As
we
begin,
I
will
note
for
the
record
that
this
meeting
has
remote
participation
by
members
as
authorized
under
minnesota
statutes.
Section
13d
point
zero:
two
one
due
to
the
declared
local
health
pandemic,
the
city
will
be
recording
and
posting
this
meeting
to
the
city's
website
and
you
youtube
channel
as
a
means
of
increasing
public
access
and
transparency.
B
B
B
B
B
B
Oh,
there
is
one
little
piece
of
discussion,
we're
going
to
add
something
at
the
very
end
of
the
of
our
meeting
just
before
we
adjourn,
and
it
will
relate
to
the
hiring
of
a
senior
advisor
finance
administration
position
for
the
board
of
investment
and
taxation
that'll
be
at
the
end.
That's
the
only
only
addition
there's
a
motion
before
us
any
discussion.
A
C
C
A
B
B
D
E
E
At
this
point
we
don't
have
a
actual
presentation.
Of
course,
these
are
numbers
that
the
mayor's
office
still
needs
to
go
through.
D
D
E
D
That's
correct,
but
it's
helpful
in
understanding.
What's
going
on,
however,
by
knowing
what
those
changes
are
in
the
other
numbers,
you
know
especially
things
like
the
sales
tax
numbers
and
such,
but
if
that's
something
that
the
mayor
would
like
to
wait
on
until
he
presents
his
whole
budget,
I'm
fine
with
that
or
if
they're
available
now
I
would
love
to
see
a
copy
of
them.
F
President
wheeler
board
member
becker,
what
alan
mentioned
was
that
the
system
is
available
for,
for
you
all
to
review.
We
don't
have
a
formal
report
yet
only
because
the
mayor
has
not
finalized
the
budget
yet
so,
if
you
like
access
to
the
system,
we
can
certainly
provide
that,
for
you.
B
We
we
all
know
that
lisa
bender,
I
see
her
heard
her
face.
There
now
go
ahead
as
bender.
G
E
President
wheeler
and
board
members
there's
technically
a
charter
requirement
that
the
information
be
made
available
to
the
bet
at
this
point
in
time.
Basically,
and.
A
B
Question
here
we
can,
we
can
make
all
those
reports
available.
I
know
I
know
how
much
ms
becker
loves
going
through
those
things,
so
so
she's
just
going
like
this,
so
I
I
mean,
let's
make
sure
that
that
she
can
get
access
to
things
we'll
we'll
we'll
share
that.
B
But
to
me
it
seems
to
make
much
more
sense
to
have
the
mayor
and
and
the
team
go
through
it
and
put
it
together
in
a
way
and
that's
when
I'm
gonna
start
looking
at
it,
but
some
other
people
may
want
to
look
at
it
before
and
and
that
would
be
my
perspectives
enough
said
anybody
else
like
to
add
something.
At
this
point.
D
The
other
question,
of
course,
is
the
questions
of
what's
going
on
in
the
tax
base,
and
I
assume
none
of
that
is
available
yet
from
hennepin
county
I
mean
I
have
a
kind
of
really
fundamental
question
about.
Do
we
see
a
decrease
in
the
valuations
in
the
downtown
in
particular
and
how
that's
going
to
affect
the
tax
base?
So
I
presume
that's
not
available
yet,
but
I
would
hope
it
would
be
made
available
when
that
information
was
available.
So
I
just
want
to
put
that
little
pin
in
there
for
now.
B
D
G
G
Our
other
presentations-
and
I
know
finance
is
doing
their
best
to
try
to
make
projections
that
are
really
uncertain
environment,
but
I
I
do
think
the
decision
that
this
body
will
make
about
the
levy
is
more
complicated
this
year
than
than
usual,
and
I
think
would
require
time
to
really
take
into
consideration
the
the
projections
that
we'll
be
getting
from
staff.
G
The
assumptions
that
went
into
them
sort
of,
I
think
each
member's
position
and
comfort
on
you
know
how
much
risk
versus
not
or
how
much
investment
versus
you
know
how
much
to
invest
from
the
tax
base
in
a
struggling
city
versus
how
much
you
try
to
keep
taxes
lower
like
these
are
very
important
policy
questions
that
will
affect
our
ability
as
a
city
or
it'll
affect
our
path
as
a
city
in
how
we
manage
through
this
phase
of
the
pandemic
and
its
impact.
