chairs
report,
and
today
I
have
nothing
to
report
on
that
is
not
already
contained

the
substance

our
agenda.

we'll
proceed

five
item.
Five
is
the
receipt
of
a
report
from
the
public
safety
work
group
on
the
status
of
its
evaluation
of
the
proposed
public
safety
charter
amendment.

the
group
has
met
now.
I
think
it's
been
three
times
but
for
sure
too,
to
as
a
subcommittee
to
talk
about

amendment
and
to
do
some
level
of
research
and
interviewing
of
key
department
staff
across
the
city.

far,
we
have
created
a
work
plan
which
I
think
has
been
shared
with
the
the
entire
commission.
We
also
have
interviewed
representatives
from
the
civil
rights
department,
the
office
of
police
conduct,
review.
We've
interviewed
individuals
from
the
health
department.

can't
remember
her
last
name
but
the
commissioner
of
health
and
her
direct
report.

also
have
interviewed
deputy
chief
eric
forrest
from
the
police
department,
who
is
also
our
police
liaison,
who
might
also
be
on
on
this
call
today,
and
we
have
interviewed
folks
from
well.
We
will
be
interviewing
people
from
the
city
attorney's
office,
but
the
city
coordinator's
office
as
well.

those
interviews
and
those
interviews
have
gone
gone
fairly
well

of
right
now
we're
meeting

tuesdays
at

we

offer
questions
up
to
those
groups
if
you're

finding
out

is
who's
up

update
on
the
status
of
the
redistricting
work
groups,
and
I
know
we've
all
been
very
busy
working
on
the
public
safety
proposal
and
I
know
that
none
of
the
work
groups
on
redistricting
have
met.
But
I
put
this
on
the
agenda,
mostly
as
a
placeholder
and
a
reminder
to
for
us
to
get
back
to
work
on
this
very
important
topic.

ask
the
chairs
of
all
three
groups,
but
specifically
the
advisory
group
work
group
and
the
public
education
and
outreach
work
group
to
contact
the
clerk's
office
and
work
with
them
to
set
up
a
meeting
with
appropriate
city
staff
in

next
month.
So
we
can
get
those
work
groups
back
on
on
the
calendar
and
moving
forward.

wondering
if
you
had
co-chairs
for
each
of
the
redistricting
work
groups,
I'm
wondering
if
there's
going
to
be
any
changes
to
who's
doing
the
co-chairing.

Yes,
there
probably
will
considering
that
one
of
our
co-chairs
is
no
longer
on
the
charter
commission,
but
I
hadn't
given
that
any
thought.
But
let
me
consult
with
the
members
of
that
work,
group
and
and
we'll
have
something
to
propose
next
month.

chair
and
commissioner
rubenstein
is
co-chair
of
the
public
safety
work
group,
so
I
don't
know
if
she
has
the
capacity
to
do
both.
She
may
in
fact
have
the
capacity
to
do
both,
but-
and
I
would
love
to
continue
to
be
co-chair
with
her,
but
just
bring
that
to
your
attention.

absolutely
certain
she
has
the
capacity
to
do
both,

another
level
we
had
had
a
little
back

forth
commissioner
new
board

myself
with
commissioner
garcia

isaacson
about
the
scope
of
the
committee's
work
and
who
was
exactly
responsible
for
what,
because
it
wasn't
crystal
clear
to
the
four
of
us
a
couple
a
month
or
so
ago.
So
first
we
need
to
get
together
and
talk
before
we
contact
the
clerk's
office.
I
think
just
so
we're
not
going
in
with
competing
agendas.

much

I
know
that
some
there
were
some
amendments
of
some
sort
and-
and
we
wanted
to
make
sure
that
this
this
came
up
in
our
group

this
issue

came
before
the
entire
body.

