live
broadcast
of
our
virtual
meeting.
This
meeting
includes
the
remote
participation
of
members
as
authorized
under
minnesota
statutes,
section
13d
.021,
due
to
the
declared
local
health
pandemic.
The
city
will
be
recording
and
posting
this
meeting
to
the
city's
website
and
youtube
channel
as
a
means
of
increasing
public
access
and
transparency.

Just
a
little
bit
about
what
redistricting
is,
I
know
all
of
you
all
of
you
in
the
redistricting
group
know
this
because
he
went
through
the
application
process,
but
it's
the
process
of
redrawing
the
boundaries
of
election
districts
in
minneapolis.
That
means
ward
and
park
districts
which
are
done
in
the
united
states
after
every
census,
which
is
done
in
every
year,
ending
in
zero.

The
purpose
is
to
ensure
one
person,
one
vote.
If
you
had
forty
thousand
people
in
one
ward
and
thirty
thousand
people
in
another
ward,
the
the
ward
with
40
000
people
would
be
under
represented,
and
the
ward
with
30
000
people
would
be
disproportionately
over
represented.
The
purpose
of
redistricting
is
to
even
that
out
next
slide.

The
last
time
around
we
held
numerous
listening
sessions,
then
physically
in
person
sessions
around
town,
very
few
people
attended
until
we
created
the
first
map
and
then
we
packed
rooms,
because
then
people
could
see
what
was
going
to
happen
to
them
or
potentially
happen
to
them.
So
we're
expecting
the
same
thing
this
time,
we're
also
learning
how
to
use
what's
called
the
district
r
mapping
tool,
which
is
what
will
be
available
to
redistricting
group
members
and
to
citizens.

Every
citizen
will
have
the
ability
to
go
in
and
create
their
own
map.
It's
a
fairly
simple
tool.
We'll
talk
a
little
bit
more
about
it
today
and
I
would
encourage
everyone
to
go
to
district
r
dot
org
and
play
with
it
it's
fairly
intuitive,
especially
if
you
participated
in
the
last
time
around.
We
had
a
similar
tool
that
was
provided
by
common
cause.
This
this
works
about
the
same
way
after
we
put
together
a
draft
map,
we
will
hold
public
hearings
on
that
draft
map.

The
next
election
will
be
in
two
years,
so
2023
in
2023
in
the
municipal
election.
We
will
be
using
the
new
maps
that
we
create
this
year
and
early
next
year.
Those
maps
will
also
be
used
for
the
midterm,
federal
and
state
election
in
2022,
but
they
will
not
be
ready
for
this
year's
election
and
will
not
be
used
in
this
year's
municipal
election
next
slide,
please.

The
redistricting
group
is
composed
of
15
charter
commissioners
and
nine
appointed
community
advisory
group
members.
They
are
all
called
members.
They
all
vote
on
everything
on
all
procedural
matters
and
on
all
maps,
except
for
the
final
map,
which
is
approved
by
the
charter
commission,
as
provided
in
our
charter.

The
law
provides
that
every
council,
ward
and
every
park
district
must
have
a
population
within
five
percent
of
the
mean
population
of
a
ward
and
a
park
district.
This
means
that
if
a
council
ward
has
more
than
five
percent
above
the
mean
that
board
will
have
to
shrink
in
size
because
that
board
will
have
to
have
fewer
in
population.

If
a
council
ward
has
more
than
5
percent
less
than
the
mean
population,
it
will
have
to
grow
in
size,
because
additional
voters
will
be
necessary
to
bring
it
into
that
mean.
The
preliminary
numbers
that
we
have
right
now
show
that
there
are
two
wards
two
and
three
that
have
more
than
five
percent
in
excess
of
the
me,
and
there
are
four
wards
I
believe
they
are
six
nine,
eight
and
eleven,
which
have
more
than
five
percent
less
than
the
mean.

So
there
will
be
quite
a
few
lines
which
have
to
be
redrawn
and
what
we
found
out
last
time,
if
you
is
that,
if
you're
drawing
redrawing
lines
for
five
or
six
wards,
it
impacts
really
every
ward
or
park
district
in
the
city.

elements
of
census
data,
which
is
what
we
use
to
redraw
the
maps
they
are
made
of
census,
blocks
approximately
6
000
in
minneapolis,
the
smallest
geographic
area
for
which
population
summer
summaries
are
released.
They
are
bounded
by
city,
streets,
city
blocks
and
physical
features
such
as
rivers
or
railroads
or
highways
not
based
on
population.

the
first

it's
a
public
web-based
mapping
tool

redistricting
will
be
customized
for
minneapolis
and
is
accessible
via
minneapolism.gov.

Proposed
awards
in
districts
will
be
as
equal
in
population
as
practicable
within
five
percent
of
the
mean
population
per
word
or
park
district,
and
that
five
percent
comes
from
the
city
charter
will
be
no
longer
than
twice.
The
width
will
minimize
change
in
existing
boundaries
we'll
consider
communities
of
interest
where
possible
will
not
discriminate
on
basis
of
race,
ethnicity
or
membership
in
language.

the
population
trends,
as
you
can
see,
chair
click
and
I
will
kind
of
like
kind
of
tack
team
this,
but
you
can
kind
of
see
that
there
are
some
district
awards
in
the
city
that
have
not
grown
as
fast
as
others,
and
you
can
certainly
see
ward
three
and
two
that
have
grown
very
much,
especially
ward,
3.

