the
city
of
minneapolis

regional
railroad
authority

of
the

is
a
part

avid
northwestern
hospital
campus.
It's
part
of
the
implementation
of
a
larger
master
plan
for
the
campus.

may
remember

Well,
we
talked
about
this
project
for
one
at
the
committee
of
the
whole
meeting,
but
we
also
approved
the
new
central
utility
plant
at
the
corner
of
26th
in
chicago
for
the
abbott
northwestern
campus.

This
project,
which
is
a
an
addition
to
the
existing
parking
garage
at
28th
in
chicago,
will
help
facilitate
some
additional
development
on
the
hospital
campus
for
patient
care
services
at
another
location
on
the
site.
That's
currently
occupied
by
structure
parking,
so
it
helps
replace
some
of
that
lost
parking
that
will
be
transitioning
to
care
facilities
in
the
future.

is
a
small

office
space
on
the
ground
level
of
that
parking
garage

chicago

it
contains

thousand
structured
parking
spaces
and

part

phelps
neighborhood
for
over
100
years

plans

remain

active
participant
in
this
community

many
years

abbott
northwestern
campus
and
our
system
office
and
the
midtown
exchange
building.

have
a
large
presence
in
this
neighborhood
and
our
major
employer.

part
of
our
commitment
to
our
neighborhood,
we
honor
a
covenant
going
back
to
the
1980s
in
which
we
agreed
to
stay
within
our
existing
property
lines
and
not
expand
our
campus
into
the
surrounding
residential
neighborhoods.
The
construction
of
transportation
hub
will
allow
the
demolition
of
an
810
stall
parking
ramp.

know,
is
ramp
number
one.
The
space
presently
occupied
by
ramp,

will
be
the
building
site
of
a
new
patient
care
pavilion,

new
operating
rooms
and
patient

space,
and
the
next
phase
of
our
campus
revitalization

I've
testified
to
this
commission
in
the
past
in
favor
of
new
buildings,
specifically
multi-unit
housing.
However,
today
I
feel
impelled
to
testify
against
a
new
building,
because
it's
housing
for
cars,
not
for
people.

Team
has
done
a
wonderful
job
casting
this
project
as
a
mobility
hub
when,
in
fact,
it's
yet
another
car
storage
facility
with
deleterious
effects
for
the
neighborhood,
the
climate
and
our
city
at
large
parking
structure
with
nearly
2000
stalls
is
a
parking
garage,
not
a
mobility
hub,
no
matter
if
it
has
solar
panels,
bike
facilities
and
showers,
or
almost
one
percent
or
one
percent
of
available
spaces
for
ev
charging
to
be
fair.
I
think
this
is
a
less
bad
and
greener
facility.

I
think
it's
a
better
alternative
than
just
a
concrete
slab,
but
it's
still
car
centric
construction.
I
also
want
to
note
that
I
appreciate
that
alignment
is
not
expanding
further
into
the
neighborhood
and
that
they're
making
efforts
to
limit
single
occupancy
vehicle
trips,
as
well
as
having
a
plan
to
age
out
other
structures.

However,
I
also
want
to
point
out
that
our
streets
minneapolis
has
not
yet
agreed
to
sign
a
lease
with
elena
despite
alaina's
messaging
earlier.
I
feel
that
lina's
mention
of
our
streets
is
yet
another
way,
they're
trying
to
greenwash
this
project
into
a
more
palatable
one,
and
I
don't
think
it's
in
line
with
the
2040
comp
plan.

As
a
patient,
I
choose
a
lineup
for
my
healthcare.
I
realize
that
people
like
me
and
they
need
to
drive
to
their
appointments.
In
fact,
people
drive
hundreds
of
miles
from
or
they
drive
from
hundreds
of
miles
away
for
treatment
at
alina's
facilities,
but
alina
already
has
a
ton
of
parking
in
their
complex
and
they
do
better
to
better
manage
their
existing
parking
more
efficiently,
rather
than
adding
another
huge
facility.

This
commission
rejected
the
federal
reserve
parking
ramp
proposal
in
2019
in
part
because
it
didn't
fit
with
the
city's
goals
in
reducing
carbon
emissions
that
was
for
an
800
stall
facility.
So
how
did
this
project
that's
nearly
two
or
three
times
more
parking
align
with
those
goals.
I
feel
that
this
project
would
make
sense
in
rochester
for
the
mayo
clinic,
but
it
doesn't
make
sense
for
minneapolis.

puds
are
enacted

facility
is

conditional

have
to
process
a
second
conditional
use
permit
under
the
pud
ordinance
in
order
to
enable
that
facility
to
be
expanded,
so
they
can't
be
combined
under
one.

think

second
cup
addresses
the
use
directly,
whereas
the
conditional
use
permit

development
is

proposed

is
an