there
is
some
tweaks
that
need
to
be
made,
because
right
now,
these
factors
to
consider
mostly
relate
to
council-proposed
amendments,
and
some
of
the
discussion
around
them
relates
to
council-proposed
amendments
and
not
to
charter
commission
proposed
amendments,
and
at
least
it
was
my
intention
that
these
factors
for
consideration
would
apply
to
both.
So
what
I
would
like
to
do
is
carry
this
forward
to
next
month
and
hopefully
incorporate
commissioner
schwarzkopf's
amendment.

we

it

look
like
the
final
document
that
commissioner
rubenstein
presented

us

the

safety
work
group.

fulsome
than
this
version
is.

several

believe,

sandberg
all
had
proposals
to
draft
and
change
and
amend,
and
at
that
time
it
was
suggested.

the

meeting

see
what
notes

have
from
that
for
other
proposals
that
have
been
offered

that

two
things
I'm

trying

look

this

perspective
of
the
public
and
I
think
that,
to
the
extent
that
these
standards
apply

we
might
take
additional

we
should

clear
about

the
agenda
says
alternate
forms
of
government,
but
I
would
I
would
like
to
be
a
little
more
specific
by
alternate
forms
of
government.
I
don't
think
we
mean
we
are
considering
creating
a
kingdom
or
a
theocracy,
or
even
a
council
or
city
manager,
form
of
government.

that's
what
I
would
like
to
it's
a
sort
of
a
long
tongue,
twister
of
a
name,
and
we
can
shorten
it
to
just
talk
about
structure
if
we
think
that's
appropriate.
But
I
would
like
the
record
to
reflect
that.

we're
talking
about
here
is
a
work
group
to
consider
options
to
improve
city
structure
regarding
the
charter
defined
relationship
between
council,
mayor
and
city
staff,.

propose-

talked
to
commissioner
abbott

commissioner
garcia
about
co-chairing
this
work
group
and
I
haven't
proposed
other
commissioners
yet.
But
what
I
would
suggest
is
that
other
commissioners
who
would
like
to
volunteer
volunteer
and
to
the
extent
that
I
think
it's
appropriate
to
recruit
volunteers,
specifically
volunteers,
that
aren't
on
other
work
groups.
I
will
do
so
and
we
will
announce
a
complete
membership
at
our
next
meeting.

How
is
this
different
from?
Let
me
say
it
differently,
the
the
work
product
of
this
group,
this
work
group.
How
is
it
different
than
what
we
did
in
2018.

did

2018
was
limited
to
regulating
the
police
department.
I
think
this.
The
scope
of
this
work
group
is
broader
to
consider
the
relationship
of
the
mayor
and
the
council,
not
just
with
respect
to
the
police
department,
but
with
respect
to
any
other
city
department.

charter
defined
relationship
between

council,
the
mayor
and
city
staff
would
include,
who
appoints
department,
heads
who
can
terminate
department
heads
who
department
heads
report
to
etc.
So
that
could
be
the
council.
It
could

be
a
hybrid
system
like
we
have
now
it's.
The
purpose
of
the
work
group
is
quite
broad.

concerned
about
agenda
item
21
and
its
predecessor
number
14,
which
I

can't
understand
from
these

think
and

thousands

others,
both
within
and
without
the
city
of
minneapolis.
So
I'm
sure
many

us
read
them
all
as
I
did,
but
I

recall
specifically
receiving
your
document.

Conference
of
mayors
of
1400
cities
in
the
united
states
has
said
no
to
defunding
and
other
radical
structures.
Now,
no
doubt
some
allowances
can
be
made
for
some
restructuring
for
moving
funds
that
are
in
a
certain
particular
police
function
to
maybe
a
civilian
function.

overall,
the
tone
of
this
report
is
no
radical
changes
to
police
departments
specifically
doing
away
with
them
or
making
other
radical
changes
that
supplant
major
functions,
and
I
would
highly
advise
before
your
committee
weighs
in
on
agenda
item
14,
that
they
review
this
conference
of
mayor's
report.

deprecating
police
departments
amidst

gun
battles,

economics

far
as
public

establishments.
