The
next
item
is
the
chairs
report
and
I
have
nothing
to
report
except
as
presented
on
our
agenda,
although
if
clear
casey
carl
joins
us,
I
will
ask
him
later
in
the
meeting
to
update
us
on
what
the
city's
policy
is
regarding
live
versus
remote
meetings
after
the
end
of
september,
as
that
will
affect
our
next
meeting
item
number
five
on
the
agenda
is
receiving
an
update
on
the
status
of
proposed
charter
amendments,
and
that
was
a
casey
carl
item,
but
I
don't
think
he
is
with
us
yet.

a
brief
summary
and
then
I'll
get
into
a
little
bit
of
detail
and
answer
any
questions.
If
there
are
any
so
I'm
thrilled
to
say
that
in
august
we
had
the
formal
approval
of
nine
advisory
group
members,
so
that
makes
our
24-member
redistricting
group
complete
now
and
that'll,
be
the
entity
tasked
with
all
the
map,
creation
and
all
the
other
public
activity
through
the
completion
of
the
redistricting
project
in
first
quarter
of
next
year.

So
starting
this
month,
we
will
orient
the
group,
the
entire
24-member
group
and
we'll
hold
the
first
public
engagement
with
with
anybody
who's
interested
in
redistricting
from
the
public.
We're
currently
determining
all
the
dates
of
the
public
engagements
through
the
end
of
the
project.
But
we
have
a
few
scoped
out
already.

Our
ongoing
initiatives
include
addition
of
the
content
to
our
redistricting
website
and
increasing
the
understanding
of
our
gs,
gis
mapping,
tools
that
are
going
to
form
the
core
of
the
project
and
our
work
groups
continue
to
partner
with
a
number
of
departments
in
minneapolis,
including,
obviously
the
office
of
the
city
clerk
information
technology.
Our
communications
group,
neighborhood
and
community
community
relations,
of
course,
and
the
city
attorney's
office,
so
I
will
get
into
a
little
bit
of
detail
now.

want
to
talk
about
some
recent
activity,
so
I
mentioned
our
redistricting
website,
which
I
hope
is
going
to
be
the
locus
for
everything.
Redistricting
and
we've
been
enhancing
that
and
we've
added
a
get
involved
page,
which
links
to
our
first
public
engagement,
which
is
our
september
13th
listening
session,
and
it's
going
to
serve
as
hopefully
the
location
for
all
of
the
future
public
meeting
registration
for
anybody
who
wants
to
any
of
the
public
that
wants
to
speak
to
the
charter
commission
and
the
redistricting
group.

added
also
some
external
links
to
the
resources
and
news
page
there,
federal
and
region
and
state
redistricting
educational
material.
Is
there
and
we've
also
added
some
external
education
material
from
the
common
cause
and
the
naacp
and
we'll
continue
to
add
anything.
That
looks
particularly
interesting
in
the
general
redistricting
topic.

So
they
can
get
it
out
to
all
of
the
community
neighborhood
groups
that
they
interact
with,
and
I
I
do
want
to
reiterate
that
all
members
of
the
redistricting
group,
I
hope
we're
tasked
with
reaching
out
to
their
community
networks
to
make
sure
that
we
get
maximum
participation
for
our
public
events.

drafted
some
content
for
the
listening
session,
which
we'll
be
firming
up
next
week
and
to
be
ready
for
the
13
for
the
21st,
and
we've
got
we're
talking
about
setting
up
the
meetings
for
our
future
public
hearings
on
the
draft
and
proposed
maps.
Those
are
going
to
be
scheduled
for
november
and
december
and
for
february
and
march
of
next
year.
So
watch
out
for
that
again
we're
going
to
focus
most
of
the
information
on
the
redistricting
website,
so
everybody
can
feel
free
to
register
to
comment.

also
created

redistricting
mailbox
for
anybody
who
wants
to
send
us
content,
so
that

and
I
would
encourage
anybody,
who's
interested
or
has
questions

We
just
pushed
out
last
friday,
our
first
press
release
about
redistricting,
and
that
was
to
announce
the
edition
of
the
advisory
group
and
to
talk
about
the
first
listening
session
on
september
21st
and,
as
I
also
mentioned,
we've
got
our
redistricting
group
orientation
meeting.
Also
a
broadcast
public
meeting
for
september
13th
that'll
be
from
4
to
6
p.m.