So
it's
a
long-winded
way
to
say.
B
Okay,
thank
you
very
much
for
that
all
right
now
I've
got
two
hands
up
carol.
Your
hand
is
up
been
up
more,
but
I'm
gonna,
I'm
gonna
call
on
alan
first.
E
E
So
the
requirement
in
the
charter
made
sense
at
that
time
under
that
arrangement.
But
at
this
point
it
might
be
a
kind
of
a
stale
item
in
the
charter.
So
that's
something
I
think
to
just
keep
in
mind
for
future.
D
I
just
want
to
amplify
what
ms
bender
just
said
that
I
don't
know
I've
been
watching
the
city
budget
for
about
30
years
now,
and
I
don't
know
of
any
time
in
the
last
30
years
where
there
has
been
this
much
interest
in
what
the
city
is,
spending,
how
much
it's
spending
and
how
much
it's
taxing
and
where
that
money
is
going
and-
and
I
have
tried,
as
an
elected
official,
to
protect
the
public's
right
to
know,
what's
going
on
to
have
a
time
to
comment
and
have
time
to
digest
and
understand,
and
I
it's
just
amplify
what
mr
bender
said:
we
need
that
information
in
the
public
out
in
the
community
now,
so
people
can
look
at
it
and
think
about
it
and
organize
if
they
want
and
come
and
yell
at
us,
whichever
direction
they
they
feel
things
should
go,
that's
our
job
and
we
owe
them
that,
and
so
I
just
want
to
be
really
respectful
of
that.
B
Other
new
business
item
five
on
the
agenda
is
a
resolution
approving
the
addition
of
accessible
projects
relating
to
street
improvements.
There
are
three
of
them
one
for
about
63
000,
I'm
rounding
a
little
bit
another
for
24,
000
plus
and
another
for
127
000
plus.
B
I
would
think
that
we
could
put
all
of
these
in
a
single
motion.
Would
somebody
like
to
to
move
that
we
adopt
this
resolution.
D
B
B
A
two-thirds
vote
is
required
to
adopt
the
resolution.
May
we
clerk
call
the
roll
please.
B
C
A
B
C
B
C
B
H
There
we
go
thanks,
president
wheeler
and
board
members,
we've
kind
of
covered
off
the
process
in
prior
meetings
or
and
or
so,
and
we
posted
this
position
about
four
months
ago
and
started
looking
for
candidates
that
would
meet
the
specifications
of
the
position
we
we
had.
Several
candidates
apply
and
actually
interviewed
two
candidates
that
seemed
to
meet
our
minimum
qualifications
or
other
qualifications
for
this
particular
job
and
the
selection
committee,
which
consisted
of
president
wheeler
and
a
member
of
the
the
control
julie
from
the.
B
H
Yeah
julie,
weissman
from
the
park
board.
I
interviewed
both
candidates
and
the
candidate
that
we
seem
to
that.
They
seem
to
believe
fit.
The
the
role
and
very
excited
about
bringing
on
board
is
anthony,
sterly,
and
I
think
president
wheeler,
you
submitted
the
resume
to
the
board
and
other
individuals
here
as
well
and
he's
scheduled.
H
We
have
an
employment
agreement
with
him,
he's
scheduled
to
begin
employment
with
us
on
a
part-time
basis
july
26th
of
of
this
month,
and
we
will
be
establishing
an
onboarding
process
so
we'll
have
an
opportunity
to
interact
with
members
of
the
present
members
of
the
board
and
in
individuals
within
the
city
organization
and
the
park
board
organization.
That
will
contribute
to
the
knowledge
that
this
person
needs
to
be
able
to
gather
and
support
the
board
in
their
work.
B
B
Miss
becker,
you
do
have
your
hand
up
again
or
you're
going
to
make
a
motion.
I
I
can't
hear
you
there's
no
sound,
there's
no
sound.
I'm.
D
Just
very
excited
that
we
were
able
to
fill
that
staffing
position
and
I
look
forward
to
working
with
anthony
I'm
sure
he's
gonna
be
great.
So
thank
you
for
your
work
on
making
that
happen.
B
Thank
thank
you
and
thank
you
to
the
to
the
interview
team.
A
motion
to
adjourn.
I
don't
know
if
we
even
need
that
I
think
we
can
just
say
that
unless
there's
any
any
objection,
we
will
adjourn
our
meeting
at
this
time.
