and
things
like
that.

if
there's
a
motion
or
to
to
move
this

with
that

think

purpose
here
is

sort
of
long-range
planning
and
I
think
we
all
sort
of
hope
that
the
current
situation
we're
in
with
crime
and
everything
will

resolved
long

building

done

staff
on
this
and,
like
I
said,
I
think
I'm
just

not
having
a
warm
response
to
the
opposition
to
it
at

appalled

makes
me
wonder,

this
the
reason

we
don't

lot
more
heated
shelters
around
our
city
because
of

type

shelter
is

great
amenity
to
bring
to
the
neighborhood

oppose

nimbyism
against
our
unsheltered
neighbors,
and
I'm
grateful

stephen
square
neighborhood

second

just
wanted
to
also
comment
that
I
don't
think
adding
heat
will
increase
crime.
If
anything,
it
will
probably
increase
patronage
of
the
bus
route,
which
would
actually
probably
lead

decreasing
crime
as
more
eyes
are
on
the
street,
and
people
are
present
and
things
happen
in
a
vacuum.
So
the
more
we
can
get
people
to
interact
in
the
public
spaces
it
the
better.
If,

a
person
who
does
not
have
a
home
is
sitting
there
and
seeking
warmth?

be
honest,
we
all
know
that
a
lot
of
times
in
the
winter
people
take
the
buses
places
just
they
have
a
warm
place
to
sleep
even
on
the
bus.
So
I

guess,
I'm
not
thinking
that
the
the
supposed
negative
of
having
somebody
seek
warmth
in
the
winter
overcomes
the
also
benefit
to
everyone
else.

to
ride

bus

wait

heat

warmth

it,

we
need
to
make
ridership
more
accessible
to
everyone

easier
for
everyone,

halt

benches
on
our

stops
removed
recently

learning
issues-
and

not
under
selling
like

not
underselling,
the

real
issues
that
are

deep
rooted
and
are
really
not
related

transit