And
the
last
thing
I
want
to
talk
about
is
our
mapping
technology.
So
I've
got
a
meeting
to
talk
about
that
with
clerk
carl
and
the
I.t
group
tomorrow.

So
we're
going
to
be
scheduling
the
redistricting
group
for
a
meeting
sometime
after
the
orientation
meeting
to
introduce
the
various
mapping
technologies
chosen
by
our
it
group,
the
first
of
which
is
called
district
r.org,
and
that
is
a
public
mapping
tool.
So
it's
publicly
accessible
to
anybody
with
with
a
computer,
our
it
grouped
work
with
a
vendor
to
create
a
minneapolis
map
that
has
an
overlay
of
the
ward
and
neighborhoods
and
the
park
districts.

anybody
who
has
access
to
that
tool
can
work
with
it
to
create
their
own
map.
It's
I'm
probably
making
it
sound
a
little
bit
easier
than
it
is,
but
it
is
pretty
self-explanatory
and
again
that's
that
tool
is
called

anybody
can
access
that
it's
up
and
functional
right
now.
The
other
tool
is
the
esri
redistricting
mapping
tool
and
that
is
going
to
be
a
licensed
internal
tool
for
our
redistricting
group.

we'll
be
discussing
that
tomorrow.
So
I'll
have
an
update
for
that
at
the
next
meeting
or
before,
and
we're
going
to
also
schedule
hands-on,
as
redistricting
training
for
the
redistricting
group.

least,
we've
got
the
information
technology
group
processing,
our
2020
census
data
as
well,
and
I
think
they'll
be
pushing
out
various
maps
onto
the
public
website
once
they
get
all
that
stuff
consolidated.

only
thing
I
had
to
add
was
the
work
group
did
meet
on
august
11th,
where
we
reviewed
a
lot
of
materials
that
greg
had
drafted,
which
was
very
helpful,
and
then
we
had
a
couple
of
other
separate
meetings
to
meet
with
mr
gallagher
from
ncr
and
to
talk
about
planning
for
meetings
and
so
forth.
So
greg
covered
everything
that
we
have
discussed
in
the
work
group.

Thank

As
this
body
is
aware,
three
questions
proposing
amendments
to
the
city
charter
will
be
referred
to
voters
on
november
2nd
election
day.
One
pertains
to
a
proposed
change
in
structure
related
to
the
government
of
minneapolis,
which
would
be
an
executive
mayor
legislative
council
proposed
structure.

The
second
question
relates
to
the
proposed
creation
of
a
new
department
of
public
safety
that
was
brought
forward
by
a
committee,
the
yes
for
minneapolis
petitioner
committee
and
then
the
third
and
final
one
was
initiated
by
the
city
council,
which
relates
to
the
subject
matter
of
rent
stabilization,
to
be
enacted
by
ordinance
of
the
city
council,
if
approved
by
voters.
So
all
three
of
those
questions
were
finalized
ballot.
Language
was
adopted
by
the
city
council
and
was
submitted
before
the
deadline
to
hennepin
county.

We
hope
to
have
quick
resolution
on
that
matter.
Obviously
so
that
we
can
finalize
our
preparation
of
ballots
in
time
for
the
first
day
of
early
voting,
which
starts
on
friday
september
17th
at
8
a.m.
That's
just
16
days
away
from
today.
So
it's
16
days
voting
starts
for
this
year's
municipal
election.

have
placed
for
reference
for
all
voters
on
the
elections
website,
links
to
all
of
the
ballot
content.
So
on

that's
our
elections

There
is
a

for
voters

you
drop

that
menu,
there's
another
link
beneath
that
that
says
what's
on
the
ballot,
and
if
people
go
to
that
what's
on
the
ballot
link,
it
will
take
you

a
listing

all

the
municipal
offices
that
will
be
on
the
ballot
this
year
and
beneath.
That
is
a
blue
link
that
will
take
people
to
the
affidavits
for
each
candidate
each
race
so
that
they
can
look
over.

offices

candidates

three
ballot
questions
I've
already
described
with
the
language
approved
by
the
council
and

is

the
charter
was

these
amendments
were
passed,

effect
it
would
have
in
the
actual
city
charter
and
beneath
that
are
a
series

faqs
questions
that
we
frequently
get

ballot
questions
amending
the
city
charter.

folks

and
check
that

it's

elections

at

to
prepare
themselves.
We
will
anticipate
having
our
sample
ballots
available
on
that
same
site
the
week.
