We

two

we

request
for
a
security
briefing
related
to
the
polling
places
for

2020
presidential
election

is
bringing
forward
a
resolution
honoring
the
northside
oral
history
project.

has
been
a
most
recent
emergency
regulation,
which
was
signed
just
a
couple
of
days
ago,
and
it
amends
the
paid
leave
emergency
regulation
executed
in
march
and
then
later
amended
again
in
june.
To
give
you
a
bit
of
run
down
on
what
this
emergency
regulation
does
is.
It
extends
the
eligibility
for
the
full-time
emergency
responders
and
there's
a
definition
for
what
constitutes
emergency
responders
to
take
a
second
bank
of
80
hours
of
paid
leave.

are
including
exposure
in
this
bank,
as
opposed
to
just
diagnosis,
which
is,
is,
is
good
precaution
in
terms
of
health,
and
it
also,
it
doesn't
actually
add
additional
hours
ultimately
of
time
off
in
in
any
case,
because
any
hours
not
used
would
have
then
resulted
in
pto
if
they
decide
to
use
more
hours
this
year.

less

leave

is

the
health
department.
In
the
situational
update
as
of
october
15th,
there
were
11
977
cases
in
minneapolis
and
252
deaths.
The
total
number
of
cases
increased
by
4.8
percent
over
the
previous
previous
week
and
hospitalizations
increased
by
2.3
percent
in
icu
admissions
by
2.2
persons.

Under
age,
35
still
make
up
close
to
60
percent
of
cases
over
the
past
week,
but
we
are
starting
to
see
a
slight
increase
in
number
among
ages,
65
and
older.
Again,
that's
cases
of
contraction,
not
not
death
or
or
more
serious
malady
average
daily
cases
continue
to
be
in
the
70s,
with
two
days
over
100
cases
diagnosed
in
the
past
week.
Last
time
that
happened
was
in
july.

Minnesota
department
of
health
is
using
a
color-coded
map
to
track
a
seven-day,
rolling
average
of
new
cases
in
minnesota
and
as
of
october
8,
the
state
is
reporting
22
cases
per
100,
000
and
minneapolis
is
at
17
cases
per
100
000.,
so
we're
below
the
state
average.
However,
these
figures
are
certainly
up
from
where
they
were
a
couple
of
months
ago,
and
these
numbers
put
both
minnesota
and
minneapolis
in,
what's
called
the
orange
category,
which
represents
accelerated,
spread
minnesota
department
of
health
issued
new
guidelines
for
restaurants,
restaurants
may
increase
according
to
these
guidelines.

The
number
of
patrons
at
a
table
from
6
to
10
patrons
do
not
need
to
be
related
or
live
in
the
same
household
emergency
regulation.
17
states
that
all
applicable
spacing
and
capacity
limitations
are
followed
per
emergency
executive
order,
20-74
and
therefore
minneapolis
establish
establishments
should
follow
the
new
guidelines
from
the
state
I'll
note
that
the
restrictions
as
far
as
bar
access
still
do
apply.

The
health
department
is
conducting
over
50
cases,
case
investigations
and
contact
follow-ups
per
day
for
individuals
diagnosed
with
covid19,
and
currently
there
are
22
investigators,
including
six
non-mhd
enterprise
staff.
The
new
americorps
staff
are
in
training
and
are
shadowing
current
contact
tracers
last
week,
mhd
teamed
up
with
the
minnesota
department
of
health
and
stair
step
foundation
to
provide
737
tests
over
two
days,
and
this
was
respect
to
community
testing
and
then
also
flu
shots.
That's
the

We're
on
hennepin
county
provided
81
tests
on
thursday
october,
8th
and
mhd
is
exploring
options
for
expanding
a
coveted
testing
through
the
winter
and
spring
for
food
insecurity.
Mhd
received
word
of
an
88
000
grant
from
hunger
solutions
to
continue
the
powderhorn
park.
Weekly
food
distribution
through
the
end
of
2020,
which,
from
a
personal
experience,
is
a
very
successful
and
well
organized
event.

There
were
19
more
reassignments
from
the
minneapolis
convention
center
to
the
city
clerk's
office,
to
support
work
with
elections,
and
I
think
this
was
an
important
shift.
These
occurred
last
week.
We
now
have
a
total
of
135
reassignments
and
I
really
do
want
to
applaud
our
city
staff
collectively
that
have
been
willing
to
step
up
to
do
work
that
they
may
not
have
originally
signed
up
for
when
they
took
this
job.