And
obviously,
at
the
very
bottom
there
you
have,
the
ideal
is
supposed
to
be
33,
073
people
plus
or
5,
plus
or
minus
five
percent
of
that.
So
you
obviously
see
that
some
of
the
districts
awards
have
to
be
redistricted
so
that
they
could
be
meet
that
ideal.

had
sometimes

is
that
people
are
unable

desperately

suggestions

the

think
one
suggestion
would
be
for

callers

make
sure
that
they
haven't
muted
their
own

lot

times

people

they
mute

forget
to

when
they
hit

six
simultaneously.
So
maybe
the
caller
should
just
double
check
to
make
sure

isn't

participation
early

If
you
worked
more

There
was
nothing

nextdoor.com,
which
is
pretty
popular.
There
was
nothing
sent
out
by

I
saw
nothing
at
least
by
my
council
person
in
word
three
and
I
get
most
of
the
other
council
people
to
know
newsletters,
and
I
don't
think
I
saw
too
much
there
either,
so
the
meetings
are
not
being
communicated
well
to
the
populace
of
the
city.

I
have
lived
here
for
most
of
my
life
from
elementary
school
through
a
44-year
trek
to
get
a
bachelor's
degree,
and
I
have
watched
the
changes
in
marcy
holmes
a
little
bit
dubiously,
but
in
particular
I'm
not
sure
that
marty,
holmes
and
northeast
are
well
combined
with
the
sections
of
downtown
minneapolis
that
are
used
to
comprise
board
three
and,
as
we
look
at
redistricting
to
get
more
homogenic
genius
concerns
of
the
earth
of
the
citizens
and
stuff.
I
think
it
would.

and
many
of
my
neighbors
that
I
have
spoken
with
and
a
number
of
neighbors
in
downtown
that
I've
spoken
with,
think
that
maybe
dividing
using
the
waters
to
divide
us
might
be
wise
if
it
fits
the
other
criteria
and
stuff.
So
that's
all
I'd
like
to
propose
that
marcie
holmes
and
northeast
can,
especially
since
it's
too
big
now
could
be
re-aligned
with
maybe
some
parts
of
other
areas.

too
large
and
that
abuts
us.

trying
to
call

and
I
think
we're
having
a
major
issue
with
the
phone
system
because
there's
four

people

my
community-
and
I
do
agree
with
the
last
caller
that
they're
having
major
issues
just
logging
into
teams.

So
I
don't
know
if
we
can
do
something
totally
different
or
we
can
talk
to
individuals
or
maybe
write
the
council
or
talk
to
our
tech
individuals,
because
I
know
there's
a
lot
of
individuals
within
my
community
within
ward
5,
so
they
just
had
a
community
meeting.
That
is
very
motivated
to
be
a
part
of
this
process,
but
they
can't
get
through
for
some
reason
and
I
wasn't
even
able
to
get
through.
At
the
beginning.
I
tried
on
the
computer
and
I
tried
my
phone
like
several
different
times
and
I'm
finally
getting
through.
I
I
can
hear
you
guys,
but
I
wasn't
able
to
speak
or
even
say
I
or
give
my
input
or
anything
like
that.
So
I
was
here-
and
I
am
speaking
up
for
a
group
of
individuals
that
are
sitting
with
me
because
we've
been
trying
to
get
through
on
all
types
of
different
cell
phones.

it's
quite
easy

use
and
it's
sort
of
fun
to
just
rub
your
paintbrush
across
part
of
the
city
and
create
your
own
wards

park
districts.
But
I
think
that's
something
we'll
be
using
all
the
time
and
the
sooner
we
are
all
acquainted
with
it
that
the
sooner
we
will
be
able
to
to
move
forward.

user

tips
or
tricks
people
might
want
to
know.

think
the
biggest
one,
I

say
is
there's
an
option
to
adjust
your
brush
size.
So
I
think
the
default
is
it'll
cover
like
10
census
blocks
when
you
start
to
use
it
and
that
can
be
frustrating
when
you're
trying
to
do
more.
Fine
point
work,
but
you
can't
actually
shrink
the
brush
size
to
do
more
fine
point
things
so
fairly
technical
if
you've
never
used
it
before
what
I'm
saying
might
not
make
sense,
but
yeah
just
keep
that
in
mind.

said,
I
think
it's
a
fairly
easy
tool
to
use
and
then
you
can
save
your
maps
and
it
will
create
a
unique
url
that
you
can
then
share,
and
if
any
members
of
the
public
wanted
to
submit
a
map,
they
could

not
sure
any
other
way
to
save
it.

might
be
one
that
I'm
not
aware
of,
but
they
could
certainly
save
the
url
and
then
share
that
submitted
to
us.

believe
we
will
be
accepting
those