But
they've
realized
that
you
know
serious
times
require
serious
measures
and
that
their
contributions
to
the
city
at
large
are
are
even
more
felt,
sometimes
when
you're
willing
to
be
when
they're
they're
willing
to
be
flexible,
and
so
I
really
want
to
thank
everyone
who
has
been
willing
to
make
those
transitions.
Our
our
city
certainly
appreciates
it.

on
so
there

public
safety,
it's
obviously
not
related

believe

a
couple
of

governor
walls
once
again
called
a
special
session
to
extend
the
executive
emergency
powers
for
30
more
days
as
in
past
special
sessions,
a
resolution
to
dissolve
the
executive
emergency
powers
was
introduced
in
both
the
house
and
the
senate.

was
once
again
approved
in
the
senate
and
not
approved
in
the
house.
A
disillusion
of
the
executive
emergency
powers
requires
both
chambers
to
approve,
so
they
are
extended.
Another
30
days
from
monday
and
as
of
october,
7th
governor
walls
signed
executive
order,
20-91
providing
public
safety
assistance
during
civil
unrest.

provisions
of
note
for
minneapolis
anyway
include
the
the
we
have
an
order
to
state
active
duty
on
october
7
2020,
the
personnel
equipment
and
facilities
needed
to
provide
public
safety
services
and
security
assistance
in
the
city
of
minneapolis,
as
well
as
as
well
as
nearby
communities
and
the
agita
general
is
authorized
to
procure
the
goods
and
services
needed
to
accomplish
the
mission.

The
department
of
public
safety
division
of
homeland
security
and
emergency
management
will
continue
to
coordinate
the
provision
of
on-site
support
and
assistance
to
the
affected
local
units
of
government
and
assess
the
needs
for
supplementary
supplementary
emergency
assistance
as
well.
State
agencies
in
coordination
with
appropriate
federal
agencies
will
provide
assistance
to
local
units
of
government.

While
not
directly
covered
related,
the
house
and
and
senate
capital
investment
shares
reached
an
agreement
on
a
bonding
bill
which
I'm
sure
we
are
all
thrilled
about,
and
this
bill
was
passed
off.
The
house
floor
on
wednesday
and
the
senate
floor
on
thursday,
and
it's
now
headed
to
the
governor's
first
signature,
and
this
is
really
a
huge
win
for
the
city,
including
including
the
bill.
Are
there
our
top
bonding
priorities
of
the
upper
harvard
terminal,
the
central
storm
tunnel
and
emergency
operations
and
training
facility?

I
believe
baldwin
square
and
juxtaposition
were
included
as
well
and
all
told
the
bill
will
result
in
84.7
million
dollars
of
investments
across
their
city.
14.5
million
dollars
of
investments
will
be
in
north
minneapolis.
A
vast
majority
of
these
funds
are
going
to
bypack,
lead
and
own
businesses
and
cultural
institutions,
and
nearly
all
cultural
districts
are
represented
in
the
bonding
bill
funding.
So
a
huge
thank
you
to
our
legislative
delegation
who
fought
hard
to
ensure
these
projects
were
funded.

for
gap,
funding,
housing,
front,
community
prevention
partners,
minneapolis
public
housing
authority
and
city
staff
continue
to
work
through
the
list
to
complete
the
full
verification
and
approval
process
of
each
applicant.
And
as
of
wednesday
october
14th
1316
applicants
have
been
approved
totaling
over
two
million
dollars
in
emergency
assistance
payments
for
the
forgivable
loan,
the
small
business
forgivable
loans
have
been
fully
awarded,
as
I've
mentioned,
with
a
value
of
just
over
1.5
million
dollars
awarded
to
around
173
small
businesses.

health
services.

is
accepting
a
grant
from
the
minnesota
pollution
control
agency
for
tree
planting
in
north
minneapolis.
Item
number
three
is
accepting
a
grant
from
youth
prize
for
in
hennepin
county
for
our
school-based
clinic
health
education
program.
Item
number
four
is
accepting
a
grant
from
hennepin
county
in
the
amount
of
5
000
for
the
children's
mental
health
collaborative
coping
19
provider
relief
fund.
Item

is
accepting
a
grant
from
the
minnesota
department
of
health
for
the
safer
sex
intervention
project
and

number.

a
passage
of
resolution
authorizing
funding
to
support
the
city's
community

meeting

urgency
is
real
and
we
have
some
really
great
ideas
coming
from
the
community,
including
the
tiny
homes.

the
city's
black
community
and

north
minneapolis
has
also
been
the
target
of
steep
disinvestment
and
structural
racism
in
the
form
of
police
brutality,
redlining,
a
lack
of
employment
opportunities
and
a
lack
of
youth
opportunities.

the
plymouth
avenue
uprising
of
1967
was
a
reaction
to
those
inequities
and
demonstrated
a
refusal
to
accept
them.

whereas
community
assets
like
the
way
community
center
that
were
established
to
elevate
needs,

demolished

make
room
for
the
current
fourth
police
precinct
and
access
to
the
river.

Mississippi
river
was
impeded
by
the
construction
of
highway
I-94
and
whereas
the
killings
of
residents
such
as
jupiter
mark
clark
and
george
floyd
by
police
caused
unrest
mirroring
the
plymouth
avenue
uprising
of
1967

again
serves
as
a
reminder
that
the
last
50
years
have
not
triggered
an
undoing
of
harm
to
black
communities.

and

and

to
engage
and
share
decision
making
and
the
north
side
oral
history
project
serves
to
honor
the
history
of
north
minneapolis,
as
well
as
pursue
the
goal
of
the
goals
of
the
division
of
race
and
equities
recast
program
that
were
crafted
by
the
recast,
minneapolis
advisory
team,
consisting
of
staff
and
community
representatives
and
whereas
arts,
artists
and
storytellers
such
as
4000,
more
creative
insight
news.

Juxtaposition,
arts,
franklin,
middle
school,
franklin,
middle
school,
charles
charles
caldwell,
teeny
wills
wells
and
bully
creative
collaborated
with
north
side.
Institutions
such
as
masjid,
al
nur
liberty,
community
church
oak
park
pillsbury
and
unite,
and
northside
residents
redevelopment
council
to
collect
90
stories
of
elders
and
long-standing
community
members
that
were
then
turned
into
art
projects
representing
the
community's
narratives
of
resistance
and
perseverance
and
triumph.
And
whereas
oral
storytelling
is
a
long-time
black
american
tradition,
honed
and
perfected
by
the
griots
of
west
africa,
surviving
the
middle
passage
and
passed
down.
I
Passed
down
through
the
generations,
and
whereas
the
artists,
storytellers
and
institutional
partners
involved
in
this
project
have
a
deep
understanding
of
this
tradition
and
its
meaning
to
the
black
community.
Now,
therefore,
let
it
be
resolved
that
the
mayor
and
city
council
do
hereby
both
honor
and
recognize
the
history
of
north
minneapolis
residents
in
the
penn
plymouth
corridor.
I
Further,
the
mayor
and
city
council
recognize
that
honoring.
These
stories
provides
us
with
a
viable
pathway
forward
to
bring
sustainable
change
to
north
minneapolis,
putting
an
end
to
the
harm
that
has
been
made
characteristic
of
this
community
over

last
century
and
investing
in
the
community
in
a
way
that
benefits
residents

currently
live
here.

hoping

presentation
at
pogo

be
able
to
share
some
of
the
the
creative
work
that
went
into
this
process,
because
a
big
part
of
the
truth
and
reconciliation
process
is
for
to
give
opportunity
and
platform
for
our
community
to
share
their
stories,
their
stories
of
of
pain,
the
stories
of
joy
and
and
achievement,
as
well
as
documenting
that
history.

future
generations,
as
many
of
you
know,
I
was
a
oral
historian
at
the
university
of
minnesota
documenting
the
lives
and
histories
of
transgender
and
gender
non-conforming
people
before
joining
the
minneapolis
city
council.
And
so
you
know
I
I
know,
and
I
recognize
the
the
deep
importance
of
of
capturing
those
oral
histories
and
documenting
that
and
and
telling
our
stories
it.
It
builds,
I
think,
faith
it
builds.
It
empowers
our
community
to
continue
to
strive
and
reach
forward.

elections
team,
who
are
doing
incredible
work
to
ensure
ballot
access
for
all
minneapolis
voters.
As
reported,
we
are
seeing
record
turnout
for
the
early
voting.
In
fact,
I
anticipate
that
by
monday,
tuesday,
at
the
latest,
it's
highly
probable
that
minneapolis
will
surpass
the
100
000
mark
100
000
absentee
ballots.

would
set
a
new
all-time
record
in
terms
of
the
number
of
early
votes
being
cast
by
many
politicians
prior
to
election
day,
so
very
excited
about
the
very,
very
strong
turnout
that
we
have
seen
thus
far
during
the
early
voting
period
and
very,
very
proud
of
our
elections,
crew,
which
numbers
2500
strong
between
the
six
full-time
administrators
who
work
year-round
and
all
of
our
seasonal
staff,
temporary
workers
and
the
men
and
women
who
staff
the
polls
on
election
day
are
election
workers
they're.
